Abstract

This study aims to determine the factors inhibiting the issuance of a Certificate of Termination of Salary Payments for retired State Civil Apparatus at the Gorontalo City Finance Agency. The focus of this research is the filing process, coordination, and human resources. The research method uses a descriptive qualitative approach. Data collection techniques were carried out through in-depth interviews with a number of informants, observation and recording of secondary data related to research problems. The results of the study concluded that the SKPP Salary filing process by retired ASNs was not optimal. This can be seen from the incomplete file submitted by retired ASN which is not in accordance with the provisions and applicable laws and regulations. Coordination among related agencies in the issuance of SKPP Salary has not been optimal. This can be seen from the discrepancy in employee data such as rank, class, and the amount of basic salary between the relevant agencies, namely the institution of origin of the retired ASN and the Gorontalo City BKD. Human resources that carry out the process of issuing SKPP Salary are not sufficient. This can be seen from the slow process of issuing the Salary SKPP due to the minimal number of ASN who have expertise in managing financial administration and the large number of employees who are still honorary status and have never attended Bimtek. It is recommended that a comprehensive effort is needed in the issuance of SKPP payments for ASN Retired Salaries by submitting correct and complete files or data, always communicating with relevant agencies and adding and improving the quality of staff or special officers in terms of financial administration management.

Abstract

This study aims to determine how LPMD coordinates in the implementation of development in Butu Village, Tilongkabila District, Bone Bolango Regency. The method used in the implementation of this research is a descriptive qualitative approach. Data collection techniques were carried out through in-depth interviews with a number of informants, observation and documentation studies. The research focus used in this study consisted of Vertical Coordination, Horizontal Coordination and Functional Coordination. The results of the study indicate that the vertical coordination in Butu Village has not been maximized, this can be seen by the absence of togetherness between all parties in the institution, so that the problems that arise cannot be overcome together. Horizontal coordination between institutions in the village can be said to have not gone well, this can be seen from the lack of cooperation between the LPMD management and other institutions, so that planning and decision making related to village development does not involve LPMD. LPMD is a partner of the Village government, it should know the duties and functions of each administrator, so that functional coordination can run well. Every important decision making related to development in an area can be well coordinated between the village government and other institutions. The coordination carried out by the LPMD can assist the village government in implementing village development programs, but this has not gone well because the LPM in Butu Village has very little active role in the activities carried out by Butu Village. It is necessary to improve the coordination carried out by LPMD. There is still a need for openness in coordination relationships that further support development in Butu Village. Provide reinforcement to institutional administrators within the village government. In the formation of the board, professionalism must be prioritized, and must be responsible for the tasks given so that the goals expected by all parties can be achieved properly.

Abstract

This study aims to find out objectively about improving the quality of state civil apparatus resources through Level IV Education and Training (Diklatpim IV) in the Gorontalo City Regional Secretariat. The research method uses a descriptive qualitative approach. Data collection techniques were carried out through in-depth interviews with a number of informants, observation and recording of secondary data related to research problems. The results of the study concluded that the attitude of integrity possessed by echelon IV officials had not been fully implemented properly. This can be seen from the number of echelon IV State Civil Apparatuses (ASN) who have not been able to uphold public ethics or the values ​​of staffing norms. The ability to make plans possessed by echelon IV officials has not been fully implemented properly. This can be seen from leadership work meetings where echelon IV officials tend to be passive in providing ideas or ideas. The ability to maximize the organizational potential of echelon IV officials has not been fully implemented. It is recommended, the need to cultivate an attitude of integrity of echelon IV officials through system renewal and a more productive work culture. The need to provide opportunities for echelon IV officials to carry out innovative planning. The need to provide opportunities for echelon IV officials to be able to optimize the potential of organizational resources. The need for comprehensive efforts in building and shaping the managerial capabilities of echelon IV officials by increasing the attitude of integrity, optimizing the ability to make innovative plans and the ability to maximize the potential of the organization.

Abstract

This study aims to determine the sales strategy for building materials at the Rahma Gedung Store, Taluditi District, Pohuwato Regency. The research method uses a descriptive type with a qualitative approach. Data collection techniques were carried out through in-depth interviews with a number of informants, observation and recording of secondary data related to research problems. The results of the study concluded that prices at Toko Rahma Bangunan varied and tended to be expensive. This is a weakness as well as a threat because prices in other stores are cheaper. Promotions at Toko Rahma Gedung have not yet been carried out. This is a weakness as well as a threat because other stores are very aggressive in promoting their goods. The location at Toko Rahma Gedung is less strategic. This is a weakness as well as a threat if you look at other store locations which are much more strategic with easier access to the wider community. Products at Toko Rahma Gedung have advantages because other stores do not have them, namely self-produced bricks. However, other products are a weakness because the variants of the product are incomplete and are old items. Meanwhile, the presence of other stores with products that are newer and have many variants can be a threat. For this reason, it is suggested that it is necessary to establish a more consistent pricing policy so that prices can be more competitive with their competitors. Continue to improve promotional activities through promotions through advertisements, in electronic media, so that product results are better known by the wider community. The need to review the trading business location by considering the profit and loss aspects in the present and in the future. The need to increase the quantity and quality of goods with a more varied type and further develop superior products that are not owned by other trading businesses.

