Abstract

This study used a descriptive qualitative research method. The method was applied to describe and qualitatively examine the role of the Planning Division in preparing basic education budgets at the Education Office of Mesuji Regency. All data were obtained directly from field informants through interviews and document studies. The findings show that: (1) in the dimension of goal and priority setting, budget preparation has been directed to align with basic education needs, regional development priorities, and education service targets; (2) in the dimension of program and budget synchronization, there is alignment among programs, activities, indicators, targets, and budget allocations so that each basic education program has realistic and appropriate budget support; (3) in the dimension of performance indicator preparation, every program and activity has clear, measurable, and relevant indicators; (4) in the dimension of efficiency and resource allocation, budget use has been directed to be more targeted, economical, and priority-based; and (5) in the dimension of control and evaluation, the suitability between plans, implementation, budget realization, and performance achievements has been monitored. Inhibiting aspects include limited data, limited budget, weak interdivisional coordination, performance indicators that are not yet outcome-based, resource allocation that is not fully targeted, and evaluation that remains administrative.

Abstract

This study used a descriptive qualitative research method. The method was applied to describe and qualitatively examine the effectiveness of Identity Card (KTP) services at the Panjang District Office, Bandar Lampung City. All data were obtained directly from field informants through interviews and document studies. The findings show that: (1) in the time-unit dimension, KTP services still experience several obstacles, such as delays in the service process caused by disruptions to the population administration system network and limited supporting service facilities; (2) in the output-unit dimension, KTP services have been able to produce population documents for the community, but several obstacles remain, such as administrative data errors and delays in printing electronic ID cards; and (3) in the work-quality dimension, officials at Panjang District generally provide services quite well and in a friendly manner. The inhibiting aspects include delays due to the limited number of employees and network disruptions, data errors and printing delays, non-optimal achievement of service targets, and the less-than-optimal capability and professionalism of service officials.

Abstract

This study used a descriptive qualitative research method. The method was applied to describe and qualitatively examine the strategy of the National Unity and Politics Agency (Kesbangpol) in handling social conflict among political party supporters in Pesawaran Regency. All data were obtained directly from field informants through interviews and document studies. The findings show that: (1) in the strategy formulation dimension, conflict-handling steps were prepared by considering potential political vulnerabilities in the community. Strategy formulation was conducted through problem identification, mapping of conflict-prone areas, monitoring of political situations, and coordination with related parties; (2) in the strategy implementation dimension, early detection, community political education, cross-sector coordination, dialogue facilitation, mediation, and public appeals to maintain political conduciveness were carried out; and (3) in the strategy evaluation dimension, Kesbangpol assessed the implementation of strategies through situational monitoring, activity reporting, and evaluation of conflict-handling effectiveness. The inhibiting aspects include limited data at the formulation stage, coordination constraints and political fanaticism at the implementation stage, and weak measurement and follow-up at the evaluation stage.

Abstract

This study uses a descriptive qualitative research design to describe and analyze the quality of public complaint services concerning Indonesian National Police (Polri) personnel at the Lampung Regional Police. Data were collected directly from field informants through interviews and document study. The findings show that: (1) in the tangibles dimension, complaint-service facilities are available, but supporting facilities and infrastructure remain limited; (2) in the reliability dimension, services are implemented according to procedures, although delays still occur in complaint handling and information delivery; (3) in the responsiveness dimension, service officers are fairly responsive, but the speed of follow-up on reports still needs improvement; (4) in the assurance dimension, officers have attempted to provide security and certainty to the public, yet some community members remain uncertain about complaint resolution; and (5) in the empathy dimension, officers demonstrate friendly and polite attitudes, but attention and communication need to be strengthened so that complainants feel more comfortable and respected throughout the complaint-service process.

Abstract

The Islamic Religious Education (PAI) curriculum in Indonesia has undergone significant changes since the early days of independence until the Merdeka Curriculum era. Each curriculum change reflects evolving educational needs, social dynamics, and ever-changing global challenges. This study aims to describe the development of the PAI curriculum from 1947, 1952, 1968, 1975, 1984, 1994, 2004 (KBK), 2006 (KTSP), 2013, to the Merdeka Curriculum in 2022. The method used ishistorical researchthrough an analysis of official documents from the Ministry of Education and Culture and other relevant literature. The results show that changes to the Islamic Religious Education curriculum are influenced by factors such as relevance to the times, technological advances, societal needs, demands for 21st-century competencies, and national education policies. These changes have positive impacts, such as increased learning relevance, character building, and flexibility in implementation, but also present challenges, particularly teacher readiness and adaptation of the learning system. The latest curriculum, the Merdeka Curriculum, offers a more flexible, student-centered model that emphasizes religious moderation and contextual learning. In conclusion, the development of the Islamic Religious Education curriculum over time is an adaptive process aimed at improving the quality of Islamic education to meet the needs of generations and the demands of the times

Abstract

This mentoring program, aimed at enhancing the piety of the community through routine study of tasawuf (Islamic mysticism) materials, was conducted in Pakal, Surabaya. The village already appears religious in its community. This is evident in daily activities, with congregational prayers at the mosque, religious organizations and assemblies running well. The activity in this mentoring program focuses on deepening tasawuf materials, so that worship activities and religious organizational activities are not merely carried out according to rules, but are understood from their philosophical values. This will shape the character of a community capable of embodying worship values. The mentoring began with observation of the Pakal Surabaya village community, followed by deepening using the PAR (Participatory Action Research) community service method. Participatory Action Research is a research model whose steps involve seeking something related to processes that connect research with social change processes. The results of this mentoring are expected to help the community become sincere in worship and serving the community, courteous and not arrogant in interactions, and able to cooperate and support each other.

