Abstract

This study explores the efforts of ward head nurses in optimizing nursing care management, focusing on workload management and effective communication within nursing teams. Utilizing a qualitative research design and a literature review methodology, this study synthesizes relevant scholarly sources from 2015 to 2025. The findings highlight the critical role of ward head nurses in balancing the distribution of workloads and ensuring clear communication to enhance the overall quality of care. Effective workload management leads to reduced nurse burnout, higher job satisfaction, and better patient outcomes, while effective communication reduces errors, fosters collaboration, and improves team morale. The research underscores the importance of leadership strategies that integrate both workload and communication management to create a cohesive and efficient nursing team. However, challenges such as staffing shortages, resource limitations, and the integration of digital communication tools remain significant barriers. The study emphasizes the need for organizational support and leadership training to empower ward head nurses in optimizing these strategies. The findings contribute to the growing body of literature on nursing leadership and provide practical insights for healthcare administrators, nursing leaders, and policymakers aiming to improve nursing care management.

Abstract

This study analyzes the optimization of national downstream synergy as a strategic pathway to achieving defense industry independence in Indonesia, particularly in supporting the operational readiness of the Indonesian Air Force (TNI AU). Using a qualitative descriptive approach, it integrates data from interviews, policy documents, and official reports from the Defense Industry Policy Committee (KKIP), the Ministry of Defense, and PT Dirgantara Indonesia (PTDI). The findings reveal that Indonesia’s defense industry still faces major barriers, including dependence on imported raw materials and technology, low economies of scale, and limited coordination among stakeholders. The study identifies that the success of downstream synergy depends on institutional integration, long-term investment assurance, and technological capability enhancement. Strengthening the roles of KKIP as a policy integrator, the Ministry of Defense as a regulatory and funding enabler, and PTDI as a production executor is essential to align industrial capacity with Air Force requirements. Key strategies include implementing Long-Term Offtake Agreements (LTOA) to stabilize market demand, reforming the Offset and Local Content (IDKLO) mechanism for genuine technology transfer, and integrating upstream industries (PT Inalum, PT Krakatau Steel) to close the material sovereignty gap. The development of MIL-STD-certified testing facilities, local MRO capabilities, and a national defense digital innovation ecosystem will accelerate the transition toward self-reliant production. Ultimately, optimizing national downstream synergy will establish a resilient, competitive, and technologically advanced defense ecosystem capable of independently supporting the Air Force and enhancing Indonesia’s strategic autonomy.

Abstract

The rapid advancement of digital technology has profoundly transformed financial systems worldwide, including in Indonesia. Digital financial services such as mobile banking, e-wallets, and QRIS have become integral to modern life. However, the rise in financial inclusion has not been matched by adequate financial literacy. According to the 2024 Financial Services Authority (OJK) survey, Indonesia’s financial inclusion index reached 85.1%, while financial literacy was only 49.6%. This disparity indicates that many people have access to financial services but lack sufficient understanding to use them wisely, safely, and productively. This Community Service Program (PKM) aims to improve digital financial literacy among members of the PKK women’s community at Posyandu Baronang RW 016, Beji, Depok, enabling them to become smart and independent family financial managers. The program utilized an interactive learning approach involving educational lectures, digital application demonstrations, financial management training using mobile apps, and group discussions. The results revealed a significant improvement in participants’ understanding of digital financial concepts, secure transaction practices, and household budgeting using digital tools. The activity also empowered women as financial educators within their families and communities. This initiative demonstrates that digital financial literacy plays a crucial role in enhancing family resilience and independence in the digital economy era.

Abstract

Citizen participation in policymaking is a fundamental element of democratic governance. In Indonesia, however, participation often remains symbolic due to limited access to information, weak accountability mechanisms, and a lack of public trust. This study explores the vital role of public administration in enhancing meaningful citizen involvement in government policy formulation and implementation. Using a qualitative method through literature review, the study synthesizes recent scholarly findings and government reports published between 2020 and 2025. It focuses on key themes such as ethical governance, bureaucratic reform, digital innovation, and public communication strategies. Findings show that public administration serves as a mediator, facilitator, and implementer of participatory processes. Ethical governance—marked by integrity, transparency, and accountability—emerged as a precondition for trust and engagement. Decentralization enhances responsiveness at the local level, though it also introduces disparities across regions depending on administrative capacity. Technological innovations such as e-governance and digital platforms foster greater transparency and real-time citizen feedback, yet digital literacy gaps and institutional inertia pose significant challenges. Moreover, effective communication between government and citizens, particularly in the context of economic literacy, is crucial for participatory governance. The study highlights successful case examples from Bandung and Tanjungpinang where digital and community-based models improved policy responsiveness. It concludes that optimizing the role of public administration is essential to advance inclusive, accountable, and responsive governance in Indonesia.

Abstract

This study aimed to determine the effect of a modified Range of Motion (ROM) assistive device on the mobilization and muscle strength of the shoulder and arm in post-mastectomy breast cancer patients at Murni Teguh Hospital, Medan. A quantitative experimental method with a one-group pretest–posttest design was used, involving 33 respondents selected through purposive sampling. Data collection was conducted from April to September 2025 using a goniometer to measure shoulder and arm mobility and the Medical Research Council (MRC) Scale to assess muscle strength. Statistical analysis included paired t-tests and N-gain tests to evaluate effectiveness. The results showed a significant improvement in shoulder movements (flexion, extension, abduction, and adduction) after using the modified ROM device, with all movements achieving a significance value of 0.000 (p < 0.05). In terms of effectiveness, the ROM aid was found to be most effective for abduction movements (85.18%), followed by adduction (75.11%) and flexion (74.25%), but less effective for extension (28.92%). The modified tool, made of elastic and soft fabric and rubber, provided comfort, ease of use, and adaptability to patients’ movements. These findings demonstrate that the modified ROM assistive device effectively improves shoulder joint mobility and muscle strength in post-mastectomy patients. Further development and refinement of this device are recommended to enhance its design and therapeutic efficiency in clinical settings.

