Abstract

This study aims to determine the Management of Restrictions on the Use of Single-Use Plastic Waste in Palu City. This study uses a qualitative descriptive method. The theory used in this study is Henry Fayol's theory 1954. Based on the results of the study, it shows that the Management of Restrictions on the Use of Single-Use Plastic Packaging in Palu City cannot be said to be running well. although in the planning aspect the Palu city government and the Environmental Service have prepared strategic plans and plastic waste reduction programs. The Organizing aspect has not been optimal due to limited resources and inadequate facilities and infrastructure. Commanding is also not optimal because the provision of incentive support for those on duty in the field is lacking, which has an impact on the performance of officers in addition to the dissemination of information only focused on social media. The Coordinating aspect has been carried out through monthly internal meetings and communication media, but it also needs to be improved socialization to the community. The Controlling aspect has been monitored directly in the field, but it is not evenly distributed So there are some business actors who still use plastic bags.

Abstract

This study aims to analyze the implementation of public tax services in supporting the administrative compliance of MSME taxpayers at PIA KREN MSME in Gorontalo. The main problems in this study are related to limited understanding of tax administration, insufficient business capital, unorganized turnover recording, and the suboptimal use of digital tax services. This study employed a qualitative approach with a descriptive research design. Data were collected through interviews, observations, and documentation. The findings show that public tax services play an important role in improving the understanding and administrative compliance of MSME actors. However, the implementation still faces several obstacles, including limited capital, weak business administration records, and lack of understanding of tax procedures. In addition, product innovation, digital marketing strategies, and consumer interest are important factors supporting business sustainability. This study concludes that simple, educational, and sustainable tax services can effectively improve the administrative compliance of MSMEs.

Abstract

Online Student Admission (PPDB) is a form of digital transformation in public services within the education sector aimed at improving transparency, effectiveness, efficiency, and accountability in educational service delivery. However, its implementation still faces various challenges that may lead to maladministration, including lack of information transparency, procedural irregularities, system errors, service delays, and alleged discrimination in student selection processes. This study aims to analyze the legal foundations of governmental administrative accountability in the implementation of online PPDB, identify forms of alleged maladministration in educational services, and formulate strategies to strengthen accountability in the implementation of online PPDB at the Gorontalo City Education Office. This research employs a qualitative method with a literature review approach through the examination of laws and regulations, scientific journals, books, previous studies, and relevant policy documents. Data were analyzed using qualitative content analysis techniques. The findings indicate that the accountability of online PPDB implementation has been normatively regulated through various legal frameworks emphasizing transparency, legal certainty, fairness, and public responsibility. Nevertheless, potential maladministration remains due to weak supervision mechanisms, suboptimal information technology systems, and limited public access to information. Therefore, strengthening oversight mechanisms, optimizing digital systems, improving the capacity of public officials, and enhancing public participation are necessary to realize accountable, transparent, and good governance-based educational services.

Abstract

This research aims to explore in depth the implementation of child protection policies in Palu City and identify the factors that cause the suboptimal handling of child abuse issues. The phenomenon of increasing cases of child abuse in Palu City is a crucial background to this study. The research method used is descriptive qualitative, and this study uses George C. Edward III's policy implementation theoretical framework as the main analytical tool, which includes indicators of communication, resources, disposition, and bureaucratic structure. The unit of analysis in this study consisted of policy implementers, including the Palu City Women's Empowerment and Child Protection Agency (DP3A), UPTD PPA, PATBM, Children's Forum, and non-governmental organizations (LiBu Perempuan). Data analysis techniques were carried out through a process of data collection, data reduction, data presentation, and conclusion drawing using data collection techniques through interviews, observation, documentation, and audio-visual material. The results of the study show that policy implementation in Palu City is driven by the highly commitment of implementers, as well as a bureaucratic structure with clear service SOPs. However, implementation faces critical obstacles in terms of resources, particularly the lack of fiscal budget allocation and the limited number of specific experts (clinical psychologists). In addition, a cognitive gap was found with law enforcement officials regarding the interpretation of case resolutions. The recommendations provided include the need to synchronize budget priorities in the regional budget, establish technical human resource retention policies to prevent excessive employee turnover, and strengthen cross-sectoral coordination with vertical agencies to unify legal perceptions for maximum victim protection.

Abstract

The purpose of this study is to determine the effectiveness of public services at the Pomolulu Village Office, Balaesang Tanjung District, Donggala Regency. Using the theory of Sondang P. Siagian (2017:10) where there are 3 aspects, namely the Time Factor, the Accuracy Factor, and the Service Delivery Factor. The basis of the research uses a Qualitative Research Method, and the Type of Research is a descriptive approach. Using qualitative data analysis. Informants in this study numbered 5 people and data collection techniques were carried out through observation, interviews and documentation. Overall, the effectiveness of public services at the Pomolulu Village Office has been running quite well, especially in the aspects of accuracy and service style. However, the aspect of time discipline still needs attention so that the quality of public services can be more optimal. Abstract