Abstract

This study explores the dynamics of Collaborative Governance in strengthening social cohesion through the development of Bhinneka Park as an inclusive public space in Surabaya. Rapid urbanization in major Indonesian cities often leads to social fragmentation and the fading of interactions among heterogeneous residents. Addressing these modern urban challenges requires a shift from rigid top-down approaches to a collaborative paradigm involving the government, private sector, and civil society. This research utilizes a qualitative descriptive case study method, positioning the researcher as the key instrument to examine the depth of collaborative dynamics. Data collection was conducted through triangulation, including in-depth interviews with government officials, CSR representatives, academics, and marginalized groups, alongside participant observation and documentation. The findings indicate that the development of Bhinneka Park represents a significant paradigm shift toward a multi-stakeholder ecosystem where the Surabaya City Government acts as a facilitative leader. By integrating private sector capital through transparent Corporate Social Responsibility (CSR) schemes and involving local communities in the planning phase, the project has successfully built trust and shared understanding. Conceptually, the park serves as a "third space" that manifests spatial justice, particularly by providing standardized accessibility for people with disabilities, thus shifting their status from mere observers to invited subjects. Sociologically, Bhinneka Park functions as an organic peace laboratory that deconstructs identity stereotypes and reduces social prejudice through cross-identity interactions. This process strengthens bridging social capital, where residents from diverse ethnic, religious, and economic backgrounds feel a sense of belonging and equal rights to the city. The integration of participatory governance and non-discriminatory design effectively mitigates horizontal conflicts and urban fragmentation. Ultimately, the study concludes that resilient social cohesion can be achieved when public spaces are managed as inclusive ecosystems prioritizing dialogue, spatial justice, and cross-sector accountability. This collaborative model serves as a vital precedent for other cities in using public space development as a sustainable social integration strategy amidst modern polarization.

Abstract

Educational development in the global era demands educational institutions to improve service quality systematically and sustainably. However, a gap remains between the quality of educational services and stakeholders' needs. This study aims to analyze the implementation of the ISO 9001:2015-based quality management system in enhancing educational quality, as well as to formulate its implementation components and stages within the context of educational institutions. The research problem focuses on how the concepts, principles, and implementation models of ISO 9001:2015 can be integrated into the education quality assurance system. This study employs a qualitative approach using the library research method, with data gathered from scientific journals, academic books, ISO documents, and educational regulations. Data analysis was conducted using the content analysis technique to review and synthesize relevant concepts. The results show that the implementation of ISO 9001:2015 can enhance educational quality through process-based and risk-based approaches, supported by the principles of customer focus, leadership, and human resource engagement. Furthermore, integrating components such as organizational context, the PDCA cycle, and risk management, alongside systematic implementation stages, can strengthen the internal quality assurance system (SPMI) and boost the competitiveness of educational institutions

Abstract

This research examines the dynamics of stakeholder collaboration in empowering the Tourism Awareness Group (Pokdarwis) based on local potential in Pangarengan, Sampang Regency. The study is motivated by the shift in public administration toward collaborative governance to optimize coastal resources such as salt ponds and mangrove ecosystems. Using a descriptive qualitative approach, data were gathered through interviews with representatives from the tourism department, village governments, Pokdarwis members, academics, and the private sector. The results indicate that collaboration remains in a transitional phase characterized by "pseudo-collaboration," where top-down patterns from the district government and institutional egos regarding coastal land-use permits hinder Pokdarwis autonomy. Findings reveal that empowerment efforts often prioritize ceremonial physical assistance, such as providing uniforms, while neglecting substantive needs like technical training in digital marketing and product branding. However, a significant indicator of effectiveness is observed in the strengthening of social capital through independent youth initiatives in mangrove conservation. The study concludes that the sustainability of Pokdarwis empowerment depends on transitioning toward a clear collaborative framework, integrated funding through village budgets (APBDes), and facilitative leadership. Synchronized cooperation between the government, private sector (CSR), and the community is essential to transform local assets into a competitive and accountable engine for regional economic growth.

Abstract

Global educational developments demand that educational institutions adapt their paradigms, methods, and governance to remain relevant and effective. In this context, significant differences emerge between Islamic Education Management (IEM) and Conventional Education Management (CEM), spanning philosophical foundations, goal orientations, and operational practices. This study is designed to identify the characteristics, compare both educational management models, and analyze the opportunities for integration between the two. The research problem covers questions regarding the characteristics of IEM and CEM, their primary differences, and the potential for integrating the modernization of IEM with CEM principles without losing its Islamic value identity. The study employs a qualitative approach with a library research method. Data were gathered from textbooks, accredited scientific journals, and related regulatory documents, then analyzed using content analysis and comparative analysis to highlight the similarities, differences, and relevance of integrating both systems. The results indicate that IEM emphasizes the integration of spiritual values, prophetic leadership, and the goal of shaping insan kamil (the holistic human being), whereas CEM is oriented toward efficiency, effectiveness, productivity, and graduates' readiness to face industrial demands. Comparative analysis reveals that integrating IEM and CEM through the adoption of technology and modern management principles can enhance the quality of Islamic education without sacrificing religious values. These findings offer a balanced managerial framework between moral-spiritual values and the organizational effectiveness of modern education.
