Abstract

This study aims to determine the effect of Work Culture, Discipline, Training, Work Facilities and Welfare on the Work Performance of Civil Servants at the Lahat Regency Civil Service Police Unit. The sampling method used is Incidental sampling. In this study, the research sample was all employees who have the status of civil servants at the Lahat Regency Civil Service Police Unit, totaling 44 people. Instrument validity testing used person's product moment correlation, while reliability testing used Alpha Cronbach. Data analysis used multiple regression analysis. The results of the analysis show that: 1). There is a positive and significant influence between work culture on work performance of t count 3.933 with a significance value of 0.000 <0.05. 2) there is a positive and significant influence between discipline on work performance with t count 3.312 with a significance value of 0.002 <0.05. 3) there is no positive and insignificant effect between training on work performance with t count 1.722 with a significant value of 0.093 > 0.05. 4) There is a positive and significant effect between work facilities on work performance of t count 2.965 with a significant value of 0.005 < 0.05. 5) There is a negative and insignificant effect between welfare on work performance of t count -1.988 with a significant value of 0.064 > 0.05. 5) There is a significant positive effect between the variables of Work Culture, Discipline, Training, Work Facilities and Welfare on the Work Performance of Civil Servants at the Lahat Regency Civil Service Police Unit with a calculated F value of 7.370; a significant value of 0.000 < 0.05.

Abstract

This study aims to identify and describe the role of Public Relations at SDN 114 Seluma in supporting a conducive learning environment through the use of WhatsApp in both internal and external communication. This research uses a qualitative method with a descriptive approach. The research informants consist of the school Public Relations officer as the key informant, the school principal as the internal informant, and two parents of students as external informants selected using purposive sampling. Data collection techniques include interviews, observation, and documentation, while data analysis uses an interactive model consisting of data reduction, data display, and conclusion drawing. The results show that the Public Relations officer of SDN 114 Seluma plays an important role in managing internal communication between the principal and teachers as well as external communication between the school and parents through WhatsApp. In internal communication, Public Relations functions as an information communicator and coordinator to ensure that information is delivered clearly and avoids misunderstandings. In external communication, Public Relations facilitates two-way communication between the school and parents through WhatsApp groups so that school information can be delivered quickly and responsively. Effective communication management through WhatsApp positively impacts parents’ readiness in assisting their children’s learning and supports the creation of a more organized and conducive learning environment at SDN 114 Seluma.

Abstract

This study aims to determine the implementation of the SRIKANDI application in improving the management of digital archives at the Regional Office of the Ministry of Religion of Bengkulu Province. Through the analysis of data and information obtained at the research location. This study uses a qualitative method that is presented descriptively. The research informants consisted of 3 people consisting of key informants. Data collection techniques use observation, interviews and documentation. Based on the results of research and discussion using the theory model of Public Policy Implementation according to Van Meter and Van Horn 1975 (2006:39), there are six indicators used, namely: 1) Policy standards and objectives: as a guideline for the implementation of the SRIKANDI application implementation program in improving the management of digital archives in the regional office of the Ministry of Religion of Bengkulu province. 2) Resources: includes human resources, budgets, and supporting facilities and infrastructure in the SRIKANDI application implementation process. 3) Characteristics of the implementing organization: related to the ability and structure of the organization in implementing policies. 4) Communication between organizations and implementing activities: the process of conveying information and coordination between parties involved in the implementation of policies so that implementation can run effectively and in a directed manner. 5) Attitude of the implementers: reflects the views, acceptance, or rejection of the implementers of the policies implemented. This attitude is influenced by personal values, loyalty, and interests owned by policy implementers. 6) Social, economic, and political conditions: are environmental factors that can affect the success of policy implementation, such as the economic condition of the implementing organization, public support, public opinion, support of political elites, and the involvement of various interest groups in supporting the implementation of the program.

Abstract

This study aims to find out the Evaluation of the Implementation of the Independent Learning Curriculum Policy in Remote Areas (Study at State Junior High School 13 Seluma Regency) The method used in this study is descriptive qualitative research. Furthermore, data collection techniques are carried out by means of interviews, observations, and collaborations. After obtaining the results of the research, it is analyzed by means of data reduction, data presentation, and conclusion drawn. The informants in this study are 7 people, 3 key informants and 4 main informants. 1) Effectiveness: The implementation of the Independent Curriculum at SMP Negeri 13 Seluma has been quite effective. The learning plan has been prepared based on learning outcomes, ATP, and teaching modules. However, there are still obstacles to the difference in students' abilities and limited learning readiness in remote areas. 2) Efficiency: In terms of efficiency, time management and the use of learning resources have been implemented quite well through scheduling arrangements, curriculum structure, and learning supervision. Teachers have taken advantage of various learning media. However, efficiency is not optimal due to the limitations of infrastructure and digital media facilities and the need for additional time for project-based learning. 3) Adequateness: The materials, learning activities, and evaluation system implemented are considered adequate in supporting the achievement of the learning objectives of the Independent Curriculum. The material has been prepared based on learning outcome mapping and adjusted to the condition of students. 4) Equity: The principle of equity in learning has been pursued through the application of student-centered learning and the implementation of differentiated learning. Teachers provide students with equal opportunities to participate in learning. 5) Responsiveness: The implementation of the Independent Curriculum shows a good level of responsiveness. Schools and teachers make learning adjustments based on the results of assessment, supervision, and reflection. Follow-up is carried out through remedial, enrichment, revision of teaching modules, and improvement of teaching strategies. Coordination between school principals, curriculum leaders, and teachers supports the process of continuous improvement. 6) Accuracy: Implementation of the Independent Curriculum From the aspect of conformity with the needs of students, the implementation of learning has led to the principles of differentiation and flexibility.

