Jurnal Ilmu Kesejahteraan Sosial or Journal of Social Welfare (JIKS) is an academic journal on social welfare issues. JIKS invites academia and practitioners to send their articles to contribute their research and experiences in social welfare. A research article should be from original research and assess its contribution to social welfare. The conceptual study focuses on the empirical development of theory or concept in social welfare issues. The article can discuss theories and concepts based on themes and intervention levels. Abstract

This study focuses on the implementation of the Non-Cash Food Assistance (BPNT) policy in poverty alleviation efforts in Kembangan District, West Jakarta, during the COVID-19 pandemic. While the BPNT program managed by the Ministry of Social Affairs of the Republic of Indonesia adheres to the distribution procedures, several challenges have emerged, including delays in disbursing aid funds, invalid beneficiary data, issues with E-waroeng (food stalls), account registration, delayed distribution, and occasional inadequacy of food supplies. However, supportive factors such as effective coordination, improved data management, education, active participation from local authorities, and the commitment of E-waroeng owners have contributed to the program's success and maximized its benefits for beneficiaries. Efforts to address these challenges and ensure enhanced efficiency and timeliness in BPNT program implementation are essential.

Abstract

This study examines the implementation of corporate social responsibility through the Livelihood Restoration Program (LRP) by Institution X. The study employs a qualitative approach with descriptive research methodology. Data collection techniques include in-depth interviews and literature review. The study is motivated by land acquisition conducted by PT Y, which affected the livelihoods of the local community. Consequently, PT Y initiated livelihood restoration for the affected community through the LRP managed by Institution X. The findings indicate that Institution X has two primary roles: providing consultancy services and facilitating the implementation of the LRP. First, as a consultancy agency, Institution X offers inputs and recommendations to PT Y, including steps and strategies for managing the affected community's livelihoods. Second, in facilitating the LRP, Institution X undertakes several stages, starting with (a) the preparation stage, which involves team formation, validation of assessment reports, and planning design during the accompaniment period, institution establishment, and outcome evaluation processes; (b) the validation (assessment) stage, where Institution X deploys social experts and planners to assess the community's livelihood conditions; (c) the implementation stage, where Institution X focuses on developing local potentials and the economic conditions of Project Affected Persons (PAPs) through interventions such as training and entrepreneurship awareness; (d) the reporting stage, where Institution X prepares reports as an accountability measure for the LRP implementation to PT Y; and (e) the evaluation stage, where Institution X measures the success of the LRP's planning and implementation for the affected community.

Abstract

The presence of mining projects or power plants that utilize or exploit natural resources has the potential for environmental, social, and economic problems for the community. There are many cases of rejection from communities around the project area, which can even lead to conflict and anarchic actions that cause losses for several parties. Meanwhile, there are demands for energy sustainability amidst the current crisis in the availability of fossil energy. Therefore, the government provides support through several policies, one of which is encouraging the implementation of Corporate Social Responsibility so that core project activities can take place with attention to the welfare of the surrounding community. Using qualitative methods and data collection techniques through interviews and documentation studies, this article contains a description and analysis of the role of farmer development programs as PT CSR. SMGP in the face of community resistance. The results show that the farmer development program as a CSR of PT. SMGP is effective in directly reducing farmer resistance. The CSR program indirectly provides a sense of the company's presence in nearby village communities so that the continuity of the company's activities is supported (social license to operate). Apart from that, field findings also illustrate the forms and reasons for community resistance to companies.

Abstract

Indonesia continues to face challenges in poverty alleviation, with extreme poverty still prevalent in the country. Despite having a social protection system aimed at reducing poverty and cushioning the poor and vulnerable from crises, its implementation often encounters difficulties, particularly in obtaining valid and verified data sources. This study explores how the development of the Village Information System (SID) can contribute to poverty alleviation in Rarang Selatan Village, West Nusa Tenggara Province (NTB). When SID was introduced in 2016, Rarang Selatan was a newly established village classified as underdeveloped. By 2022, the village had progressed to the category of an independent village. This research employs a qualitative method with a descriptive design, gathering data through document studies, observations, and in-depth interviews. Informants include Rarang Selatan Village officials and several related Regional Apparatus Organizations, as well as community of Rarang Selatan. All interviews were conducted face-to-face at the respective locations of the informants. The findings reveal that SID assists the village in managing population data and ensuring that all residents have necessary civil documents. SID also supports village planning and budgeting, including the distribution of aid and improving service efficiency. However, despite achieving independent village status, many people in this village are reluctant to relinquish their poverty status to continue receiving various government social assistance programs.

