Abstract

Violence against children remains an issue requiring prevention efforts through public services oriented toward the best interests of the child and the strengthening of family resilience. As a preventive service managed by the Office of Women's Empowerment, Child Protection, and Community Empowerment (DP3APM), the Family Learning Center (PUSPAGA) of Tanjungpinang City plays a role in providing education, consultation, and support to families. However, the implementation of PUSPAGA services faces challenges such as uneven outreach, suboptimal cross-sector coordination, and limited staff capacity. This study aims to analyze the application of the seven principles of New Public Service (NPS) within PUSPAGA Tanjungpinang City's services in 2025. A descriptive qualitative approach was employed. Data were collected through interviews and documentation involving six informants, comprising representatives from DP3APM, PUSPAGA staff, parents receiving services, and school teachers. Data analysis utilized the Miles, Huberman, and Saldana model. The results indicate that PUSPAGA services have implemented the seven NPS principles: serving citizens, prioritizing the public interest, valuing citizenship, thinking strategically and acting democratically, understanding the complexity of accountability, serving rather than steering, and valuing people. The application of these principles is reflected in services such as consultation, counseling, parenting education, support, referrals, confidentiality protection, and cross-sector collaboration. Nevertheless, implementation remains suboptimal; therefore, strengthening outreach, coordination, and staff capacity is necessary to ensure PUSPAGA services become increasingly responsive, inclusive, and oriented toward fulfilling children's rights and fostering family resilience.

Abstract

The Food Security Program through the provision of broiler seeds in Gunung Jambat Village is carried out with the aim of increasing food availability and community welfare through the use of Village Funds. The realization of the 2023 budget reached 96%, but the implementation results were not optimal, as shown by the harvest success rate of only 54.05% of the 2,000 seedlings distributed. This study aims to evaluate the implementation of the program using the CIPP (Context, Input, Process, Product) evaluation model proposed by Stufflebeam & Coryn. The research method is qualitative with a descriptive approach, using interview, observation, documentation, and literature study techniques. The results of the study show that in terms of context, the program is in accordance with the needs of the community and government policies. In terms of inputs, the budget is adequate, but the facilities, infrastructure, and technical capacity of assistance are still limited. In terms of the process, the distribution of aid is going according to plan, but monitoring and coaching are not optimal. In terms of product, the achievement has not been in line with the goals due to the high chicken mortality rate and low crop yields, so that the benefits of sustainable economy have not been achieved. In conclusion, the implementation of the program is not optimal and requires improvements in planning, capacity building of human resources, technical assistance, market analysis, and supervision so that the program's objectives can be achieved effectively.

Abstract

This study is backgrounded by the demands of digital transformation in the public administration system through the Electronic-Based Government System (e-government) to achieve effective, transparent, and accountable public services. One of the strategic national instruments is the National Industrial Information System (SIINas), developed by the Ministry of Industry. The main problem in this research is the gap between the national policy on mandatory SIINas reporting and its implementation reality at the local level, where Small and Medium Industries (IKM) actors face technical barriers and digital literacy issues. The objective of this study is to analyze in depth the implementation of the SIINas service policy for IKM actors in the Seri Kuala Lobam Fashion Industry Center, Bintan Regency, in 2025. This research utilizes a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation studies. Data analysis refers to the model by Miles, Huberman, and SaldaƱa, and is evaluated using six implementation variables by Donald Van Meter and Carl Van Horn. The results show that out of 133 center members, only 17 IKMs have registered SIINas accounts. The main obstacles stem from the low digital literacy of business actors, lack of independent infrastructure, and non-sustainable dissemination efforts. It is concluded that the implementation of the SIINas service is running but not yet optimal, thus requiring intensive mentoring and system refinements to make it more user-friendly.
