Abstract

Perang Saudara Yaman, yang berlangsung sejak 2014 antara Pemerintah Yaman dan Kelompok Houthi, telah menyebabkan ketidakstabilan politik, krisis ekonomi, serta bencana kemanusiaan. Konflik berkepanjangan ini menarik perhatian dunia internasional karena dampaknya yang meluas. Sebagai organisasi internasional, Dewan Keamanan PBB berperan dalam upaya perdamaian dengan menjadi mediator dan fasilitator konflik. Penelitian ini menggunakan pendekatan deskriptif kualitatif berbasis studi literatur untuk menganalisis peran PBB dalam resolusi konflik Yaman. Hasil penelitian menunjukkan bahwa Dewan Keamanan PBB telah mendorong gencatan senjata dan perdamaian berkelanjutan melalui prinsip mediasi seperti Impartiality, Mutuality, Sustainability, dan Accountability guna mencapai resolusi konflik yang efektif.

Abstract

Studi ini menyoroti peran kota dalam hubungan internasional, khususnya dalam mengatasi tantangan lingkungan global. Jakarta menghadapi tantangan perkotaan dan berupaya menjadi kota hijau melalui kerja sama kota kembar dengan Berlin sejak 1994. Penelitian ini menggunakan metode kualitatif dengan tipe penelitian deskriptif, dengan memanfaatkan data sekunder yang diambil dari berbagai sumber. Berdasarkan hasil penelitian, terdapat beberapa macam kontribusi yang telah dilakukan oleh Jakarta dan Berlin dalam rangka menjadi kota hijau, seperti inovasi pengelolaan sampah, transportasi yang ramah lingkungan, dan pengembangan ruang terbuka hijau. Analisis ini menyoroti bahwa paradiplomasi kota kembar tidak hanya mendukung penyebaran teknologi dan pengetahuan, namun juga memacu inovasi lokal dalam mengatasi tantangan perkotaan. Potensi GCSC Jakarta-Berlin sangat besar dalam memandu transformasi menuju kota hijau Jakarta, namun hal ini membutuhkan waktu dan penyesuaian. Optimalisasi Dampak Strategi yang Dapat Ditindaklanjuti dan Berkelanjutan.

Abstract

Sengketa teritorial antar negara mengancam stabilitas regional dan global, terutama di ASEAN, seperti di Laut Cina Selatan dan Laut Natuna. Penelitian ini menganalisis penyebab ketidakjelasan batas wilayah, konflik sumber daya alam, serta penerapan hukum internasional dalam penyelesaiannya. Menggunakan metode normatif dengan studi literatur dan kasus, penelitian ini menemukan bahwa meskipun terdapat mekanisme hukum, implementasinya sering terhambat oleh rendahnya kepatuhan negara terhadap keputusan arbitrase atau pengadilan internasional. Hasil dari penelitian menekankan pentingnya penegakan hukum internasional, dialog multilateral, dan keterlibatan dalam forum global seperti PBB dan ASEAN untuk mencapai penyelesaian yang berkelanjutan. Pendekatan kolaboratif diperlukan guna menjaga stabilitas kawasan, memperkuat diplomasi, dan melindungi kesejahteraan masyarakat sipil.

Abstract

Kolaborasi Dinas Kelautan dan Perikanan Provinsi Jawa Timur dengan World Organisation for Animal Health (WOAH) dalam penanganan kesehatan ikan di tahun 2022 membawa pertanyaan mengapa kolaborasi itu dilakukan antara DKP Jatim dan organisasi yang memonitor Kesehatan hewan di dunia agar terbebas dari wabah dan penyakit. Kolaborasi ini diinisiasi oleh kesepakatan Kementerian Kelautan dan Perikanan Republik Indonesia dengan WOAH dalam rangka Performance Veterinary Services (PVS) pathway. Kolaborasi ini juga dilaksanakan karena potensi perikanan yang besar di Jawa Timur baik itu secara budidaya maupun industrinya. Kolaborasi ini membawa dua tujuan yakni kesehatan dan pembangunan sektor perikanan yang berkelanjutan. Dengan pendekatan One Health yang selaras dengan SDG ’s 3 Good Health & Well Being. Diharapkan kolaborasi ini dapat menjaga kesehatan yang mencakup kesehatan ikan, manusia,dan lingkungan. Di sektor ekonomi, Pembangunan sektor perikanan yang berkelanjutan selaras dengan blue economy yang mendukung SDG’s 14 life below water yang mana memanfaatkan potensi kelautan yang ada secara berkelanjutan.

