Abstract

The tobacco processing industry plays a strategic role in the economy through its contribution to excise revenues, yet it also faces serious challenges such as the proliferation of illegal cigarettes and limited capacity among small-scale entrepreneurs. This study aims to analyze the implementation of tobacco industry empowerment policies in Sidoarjo Regency using Michael Hill’s implementation theory, which includes five variables: policy characteristics, policy transfer process, inter-organizational relationships, external environment, and target group response. This research uses a qualitative method with a case study approach. The findings show that policies such as SIINas, SIHT, and WASDAL have been implemented but remain suboptimal due to technical, coordinative, and social constraints. Business actors appreciate the empowerment programs but still face technical difficulties, market distortion due to illegal products, and a lack of continuous assistance. Therefore, increased institutional synergy, enhanced digital systems, and consistent law enforcement against illegal cigarettes are recommended to create a healthy and competitive industrial climate..

Abstract

The advancement of digital technology has made cyberspace a new arena for international conflict. The Lazarus Group, a hacking group allegedly affiliated with the North Korean government, has come to global attention for its involvement in numerous large-scale cyberattacks targeting financial institutions, global corporations, and public infrastructure. This study aims to analyze the group's operational patterns, strategic motives, and its implications for global cybersecurity. Using a qualitative approach and document analysis, the study investigates how Lazarus represents North Korea's strategy to counter international isolation and gain economic advantage. The results show that the international community's response to state actor threats in cyberspace is fragmented and ineffective. Therefore, a stronger and more coordinated multilateral framework is needed to respond to cyber threats from state actors.

Abstract

This study uses qualitative methods to analyze the law on menstrual leave and maternity leave rights in the practice of the workplace in Indonesia. This study aims to examine the implementation of Law Number 13 of 2003 concerning Manpower which provides menstrual leave and maternity leave rights for female workers, and examines the obstacles faced in its implementation in various companies. The results of the study indicate that although the legal framework has clearly regulated these rights, their implementation in the field is still not optimal. The main obstacles found include the lack of understanding and awareness of workers and employers, weak government supervision, and the existence of cultural stigma and discrimination related to menstruation and pregnancy. In addition, several companies still implement policies that are not in accordance with regulations, such as salary deductions or restrictions on leave rights. This study recommends increasing the socialization of regulations, strengthening supervision, and enforcing strict sanctions so that legal protection for menstrual leave and maternity leave rights can be realized fairly and effectively, thereby supporting social justice and the protection of female workers in Indonesia.

Abstract

This research aims (1) examine the implementation of restorative justice by the Buleleng District Prosecutor's Office in cases of receiving stolen goods (penadahan) committed through the Facebook Marketplace platform, with a primary focus on the application of restorative justice despite the loss value exceeding the threshold set by prevailing laws and regulations; and (2) identify the considerations used by the Buleleng District Prosecutor’s Office in applying restorative justice to cases of receiving stolen goods conducted via Facebook Marketplace. The research adopts an empirical juridical method with a descriptive approach. Participants were selected purposively using purposive sampling. Data collection techniques included direct observation, interviews with relevant parties, and a review of legal documents, which were then analyzed qualitatively.The findings indicate that (1) resolution through Restorative Justice remains possible even if the loss exceeds IDR 2,500,000, as long as all substantive requirements stipulated in Prosecutor's Regulation Number 15 of 2020 are fulfilled. The decision to terminate prosecution in this case was based on considerations of justice for the victim and the fact that the perpetrator’s level of culpability was not considered severe; and(2) the victim did not object to the act of receiving stolen goods and prioritized the return of their motorcycle, which was successfully recovered in its original condition. The victim also supported the peace process and did not file charges against the alleged receiver.

Abstract

The Nganjuk Regency Government shows a commitment to strengthen the capacity of MSME actors through activities such as digital training. However, the challenges of digital transformation demand a more adaptive strategy. The omah away program is present as a regional innovation in accelerating the digitalization of MSMEs, in line with the national vision towards the smart economy and digital transformation targets announced in the RPJMN. Based on the theory of Dynamic Governance with 3 variables such as Thinking Ahead, Thinking Again, and Thinking Across, this omah away program offers digital training, business legality facilitation, and marketing through digital platforms. This study highlights how the away house becomes an integrative model that not only provides technical training, but also builds a collaborative ecosystem between the government, business actors, the private sector, communities, education and society. Despite the impact on increasing the participation of digital MSMEs and reducing the unemployment rate, obstacles such as low business legality and online marketing effectiveness are still found. Therefore, critical reflection and cross-actor collaboration are key to the sustainability of the program. These findings strengthen the relevance of Dynamic Governance theory in the context of local-based digital transformation, as well as support efforts to achieve smart economy in areas with growing potential such as Nganjuk Regency.

