Abstract

Law No. 35 of 2009 on Narcotics introduces a significant paradigm shift in handling narcotics abuse in Indonesia. The previous paradigm under Law No. 22 of 1997, which focused mainly on repressive measures, has evolved into a more comprehensive approach that integrates repressive, rehabilitative, preventive, and restorative dimensions. Articles 54, 55, and 103 mandate that drug users and addicts undergo medical and/or social rehabilitation, emphasizing that they should not be regarded solely as criminals but also as victims in need of recovery. This study employs a normative juridical approach by analyzing legislation and related legal instruments, such as Supreme Court Circular No. 4 of 2010 jo. Circular No. 3 of 2011. The findings show that the legal paradigm in the Narcotics Law strikes a balance between legal certainty, human rights protection, and social recovery objectives. Thus, rehabilitation policies are expected to reduce the rate of narcotics abuse while protecting Indonesia’s young generation.

Abstract

This study aims to examine the judge's legal considerations regarding perpetrators of child sexual abuse, specifically in Decision Number 989/PID.SUS/2022/PN.BDG in conjunction with Decision Number 86/PID.SUS/2022/PT.BDG involving defendant Herry Wirawan. The method used is normative legal research with a prescriptive approach through analysis of statutory regulations, legal principles, and relevant court decisions. The results show that the judge's legal considerations in issuing the decision are based on three aspects: juridical, sociological, and philosophical. The judge not only refers to written legal norms but also considers the social and psychological impact on the child victim and the purpose of sentencing, which is to provide a deterrent effect and protect the community. In the case studied, the judge imposed a life sentence and determined that restitution to the victim was borne by the state through the Ministry of Women's Empowerment and Child Protection. This decision demonstrates maximum protection for child victims while simultaneously enforcing the law firmly against the perpetrator.

Abstract

The Sahabat Saksi dan Korban (Friends of Witnesses and Victims) program is part of the 2025 Beginner Community Service Program implemented in Manggarai Village, Tebet District, South Jakarta. The program aims to strengthen protection and the fulfillment of victims’ rights through a community-based approach. Using a participatory descriptive qualitative method, the activities involved observation, interviews, documentation, and joint reflection with the community. The findings show that the program enhanced community legal awareness regarding victims’ rights, reporting mechanisms, and access to protection. It also contributed to psychosocial recovery, fostered social solidarity, and reinforced local protection networks through collaboration with LPSK and the IBLAM Legal Aid Institute. A field narrative illustrated the complexity of community roles in supporting victims amid stigma and cultural barriers. Supporting factors included community leaders’ involvement and institutional support, while social stigma remained the main obstacle. These findings suggest that the Sahabat Saksi dan Korban program is effective as a community-based model for victim protection and relevant to be replicated in other urban areas with similar vulnerabilities.

Abstract

The Javanese script is one of the most important cultural heritages of Java that needs to be preserved. However, the ability to write in Javanese script is fading among the Javanese community. Therefore, training in writing Javanese script is urgently needed to improve writing skills and preserve Javanese culture. This article discusses the training in writing Javanese script that has been conducted and its results. Therefore, training in writing Javanese script is urgently needed to improve writing skills and preserve Javanese culture. This research aims to develop and test the effectiveness of training in writing Javanese script. The research method used is action research with a classroom action research design. The results show that training in writing Javanese script can improve students' ability to write in Javanese script. In addition, this training can also increase students' awareness and appreciation of Javanese culture and the importance of preserving the Javanese script. Therefore, training in writing Javanese script is crucial for preserving and developing Javanese culture
