Abstract

This study analyzes the implementation of the Nusantara Food Area (KPN) policy in Talaga Village, Dampelas District, Donggala Regency, and identifies the challenges encountered. The research applies a qualitative case study approach, using Jan Merse’s policy implementation framework, which emphasizes information, policy content, community support, and resource allocation. The findings indicate that the implementation of KPN has not yet reached its target. By the end of 2025, only 185 hectares of land had been developed out of the planned 400 hectares. Program information has been disseminated, but unevenly across hamlets. The policy content aligns with local potential, yet the community mainly acts as implementers rather than planners. Public support is generally positive due to direct benefits such as infrastructure and seed distribution, although some residents remain concerned about environmental impacts. Resource allocation has been carried out, but distribution is uneven and land utilization is still constrained by technical and administrative issues. The study concludes that equitable information dissemination, stronger community involvement, continuous technical support, and improved coordination among stakeholders are essential for more effective and sustainable implementation of KPN in Talaga Village.

Abstract

Perencanaan pembangunan berkelanjutan merupakan aspek penting dalam tata kelola pemerintahan daerah yang menekankan keseimbangan antara pertumbuhan ekonomi, keadilan sosial, dan pelestarian lingkungan. Penelitian ini bertujuan menganalisis pelaksanaan perencanaan pembangunan berkelanjutan oleh Pemerintah Kota Gorontalo, khususnya terkait kesesuaian antara perencanaan dan implementasi, penerapan prinsip keberlanjutan, partisipasi masyarakat, serta hambatan yang dihadapi dalam pelaksanaannya. Penelitian menggunakan pendekatan kualitatif deskriptif dengan metode studi kasus. Pengumpulan data dilakukan melalui wawancara mendalam, observasi partisipatif pada forum Musrenbang, dan telaah dokumen perencanaan daerah. Hasil penelitian menunjukkan bahwa implementasi pembangunan berkelanjutan di Kota Gorontalo belum berjalan optimal. Terdapat kesenjangan antara dokumen perencanaan dan pelaksanaan program di lapangan, terutama pada sektor lingkungan hidup. Integrasi tiga dimensi pembangunan berkelanjutan ekonomi, sosial, dan lingkungan belum terlaksana secara seimbang karena dimensi lingkungan sering kali kurang menjadi prioritas saat terjadi tekanan fiskal daerah. Selain itu, partisipasi masyarakat dalam Musrenbang cenderung bersifat formalitas administratif dan belum sepenuhnya mencerminkan keterlibatan publik yang substantif dalam proses pengambilan keputusan. Penelitian ini juga menemukan beberapa hambatan utama, yaitu ketergantungan fiskal terhadap pemerintah pusat, keterbatasan kapasitas aparatur, lemahnya sistem data perencanaan, serta pengaruh dinamika politik lokal terhadap arah kebijakan pembangunan. Oleh karena itu, penelitian ini merekomendasikan penguatan kelembagaan Bappeda, peningkatan kualitas partisipasi publik, integrasi indikator Sustainable Development Goals (SDGs) ke dalam perencanaan dan penganggaran daerah, serta upaya peningkatan kemandirian fiskal untuk mendukung keberlanjutan pembangunan daerah secara lebih efektif dan terintegrasi.

Abstract

This article examines development planning from the perspective of public administration, focusing on concepts, processes, institutional mechanisms, and challenges in the era of decentralization in Indonesia. The study uses a qualitative approach through literature review by analyzing books, scientific journals, regulations, and policy documents related to development planning and public administration. The findings indicate that development planning is not merely a technical activity but also a political and administrative process involving multiple stakeholders. The implementation of the National Development Planning System has provided a comprehensive framework for integrating national and regional planning; however, several challenges remain, including weak coordination among institutions, inconsistencies between planning and budgeting, limited institutional capacity in local governments, and the dominance of political interests in decision-making processes. The study also highlights the importance of good governance principles, such as transparency, accountability, participation, and effectiveness, in improving the quality of development planning. Furthermore, digital transformation and evidence-based planning are identified as strategic approaches to strengthening planning systems in the modern era. The study concludes that reforming the development planning system requires strengthening institutional capacity, improving public participation, integrating planning and budgeting systems, and optimizing the use of information technology to achieve inclusive and sustainable development.

