Abstract

This study examines the role of the negeri government in preserving the Pukul Sapu Lidi tradition in Mamala, Leihitu District, Central Maluku Regency. The research is grounded in the urgency of local cultural preservation amid modernization, digital entertainment, and declining youth involvement in traditional practices. Pukul Sapu Lidi, also known locally as Baku Pukul Manyapu, is not merely a cultural attraction but a symbolic expression of solidarity, courage, historical memory, and the healing tradition associated with Minyak Mamala. This study employed a descriptive qualitative approach through observation, interviews, and documentation. The informants consisted of the head of Mamala negeri, negeri apparatus, customary leaders, and community members who understand the implementation of the tradition. The findings show that the negeri government plays several important roles, namely as facilitator, dynamizer, regulator, innovator, motivator, and communicator. These roles are reflected in support for annual cultural activities, coordination with customary and religious actors, moral encouragement to the community, and efforts to introduce the tradition to wider audiences. However, preservation still faces obstacles such as limited budgeting, weak formal regulation, inadequate documentation, and limited involvement of younger generations. The study implies that cultural preservation requires stronger local policy, systematic documentation, intergenerational education, and collaboration between the negeri government, customary institutions, schools, and tourism stakeholders.

Abstract

This study analyzes the service quality of various Samsat service innovations, such as Mobile Samsat, Drive-Thru Samsat, Samsat Delivery, and Warkop Samsat, which have been developed to make it easier for the public to fulfill their motor vehicle tax payment obligations. However, the implementation of these innovations still faces various obstacles that may affect the ease of access to services for taxpayers. The study employed a qualitative approach with a descriptive method. The data were gathered through observations, in-depth interviews, and documentation, then analyzed using an interactive approach that included data collection, data reduction, data display, and conclusion formulation. results show that the service quality of Samsat innovations has been fairly good based on the dimensions of tangibles, reliability, responsiveness, assurance, and empathy. Various service innovations have been able to provide convenience, speed, and comfort for taxpayers in accessing tax services. Nevertheless, several obstacles were still identified, including network disruptions, limited facilities in off-site services, and a lack of public understanding. Therefore, improvements in technological infrastructure, supporting facilities, and the socialization of innovative services are needed to strengthen the accessibility and effectiveness of tax services in Gorontalo City.

Abstract

This study examines the relationship between land disputes, legal certainty, and the role of social da’wah from an Islamic legal perspective in Indonesia. The increasing frequency of agrarian conflicts is not only driven by weaknesses in the land administration system, but also closely linked to social inequality and the limited integration of religious-based approaches in dispute resolution. These conditions highlight the need for a more holistic framework that combines legal, social, and moral dimensions in addressing land issues. This research employs a qualitative method using a descriptive-analytical literature review of relevant sources from Islamic law, national agrarian law, and socio-religious studies. The findings show that the principle of maslahah (public benefit) in Islamic law can serve as an ethical foundation for building a more just, humane, and sustainable agrarian legal system. In addition, social da’wah plays an essential role in increasing public legal awareness, strengthening moral responsibility, and acting as a mediator in community-based land conflicts. The study further proposes an integrated dispute resolution model that combines state law, Islamic law, and customary law to create more inclusive and effective solutions for agrarian conflicts in Indonesia.

Abstract

This study analyzes the digitalization of the motor vehicle tax payment system at the Regional Revenue Agency of Maluku Province. The research is motivated by the need to improve regional tax services in an archipelagic province where geographical distance, manual administrative procedures, uneven internet access, and limited service points often increase the compliance cost of taxpayers. This study employed a descriptive qualitative method with data collected through passive participant observation, in-depth interviews, and documentation. Nine informants were selected purposively from the Regional Revenue Agency, related service units, and taxpayers. The analysis used an interactive qualitative model and was guided by program effectiveness dimensions, namely target accuracy, program socialization, goal achievement, and monitoring and evaluation, as well as implementation factors consisting of communication, resources, disposition, and bureaucratic structure. The findings show that the digitalization of motor vehicle tax payments has generally operated effectively by expanding service access, reducing waiting time, improving administrative transparency, and strengthening monitoring through coordinated institutional mechanisms. Nevertheless, the effectiveness of the system is still constrained by uneven internet infrastructure, limited budget capacity, and the persistence of hybrid service practices in several areas. The study implies that digital tax services in archipelagic regions require not only technological platforms, but also sustained socialization, human resource development, inter-agency coordination, and equitable digital infrastructure.

Abstract

Public service quality in population administration is a strategic indicator of local bureaucratic performance because it directly affects citizens' administrative rights and trust in government. This study aims to analyze the quality of public services at the Population and Civil Registration Office of Central Halmahera Regency. The research employed a descriptive qualitative approach with data collected through observation, interviews, and documentation involving the head of office, service staff, and community service users. The analysis used the SERVQUAL framework, covering tangibles, reliability, responsiveness, assurance, and empathy. The findings indicate that public service quality is generally adequate. Service facilities and infrastructure are available, procedures are implemented, officers respond to community needs, and the public feels relatively safe and confident in the legality of issued documents. However, several weaknesses remain, including limited waiting-room capacity, unstable internet connectivity, and inconsistent service performance during periods of high demand. The study implies that improving population administration services requires strengthening service infrastructure, stabilizing digital systems, enhancing staff professionalism, and expanding outreach services for remote communities. These findings contribute to public administration studies by emphasizing the importance of combining service standards, technological readiness, and human-centered service culture in peripheral local government contexts.

