Abstract

ASMAWANTI B 101 20 122, with title “Implementation of Policy Plastic Waste Reduction in The Palu City Environment Office”. Supervised by Muzakir Tawil as the supervisor with Richard F. Labiro as co-supervisor This study aims to determine the Implementation of Plastic Waste Reduction Policy at the Environmental Service of Palu City. The research method used is Descriptive Qualitative, the data collection techniques used are observation, in-depth informant interviews and documentation to collect the required data in the form of primary and secondary data. While the informants in this study amounted to 7 people, namely 4 people from the Palu City Environmental Service and 3 people from the Palu City community. The theory used in this research is the theory of George C. Edward III which has four indicators namely Communication, Resources, Disposition, and Bureaucratic Structure. Based on the results of the study, it shows that the Implementation of the Plastic Waste Reduction Policy at the Environmental Service of Palu City cannot be said to be running well. This can be seen from the indicators of the research results which include aspects of communication among the general public that are still lacking, it can be seen in the transmission indicators that the government has done, but socialization is only carried out in modern retail and also for the delivery of information and clarity about reducing plastic waste has not gone well. Human resources are not yet good, the budget for the operational funds of the plastic waste reduction program is not sufficient, as well as the facilities at TPS 3R and the waste transportation fleet are not yet adequate. The disposition or attitude of implementers is good because policy implementers have carried out their duties, it's just that there are still obstacles faced and good standard operating procedures (SOPs) for reducing plastic waste. As for suggestions for the implementation of plastic waste reduction policies at the Palu City Environmental Service to run well, it must improve communication, namely in the transmission or dissemination of information evenly to the public and need to increase facilities and infrastructure such as waste transportation fleets and completeness of TPS 3R facilities. And for the community it is suggested that there needs to be awareness of the environment to care about reducing plastic waste in Palu City.

Abstract

This study was conducted with the aim of determining the Influence of Employee Competence on the Quality of Motor Vehicle Tax Payment Services at the Palu City One-Stop Manunggal System Office. This study uses quantitative research conducted based on numbers and analyzed statistically. By using Edison et al's theory for competency variables with 3 dimensions, namely, knowledge, expertise, and attitude, and on service quality using Dwiyanto's theory with 5 dimensions, namely, attitude, procedure, time, facilities, and service costs. The data collection technique carried out in this study is by distributing questionnaires and surveys which are analyzed by quantitative descriptive analysis methods. The population of this study is all taxpayers who pay motor vehicle tax at the Palu City Samsat Office which amounted to 46,354 taxpayers, the sample drawing technique in this study uses the Slovin Formula with the number of samples obtained as many as 99.78 which is rounded to 100 respondents. Based on the results of this study, it was shown that the results of the normality test met the assumption of normality or Asymp.Sig (2 – tailed) of 0.076 > 0.05. The results of a simple linear regression analysis show that the competency variable has a significant influence on service quality with the regression equation Y = 6.518 + 0.764X. With the results of the F test on the F value of the F calculation > the table or 113.107 > 3.94, therefore it can be stated that the competence of employees has a simultaneous effect on the quality of service by paying taxes on two-wheeled motor vehicles at the Palu City Samsat Office. In addition, the value of the determination coefficient is 0.536 which shows that 53.6% of the service quality variable can be explained by the employee competency variable, while the remaining 46.4% is influenced by other factors. And the results of the hypothesis test stated that the competence of employees affects the quality of Samsat Kota services.

Abstract

This study aims to determine the implementation of waste management policies at the Environmental Service of Palu City. The research method used is descriptive qualitative, which provides an overview of the phenomena or factors of the problem under study according to existing facts. Data collection techniques are observation, in-depth informant interviews and documentation to collect data. Informants in this study amounted to 7 people. The theory used is George C. Edward III where there are four indicators, namely communication, resources, disposition and bureaucratic structure. Based on the results of the study, it can be concluded that the implementation of waste management policies at the Environmental Service of Palu City, in general, the implementation of waste management is quite good. This can be seen from the indicators of the research results, which include aspects of communication to some people that are still lacking, in the transmission indicator it can be seen that policy dissemination has been carried out by the government, but the delivery of information and clarity regarding waste management is still not effective. Human resources are still lacking, the budget for operational funds related to sub-activities or waste programs is insufficient, as well as facilities to support the success of policy implementation such as TPS, TPS 3R, and an inadequate waste transportation fleet, Disposis or the attitude of implementers is good because policy implementers have carried out their duties and good standard operating procedures (SOP) for waste management. As for suggestions so that the implementation of waste management policies at the Palu City Environmental Service runs well, the Environmental Service must improve communication, namely in the transmission or dissemination of information evenly to the community. improve the quality of human resources by providing special training related to waste management to staff so that they are able to perform their duties more optimally and need to increase facilities and infrastructure such as waste transportation fleets and the availability of TPS, TPS 3R. And for the community it is recommended that there is a need for awareness to care about waste management in Palu City.

