Abstract

This study examines the role of customary law and Islamic economic law in resolving debt disputes within rural communities, highlighting the integration of socio-cultural norms and religious principles in legal practice. Using a qualitative case study approach in Olak Village, data were collected through interviews with customary leaders, religious figures, disputing parties, and village officials, as well as observation of deliberation forums and documentation review. The findings reveal that debt disputes are resolved through restorative and consensus-based mechanisms that prioritize reconciliation, social cohesion, and moral responsibility rather than punitive enforcement. Customary law provides social legitimacy and preserves communal harmony, while Islamic economic law offers ethical guidance grounded in justice, transparency, mutual consent, and the prohibition of usury. The study demonstrates that these two legal systems operate complementarily, forming a hybrid dispute resolution model that is culturally accepted, socially legitimate, and morally binding. This integrative approach enhances compliance, trust, and long-term accountability, reflecting the principles of legal pluralism and restorative justice in practice. The research underscores the significance of recognizing and strengthening customary–Islamic legal mechanisms as effective alternatives to formal litigation, with implications for policy, community development, and the sustainable management of economic relations in pluralistic societies.

Abstract

Land and spatial governance constitute strategic policy domains for ensuring sustainable and equitable development. This study aims to analyze differences in state capacity between Indonesia and Singapore in managing land and spatial planning and to examine their implications for policy effectiveness and land-related conflicts. The research adopts a qualitative approach with a descriptive–comparative design, employing a literature review of academic publications, policy documents, and reports from national and international institutions. The analysis focuses on four key dimensions of state capacity: regulatory framework, institutional arrangements, policy implementation, and oversight mechanisms.The findings indicate that although Indonesia possesses a relatively comprehensive regulatory framework through Law No. 26 of 2007 on Spatial Planning, its state capacity in implementation remains constrained by fragmented authority under decentralization, weak cross-sectoral coordination, and inconsistent law enforcement. In contrast, Singapore demonstrates a high level of state capacity through a centralized spatial planning system managed by the Urban Redevelopment Authority (URA), strong state control over land ownership, and consistent long-term planning instruments, notably the Concept Plan and Master Plan. These conditions contribute to a high degree of legal certainty and a significant reduction in land-use conflicts. This study concludes that state capacity is a critical determinant of effective land and spatial governance and offers policy-relevant insights for strengthening spatial governance in Indonesia.

Abstract

The successful implementation of E-Government initiatives depends on integrated readiness across technological, human, and process dimensions. This study examines the relationship between E-Government readiness and service quality at the Department of Investment and One-Stop Integrated Service (DPMPTSP) in Pemalang Regency. Although digital systems like the Electronic Licensing Service System (SPPE) are deployed, several challenges hinder optimal service quality. A significant barrier is human resource readiness; many staff members lack digital literacy and resist transformation, often relying on manual processes. Additionally, organizational processes remain fragmented, with back-office procedures not fully integrated into digital platforms, causing delays and bottlenecks that weaken efficiency. Technical issues, such as system bugs and unstable servers, further undermine reliability and user trust. The research underscores that technology alone cannot ensure effective E-Government. Success requires a holistic approach encompassing human resource development, process re-engineering, and organizational change management. Findings highlight the importance of investing in capacity building and digital literacy to align internal workflows with technological advances. Bridging these readiness gaps is essential for transforming digital investments into tangible improvements. Policymakers must focus on comprehensive strategies to foster a digital culture and streamline procedures to realize the full potential of E-Government for public service excellence.

Abstract

This study aims to analyze the effectiveness of the street vendor (PKL) guidance program by the Civil Service Police Unit (Satpol PP) of Gresik Regency based on good governance perspective and to identify supporting and inhibiting factors of program effectiveness. The research employs a qualitative method with a descriptive approach. Data collection was conducted through in-depth interviews with eight informants consisting of Satpol PP officials, village head, street vendors, and community members. Data analysis used Miles and Huberman's interactive model which includes data reduction, data display, and conclusion drawing. The theoretical framework used is program effectiveness theory from Duncan in Steers (1985) and good governance principles from UNDP (1997). The results show that the effectiveness of the street vendor guidance program is fairly good with target coverage reaching 73.6% and street vendor compliance rate of 60.4%. The implementation of transparency, accountability, responsiveness, and rule of law principles has been running well, however the participation principle still needs improvement. Supporting factors include regulatory support, inter-agency coordination, humanistic approach, and existence of street vendor associations. Inhibiting factors include limited relocation sites, limited resources, suboptimal compliance rates, and limited street vendor participation. The study recommends enhancing street vendor participation in policy formulation and providing more economically viable relocation sites.

Abstract

This study aims to analyze public service innovations implemented by the Surabaya National Narcotics Agency (BNN) in its drug prevention program. The complex public issue of drugs requires reforms in service delivery that are not only administrative but also participatory and collaborative. This study applies a qualitative approach through a case study design. Data were collected through in-depth interviews, observations, and documentation analysis of the drug prevention program implemented by the Surabaya BNN. The research findings indicate that innovations in public services are realized through active community participation as volunteers and cadres in the prevention, eradication, abuse, and illicit trafficking of narcotics (P4GN), the use of digital media for education, intersectoral collaboration, service target segmentation, and the application of data from drug-prone areas in program planning. These innovations demonstrate a shift in the BNN's function from program implementer to a liaison for community participation. Theoretically, these results are consistent with the new public service paradigm, new public governance, and the concept of public value. This study contributes to the development of public service innovation analysis and practical suggestions for strengthening drug prevention strategies that focus on public services.

