Abstract

The internet has penetrated various aspects of human life, changing the way individuals interact with one another. Everything from reading the news and searching for information to working and studying, to fundraising, can now be done online. Fundraising, often referred to as donations, can now be done through social media. People can contribute their funds online, a process known as crowdfunding. Crowdfunding is an internet-based funding method that allows certain initiatives to be funded through contributions from many people online, without any specific time limits. This fundraising generally focuses on social, educational, or humanitarian initiatives. In Indonesia, fundraising is often carried out by non-profit organizations or individuals. The success of a fundraising campaign is influenced by several factors, such as clarity of campaign objectives and a compelling narrative to attract donors. However, fundraising is still vulnerable to abuse by irresponsible parties. Therefore, regulations in Indonesia need to be strengthened to prevent abuse and increase accountability. Rules related to fundraising are regulated in Law of the Republic of Indonesia Number 9 of 1961 concerning the Collection of Money or Goods. Thus, optimizing fundraising requires a combination of effective communication strategies, transparent management, and clear regulations. The results of this study are expected to serve as a guide for organizations and individuals seeking effective fundraising, as well as provide input for policymakers regarding fundraising regulations in Indonesia.

Abstract

The National Health Insurance Program (JKN) is a government policy aimed at providing health protection for all Indonesians through fair, equitable, and sustainable healthcare services. However, its implementation still faces various challenges and issues. This study aims to analyze the implementation of the JKN program in Indonesia using a systematic literature review and the CIPP (Context, Input, Process, Product) evaluation model. Ten scientific articles published between 2021 and 2025 were selected and analyzed based on established inclusion and exclusion criteria. The results indicate that in the context aspect, there are still problems, such as a large number of participants with inactive membership status and a low level of public understanding of their rights and obligations as JKN participants. In the input aspect, obstacles faced include limited health workers, uneven distribution, and inadequate facilities and infrastructure. Furthermore, in the process aspect, various obstacles were found, such as long service queues, complex administrative procedures, disruptions in the medical record system, and the suboptimal use of digital-based services. Meanwhile, in terms of products, the National Health Insurance (JKN) program has proven effective in improving public access to healthcare services, although service quality remains uneven, drug availability remains unstable, and the BPJS Kesehatan financing system still faces several challenges. Overall, the JKN program has had a positive impact on the community, but comprehensive improvements are still needed, particularly in strengthening governance, equitable access to services, and improving the quality of healthcare services.

Abstract

The rapid advancement of digital technology has fundamentally altered the landscape of public governance, compelling local governments to adapt and embrace digital transformation. This study investigates the challenges and opportunities faced by local governments in Indonesia in implementing digital governance transformation within the framework of Society 5.0. Using a systematic literature review and case study methodology, this research analyzes governance transformation policies, institutional readiness, digital infrastructure, and human resource capacity across selected Indonesian regional governments. The findings reveal that while significant opportunities exist including enhanced public service delivery, improved transparency, citizen participation, and inter-agency coordination substantial challenges persist in digital infrastructure disparities, limited human resource capacity, regulatory ambiguity, and cybersecurity vulnerabilities. The study identifies five critical success factors for effective digital governance transformation: strong political commitment, adequate digital infrastructure investment, comprehensive human resource development, adaptive regulatory frameworks, and inclusive citizen engagement mechanisms. This research contributes to the theoretical discourse on e-government and digital governance in the context of developing countries, while offering practical policy recommendations for local governments navigating the transition to Society 5.0. The implications extend to policymakers, practitioners, and scholars engaged in public administration reform in the digital age.

Abstract

The Village Fund Direct Cash Assistance Program (BLT-DD) is a social protection instrument designed to help low-income families meet their basic needs. However, its implementation often faces challenges such as targeting inaccuracies, limited data, and varying administrative capacity at the village level. This study aims to evaluate the implementation of BLT-DD using William N. Dunn’s six policy evaluation criteria through a Systematic Literature Review (SLR) approach, covering effectiveness, efficiency, equity, responsiveness, conceptual alignment, and implementation. The findings indicate that BLT-DD is fairly effective in helping households maintain consumption, yet its effectiveness and adequacy remain constrained by the amount of assistance and the quality of data collection. Program efficiency and responsiveness are relatively good in villages with sufficient governance capacity, while equity emerges as the weakest aspect due to inaccurate data verification. Conceptually, BLT-DD aligns with the needs of low-income communities, but implementation accuracy still requires reinforcement. Furthermore, the study highlights the need for more systematic monitoring mechanisms, cross-sectoral data integration, and administrative training for village officials to enhance service quality. Overall, BLT-DD provides valuable support but requires improvements in governance and data systems to optimize outcomes, including regular evaluation strategies and refinement of supporting regulations.

Abstract

This study examines the implementation of the Complete Systematic Land Registration program in Maron Village, Kediri Regency, using four criteria for resolving land-related conflicts. PTSL is an initiative launched by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) as a manifestation of the government’s commitment to providing legal certainty and protection to the community regarding their land. The objective of this study is to analyze the implementation of the PTSL program in Maron Village, Kediri Regency, based on four dimensions of land accuracy. This study employs a descriptive qualitative method to delve deeper into the implementation of the Complete Systematic Land Registration in Maron Village. Data collection techniques include interviews, observations, and documentation. The results of this study indicate that the implementation of the Complete Systematic Land Registration program in Maron Village faces several challenges. This program was analyzed based on the four dimensions of accuracy proposed by Richard Matland, namely policy accuracy, implementation accuracy, target accuracy, and environmental accuracy. Regarding the target accuracy indicator, the program did not meet its objectives because of the community’s limited knowledge regarding legal data and other constraints, which resulted in some community members not participating in the program.