Abstract

This study aims to determine the leadership of the principal of SD Negeri 4 Bamba. The research method used is descriptive qualitative, which provides an overview of the phenomena or factors of the problem under study according to existing facts. Data collection techniques are observation, in-depth informant interviews and documentation to collect data informants in this study amounted to 7 people. The theory used is the theory of Harsey and Blanchard in Wahyudi, where there are four aspects used, namely Instructive, Consultative, Participative, and Delegative. Based on the results of this study, it can be concluded that the Principal's Leadership at State Elementary School 4 Bamba, Panau Village,Tawaeli Sub- District, Palu City. District has not been said to be effective, due to the obstacles faced, namely directing the implementation of tasks in the teaching and learning process, giving encouragement or motivation to subordinates, making decisions together with subordinates, and ineffective delegation of tasks that affect teacher performance.

Abstract

This study aims to determine the Quality of Public Services Related to the Implementation of Electronic Traffic Law Enforcement (ETLE) at the Office of the Traffic Directorate of Palu City. The research method used is Descriptive Qualitative, which provides an overview of the phenomenon or focus of the problem being studied that occurs at the research location according to existing facts. The data collection techniques used are observation, in-depth informant interviews and documentation to collect the required data in the form of primary data and secondary data. While the informants in this study amounted to 7 people, namely 4 people from the Traffic Directorate and 3 people from the violating community. The theory used in this research is Gespersz's theory in Hardyansyah (2011: 51). where there are ten indicators used in Service Quality Through the Application of Electronic Traffic Law Enforcement to the Office of the Directorate of Traffic in Palu City. The ten indicators are timeliness, service accuracy, friendliness and friendliness, responsibility, completeness, convenience, variety, personal service, comfort, attributes. Based on the results of the study, it shows that the Quality of Public Services Through the Implementation of Electronic Traffic Law Enforcement (ETLE) at the Office of the Traffic Directorate of the Central Sulawesi Regional Police, has been running optimally on indicators of Service Accuracy, Politeness and Friendliness, Responsibility, Completeness, Personal Service, Comfort and Attributes. Meanwhile, the indicators of Timeliness, Ease and Variety have not run optimally. This can be seen from the Timeliness of providing services having to wait a few minutes due to network problems while the Ease indicator in providing services is the ETLE service flow which is complicated to follow and the variation indicator in providing services. All forms of this problem need improvement so that in the future it can run well.

Abstract

Drinking water companies are one of the companies that produce water services to the community, but in providing services to the community there are still many problems including cloudy and yellowish water. This study aims to determine how the quality of service and efforts made at PDAM Kelurahan Mamboro Barat. This research uses a qualitative descriptive approach. This research uses Snowball sampling technique. Data collection techniques through observation, interviews and documentation. The results of this study indicate that the services provided by PDAM Mamboro Barat have not been said to be good, especially in the indicators of Service, Time and facilities. this can be seen from the completeness of inadequate infrastructure, the timeliness of opening service counters that are not on schedule by PDAM Mamboro Barat and the slow response of officers to complaints and problems experienced by customers. All forms of this problem need improvement so that in the future it can run well.

Abstract

The Government of the Republic of Indonesia issued a policy related to the Independent Campus Learning Program which is regulated through Permedikbud Number 3 of 2020 concerning National Higher Education Standards. in this case, this policy contains the right of students to carry out learning outside the study program for a maximum of three semesters with the aim that students can get the opportunity to broaden their horizons, experience, and improve competencies according to their interests, talents and ideals. This program is expected to be the answer to the demands of the current times. The purpose of this study is to determine the extent to which this policy is implemented. Qualitative descriptive method is used in this research, where the analysis is carried out on the data that has been collected both from documents, journals, observations, interviews which are then analyzed and described systematically in accordance with the formulation of existing problems, analyzed by George C. Edward III's theory with four aspects consisting of communication, resources, disposition, and bureaucratic structure. The research results obtained show that the implementation of the Merdeka Learning Campus Merdeka program policy at the Faculty of Social and Political Sciences, Tadulako University has not gone well. This is because there are still several obstacles in implementing the policy. The implementing party is required to increase the consistency of towards the implementation of 8 types of MBKM program activities, it is still necessary to conduct a type of socialization or coordination meeting between the implementing parties at the faculty level through monitoring meetings and also evaluating the implementation of activities, the unavailability of supporting facilities such as the MBKM FISIP room, capacity building related to the understanding of lecturers in several study programs. Then, related to the attitude of the implementers in this case, if there are MBKM program activities that are deemed irrelevant to the original study program, it is necessary to provide other alternatives such as courses related to the MBKM program that students follow. Furthermore, in the bureaucratic structure, although the distribution of structures and responsibilities has been well distributed, monitoring and evaluation of the implementation of the MBKM program at the Faculty of Social and Political Sciences, Tadulako University must still be carried out.