Abstract

This study explores the stakeholder synergy in the development of urban farming programs in Surabaya. Using qualitative descriptive methods, data was collected through interviews, documentation, and observation involving the DKPP, agricultural extension officers, farmer groups, and the local community. The findings indicate that strong commitment, competence, awareness, and continuity are the driving factors behind successful urban farming implementation. However, challenges such as declining active farmer groups and limited facilities must be addressed. This research contributes to the understanding of sustainable food security policies in urban settings.

Abstract

As a country based on legal norms and principles, Indonesia strictly prohibits gambling through statutory regulations. Gambling is a criminal act that can cause harm to society both directly and indirectly. However, in fact, gambling is still widespread, one of which is in the Magelang Regency area, Central Java. The aim of this research is to find out what factors are behind criminal acts of gambling based on the decision of the Mungkid District Court in the January 2025 period and efforts to enforce the law against criminal acts of gambling with the research method used is a normative legal research method with a qualitative analysis approach. The results of this research show that psychological, difficult economic conditions, where people are looking for quick ways to get money, as well as the influence of the social environment that makes gambling free are the main factors for perpetrators to gamble. Therefore, all law enforcement efforts are needed, including socializing the dangers of gambling, operations to control gambling perpetrators by law enforcement officials, as well as enforcing legal sanctions for criminal acts of gambling.

Abstract

The issue of carbon emissions in the transportation sector is a major challenge for developing countries like Indonesia, which experiences a sharp increase in vehicle ownership each year. This study aims to compare vehicle ownership policies between Indonesia and Singapore as strategies for reducing carbon dioxide (CO₂) emissions. Using a qualitative method with a comparative study approach, data were obtained through literature analysis on regulations, policies, and secondary emission data. The results indicate that Indonesia focuses more on incentives and emission standards tightening, while Singapore enforces strict vehicle ownership restrictions through the Certificate of Entitlement (COE) system, additional taxes, and vehicle age limitations. The novelty of this study lies in its comparative focus on vehicle ownership regulations as policy instruments for emission control—an aspect rarely examined in the Southeast Asian administrative context. The study concludes that strict and structured regulations, supported by efficient public transport systems, are key to reducing transportation-related carbon emissions.

Abstract

Land transportation infrastructure is an important component in supporting public mobility and national economic growth. This research aims to compare the management of land transportation infrastructure in Indonesia and Japan by highlighting the differences in strategies, policies, and innovations implemented in each country. The method used is a literature study with a qualitative approach that examines policy documents, institutional reports, and previous research. The results show that Japan has built an integrated and efficient land transportation system through long-term planning and high-tech support, while Indonesia still faces challenges in infrastructure equity, governance, and rapid urbanization. However, Indonesia is starting to show progress through national strategic projects, service digitization, and technological cooperation with Japan. The implication of this study confirms that improving the quality of governance, fairer distribution of infrastructure investment, and integration of technology in the transportation system are not only important, but are key prerequisites for Indonesia to realize an efficient, inclusive, and sustainable transportation system. In addition, lessons learned from Japanese practices show that collaboration among stakeholders, regular evaluation of policies, and long-term planning need to be part of the land transportation reform framework in Indonesia.

Abstract

Drug abuse is a complex and evolving legal problem in Indonesia. Law Number 35 of 2009 concerning Narcotics strictly regulates provisions for drug users, both in terms of criminal penalties and rehabilitation. In practice, drug users are often treated as criminals and sentenced to imprisonment, although normatively the law also provides opportunities for rehabilitation as a form of protection and recovery. This study aims to examine the legal provisions for drug users from a legal perspective, analyze the role of Legal Aid Institutions (LBH) in handling drug abuse cases, and identify obstacles faced in implementing such legal assistance. The methods used are normative legal and sociological legal approaches, with data collection techniques through literature and documentation. The results of the study indicate that drug users should have access to rehabilitation, not just punishment. LBH plays a crucial role in providing legal assistance and advocating for the implementation of restorative justice. However, several obstacles remain, such as limited resources, a lack of understanding among law enforcement officials, and public stigma. Joint efforts are needed between the government, LBH, and the community to realize fair legal protection for drug users.