Abstract

Public service delivery in developing countries is a fundamental component of state-building, governance reform, and poverty reduction. Cambodia's shift from a centralized post-conflict administration to decentralized governance has been characterised by considerable organisational reform. Central to these endeavours is the One Window Service Office (OWSO) programme, a local government provision system which adopts a single-agency approach to increase transparency, accountability and effectiveness in local public administration services. The article offers an account of the OWSO model in Cambodia according to IMRAD (Introduction, Methods, Results, Discussion). This paper analyzes OWSO's performance on service quality and citizen satisfaction, based on a systematic review of research findings in academic literature, governmental reports, and international development assessments. It also argues that while the OWSO has successfully streamlined administrative procedures, reduced informal payments, and generated substantial state revenue, the ongoing effectiveness of OWSO is hampered by short staffing levels, poor digital infrastructure and enduring rural and urban divides. Comparison of regional models in Southeast Asia like Indonesia at PTSP and ARTA in the Philippines shows the importance of strong digital integration and sustained political will. The article concludes with policy recommendations aimed at furthering the public administration reform agenda in Cambodia.

Abstract

The use of social media by public organizations has become a form of transformation in public information services in the digital era. Instagram, as one of the most widely used social media platforms, is utilized by governments to deliver public service information quickly, openly, and accessibly. This study aims to determine the performance of public organizations in utilizing Instagram as a medium for information services. The research employed a qualitative approach with a descriptive method. Data collection techniques were conducted through literature studies and observations of social media usage in public services. The results indicate that the utilization of Instagram helps public organizations deliver service information, improve interaction with the community, expand public access to information, and support service transparency. However, the utilization of social media in public services still faces obstacles such as limitations in digital communication management, suboptimal service responses, and low levels of public digital literacy. Therefore, public organizations need to improve social media management so that digital-based public information services can operate more effectively and responsively.

Abstract

This study aims to analyze the collaboration between higher education institutions and village governments through the Community Service Program (Kuliah Kerja Nyata/KKN) in supporting participatory development planning. The research focuses on the implementation of the KKN program conducted by Universitas Negeri Gorontalo in the coastal area of Tomini Bay. The study employed a qualitative approach with a descriptive research design. The data were obtained from secondary sources, including KKN implementation reports, village development planning documents, regulations, scientific articles, and official publications from the government and universities. Data collection techniques were conducted through documentation studies and literature reviews, while data analysis used qualitative descriptive analysis through data reduction, data presentation, and conclusion drawing. The results indicate that the KKN program contributes to supporting participatory development planning through problem identification activities, village potential mapping, social observation, and community involvement in the implementation of development programs. The KKN program also demonstrates a collaborative governance pattern involving universities, village governments, and communities in supporting village development based on local needs. In addition to increasing community participation, the KKN program contributes to strengthening the capacity of village officials through administrative assistance, village data management, and facilitation of development deliberations. However, the implementation of the program still faces challenges, including limited implementation time, program sustainability, and the lack of optimal integration between KKN programs and village development planning documents. Therefore, strengthening the synergy between universities and village governments is necessary to ensure that the KKN program can support more participatory, responsive, and sustainable village development.

Abstract

Penelitian ini bertujuan menganalisis kinerja organisasi sektor publik dalam mewujudkan pelayanan yang efektif This study aims to analyze public sector organizational performance in achieving effective services at the Language Service Unit of Universitas Negeri Gorontalo using the SERVQUAL approach. The study employed a quantitative approach with a descriptive research design. Data were collected through questionnaires distributed to service users consisting of students, lecturers, and the general public. Service quality analysis was conducted using the five SERVQUAL dimensions, namely tangibles, reliability, responsiveness, assurance, and empathy. The findings indicate that the quality of services at the Language Service Unit of Universitas Negeri Gorontalo was generally categorized as good. The reliability dimension obtained the highest mean score and was categorized as very good, while responsiveness, tangibles, assurance, and empathy were categorized as good. The findings suggest that service accuracy, staff responsiveness, service facilities, and communication competence were important aspects influencing service effectiveness at the Language Service Unit of Universitas Negeri Gorontalo. This study demonstrates that the SERVQUAL approach can be applied to measure service quality in academic support service units within higher education institutions.