Abstract

This research aims to evaluate the effectiveness of self-management techniques in addressing online gaming addiction among students. Online gaming addiction has become a significant problem, disrupting students' social, physical, psychological, and academic lives. With the increasing dependence on online games, the application of self-management techniques, which include time management, emotional control, and self-monitoring, is expected to help students manage their behavior and reduce this addiction. The method used in this study is a literature review, analyzing previous relevant research on the use of self-management techniques in reducing online gaming addiction. The research results show that self-management techniques, through group counseling, have proven effective in reducing the level of online gaming addiction among students. This technique also contributes to improved social interactions, enhanced learning quality, and better time management. Therefore, the implementation of self-management techniques in schools can be an effective solution in addressing the problem of online game addiction, as well as improving the overall well-being of students. This research recommends integrating these techniques into school counseling programs and supporting the role of parents in accompanying students through the self-management process.

Abstract

The exponential rise of cybercrime has presented profound challenges to national criminal justice systems worldwide. This article aims to analyze the key obstacles faced by national authorities in enforcing cybercrime laws, particularly in the context of outdated legal frameworks, technological limitations, and operational inefficiencies. Using a qualitative approach through library research and literature review methods, this study synthesizes findings from scholarly sources, international reports, and comparative legal analyses to provide a comprehensive understanding of the enforcement gaps and institutional weaknesses in responding to cyber threats. The results reveal that many national legal systems lack harmonized legislation aligned with international frameworks, making cross-border prosecution complex and inconsistent. Technological barriers such as the widespread use of encryption, limited digital forensic capacities, and the increasing sophistication of cybercriminal methods further complicate enforcement efforts. In addition, operational challenges—including insufficient training, poor interagency coordination, and lack of resources—significantly impede law enforcement effectiveness. This article argues for the urgent modernization of legal structures, the investment in forensic and technological infrastructure, and the enhancement of international cooperation mechanisms. It concludes by proposing strategic, systemic reforms to bridge enforcement gaps and offers recommendations for future research on best practices, technology integration, and legal harmonization in cybercrime law enforcement. This study contributes to the scholarly discourse by highlighting the critical intersection between law, technology, and governance in the digital era.

Abstract

Collision accidents at sea remain a serious threat to commercial shipping, particularly in high-traffic waters. Although navigation technologies such as ARPA (Automatic Radar Plotting Aid) can provide predictions on vessel positions, speed, and safe distances between ships, human error, miscommunication, and suboptimal use of the system still frequently occur in practice. This article examines the integration of ARPA with Bridge Resource Management (BRM) in the context of merchant vessels, as a strategy to strengthen collision prevention. The method employed is a comprehensive literature review, case study analysis, and the proposal of an integrative model. The findings indicate that the ARPA–BRM integration enhances situational awareness, bridge team coordination, collective decision-making, and proactive risk mitigation capabilities. It is recommended that vessel training (including ARPA & BRM simulators) and operational policies strengthen this synergy to ensure safer navigation.

Abstract

The Berkatan program, implemented by PT Paiton Energy, is an innovative initiative aimed at reducing food waste through the redistribution of surplus food from the company’s cafeteria to the local community. This qualitative study, based on literature review and library research, analyzes the environmental, economic, and social impacts of the program. Data from 2024 and 2025 indicate that the program successfully redistributed 172 kg and 224.8 kg of surplus food, respectively, reducing food waste by 0.172 tons and 0.225 tons. These actions contribute to achieving Sustainable Development Goal (SDG) 12.3.1.a, which targets the reduction of food waste at the consumer level. Moreover, the program has resulted in cost savings of approximately Rp 104,101.95 over two years, demonstrating the economic benefits of food waste management. Socially, the Berkatan program provided food donations worth Rp 22,550,000 to local communities, helping to alleviate food insecurity and contributing to efforts to combat malnutrition. The study highlights the program's positive impact on the company's value chain, with surplus food now integrated into the company’s sustainable operations. This shift not only reduces environmental waste but also strengthens PT Paiton Energy’s corporate social responsibility (CSR) and sustainability culture. The program also encourages behavior change among employees and the community, fostering a more sustainable mindset.

Abstract

The SarKa innovation program implemented by PT Paiton Energy aims to address the issue of wood waste management by transforming waste materials into valuable products, specifically wood pellets. The program focuses on reducing the amount of wood waste sent to landfills and optimizing the economic value derived from waste materials. In 2024, 143,480.61 kg of wood waste was processed into wood pellets, resulting in significant cost savings of Rp 24,024,660.62, which increased to Rp 43,567,099.68 in 2025. Additionally, the sale of wood pellets generated substantial economic benefits for the local community, with revenue reaching Rp 344,353,468.84 in 2024 and Rp 312,230,880.95 in 2025. The program not only promotes environmental sustainability by reducing landfill waste but also fosters social empowerment by involving local communities in pellet production, creating new business opportunities. The transformation of wood waste into useful products reflects a shift toward a circular economy, optimizing value chains and reducing environmental impacts. Moreover, the program has cultivated a culture of sustainability within the company, where employees and local communities recognize the importance of resource management and waste reduction. This research highlights the economic, environmental, and social benefits of such innovative programs and suggests the potential for scaling and replicating these practices in other industries.