Abstract

Plastic waste has become an urgent environmental issue in Indonesia. This study aims to identify innovative practices implemented by food and beverage companies in Indonesia in managing plastic packaging waste, thereby serving as a reference for other companies and policymakers. This research provides an empirical contribution to understanding waste management efforts as part of corporate social responsibility (CSR) commitments. The methodology employed a qualitative approach through document analysis, involving an in-depth examination of CSR reports from companies during the 2021–2023 period. Data validity and reliability were ensured through triangulation with other relevant sources, such as sustainability reports and related publications. The analysis revealed that through technological innovation, strong partnerships, and a commitment to sustainable practices, companies successfully reduced plastic waste by up to 30% while expanding networks of Waste Banks, the Green Warmindo Program, and the Drop Box Program. Collaborations through PRAISE and IPRO have also proven effective in raising public awareness and enhancing waste management efficiency, providing valuable guidance for other companies to adopt more responsible practices. The findings of this study have significant implications for the development of more comprehensive waste management policies and encourage collaboration among governments, industries, and communities to achieve sustainable development goals.

Abstract

This study describes a Corporate Social Responsibility (CSR) program conducted by Star Energy Geothermal Salak, Ltd. in collaboration with the KEHATI Foundation in a program entitled Green Coridor Initatives Halimun Salak. This study aims to look at type of CSR governance, the role of the KEHATI in CSR activities as well as opportunities, obstacle and challenges in the Green Coridor Initiaves Halimun Salak. This is a qualitative research with a case study design using purposive sampling techniques. Data mining was carried out with a semi-structured in-depth interview with representatives of the Star Energy Geothermal Salak, Ltd., representatives of the KEHATI Foundation, representatives of the Halimun Salak National Park and representatives of one of the beneficiaries, Jarmaskor. The results of the study found that CSR governance is carried out in two forms, namely collaboratively in the first phase of the program (in 2011-2016) and outsourced through philanthropy in the second phase (2018-2021). In the Green Coridor Initiaves Halimun Salak Program, KEHATI acts as a catalyst in cooperation by balancing the interests of companies and national parks in partnerships, becoming a mediator by connecting companies with local NGOs that are able to carry out technical restoration work, facilitating community collaboration with relevant stakeholders for the sustainability of the program and brokering capacity in increasing the technical capacity of the community and building the financial capacity of local NGOs and community groups. KEHATI supporting factors in this collaboration are KEHATI's experience and reputation while the inhibiting factors in this collaboration are the absence of a multi-stakeholder collaboration platform between the company, KEHATI, and Mount Halimun Salak National Park, the high turnover of KEHATI staff in this program and differences in views regarding project management between company and KEHATI.

Abstract

The Tourism Village Policy launched by the government has developed into an ambitious initiative that can boost the community's economy. However, behind this dream, there is a complex discussion about how ready the village community is to undertake this transformation. This article discusses the stages of the community undergoing the tourism village program against the background of Taraju Village having limited access, the existence of newly formed supporting community self-help groups, and even the community's initial rejection of the development of a tourism village. Meanwhile, this tourist village has achieved achievements on a provincial and national scale. The research used a qualitative approach with a descriptive design, in-depth interviews, literature studies and field observations. The research results show that in establishing a tourist village, the stage of community readiness is a crucial factor in creating a sustainable tourist village. This stage starts from the reality that there is no public awareness regarding the development of tourism village, so it is necessary to raise awareness from various agencies. Efforts to prepare a tourism village continue with efforts to increase knowledge, as well as village involvement in Tourism Village competitions and culminate in the planning stage for the development of the Taraju Tourism Village.