Abstract

This study examines the transformation of digital governance in improving the quality of public services in the digital era. The rapid development of information and communication technology has encouraged governments to shift public service systems from conventional models to digital-based services that are more effective, efficient, transparent, and responsive. Digital governance transformation is implemented through the adoption of the Electronic-Based Government System (SPBE), e-government innovations, the use of public service applications, and the development of smart governance supported by artificial intelligence. The findings indicate that digital transformation has a positive impact on public service delivery, including faster administrative processes, improved bureaucratic accountability, strengthened transparency, and increased accessibility for citizens. However, this transformation also faces several challenges, such as limited technological infrastructure, insufficient digital competencies among government officials, unequal digital literacy within society, and difficulties in integrating systems across government institutions. Therefore, strengthening regulatory frameworks, improving human resource capacity, and expanding equitable digital infrastructure are necessary to ensure sustainable and effective digital governance transformation in enhancing public service quality.

Abstract

The purpose of this research is to analyze public administration services at the Sakita Village Office, Bungku Tengah Sub-district, Morowali Regency. This study was conducted using a qualitative descriptive method with a descriptive research type. The data used consisted of primary and secondary data. Data collection techniques included observation, interviews, and documentation, with 5 informants. Data analysis followed Miles, Huberman, and Saldana’s model: data collection, data condensation, data display, and conclusion drawing.This study employed Lovelock’s theory of five public service indicators: Tangible, Reliability, Responsiveness, Assurance, and Empathy. The results show that public administration services in Sakita Village are fairly good, demonstrating progress in digitalization, transparency, and officers’ attentiveness, particularly through the implementation of the Peapua application. However, its implementation is not yet optimal due to limited socialization, inadequate facilities, and low discipline among village officials who are often absent. These issues cause delays in services, such as the issuance of domicile certificates, which often exceed the standard processing time stated in the SOP. Among the five service dimensions, Tangible and Reliability remain constrained by infrastructure, staff presence, and technical issues; Responsiveness and Empathy are rated positively as officers are proactive, friendly, and communicative; while Assurance is adequate but weakened by dependence on a single operator. Therefore, improvements in discipline, staff capacity, equitable distribution of responsibilities, and the provision of facilities and infrastructure are urgent to ensure more effective and efficient public services.

Abstract

This study aims to determine how Electronic Records Management is implemented at the Library and Archives Office of Central Sulawesi Province. This research uses the theory of Read, Smith, and Ginn which explains that the records life cycle consists of four stages, namely Creation and Storage, Distribution and Use, Maintenance, and Disposition. This study employed a qualitative research method using observation, interviews, and documentation as data collection techniques, as well as the data analysis model of Miles, Huberman, and Saldana. The results of the study indicate that the Library and Archives Office of Central Sulawesi Province has implemented the Integrated Dynamic Archival Information System application (SRIKANDI). Electronic Records Management at the Library and Archives Office of Central Sulawesi Province through the use of the SRIKANDI application has generally been carried out properly. However, it has not been fully optimized because there are still several obstacles, such as some human resources who do not fully understand how to use certain features available in the SRIKANDI application. Another obstacle is network problems; when the network connection is unstable during the use of the application, work performance is disrupted and slows down the process. This study concludes that Electronic Records Management at the Library and Archives Office of Central Sulawesi Province has been implemented properly, including the process of record creation, adequate storage, easy access and use, maintenance through data backup and protection, and disposition through the use of Records Retention Schedule (JRA/Jadwal Retensi Arsip).
