Jurnal Pendidikan dan Kewarganegara Indonesia, adalah jurnal yang diterbitkan oleh Asosiasi Riset Ilmu Pendidikan Indonesia, Jurnal ini mendalami pendidikan kewarganegaraan di Indonesia dengan fokus pada pengembangan kurikulum, strategi pengajaran, dan implementasi kebijakan. Abstract

Constitutional amendments are crucial instruments in the dynamics of state governance, particularly in democratic countries that adopt either a presidential or parliamentary system. This study aims to analyze and compare the mechanisms, implications, and challenges of the constitutional amendment process in both systems. Using a descriptive-comparative approach, the research examines how each system designs and implements constitutional changes, including the role of the legislative and executive branches, as well as public participation. The findings indicate that the presidential system tends to have a more rigid amendment procedure compared to the parliamentary system, which is more flexible in enacting constitutional changes. These differences have implications for government stability, decision-making effectiveness, and the balance of power within each system. Therefore, a deep understanding of constitutional amendment mechanisms in different governmental systems is essential to ensure that constitutional changes remain aligned with democratic principles and national interests.

Abstract

Anti-corruption education is essential to be introduced from an early age as an effort to build honest, disciplined, and responsible character. Elementary school serves as a fundamental stage to instill these values through the subject of Civics Education (PPKn). This study uses a literature review method by analyzing relevant sources such as journals, books, and official policy documents. The aim is to identify the role of Civics Education in integrating anti-corruption values into elementary education. The findings indicate that Civics Education can serve as an effective medium to foster honesty, care, and responsibility through storytelling, discussions, and role-play methods. Support from teachers, schools, and families, as well as the development of contextual learning media, is needed to make anti-corruption values easier to understand and apply by elementary students.

Abstract

In this article, we discuss protection the rights of citizens in democratic countries from a constitutional point of view and human rights (HAM). The constitution, as the highest legal document of a country, contains the basic principles governing the relationship between the state and its citizens, including in terms of human rights protection. By analyzing the framework of Indonesian law, including the Constitution that was adopted in 1945 and various international human rights instruments. The constitution of Indonesia, especially in Article 28A-28J. However, the implementation of these rights still faces various complex challenges, including regulatory inconsistencies, social inequalities, as well as other political, economic and social factors. It is hoped that this article can make a positive contribution to strengthening the human rights protection system in Indonesia, so that the rights of citizens can be guaranteed and protected properly. Normative juridical research method applied in this article includes analysis of legal rules related to human rights protection, including constitutional laws, government regulations, a court decision. With the application of this research method, this article is expected to make a significant contribution to strengthening the human rights protection system in Indonesia, so that the rights of citizens are guaranteed and protected effectively.

Abstract

Dalam era digital, isu perlindungan data menjadi perhatian global, termasuk bagi Indonesia yang berlandaskan Pancasila sebagai ideologi negara. Artikel ini mengkaji keterkaitan antara Pancasila dan kedaulatan digital dalam konteks implikasi hukum internasional terhadap perlindungan data nasional. Dengan menggunakan metode normatif dan pendekatan komparatif, penelitian ini menganalisis bagaimana prinsip-prinsip Pancasila dapat diimplementasikan dalam kebijakan perlindungan data serta sejauh mana hukum internasional, seperti General Data Protection Regulation (GDPR) Uni Eropa dan perjanjian multilateral lainnya, mempengaruhi regulasi di Indonesia. Hasil penelitian menunjukkan bahwa Indonesia perlu menyeimbangkan kedaulatan digital dengan kewajiban internasional untuk menciptakan sistem perlindungan data yang efektif sesuai dengan nilai-nilai Pancasila. Kesimpulannya, adaptasi hukum nasional terhadap standar global harus dilakukan tanpa mengorbankan kedaulatan negara dan kepentingan publik.

Abstract

This report presents the findings of an observation on the role of youth organizations as a platform for nurturing and developing the potential of the younger generation. The observation was conducted on several youth organizations in the local area that are actively involved in social, educational, and entrepreneurial activities. The results indicate that youth organizations contribute significantly to fostering leadership spirit, shaping positive character, and increasing youth participation in community development. However, challenges such as limited facility support and weak internal coordination remain obstacles. This report is expected to provide a realistic overview of the importance of strengthening youth organizations in the effort to develop a competitive and integrity-driven young generation.

