Abstract

 Public financial management is a vital element in realizing transparent, accountable, andservice-oriented governance. However, the complexity of the planning, budgeting, implementation, andaccountability processes at the regional level often gives rise to various risks that can hamper the effectiveness ofgovernment administration. This study aims to analyze risk control strategies in public financial management inNorth Sumatra Province, identify the most dominant types of risks, and evaluate the effectiveness of controlmechanisms implemented by the regional government. The research method uses a qualitative approach withdata collection techniques through documentation studies, interviews with regional financial managementofficials, and analysis of financial reports and supervisory findings. Data analysis was conducted descriptivelywith reference to the enterprise risk management (ERM) framework and the Government Internal ControlSystem (SPIP). The results show that the main risks in public financial management in North Sumatra includethe risk of inaccurate planning, budget implementation discrepancies, administration and procurement risks, andthe risk of low compliance with standard procedures. Although the regional government has implemented anumber of control measures, such as increasing the role of APIP, strengthening SPIP, and utilizing informationtechnology, their effectiveness remains limited due to variations in human resource capacity, suboptimal crossunit coordination, and a weak risk management culture. This study concludes that risk control strategies in NorthSumatra need to be directed at strengthening data-based risk identification, integrating oversight with planningand budgeting processes, improving staff competency, and implementing an integrated information system thatsupports sustainable control. The findings of this study are expected to serve as a reference in developing morecomprehensive risk management policies in the public sector, particularly in improving the accountability andeffectiveness of regional budget management

Abstract

This community service program implements an Arabica coffee agroforestry system in Buluh Mario Village through two main phases: (1) Participatory Rural Appraisal (PRA) survey to identify local potential and challenges, and (2) socialization and training based on Participatory Agricultural Extension Methodology (PAEM) covering Good Agricultural Practices (GAP), shade tree management, land conservation, and specialty coffee marketing. Results demonstrate high biophysical potential of Buluh Mario Village and very positive community response. Conclusion: the synergy between land suitability and community readiness establishes a strong foundation for sustainable coffee agroforestry development that improves farmer livelihoods while preserving ecosystem integrity.

Abstract

Server virtualization is one of the key solutions in modern IT infrastructure management, offering resource efficiency, cost reduction, and operational flexibility. Proxmox Virtual Environment (Proxmox VE) combines KVM (Kernel-based Virtual Machine) technology for virtual machines (VMs) and LXC (Linux Containers) for containers. This study aims to evaluate the implementation of Proxmox VE in server virtualization, focusing on resource usage and service availability. Through experiments conducted on virtual infrastructure, it was shown that Proxmox VE is effective in managing multiple VMs and containers simultaneously. System evaluation has revealed that Proxmox VE can reduce the number of physical servers required, thereby saving costs and space. The high-availability clustering feature in Proxmox VE has been proven to improve service availability. This study concludes that Proxmox VE is an efficient, flexible, and cost-effective virtualization solution for environments that require server consolidation and improved service availability.

Abstract

  This study aims to develop an educational mobile game that can train the sensory abilities of early childhood (PAUD). The game developed carries the concept of puzzles and guessing pictures specifically designed to improve children's visual sensory abilities, fine motor skills, and visual perception. In developing this game, a Research and Development (R&D) approach was used with the ADDIE model (Analysis, Design, Development, Implementation, Evaluation). The trial was conducted on groups of PAUD children at several educational institutions in Medan, with direct observation of children's sensory development while using the game. The results showed that this mobile game was effective in improving children's sensory abilities, with positive feedback from children and teachers regarding the ease of use and the level of children's involvement during the game. This game can be used as an alternative learning medium that is fun and educational for early childhood.