Abstract

This research aims to determine how archival manangement is in the Tampiala village office. The basics of this research is observation and this type of research was conducted at the Tampiala village office South Dampal sub-district Tolitoli district, which examines archival management. In terms of implementation, each person in charge has an important specific task. So that complete supporting facilities are needed in carrying out their duties and obligations. To increase the sense of respontibility in completing tasks and work and the trust given. In this study reseaerches involved 5 (five) informants namely the Tampiala village head, Tampiala village Secretary, planning section, welfare sections, and government section. In conducting research, the author uses the theory of sularso mulyono which refers to 3 (three) aspects namely receiving letters, storing or placing archives, and finding back archives. Based on the results of the research obtained, it can be cocluded that arcival management at the Tampiala Village Office South Dampal district Tolitoli Regency in the aspect of receiving letters has been running well, but three are several aspect that need to be addresed, such as in the aspects of archive storage or placement and archive retreval that need to be addresed, including storage because the facilities and infrastructure are not sufficient, for example, sufficient cabinets, so there are several archives on the table, to use boxes to store archives.And the retreval of archives has not been running effectively where there are no experts in managing in the field of archives, so it needs to be understood that the management of archives at the Tampiala village office south Dampal District tolitoli regency requires a long time and delays in finding archives.

Abstract

The purpose of this study is the Achievement of Equitable Distribution of Education Quality Through the Implementation of Zoning System Policy in the Admission of New Students at State High School 1 Sirenja, Donggala Regency by using the Policy Implementation Model proposed by Van Mette Van Horn, namely Standards, Objectives and Policy Objectives, Resources, Characteristics of Implementing Agents, Attitudes or Trends (Dispotition) implementers, Inter-organizational communication and implementation activities, Economic, social and political environment. This type of research is Descriptive research and the basis of the research used is qualitative. The information was determined by Purposive Sampling with a total of 7 informants. The data collection technique used is Observation. In-depth interviews of informants and documentation for data collection are needed in the form of primary and secondary data. Data analysis carried out by Data Reduction, Data Model (data display), Conclusion: Pulling/Verifying. Checking the validity of the data using Source Triangulation. The Implementation of the Zoning System Policy in the Admission of New Students at State High School 1 Sirenja, Donggala Regency has not been running optimally. This is proven that there is still a serious problem. Starting from, the school makes its own internal policy and does not implement zoning strictly and still accepts students outside the zoning. As well as the lack of information known by the public about the zoning system. This reflects the inconsistency of resources to the zoning system policy.

Abstract

This study aims to determine the implementation of restrictions on the use of disposable plastic packaging and Styrofoam in the city of Palu. The basis of research used is field research and descriptive qualitative research type. The informants in this study were the Environmental Agency of Palu City, business actors, modern stores, plastic manufacturers and the people of Palu City. Data collection techniques through informants accompanied by observation, interviews, and documentation and using the basis of Van Metter and Van Horn Implementation theory which consists of 6 (six) variables, namely, Policy Standards and Infrastructure, Resources, Communication Between Implementing Agencies, Characteristics of Implementing Agencies, Social, Economic, and Political Environment, Implementing Attitudes. Based on the results of the study, it shows that the Implementation of the Policy on Limiting the Use of Disposable Plastic Packaging and Styrofoam in Palu City has not run optimally on several indicators, namely Policy Standards and Objectives, Resources, Communication Between Implementing Agencies, Social, Economic and Political Environment and Implementing Attitudes. Because of the lack of massive socialization and the lack of understanding and awareness of policy targets who do not know the impact of environmental damage, seeing in terms of operations has not been handled properly, in Resources there are still many shortcomings from human resources, in terms of enforcement and handling and lack of infrastructure in transporting waste, then in Communication Between Implementing Agencies has not conducted massive socialization starting from the implementers to the Policy targets, in the Characteristics between Implementing Agencies all involved in the implementation are in accordance with their respective fields, as well as in the Social, Economic and Political environment has supported the Implementation of this Policy even though in terms of the Economy it has not been said to be well implemented, and the Attitude aspect of Implementers requires assertiveness in the Implementation of these policies to avoid problems that will occur in policy implementation. All forms of this problem need improvement so that in the future it runs well and effectively.