Abstract

This study aims to analyze the implementation of the Village Fund policy in the development of village road infrastructure in Sidomulyo Village, Boliyohuto Subdistrict, Gorontalo Regency, focusing on planning, implementation, and supervision. This study employed a qualitative, descriptive approach. Data were obtained through interviews, observation, and documentation with nine informants, including village government officials and community members. Data analysis was conducted using the Miles and Huberman model through the stages of data reduction, data display, and conclusion drawing. The findings indicate that the policy implementation has not been optimal. In the planning aspect, the process has followed formal mechanisms; however, it remains administrative and has not been based on technical needs and road condition data. In the implementation aspect, the construction process has been carried out according to the plan, yet the quality of construction has not been optimal due to limited technical capacity and the less-than-optimal application of construction standards. In the supervision aspect, the mechanism has been formally implemented but remains administrative, not technically grounded, and has not optimally involved the community.

Abstract

This study aims to analyze the implementation of the waste and sanitation service levy policy in increasing the Regional Original Income (PAD) of Gorontalo City. The research employed a qualitative descriptive approach at the Environmental Agency (DLH) of Gorontalo City. Data were collected through observation, interviews, and documentation involving government officials, collectors, and community members in Hulonthalangi, Kota Selatan, and Sipatana districts. The findings indicate that policy implementation has not been optimal. Although waste collection services and levy collection have been conducted, their contribution to increasing PAD remains limited. The main obstacles include weak communication and uneven policy socialization, limited human resources and supporting facilities, low implementer motivation due to workload and insufficient incentives, and inconsistent implementation of Standard Operating Procedures (SOP) accompanied by weak inter-agency coordination. These findings are consistent with Edward III’s policy implementation theory, which emphasizes communication, resources, disposition, and bureaucratic structure as key determinants of successful implementation. The study concludes that strengthening communication, improving resources, enhancing incentives, and optimizing bureaucratic coordination are essential to increase policy effectiveness and maximize local revenue.

Abstract

Marriage annulment in Religious Courts has been trapped in rigid legal formalism, giving rise to decision disparities, terminological errors between "null and void" and "voidable", as well as the neglect of the rights of wives and children. This normative legal research with a library research approach aims to reconstruct legal validity and social justice based on Pancasila and the Islamic Sociological Jurisprudence Theory. The results show that the construction of Articles 22-28 of the Marriage Law jo. Articles 70-76 of the Compilation of Islamic Law still leaves a gap between formal legal certainty and substantive justice, reflected in decision disparities between courts and the imposition of mediation excluded by PERMA No. 1 of 2016 which has never succeeded. This study offers a reconstruction with three parameters: marriage validity requires good faith and social consequences; judges need ex officio authority to annul a marriage when tadlīs (identity falsification) is proven; and mediation must be abolished. Pancasila is reconstructed as a rechtsidee (legal ideal) that bridges the formalism of Islamic law and constitutional supremacy, with a recommendation for judicial discretion to provide compensation to wives in good faith based on maqāṣid al-sharī‘ah. This reconstruction is expected to serve as a reference for law enforcers and academics in creating marriage laws that are fair, dignified, and aligned with the values of Indonesian-ness

Abstract

Child custody disputes in Indonesia’s Religious Courts constitute a significant domain of Islamic family law, particularly given the escalating rate of marital dissolution and the increasingly complex social fabric of contemporary society. In practice, decisions regarding custody (ḥaḑānah) remain largely anchored in normative-textual paradigms—such as the child’s age or the presumed primacy of maternal care—without holistically evaluating the principle of the best interests of the child. This gap between legal norms, Pancasila values, and the lived realities of Indonesian families calls for critical reassessment. This research seeks to reconstruct the best interests of the child principle within Religious Court proceedings through an integrative framework that draws upon Pancasila values and Islamic Sociological Jurisprudence theory. A qualitative methodology combining normative-juridical and socio-legal approaches is employed, encompassing statutory analysis, judicial decision review, and engagement with relevant scholarly literature. Findings indicate that the application of the best interests principle remains fragmented, insufficiently addressing psychological, sociological, and cultural dimensions. The proposed reconstruction foregrounds the integration of humanitarian values, social justice, and divine principles enshrined in Pancasila alongside a contextually adaptive Islamic legal methodology. This envisions judges not merely as law appliers, but as agents of social equity who champion the comprehensive well-being of children. This study concludes that a reconstructive paradigm grounded in Pancasila and Islamic Sociological Jurisprudence can substantially enhance child rights protection and facilitate judicial outcomes that are more equitable, compassionate, and oriented toward children’s flourishing.

Abstract

This study examines how administrative effectiveness shapes the implementation of social protection programs through a qualitative explanatory case study of the Program Keluarga Harapan (PKH) in rural Indonesia. While previous studies have primarily focused on program outcomes and policy design, limited attention has been given to the governance mechanisms through which administrative effectiveness influences implementation success. Drawing on Administrative Effectiveness Theory, this study analyzes four key governance mechanisms: targeting accuracy, program communication, goal attainment, and monitoring. Data were collected through in-depth interviews, field observations, and document analysis involving program implementers, beneficiaries, and local stakeholders. The data were analyzed using a process-tracing approach to identify the relationships between administrative processes and policy outcomes. The findings indicate that program effectiveness is not determined solely by the provision of cash transfers but by the interaction of administrative processes that connect policy objectives with beneficiary outcomes. Targeting accuracy enhances program legitimacy by ensuring assistance reaches eligible households, communication encourages behavioral compliance and program understanding, goal attainment is reflected in improved access to education and health services, while monitoring functions as an adaptive governance mechanism that facilitates continuous learning, accountability, and implementation adjustments. The study concludes that administrative effectiveness serves as an integrated governance mechanism linking state capacity, policy implementation, and social protection outcomes. These findings contribute to public administration literature by highlighting the importance of effective administrative governance in strengthening the sustainability and effectiveness of rural social protection programs.