Abstract

Cartography is a field that combines science and art in the creation of maps to present geographical information in a visual format. In this regard, cartography plays a vital role in simplifying complex and abstract geographical data, making it easier to understand and use. Maps allow for the representation of geographical phenomena through symbols, colors, and other visual elements, which facilitate analysis and decision-making. Furthermore, technological advancements, such as Geographic Information Systems (GIS) and satellite- based digital mapping, have enhanced cartography's ability to provide more accurate and dynamic data. This article discusses the role of cartography in presenting geographical data by highlighting visualization techniques, the use of the latest technologies, and its practical applications across various sectors. Therefore, cartography is not just a tool for creating maps but also an essential means of analyzing and understanding more complex geographical data.

Abstract

This article discusses the role of sea fences as an instrument of national defense within the framework of the Archipelago Outlook. Sea fences are seen as a strategic line of defense against various threats in Indonesia's maritime territory. With a descriptive-qualitative approach and secondary data from online news, this article reviews the function of sea fences in strengthening the sovereignty and unity of the country's territory. The findings show that sea fences are not only physical, but also geopolitical symbols that internalize the values ​​of Pancasila and the 1945 Constitution.

Abstract

The purpose of this study was to determine the impact of smartphone use on politeness norms among adolescents in Teluk Lerong Ulu Village and the polite behavior of adolescents who use smartphones in Teluk Lerong Ulu Village. The study was conducted in Teluk Lerong Ulu Village, precisely on Banggeris Street, with the subjects of the study being several adolescents and also the community through the stages of observation, interviews, and documentation using qualitative descriptive research. The results of the study indicate that the use of smartphones has a positive impact as an effective means of obtaining information about politeness, facilitating communication, and increasing ethical awareness on social media. However, excessive use of smartphones also has a negative impact on adolescents, such as decreasing the ability of adolescents to interact directly, ignoring the presence of people around them, and increasing the use of coarse and impolite language in digital communication. The polite behavior of adolescents who use smartphones in Teluk Lerong Ulu Village includes politeness in attitude, behavior and speech.These three aspects complement each other so as to create harmonious sosial interactions, build adolescent personalities so that they are able to position themselves appropriately in everyday life.

Abstract

Training and education (diklat) play a significant role in enhancing the professionalism of teachers. In an ever-evolving educational landscape, teachers are required to possess competencies that extend beyond mere mastery of content; they must also demonstrate pedagogical and managerial skills. Through training programs, teachers can access various workshops designed to enrich their knowledge and skills, including innovative teaching methods, the use of technology in learning, and effective assessment strategies. Training also serves as a platform for sharing experiences and best practices among teachers, fostering a supportive learning community. By participating in regular training, teachers can update their knowledge in line with curriculum developments and student needs. Furthermore, training contributes to increased motivation and job satisfaction among teachers, positively impacting their performance in the classroom. Overall, training is a crucial investment in the professional development of teachers, ultimately contributing to the improvement of educational quality and student learning outcomes. Therefore, the role of training in enhancing teacher professionalism cannot be overlooked and should be prioritized in educational policy.

Abstract

This study explores the tension between freedom of expression and the enforcement of criminal law in the digital space, using a case study of political memes depicting national figures Prabowo Subianto and Joko Widodo in a satirical context. The case sparked controversy after law enforcement authorities applied morality provisions from Indonesia's Electronic Information and Transactions Law (UU ITE), which many experts consider irrelevant to the substance of the content. Employing a qualitative approach through literature review, the analysis is framed within three theoretical perspectives: Constitutional Democracy Theory, Human Rights Theory, and Criminal Law Theory. The findings reveal that the application of ambiguous provisions in the UU ITE to digital expression has the potential to violate the rule of law, restrict civil liberties, and create a chilling effect on citizens' political participation. Consequently, this study recommends legal reform and the enhancement of digital literacy as strategies to strengthen constitutional democracy in the digital era.
