Abstract

Village-Owned Enterprises (BUMDes) have become an important instrument in promoting rural economic development in Indonesia by strengthening local economic potential and improving community welfare. Although BUMDes operate under relatively similar regulatory frameworks and institutional arrangements, their organizational performance varies considerably across regions. Previous studies have primarily emphasized managerial, financial, and entrepreneurial factors, while limited attention has been given to governance mechanisms that connect formal institutions with organizational performance. This study aims to analyze how accountability, transparency, community participation, and regulatory compliance influence the performance of BUMDes in Molosipat Village, South Bolaang Mongondow Regency. A qualitative case study approach was employed, with data collected through in-depth interviews, direct observations, and document analysis involving village government officials, BUMDes managers, and community representatives. The findings reveal that governance functions as a mechanism linking formal institutional arrangements to organizational performance. Accountability strengthens organizational discipline and responsibility, transparency increases public trust, community participation encourages collective support and stakeholder involvement, while regulatory compliance promotes institutional stability and operational consistency. These governance mechanisms collectively enhance the effectiveness and sustainability of BUMDes management. The study concludes that organizational performance is determined not merely by the existence of formal institutions but by the quality of governance practices implemented within them. This research contributes to governance theory by demonstrating how governance mechanisms mediate the relationship between institutional structures and organizational outcomes in community-based public organizations.

Abstract

This study examines how work discipline shapes administrative service performance at the Posigadan District Office, South Bolaang Mongondow Regency. Previous studies generally identify a positive relationship between work discipline and employee performance but provide limited explanations of the mechanisms through which discipline influences public service outcomes. This study aims to explore these mechanisms using a qualitative case study approach. Data were collected through in-depth interviews, direct observations, and document analysis involving government officials and supporting administrative records. The findings reveal that work discipline operates through five interrelated dimensions: adherence to working hours, compliance with established procedures, observance of work standards, thoroughness in task execution, and a strong work ethic. These dimensions collectively influence service reliability, consistency, predictability, administrative accuracy, and citizens’ overall service experience. The study further demonstrates that disciplined work behavior strengthens accountability, improves responsiveness, and supports the delivery of more effective and efficient public services. Rather than viewing work discipline merely as individual compliance with organizational regulations, this research argues that discipline functions as a microgovernance mechanism that translates formal institutional arrangements into tangible service outcomes. The findings contribute to the literature on Street-Level Bureaucracy and Behavioral Public Administration by providing empirical evidence that frontline behavioral capacity plays a critical role in shaping administrative service performance in local government organizations. The study also offers practical insights for improving public service quality through strengthening organizational discipline and employee accountability.

Abstract

This study examines the complexity of governance in maritime security surveillance conducted by the Gorontalo Regional Police's Water and Air Police (POLAIRUD). Maritime security surveillance involves multiple institutions with overlapping authorities, making effective coordination essential to address increasingly dynamic maritime threats. Drawing on Governance Complexity Theory, this study explores six dimensions shaping the maritime surveillance system: interdependence, actor diversity, uncertainty, dynamic interactions, network coordination, and adaptation and learning. A qualitative case study approach was employed through in-depth interviews, field observations, and document analysis involving relevant stakeholders. The findings indicate that maritime surveillance operates within a complex governance environment where information, authority, and operational resources are distributed across multiple actors. The effectiveness of surveillance is influenced not only by organizational capacity but also by the ability to establish collaborative networks, manage uncertainty, share information efficiently, and adapt to evolving maritime conditions. Furthermore, successful maritime security governance depends on continuous communication, institutional flexibility, and collective learning among stakeholders to respond to emerging security challenges. The study demonstrates that maritime security governance is inherently relational and adaptive, requiring collaborative arrangements that extend beyond conventional hierarchical structures. These findings contribute to the development of governance complexity literature by providing empirical evidence from the Indonesian maritime security context and emphasizing the importance of network-based, adaptive, and integrated governance mechanisms in strengthening maritime surveillance and supporting sustainable maritime security management.

