Abstract

The rapid development of digital technology brings both positive impacts and risks, particularly for young children who are vulnerable to negative content such as cyberporn. This research aims to determine the level of understanding among young children regarding internet ethics and the role of teachers and parents in preventing exposure to cyberporn content. The study was conducted at PAUD Al-Mukhlisin, Medan Deli, involving 15 children aged 5–6 years, 3 classroom teachers, and 10 parents. The method used was qualitative descriptive with data collection techniques including observation and interviews. The results indicate that children's understanding of internet ethics is still low, and only a small proportion of children are aware of the importance of restricting access to certain content. The role of teachers in introducing digital ethics is still limited, while most parents have not optimally supported their children while using the internet. However, the provision of educational media such as animated videos and activity sheets has proven effective in enhancing children's understanding of wise internet use. This research emphasises the importance of collaboration between teachers and parents in fostering children's digital literacy from an early age to prevent exposure to cyberporn.

Abstract

This study aims to analyze the application of the Integrated Assessment Team (TAT) to suspects suspected of being narcotics abusers at the National Narcotics Agency (BNNK) of Langkat Regency from a juridical perspective. TAT is a mechanism formed based on Law Number 35 of 2009 concerning Narcotics, by involving medical and legal elements to provide recommendations for appropriate treatment for narcotics abusers. The procedure for implementing TAT starts from submitting an assessment application by investigators, administrative examinations, medical and legal assessments, to determining recommendations in the form of medical and social rehabilitation or follow-up legal processes. The results of the study show that the implementation of TAT at BNNK Langkat in general is in accordance with the provisions of the law, where most suspected narcotics abusers are recommended to undergo rehabilitation. However, several obstacles were still found, including the limitations of rehabilitation facilities, differences in perception between TAT elements, and public stigma against narcotics abusers. Therefore, the existence of TAT is very important to realize more humane, proportional, and fair law enforcement, while supporting rehabilitation efforts for narcotics abusers in Lalat Regency.

Abstract

Gender-responsive education in early childhood is a crucial aspect in shaping equal understanding of gender roles in society. Research shows that even before the age of three, children begin to acquire cultural gender stereotypes through their interactions with adults and peers, and by the age of six, children have already formed gender biases regarding intelligence and expected roles of boys and girls. This study examines the role of physical games as an effective learning medium to introduce gender-responsive concepts to early childhood (ages 4–6). Using a mixed-method approach with a pre-post intervention design, the study involved 75 children across 4 early childhood education institutions over 16 weeks. The results indicate that physical games designed with gender-responsive principles significantly improve children’s understanding of role equality (p < 0.05), reduce gender stereotypes by 41%, and foster inclusive social skills. These findings align with the need to provide inclusive physical activity opportunities that accommodate children’s factors such as self-esteem, cultural beliefs, ability levels, peer evaluation, and gender diversity. This research provides important contributions to the development of a more inclusive and gender-responsive early childhood education curriculum..

Abstract

In recent decades, Muslim awareness of the importance of halal products has increased, not only in food and beverages but also in other sectors such as pharmaceuticals and cosmetics. The halal cosmetics industry has experienced significant growth in recent years, opening up opportunities for the import of cosmetics in Indonesia, both offline and online. However, this has not been accompanied by binding regulations for either producers or distributors, leading to various problems. Among these is the frequent inclusion of halal labels on packaging that contain non-halal ingredients, particularly in cosmetics containing mercury and other hazardous substances. In other practices, many imported cosmetics are still found to be circulating without halal labels, This has caused uncertainty among Muslim consumers and opened the door to legal issues, consumer protection concerns, and questions about the effectiveness of regulations regarding the entry of foreign products with halal labels. Therefore, several important issues need to be discussed, namely: How do regulations govern the circulation of imported cosmetic products, and how does Law No. 33 of 2014 on Halal Product Guarantees regulate halal labels for cosmetics? Additionally, what are the challenges faced by Muslim consumers regarding imported cosmetics without halal labels, The research method used in this study is the normative juridical method, whereby the researcher conducts an assessment based on laws, government regulations, and other legal sources as a basis for analyzing the issue. The distribution of imported cosmetics in Indonesia related to Halal Product Guarantee shows challenges, especially in terms of harmonizing halal labeling requirements between institutions. Uncertainty in implementation at the business level causes ambiguity in the application of regulations. Law No. 33 of 2014 concerning halal product guarantee is expected to provide clarity for producers whose products are distributed in the domestic market.

Abstract

This study examines the inconsistency of the application of the principle of presumption of innocence in the criminal justice system in Indonesia. This principle is a fundamental principle that guarantees the right of individuals to be presumed innocent until proven otherwise. However, in practice, there are many cases where this principle is ignored, resulting in stigma and injustice for the accused. This research uses a qualitative approach with case analysis and interviews with legal practitioners, academics, and other related parties. The results show that factors such as public opinion pressure, media influence, and lack of understanding of legal rights contribute to the inconsistency of the application of this principle. This study recommends the need for increased legal literacy, training for law enforcement, and policy reform to ensure that the principle of presumption of innocence can be applied consistently and effectively in criminal justice in Indonesia. The results of the research are expected to contribute to efforts to improve the justice system and protect human rights.