Abstract

Public services in hospitals not only consist of medical services, but also include supporting services that play a vital role in ensuring the safety and comfort of service users, such as the food court. The presence of a food court in the hospital area directly affects aspects of health, cleanliness, and public satisfaction, thus requiring maximum supervision from hospital management. This study aims to analyze the management function of Pura Raharja Hospital Surabaya in supervising the food court service as an additional public service, the supervisory methods applied, and the problems encountered in its implementation. This study applies a qualitative approach with a case study design. Information was obtained through in-depth interviews, observation, and document analysis, followed by interactive analysis through data reduction, data presentation, and conclusion drawing. The research findings indicate that hospital management plays a crucial role in supervising food courts through the establishment of internal policies, standard operating procedures, and routine inspections in accordance with health sector regulations. However, effective supervision still faces challenges related to human resources, inter-unit collaboration, and a suboptimal evaluation system. This study highlights the significance of strengthening the management and supervision of non-medical services as an essential component in improving the quality of public services in hospitals.

Abstract

Recent developments in contemporary social sciences indicate a growing need for methodological approaches capable of explaining the complexity of social reality in a manner that is both in-depth and representative. The longstanding tension between the depth of meaning offered by qualitative research and the breadth of generalization associated with survey research has driven the advancement of mixed methods as an integrative research strategy. This article aims to map and analyze global trends in the integration of qualitative and survey methods in social science research through a descriptive and analytical literature review approach. The literature search was conducted using reputable international databases, namely Scopus and Web of Science, supplemented by Google Scholar, covering publications from 2000 to 2024. The selected articles consist of peer-reviewed publications that explicitly discuss or apply the integration of qualitative and survey approaches. The analysis employs thematic and conceptual synthesis to identify epistemological rationales, dominant methodological design patterns, the strategic role of surveys, and levels of methodological integration in social research practice. The findings indicate that pragmatism constitutes the dominant epistemological foundation, accompanied by hybrid practices that combine interpretivist and post-positivist logics. Sequential designs, particularly the sequential exploratory design, emerge as the most globally prevalent pattern, while surveys play a strategic role not only as instruments of quantification but also as mechanisms for generalizing qualitative findings, validating constructs, and constructing social typologies. The findings further reveal that methodological integration most frequently occurs at the design and interpretation stages, whereas integration at the analytical stage remains limited. This article contributes to methodological reflection by emphasizing the importance of coherence in integration logic as a fundamental prerequisite for meaningful and scientifically accountable mixed methods practice in social science research.

Abstract

The rapid advancement of digital technology has triggered profound transformations in public administration systems across the world. Public administration digitalization is no longer understood merely as the application of information technology to public services, but rather as a comprehensive bureaucratic reform encompassing changes in administrative processes, service delivery mechanisms, institutional coordination, and the relationship between government and citizens. Digitalization has become a strategic instrument to enhance governmental effectiveness, efficiency, transparency, and accountability, while simultaneously improving the overall quality of public services. Indonesia and South Korea are two countries that have actively adopted public administration digitalization policies, yet they demonstrate different levels of maturity, readiness, and achievement. This study aims to analyze and compare the implementation of public administration digitalization in Indonesia and South Korea by focusing on policy frameworks, digital infrastructure development, service integration, and the capacity of public sector human resources. This research employs a qualitative descriptive method with a comparative approach. Data were collected through literature review and document analysis, drawing from national and international academic journals, reports from international organizations, and official government publications from both Indonesia and South Korea. Data analysis was conducted through systematic stages of data reduction, data presentation, and conclusion drawing. The findings indicate that South Korea has achieved a more advanced level of public administration digitalization than Indonesia, particularly in terms of integrated digital public services, equitable digital infrastructure development, and highly competent public sector human resources. In contrast, Indonesia continues to face significant challenges, including regional digital disparities, weak inter-agency coordination, limited system integration, and constrained bureaucratic capacity in managing digital transformation. This study is expected to contribute to policy evaluation and provide strategic references for strengthening public administration digitalization in Indonesia.

Abstract

This study examines the development of mental resilience in students facing academic pressure in higher education settings. Academic pressure has become a significant concern affecting students' psychological well-being and academic performance globally. Using a qualitative approach with phenomenological design, this research explores the lived experiences of 30 undergraduate students from various disciplines at Universitas Yudharta Pasuruan. Data were collected through semi-structured in-depth interviews, focus group discussions, and psychological resilience assessments using the Connor-Davidson Resilience Scale. Findings reveal that students with higher mental resilience demonstrate better stress management, adaptive coping strategies, and sustained academic performance despite challenges. Five major themes emerged: development of adaptive coping strategies, role of social support networks, cultivation of self-efficacy and growth mindset, emotional regulation and stress management, and institutional support mechanisms. Students progressed from maladaptive coping such as avoidance toward problem-focused strategies including time management and help-seeking behaviors. Social support from family, peers, and lecturers proved crucial for resilience development. The study concludes that integrated interventions combining psychological education, peer support programs, emotional regulation training, and compassionate institutional policies can effectively build students' mental resilience, enabling them to navigate academic demands successfully while maintaining psychological well-being