Abstract

This research was to obtain an overview of the implementation of Spiral Family Planning Program (KB) in controlling the birth rate in Cisadane Village, Kwandang District, North Gorontalo Regency. This type of research is a type of qualitative descriptive research. Data collection techniques were carried out by interviewing several informants. In addition, observations and documentation related to research problems were carried out. The results of the research concluded that, the implementation of the Spiral Family Planning Program (KB) in controlling the birth rate in Cisadane Village, Kwandang District, North Gorontalo Regency, was seen from less than optimal participation. This is indicated by the absence of partnerships between the government and local organizations that can mobilize the community to succeed in this program. The implementation of Spiral Family Planning Program (KB) in controlling the birth rate in Cisadane Village, Kwandang District, North Gorontalo Regency, is seen from the less optimal communication. This is shown by the people who prefer the dissemination of information by means of oral socialization compared to written. The implementation of the Spiral Family Planning Program (KB) in controlling the birth rate in Cisadane Village, Kwandang Subdistrict, North Gorontalo Regency, is seen from the poor attitude of the community. This is indicated by the Cisadane Village Community in Kwandang District, North Gorontalo Regency, which gave less positive reactions to the implementation of the Spiral KB program. Society assumes that the use of family planning is spiraling and frightening. It is recommended, to increase community participation, must be followed by the involvement of local organizations in the approach to the community stage to introduce this program. To optimize the dissemination of information about KB Spiral can be done by adding direct budget outreach posts in polindes. To minimize negative reactions to Spiral Family Planning can be done by providing detailed and complete understanding to the community about this program

Abstract

This study aims to determine the Optimization of Village Midwife Services for Pregnant Women and Toddlers in Kwandang District, North Gorontalo Regency. This research method uses a descriptive qualitative approach. Data collection techniques were carried out through in-depth interviews with a number of informants, observation and documentation studies. This research focused on 3 (three) aspects, namely Awareness of Pregnant Women, Facilities and Infrastructure, Existence of Village Midwives. Optimization of Village Midwife Services for Pregnant Women and Toddlers in Kwandang District, North Gorontalo Regency was previously obtained through interviews with a number of informants who had been selected to provide explanations of 3 (three) aspects that were the focus of this research, namely Awareness of Pregnant Women, Facilities and Infrastructure, Existence of Midwives Village. So in conclusion, the services of village midwives for pregnant women and toddlers in Kwandang District have not been optimal so far. This is due to the lack of awareness of pregnant women to carry out routine pregnancy checks. This can be seen in the posyandu implementation. Pregnant women often do not have the time to attend, even though they have been informed via loudspeakers. Village midwife services for pregnant women and toddlers in Kwandang District are not yet optimal. This is caused by the absence of supporting facilities/infrastructure such as the Polindes Building which is used by village midwives as a place for antenatal care services because they are still waiting for a budget from the village. Village midwife services for pregnant women and toddlers in Kwandang District have not been optimal so far. This is due to the existence of village midwives who are often found not in the place/village if there are pregnant women who need direct delivery assistance to the health center accompanied by a village shaman. For this reason, it is suggested that the services of village midwives need to be improved to further optimize services for pregnant women and toddlers. There is a need for maximum awareness of pregnant women in terms of the importance of health for mothers and children through posyandu activities. can be used by village midwives in carrying out pregnancy checks. The existence of village midwives is given more attention and increases work discipline in carrying out their duties and responsibilities so that they become professional village midwives who are willing to live in the village.

Abstract

This study aims to determine the vertical coordination of the Camat in carrying out the main tasks and functions in the District of South Bulango, Bone Bolango Regency. The research method uses a descriptive qualitative approach. Data collection techniques were carried out through in-depth interviews with a number of informants, observation and recording of secondary data related to research problems. The results of the study concluded that the sub-district head's communication with the unit he led had not gone well. This can be seen from the sub-district head's communication pattern which tends to be one-way. and have an impact on subordinates who feel pressured in receiving messages from a sub-district head which will ultimately affect the work productivity of the organization. The subdistrict head's direction to the unit he leads has not gone well. This can be seen from the form of direction given by the camat to his subordinates who tend to be rigid. The sub-district head's guidance to the unit he leads has not gone well. This can be seen from the intensity of mentoring which is very rarely done to the units they lead. In addition, the sub-district head tends to give orders without guidance, so work errors still occur. It is suggested that it is necessary for a South Bulango sub-district head to change the style of communication to the work unit he leads with dialogic communication. The need for a South Bulango Sub-District Head to use a pattern of direction for the work unit he leads that is friendlier. The need for a South Bulango Sub-District Head to provide more intensive guidance to the work units he leads in order to eliminate work errors.