Abstract

One way for local governments to boost the local economy and improve urban planning is through area development. Using Rose’s theory of past, present, and future planning dimensions, this study aims to evaluate the effectiveness of the Royal Baroe Area development planning policy in promoting local economic growth in the city of Serang. This study employs a case study approach and collects data through observation, interviews, documentation, and a review of relevant literature. The results indicate that, in the past, the development of Royal Baroe was hindered by urban planning issues, the disorganization of the commercial district, and the need for a new economic growth center in Serang City. However, in the present, the district’s development has successfully improved the quality of public spaces, enhanced the district’s image, and created opportunities for community economic activities. Since the increase in visitor numbers has not yet fully correlated with increased business revenue, the economic impact felt by MSME operators remains suboptimal. To enhance Royal Baroe’s role as a hub for economic activity and a public space, the government has planned for the area’s sustainable development, integrated with the surrounding regions. However, to achieve long-term success, it is necessary to strengthen sustainable management plans, empower MSMEs, and promote the area. According to this study, the physical revitalization and urban planning of the Royal Baroe area are quite effective in driving sustainable local economic growth. However, more inclusive policies focused on community economic empowerment are still needed to optimize these efforts.

Abstract

An intelligent transportation management system integrates information technology, electronics, and telecommunications to improve the effectiveness and efficiency of road transportation services. The East Java Transportation Agency implemented the Trans Jatim-Ajaib 2.0 application to enhance Trans Jatim Bus services in accordance with the Indonesian Minister of Transportation Regulation No. PM 76 of 2021. This study aims to analyze the implementation of the Trans Jatim-Ajaib 2.0 application and identify the supporting and inhibiting factors affecting its implementation. A qualitative descriptive approach was employed using Edward III’s policy implementation model, which includes communication, resources, disposition, and bureaucratic structure, complemented by Gerston’s framework for supporting and inhibiting factors. The findings indicate that internal communication among implementers has been effective; however, public information regarding application usage, route changes, and schedules has not been optimally delivered or integrated in real time. Human resources and supporting facilities are generally adequate, although limitations remain in customer service personnel, network connectivity, and data synchronization. Implementers demonstrate commitment to policy implementation, but complaint handling is relatively slow and incentives are unevenly distributed. Standard operating procedures and task allocation are well established, yet real-time service implementation is constrained by the high number of complaints and limited user information. Strengthening the information system and optimizing public services are therefore essential to improve the effectiveness of the application.

Abstract

This study aims to analyze digital information management and the barriers to the flow of information between work units that affect the achievement of Service Level Agreements (SLAs) at PT. XYZ. This study employed qualitative research methods such as observation, interviews, and documentation. Based on the findings, information management is now digital-based and supported by structured business processes. However, its implementation remains suboptimal due to limited system integration and a lack of coordination among work units. The main barriers identified include delays in information delivery, weak coordination, and low awareness among human resources regarding the importance of timeliness in handling reports. These conditions result in delays in service completion, a backlog of work, and the failure to consistently meet SLA targets. Therefore, optimization efforts are needed through enhancing human resource competencies, strengthening coordination and communication, consistently applying SOPs, and utilizing an automated notification system to improve efficiency and service quality.

Abstract

This study aims to analyze the collaboration between the village government and the Village-Owned Enterprise (BUMDes) in implementing the food security program in Tubu Village, Bikomi Nilulat Subdistrict, North Central Timor Regency. This study is motivated by the importance of food security, particularly in border areas that face limitations in resources and economic access. The research uses a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation involving village officials, BUMDes managers, and community members. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The analysis framework refers to collaborative management theory, which includes direct dialogue, trust building, commitment to the process, and shared understanding. The results show that collaboration between the village government and BUMDes has been implemented but has not yet been optimal. Direct communication has occurred but is not carried out consistently; trust among stakeholders remains constrained by limited transparency and coordination; commitment to program implementation requires strengthening through active participation and sustainability efforts; and shared understanding of program objectives still needs improvement. This study concludes that strengthening collaboration through improved communication, transparency, human resource capacity, and joint commitment is essential to ensure the sustainability of food security programs and enhance community welfare.