The purpose of this study is to give a clear image of how the Women's Empowerment and Child Protection Agency in Palu City is implementing child-friendly city policies and to pinpoint the variables that affect their effectiveness. The research methodology is descriptive and qualitative. The Palu City Women's Empowerment and Child Protection Agency (DP3A), the Social Agency, PATBM, the Nosarara Children's Forum, and non-governmental organizations (Libu Perempuan) served as the study's units of analysis. While data analysis procedures included data collecting, data reduction, data presentation, and conclusion drafting, data collection techniques included observation, interviews, documentation, and audio-visual materials. The KLA policy's execution in Palu City has not been ideal, according to research based on George C. Edward III's implementation theory. In terms of communication, information transmission between institutions is solid, but there is a gap in understanding at the field implementation level. In terms of resources, this policy is still hampered by budget constraints and supporting facilities. However, these weaknesses are compensated for by the commitment and high work ethic of the implementers. In terms of bureaucratic structure, the working mechanisms have a legal basis and standard operating procedures (SOPs), although crosssector coordination still needs to be simplified. Recommendations include the need to allocate a special budget for the provision of child-friendly facilities, simplify KLA educational materials for the general public, and optimize the role of PATBM at the village level. It is hoped that local governments can increase synergy so that the KLA policy does not merely become a bureaucratic procedure, but rather a participatory social movement.

Abstract

The implementation of the Building Approval policy in Parigi Moutong Regency still faces various challenges that affect the effectiveness of building permit services. This study aims to analyze the implementation of the Building Approval policy in Parigi Moutong Regency. The research employs a descriptive qualitative approach with data collection techniques including observation, interviews, and documentation. The analysis is based on the policy implementation theory of Van Meter and Van Horn, which consists of policy standards and objectives, resources, characteristics of implementing agencies, interorganizational communication, implementer disposition, and social and economic conditions of the community. The findings indicate that the Building Approval policy has a clear legal basis, objectives, and implementation structure, namely to provide legal certainty, ensure conformity of development with spatial planning, and guarantee compliance with technical building standards. However, the implementation of the policy has not been fully optimal. The main obstacles identified include low levels of digital literacy among the community, limited policy socialization activities, insufficient human resources and supporting facilities, technical disruptions in the electronic licensing service system, and economic burdens experienced by the community. In addition, coordination among implementing agencies has been carried out but still encounters difficulties related to incomplete documentation and differing technical perceptions. Implementers generally demonstrate a supportive attitude toward the policy, although public complaints regarding service quality persist. This study concludes that the implementation of the Building Approval policy in Parigi Moutong Regency has not yet been fully effective and requires strengthening of human resource capacity, improved interagency coordination, and expanded policy socialization adjusted to local social and economic conditions.

Abstract

This study aimed to examine the effect of online attendance effectiveness on the work discipline of Family Planning Extension Workers and to measure the magnitude of such effect. A quantitative approach with a survey method was employed. Online attendance effectiveness was measured using the DeLone & McLean (2003) model, encompassing six dimensions: system quality, information quality, service quality, use, user satisfaction, and net benefits, while work discipline was measured using the indicators proposed by Singodimedjo in Sutrisno (2023), comprising adherence to time regulations, institutional rules, behavioral norms, and other applicable regulations. Data were collected through a questionnaire distributed to 83 Family Planning Extension Worker respondents. Data analysis was conducted using simple linear regression, f-test, and the coefficient of determination (R²) with the aid of SPSS 27. The findings revealed that online attendance effectiveness had a positive and significant effect on the work discipline of Family Planning Extension Workers at the BKKBN Representative Office of Central Sulawesi Province, as evidenced by a f-value of 107,808 > t-table of 3,96. Online attendance effectiveness accounted for 57.1% of the variance in work discipline (R² = 0.571), while the remaining 42.9% was attributable to other factors outside the research model

Abstract

This study was motivated by the suboptimal management of parking retribution at Inpres Market in Palu City, which has resulted in revenue leakage and weak supervision of parking attendants. The objective of this research is to describe the management of parking retribution at Inpres Market based on the management functions proposed by Henry Fayol, namely planning, organizing, commanding, coordinating, and controlling. This research employs a descriptive qualitative method, with data collected through observation, interviews, and documentation involving the Palu City Department of Transportation, parking attendants, traders, and service users. The findings show that, in terms of planning, revenue targets and official parking tickets have been established; however, their implementation remains ineffective, as many users do not receive official tickets. In terms of organizing, task distribution has been arranged, yet overlapping duties and an unclear work structure are still found. The directing aspect has not been carried out consistently, as guidance and supervision for attendants remain limited. Coordination among related stakeholders has not been optimal, while controlling mechanisms are still weak, resulting in potential revenue leakage. Overall, the management of parking retribution at Inpres Market has been implemented, but it has not been effective, thus requiring stronger supervision and the application of a digital-based payment system to improve transparency and increase local revenue.

Abstract

This study analyzes the implementation of flood disaster management policies in Balinggi Jati Village, Balinggi District, Parigi Moutong Regency, Central Sulawesi Province. Flood events occurring almost every year indicate that the implementation of disaster management policies still reflects a separation among the pre-disaster, emergency response, and post-disaster stages. This research employs a descriptive qualitative approach, with data collected through observation, interviews, and documentation involving the Regional Disaster Management Agency (BPBD) of Parigi Moutong Regency, the Balinggi Jati Village Government, and local communities. The analysis is guided by the policy implementation framework proposed by Knill and Tosun (2020). The findings show that flood disaster management policy is more oriented toward response and post-disaster activities, such as evacuation, aid distribution, and environmental recovery. Meanwhile, pre-disaster mitigation and preparedness have not been systematically developed due to limited budget support and situational inter-agency coordination. These findings highlight the need to strengthen an integrated disaster management policy across all phases, particularly through enhanced pre-disaster planning and institutional capacity at the village level