Abstract

This research is about the involvement of trade unions in changing wage policies through social advocacy from the social welfare perspective. The urgency of conducting this research is to reveal how KASBI's involvement as a worker's union encourages changes in wage policies to ensure better labor welfare through advocacy against the Job Creation Law and advocacy against Minister of Manpower Regulation Number 2 of 2022. This research uses a descriptive qualitative method. Data were collected from February to June 2023 through online and offline interviews involving three informants selected by the purposive sampling technique. The research results reveal that KASBI engages politically to fight for the interests of the labor group, including obtaining guarantees for basic needs. The advocacy process involves planning a strike, consolidating alliances, holding a National Coordination Meeting (Rakornas), conducting a judicial review of the Constitutional Court, holding mass demonstrations, submitting hearings, asking the government for access to draft laws, and writing studies. Supporting factors of involvement and advocacy are credibility and financial independence. Meanwhile, the obstructing factor is the incapability of the governments to openness to the aspirations and interests of the labor group. This research has benefits and contributions to the study of social welfare, especially social welfare in the industrial sector, social policy, and social legislation. The results of this research can be a reference for social workers in carrying out advocacy in the policy realm, as well as a reflection for stakeholders in formulating policies that better accomodate worker’s aspirations.

Abstract

The waste problem in Jakarta is a complex issue related to the large volume of waste, dependence on Bantargebang TPST, and the various environmental impacts caused. Waste from Jakarta brought to Bantargebang TPST reaches 6,500-7,000 tons daily. This TPST hurts the environment and the health of the surrounding community, as well as the risk of ARI, air pollution, groundwater pollution, and environmental aesthetics. As compensation for these negative impacts, the DKI Jakarta Provincial Government allocates compensation funds for affected communities. This is regulated in Article 10 letter (e) of DKI Jakarta Regional Regulation number 4 of 2019 which states that the community has the right to obtain compensation for the negative impact of waste landfills. Furthermore, the distribution, distribution, and criteria for compensation beneficiaries are regulated in the Cooperation Agreement (PKS) between the Governor of DKI Jakarta the Mayor of Bekasi, and the Bekasi City Environment Agency Work Plan (Renja) for 2021. This research aims to describe compensation in DKI Jakarta's waste management policy along with its distribution and highlight related regulations. This research is designed with a qualitative approach, the method used is a literature study, namely research journals, books, reviewing regulations, official government reports, and media coverage. The results show that the distribution of compensation has not been fully effective in improving the welfare of affected communities. This research fills the knowledge gap on Bantargebang TPST compensation distribution and offers a new analysis of waste management policy in DKI Jakarta from the perspective of social welfare science and social policy studies.

Abstract

Transmigration in Lampung Province is part of Indonesia's national transmigration program, which aims to equalize development and reduce the population density of densely populated islands such as Java. Transmigration in Lampung began in 1905 with a colonial approach by the Dutch and continued during the Old Order New Order and began to decline after the 1998 reformation. The challenges of transmigration in Lampung include social and economic problems, integration of immigrants with local communities, and environmental impacts; the next challenge is the availability of health and welfare infrastructure and sustainable development. This study examines the dynamics of transmigration in Lampung Province as an instrument of social welfare. The purpose of the study is to describe the development of the transmigration program from the colonial era to the contemporary era, and to identify achievements and challenges in social integration, environmental impacts, and infrastructure development in transmigration areas. The method used is socio-legal, which focuses on studying problems in the implementation of law in everyday society. Data were collected through field studies in Lampung Province in 2024. The findings of this study are that transmigration in Lampung Province has experienced significant development since the start of the program. Lampung Province has shifted from a province receiving transmigration to one that is sending transmigration. Although there have been some socio-economic achievements, challenges remain, especially regarding social integration, environmental impacts, and infrastructure development. The success of the future transmigration program will depend mainly on how these challenges are addressed with a more inclusive and sustainable approach.