Abstract

This study aims to evaluate the issuance of Electronic Identity Cards (e-ID Cards) at the Department of Population and Civil Registration of South Bengkulu Regency. This research employed a descriptive qualitative approach. Data were collected through interviews, observations, and documentation. The collected data were analyzed using data reduction, data display, and conclusion drawing. The study involved five informants, consisting of two key informants and three primary informants. This research adopted the CIPP Evaluation Model proposed by Stufflebeam (2003:67), which consists of Context, Input, Process, and Product evaluation. Context Evaluation: The mobile outreach program (jemput bola) had previously been implemented; however, it is currently no longer operational because the supporting network has been discontinued by the central government. As a result, the transmission of population data can no longer be carried out as intended. Input Evaluation: The issuance of an e-ID Card generally requires approximately two days, although the processing time may be longer depending on the availability of blank ID card stock. In addition, applicants are required to use a queue number system, which often results in long waiting times due to the high number of applicants. Limited office operating hours also contribute to longer service delivery times. Process Evaluation: Correcting inaccurate personal data in the e-ID Card issuance process requires more than two working days. Applicants are provided with a collection receipt indicating the scheduled date for collecting their completed e-ID Card, usually two to three working days later. The receipt clearly specifies the day, date, month, and year of collection during official office hours. Product Evaluation: Overall, the e-ID Card issuance program has been implemented effectively. However, errors occasionally occur in the population database, particularly regarding applicants' names, addresses, and dates of birth, which may not correspond with their birth certificates. Consequently, data corrections are sometimes necessary. In terms of service accessibility, the program has performed satisfactorily, as services are provided by officers in accordance with official office hours

Abstract

The growth of social media encourages community-based destination managers to transform information about local potential into attractive and accessible digital messages. This study analyzes Pokdarwis Rama Agung’s TikTok content in transforming local potential into tourist attraction. A descriptive qualitative approach was applied using Potter’s media literacy framework, which consists of access, analysis, evaluation, and creation. Data were collected through account observation, interviews with the head of Pokdarwis, the account manager, and a documentation member, as well as document review. The findings show that TikTok has served as an initial publication space for the Interreligious Harmony Monument, houses of worship, Balinese cultural ornaments, traditional activities, and village scenery. In terms of access, managers understand basic features but do not yet maintain a consistent posting schedule. In analysis, local potential is selected according to its visual, social, and cultural strengths. In evaluation, views, likes, comments, shares, and saves are noticed, although they are not systematically recorded. In creation, short videos use music, text, captions, and hashtags, but most remain documentary and lack a strong storyline. The study confirms that harmony, tolerance, and culture are the main destination identities capable of differentiating Rama Agung Village from other destinations. Stronger content planning, narrative development, performance evaluation, task distribution, and posting consistency are required so that TikTok can develop from a documentation channel into a sustainable destination promotion medium

Abstract

The high number of traffic accidents resulting in fatalities in Indonesia has become a complex legal issue. In 2023, the Indonesian National Police Traffic Corps recorded 103,645 traffic accidents and 6,923 deaths. The resolution of fatal traffic accident cases through Restorative Justice has become increasingly common, although it is not yet supported by a clear and comprehensive legal framework. This study examines the effectiveness of Restorative Justice in resolving fatal traffic offenses in Central Bengkulu Regency from the perspective of legal certainty and identifies the obstacles and measures required to address them. The study applies a normative-empirical legal approach and qualitative analysis. The findings show that the implementation of Restorative Justice has not been fully effective. Data from the Traffic Unit of the Central Bengkulu Police for 2022-2024 indicate that 31 of 47 fatal accident cases, or 65.96%, were resolved through settlement agreements without standardized procedures. The main obstacles include the absence of specific legal provisions, inconsistent implementation by law enforcement officers, the dominance of economic considerations in determining settlements, limited public understanding, and weak oversight. Recommended measures include amending the Road Traffic and Transportation Law, establishing standardized operating procedures, strengthening the capacity of law enforcement personnel, forming an independent mediation institution, improving supervision, and expanding public legal education.

Abstract

Information technology and social media have transformed recruitment patterns in human trafficking. Perpetrators use social media accounts and fraudulent job advertisements to gain trust, reach potential victims, and conceal exploitative purposes. This study examines the criminal liability of perpetrators under Law Number 21 of 2007 concerning the Eradication of the Criminal Act of Trafficking in Persons and identifies obstacles to enforcement. It applies normative legal research using statutory and conceptual approaches. Legislation, books, and scholarly articles are analysed qualitatively and normatively. The findings show that perpetrators may be held criminally liable when their conduct fulfils the elements of recruitment, transportation, harbouring, transfer, or receipt of a person by means of deception for the purpose of exploitation as regulated in Article 2 paragraph (1) of Law Number 21 of 2007. Social media functions as an instrument for advertising jobs, communicating with victims, and exercising control; therefore, its use does not remove the unlawfulness of the conduct or the perpetrator’s culpability. Enforcement remains constrained by difficulties in tracing identities, limitations in electronic evidence, jurisdictional differences, low digital literacy, weak platform oversight, and insufficient inter-agency coordination. Stronger digital investigation, cooperation with platforms, verification of job advertisements, and victim protection are required to improve the prevention and prosecution of technology-facilitated human trafficking.