Abstract

This study aims to determine the recruitment mechanism for village apparatus in Barakati Village, Batudaa District, Gorontalo Regency. The research method uses a descriptive qualitative approach. Data collection techniques were carried out through in-depth interviews with a number of informants, observation and recording of secondary data related to research problems. The results of the study concluded that the establishment of a village apparatus recruitment committee in Barakati Village had never been carried out. The selection of village apparatus recruitment files in Barakati Village has never been carried out. The village apparatus recruitment interview test in Barakati Village was not in accordance with the mechanism. The process of determining village officials in Barakati Village is not in accordance with the mechanism. Overall, it can be concluded that the mechanism for recruiting village officials in Barakati Village is concluded to be not optimal. This can be seen from the recruitment process for village officials which did not involve village officials in the recruitment process for new village officials, the file selection process was not carried out, there were no interviews for prospective village officials and the village apparatus appointment process was carried out unilaterally. It is suggested that in order to create a village government system that is clean and has good skills, it is necessary to select candidates for village apparatus in an open manner by forming committees, conducting file selection, carrying out interview stages and determining village apparatus candidates transparently.

Abstract

The purpose of this research is to explain the implementation of the Child Identity Card Program by the Department of Population and Civil Registration of Dharmasraya Regency. This research was conducted using descriptive qualitative techniques, namely data collection using interviews and documentation. The selection of informants used is source triagulation. The data validity technique that the researcher uses is triagulation. This study uses the concepts of Van Meter and Van Horn, namely policy standards and objectives, resources, characteristics of implementing agents, inter-organizational communication, attitudes or tendencies of implementers, and social, economic, and political situations. Based on the findings in the field, it can be concluded that the Implementation of the Child Identity Card Program by the Department of Population and Civil Registration of Dharmasraya Regency has been implemented but not optimal. In the implementation of the Child Identity Card Program in Dharmasraya there are still obstacles in the form of the absence of a clear program structure between implementing organizations which results in ineffective communication and coordination due to the absence of a clear division of tasks and roles between the agencies involved. Then the influence of social, economic and political conditions as well as people's understanding of the Child Identity Card program which has not been good has an impact on the implementation of the Child Identity Card program in Dharmasraya District.

Abstract

ABSTRAK Penelitian ini dilatar belakangi dengan adanya upaya yang dilakukan oleh Pemerintah Nagari Mandeh dalam menjadikan lahan mangrove yang berada di nagari tersebut agar dapat dibangun suatu tempat wisata yang berbasis alam. Dimana dalam upaya tersebut hal ini juga sangat berdampak terhadap perekonomian masyrakat di Nagari Mandeh itu sendiri. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Strategi Pemerintah Nagari Mandeh dalam mewujudkan mangrove sebagai destinasi wisata. Penelitian ini menggunakan teori Strategi yang dikemukakan oleh Kotten yang mencakup 4 variabel yaitu strategi organisasi, Strategi program, Strategi dukungan sumber daya dan juga Strategi kelembagaan. Penelitian ini berlokasi di Nagari Mandeh Tarusan dengan unit analisis Pemerintah nagari mandeh. Metode yang diterapkan yaitu metode kualitatif dengan tipe deskriptif, Teknik pengumpulan data menggunakan wawancara dan dokumentasi dan obseevasi. Dalam pemilihan informan, menggunakan teknik purposive sampling. Teknik keabsahan data dilaksanakan dengan metode triangulasi sumber. Dari hasil Penelitian ini menunjukan bahwa strategi yang digunakan oleh pemerintah nagari sudah maksimal. Dimana dalam strategy corporate nya rencana pembangunan wisata mangrove tersebut telah sesui dengan visi dan misi pemerintah nagari mandeh. Dalam strategy Program, program yang dilakukan oleh pemerintah nagari untuk mewujudkan wisata mangrove tersebut telah dilakukan dengan sebaik mungkin, namun masih adanya kendala terkait perizinan lingkungan yang bertentangan dengan perda yang pada saat sekarang ini telah direvisi, ditahun 2023 akan keluar perda baru yang memperbolehkan pembangunan wisata mangrove tersebut. Dalam Resource Support Strategy pemerintah nagari mengalami kendala anggaran pembangunan wisata mangrove, dimana anggran tersebut di alihkan dalam menanggulangi Covid 19, maka dari itu DKP provinsi memberikan fasilitas pembangunan secara fisik terkait pembangunan wisata mangrove. Begitu juga dengan Institutional Strategy dimana struktur yang mengelola wisata mangrove tersebut pemerintah nagari menunjuk Bumnag yang mengelolanya, akan tetapi SOP dalam pelaksanaannya belum ada sampai saat ini.