Abstract

This study analyzes the effectiveness and challenges of the Public Prosecutor (JPU) as the sole executor in carrying out the penalty of paying substitute money (UP) in corruption cases. Replacement money, which is regulated in Article 18 of the Corruption Law, is an additional criminal sanction that is essential to recover state financial losses (asset recovery). This normative-empirical legal research identifies that normatively the prosecutor has the strong authority to confiscate and auction the assets of the convict if the UP is not paid within one month. However, in practice, the prosecutor faces significant obstacles, mainly due to: 1) The act of transferring the convict's assets triggers a lawsuit against a third party (derden verzet), which delays the execution process; and 2) Technical limitations in asset tracing to track assets disguised through money laundering schemes. It was concluded that it is necessary to strengthen synergy between institutions and the optimal use of TPPU legal instruments to ensure the success of asset recovery and achieve restorative criminal law goals.

Abstract

Employee work effectiveness is a crucial factor in determining the success of an organization, particularly in government agencies. Competence and communication are two key aspects that play a role in improving the quality of employee performance. This research was conducted at the Population Control and Family Planning Office of South Tapanuli Regency to determine the extent to which these two variables influence work effectiveness. The results are expected to contribute to human resource development and more optimal organizational governance. The objectives of this research are: To determine the partial and simultaneous influence of competence and communication on employee work effectiveness at the Population Control and Family Planning Office of South Tapanuli Regency. The problem statement is: To what extent do competence and communication partially and simultaneously influence employee work effectiveness at the Population Control and Family Planning Office of South Tapanuli Regency? The research method used a quantitative method with 33 respondents from the Population Control and Family Planning Office of South Tapanuli Regency. Data analysis was performed using SPSS Version 23. Research Results: 1). The results show that competence has a positive and significant effect on employee work effectiveness. The contribution of competence to work effectiveness is reflected in the Beta value of 0.475 or 47.5%. This finding strengthens the theory that knowledge, skills, and work attitudes are the main keys in improving organizational performance. Thus, improving employee competence is a strategic factor for achieving optimal work effectiveness. 2). In addition, the results of the study also show that communication has a positive and significant influence on employee work effectiveness. The contribution of communication to work effectiveness is reflected in the Beta value of 0.410 or 41.0%. This finding confirms the importance of communication in creating understanding, coordination, and harmonious work relationships. With open, clear, and effective communication, employees can work more focused, efficient, and productive. 3). Simultaneously, competence and communication are proven to have a significant influence on employee work effectiveness. The coefficient of determination (R Square) value of 0.782 indicates that both variables are able to explain the variation in work effectiveness by 78.2%, while the remaining 21.8% is influenced by other factors outside this study. This finding proves that the third hypothesis is acceptable. The combination of adequate competence and effective communication is the main determinant of employee success in carrying out their duties. These two variables complement each other, with competence providing capacity and work quality, while communication fosters coordination, understanding, and collaboration. Given their significant contributions, improving employee work effectiveness requires strategies to strengthen competence and improve communication systems within the organization.

Abstract

This community engagement program aimed to enhance early childhood creativity through the implementation of STEAM-based loose parts learning at TK Nurul Qur'an Stabat. The background of this initiative stems from the limited teacher understanding of STEAM pedagogy and the underutilization of loose parts as open-ended materials that can stimulate children's creativity, problem-solving, and exploration skills. The program involved several stages, including preliminary observation, workshop-based socialization, hands-on practice, and evaluation. Teachers participated in discussions, demonstrations, and collaborative activities to design STEAM-integrated learning using affordable and flexible loose parts. The results show a significant increase in teachers’ conceptual understanding and practical skills in designing creative learning experiences, as well as greater awareness of their role as facilitators rather than instructors. Teachers were able to develop STEAM-based activities that encouraged children’s imagination, experimentation, collaboration, and creativity. The program concludes that STEAM-based loose parts learning is an effective approach to improving the quality of early childhood education and can be sustainably implemented with continuous teacher support and innovation.

Abstract

Household waste pollution is an environmental issue that continues to escalate and has become a social dilemma at the community level. Based on Article 67 of Law Number 32 of 2009 concerning Environmental Protection and Management, “Every person is obligated to preserve the sustainability of environmental functions and control pollution and/or environmental damage.” Each individual bears responsibility for maintaining environmental sustainability and is prohibited from engaging in actions that may degrade environmental quality. However, empirical conditions show that public awareness regarding domestic waste management remains low. Liquid waste generated from washing, bathing, detergent use, and household chemicals is often discharged directly into water bodies without prior treatment, causing water quality degradation, foul odors, and ecological imbalance. This situation creates a dilemma as society perceives such practices as normal due to limited knowledge, inadequate waste treatment facilities, and weak environmental oversight. There is also a disparity between legal norms such as Article 70 of Law Number 32 of 2009, which states that “the public has equal rights and opportunities to actively participate in environmental protection and management” and social behavior, demonstrating a significant gap in environmental policy implementation. Therefore, strategic efforts are required through environmental education, the provision of household-scale waste treatment systems, strengthened community participation, and sustainable law enforcement.

Abstract

The purpose of this study is to explain and describe the accountability and transparency of sub-district financial management from the planning, implementation, administration, and accountability processes. This research design uses a qualitative approach with in-depth interview instruments with sources who have competence in their fields. Based on the results of the research analysis, it can be concluded that accountability in the sub-district government has been implemented in accordance with the Minister of Home Affairs Regulation Number 113 of 2014, which includes planning, implementation, administration, reporting, and accountability. The obligation to account for financial reports and budget realization has been carried out through APBD reporting which is reported directly to the Medan City Government at the end of each month and semester 1 and semester. Transparency has been well-established, with every activity reported on an application provided by the Medan mayor. Sub-districts implement the principle of transparency in financial reporting through the LKPP application, which is uploaded directly by the Medan City Government, allowing the public to access all of the data.