Abstract

This research seeks to explain the factors which stimulated Indonesia’s maritime foreign policy change during Jokowi’s leadership, from focusing on national interest during his first term, into multilateral leadership during his second term. The author argues that Indonesia’s maritime foreign policy changed due to the leader’s decision, bureaucratic advocacy, domestic restructuring, and external shock. This research utilizes explanatory qualitative method, with data collection from documentation, and analyzes the study case using Hermann’s foreign policy change concept. This research finds that there are four factors that caused Indonesia’s maritime foreign policy change, which are Jokowi’s vision from Global Maritime Fulcrum towards ASEAN Outlook on the Indo-Pacific, the Indonesian Ministry of Foreign Affair’s advocacy for maritime diplomacy, the Indonesian Ministry of Maritime Affairs and Fisheries’ restructuring, and Covid-19 and the US-China rivalry as external shocks. Those four factors influenced program change in Indonesia’s maritime foreign policy from economic development to international order, problem or goal change from domestic security to regional stability, and international orientation change from national interest towards multilateral leadership.

Abstract

One of the central issues in participatory democracy discourse concerns how the public perceives electoral integrity and accepts election outcomes. This study investigates the retrospective impact of regime performance and perceptions of electoral bureaucratic professionalism on trust and acceptance of the 2024 Indonesian presidential election results. Employing a quantitative-explanatory design with 250 respondents, data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). Findings reveal that retrospective evaluations of government performance—particularly economic—positively and significantly influence both electoral trust and acceptance on result. Meanwhile, bureaucratic professionalism enhances electoral trust but does not directly affect acceptance. Theoretically, this study reinforces Easton’s political system model within an electoral framework and supports Norris’s electoral integrity model, suggesting that both regime performance and bureaucratic professionalism contribute to legitimizing election outcomes through the cultivation of systemic trust.

Abstract

The rise of AI nationalism is fundamentally reshaping global governance, creating a new geopolitical landscape defined by technological competition. This research investigates how nations are increasingly leveraging artificial intelligence not just as a tool, but as a cornerstone of national power, economic strategy, and identity. Through a qualitative analysis employing a constructivist lens, this study examines the historical narratives, theoretical underpinnings, and policy manifestations of AI nationalism. It utilizes purposive sampling to select case studies of the United States, China, Russia, India, and Indonesia, representing a spectrum of global actors from superpowers to key emerging economies. The findings reveal that AI nationalism is not monolithic, leading to a proposed typology of three distinct models: Geopolitical Supremacy, State-Led Developmentalism, and Pragmatic Sovereignty. The study demonstrates how historical legacies of technological rivalry and colonialism continue to shape contemporary policies, fostering a zero-sum competitive environment that fragments international regulatory frameworks and deepens power asymmetries. It concludes that the current trajectory of AI nationalism, while driving innovation, poses significant risks to global stability and equitable development. This research affirms the urgent need for hybrid, multistakeholder governance models that can reconcile national interests with the necessity for international cooperation, ensuring that AI's transformative potential serves collective global interests rather than entrenching existing hierarchies.

Abstract

Sustainable rural development is a strategic issue that requires cross-stakeholder collaboration to optimize local potential. However, most studies still focus on sectoral interventions, neglecting the integration of universities, village governments, and local enterprises in a synergistic manner. This article proposes the application of the Triple Helix Model as a collaborative approach to strengthen village governance, enhance access to technology, and foster local economic empowerment. The study employs literature review and conceptual analysis to formulate a step-by-step implementation model relevant to rural contexts in Indonesia. The main contribution of this research lies in emphasizing the integration of academic knowledge, evidence-based village policies, and local entrepreneurial innovation within a sustainable framework. Accordingly, this article not only enriches the theoretical discourse on rural development but also provides a practical framework that can be adapted to university community service programs and broader inter-village development initiatives