Abstract

The waste problem in Indonesia has now reached a critical stage and has become an increasingly serious environmental issue. The ever-increasing volume of waste is not being managed effectively, leading to various negative impacts, particularly environmental pollution. This study aims to examine the state of waste management in Indonesia and its impact on water pollution from the perspective of the Sustainable Development Goals (SDGs). The method used is descriptive qualitative research through a literature review utilizing various sources such as journals, official reports, and legislation. The results indicate that the majority of waste originates from household activities, while management practices remain rudimentary, such as the “collect-transport-dispose” method and open dumping. This situation leads to waste accumulation, which contributes to water pollution, deteriorating environmental quality, and increased health risks for the community. Furthermore, suboptimal waste management also poses a challenge in achieving sustainable development goals, particularly regarding responsible consumption and access to clean water and sanitation. Therefore, improved efforts are needed through the application of the reduce, reuse, recycle (3R) principles, increased public awareness, and the active role of the government and the private sector in providing a sustainable waste management system. With the right measures, it is hoped that the waste problem in Indonesia can be reduced and the environment preserved.

Abstract

Environmental crimes, such as illegal logging, forest and land fires, and forest destruction remain serious problems in Indonesia, particularly in Riau Province, which has extensive forest and peatland areas and is vulnerable to various forms of environmental damage. Although various Environmental protection and management have been governed by laws and regulations, in practice, law enforcement against environmental crimes still faces various obstacles, both from regulatory, institutional, and effectiveness aspects of law enforcement. This study aims to analyze the legal regulations and implementation of the green policing concept in overcoming environmental crimes and formulate a reconstruction of policies for preventing environmental crime using a green policing approach from the standpoint of Riau Province's environmental criminal law reform. Normative juridical research with a legislative and analytical perspective is the research methodology used. The research results indicate that the application of the green policing concept has the potential to strengthen the environmental law enforcement system through a preventive, participatory, and collaborative approach with the community and other stakeholders. However, this concept has not been explicitly regulated in the national legal system, creating a normative vacuum in its implementation. Therefore, a reconstruction of environmental criminal law policy that integrates the green policing concept into the law enforcement system is needed to increase the effectiveness of environmental crime prevention sustainably, particularly in Riau Province

Abstract

Intellectual Property Rights (IPR) play a crucial role in fostering innovation and creativity, particularly in the era of rapidly evolving globalization and digitalization. Legal certainty in IPR regulation is crucial in providing fair and effective protection for rights holders and ensuring a balance between individual and societal interests. Indonesia already has various regulations governing IPR, such as the Copyright Law, the Patent Law, and the Trademark Law, which aim to protect the exclusive rights of intellectual property owners. However, in practice, challenges often arise in implementation and enforcement, such as regulatory inconsistencies, weak oversight, and low public awareness of the importance of IPR protection. Therefore, this study aims to analyze legal certainty in IPR regulation in Indonesia by reviewing existing regulatory aspects and the challenges faced in their implementation. This study uses a normative juridical method with a statute approach and a conceptual approach. The study is conducted through an analysis of various national regulations governing IPR and their compliance with the principle of legal certainty. Furthermore, this research also examines the legal principles underlying IPR protection, both nationally and internationally. Using this method, the research is expected to provide a deeper understanding of the extent to which existing regulations contribute to establishing legal certainty for IPR holders and provide recommendations for strengthening legal protection in the intellectual property sector.

Abstract

This study analyzes the influence of employee performance on service quality at Bank Rakyat Indonesia (BRI) Unit Wayame, Ambon City. The research is grounded in recurring customer complaints related to service delays, limited operational service time, unclear queue management, and perceived responsiveness gaps in front-line banking services. A quantitative associative design was employed with 40 customers selected through accidental sampling. Data were collected using a Likert-scale questionnaire measuring employee performance and service quality, then analyzed using validity testing, reliability testing, descriptive statistics, and simple linear regression. The results show that employee performance has a positive and significant effect on service quality. The regression equation is Y = 9.485 + 0.784X, with a t-value of 7.679 and a significance level below 0.001. The coefficient of determination indicates that employee performance explains 60.8% of the variation in service quality. These findings imply that accuracy, punctuality, responsibility, teamwork, and employee initiative are central factors in improving customer perceptions of banking services. Strengthening training, supervision, communication capacity, and internal performance evaluation is therefore essential to improve service quality at the unit level.

Abstract

This study analyzes supervision as an effort to improve employee performance at the Intermediate Fisheries Business School (SUPM) Waiheru, Ambon. The research is grounded in the importance of supervision as a managerial function that ensures employee discipline, task clarity, accountability, and achievement of organizational objectives. A descriptive qualitative approach was applied through observation, interviews, and documentation involving school leaders and employees as key informants. The findings show that supervision at SUPM Waiheru has been implemented through direct and indirect mechanisms, including attendance monitoring, workplace observation, periodic inspection, monthly evaluation meetings, work reporting, and performance assessment through the employee performance target system. However, supervision has not yet been fully consistent and structured. Several employees still show weak discipline, limited initiative, and dependence on direct instructions from leaders. The study further reveals that effective supervision requires accurate information, timely feedback, objectivity, comprehensive coverage, and flexibility. Supervision improves performance when it is conducted not merely as control, but also as coaching, guidance, and motivation. The study implies that SUPM Waiheru needs clearer standard operating procedures, stronger monitoring technology, continuous employee development, and more participatory communication between leaders and employees.