Abstract

The main problem with using static solar panels is the low energy efficiency due to changes in the sun's angle throughout the day, especially in tropical regions like Indonesia which have high solar energy potential. This study aims to optimize solar panel performance by designing a dual-axis solar tracker system based on fuzzy logic control to maintain the panel's orientation always perpendicular to sunlight. The research method includes mathematical modeling of the sun's position (elevation and azimuth), design of Mamdani fuzzy control with angle error inputs, and numerical simulation comparing daily irradiance and energy between static panels and the tracking system. Simulation results show a 33.15% increase in daily energy for the tracker system (11,983.33 Wh/m²) compared to static panels (8,999.65 Wh/m²), with the highest improvement occurring in the morning and evening. Fuzzy control provides smooth and stable movement response without excessive oscillation. These results prove that the dual-axis fuzzy-based solar tracker is effective in improving solar panel efficiency in tropical regions, although cost and mechanical complexity factors need to be considered in its implementation.

Abstract

This study explores the application of machine learning (ML) techniques in detecting hardware failures in Local Area Networks (LANs). As networks become increasingly complex, the ability to predict and address hardware issues before they lead to system failures is crucial for maintaining network reliability and performance. The research investigates several machine learning algorithms, including supervised and unsupervised models, to analyze network data and identify early signs of potential hardware malfunctions. The study emphasizes the use of features such as network traffic patterns, hardware performance metrics, and error logs to train models capable of detecting anomalies and predicting failures. The effectiveness of these models is evaluated based on their accuracy, precision, and recall in identifying hardware failures. The findings aim to contribute to the development of more efficient and proactive failure detection systems that can enhance network uptime and reduce the costs associated with unexpected hardware downtimes.

Abstract

Village-owned products often struggle to penetrate broader markets due to limited marketing skills, weak group coordination, and suboptimal communication practices. This community engagement program aims to strengthen marketing capabilities among village groups in Deli Serdang Regency by enhancing group dynamics, improving interpersonal and digital communication skills, and promoting collaborative strategies. Using a participatory training model, focus group discussions, and hands-on mentoring, the program involved local producers, village officials, and community groups. The results indicate a significant improvement in group cohesiveness, role clarity, and communication flow, leading to better marketing initiatives, improved digital presence, and stronger product branding. This article discusses how structured group dynamics and effective communication can serve as critical levers for advancing rural marketing performance. The study highlights implications for sustainable community empowerment and provides recommendations for future community service programs.

Abstract

This study aims to analyse the effectiveness of the internal control system for cash receipts at the Tirtanadi Waterworks Company, Diski Medan Branch. Cash receipt activities play a crucial role in supporting the company’s operational sustainability, making an adequate internal control system essential to ensure the reliability of financial information and the safeguarding of company assets. The research employs a descriptive qualitative method by collecting data through observations, interviews, and documentation related to procedures for receiving cash from customers. The results of the study indicate that the internal control system for cash receipts at the Diski Medan Branch is generally well-implemented, as evidenced by the separation of duties, the use of authorisation procedures, and the existence of routine supervision. However, several weaknesses were identified, such as the lack of periodic evaluations, limited use of digital systems, and insufficient documentation for certain transactions, which may create opportunities for human error or fraud. Strengthening these areas is necessary to enhance the reliability and transparency of financial processes. Overall, the study concludes that while the internal control system for cash receipts is functioning adequately, improvements are still required to ensure optimal financial control and minimise risks. This research is expected to contribute to the development of better cash management practices within the company

Abstract

This study is design to analyze the influence of technical skills, internship opportunities, and institutional support on the readiness of students of Polytechnic Malaysia Tuanku Syed Sirajuddin to work, especially in the renewable energy sector. Due to the growing demand for skilled lobour in renewable energy,higher education institutitions are required to equip student with strong technical competencies,adequate internship exposure,and sufficient  institutional support.The study plants to distribute 140 quetionaires to students from rewable -energy related program.. Data will be analiyzed using SPSS through descriptive analysis,validity testing,reliability testing,and regressionprocedures once collection is completed.The expected findings will highlight the significan role of technical skills,internship opportunities,and institutional support in strengthening student readniness for renewable energy workforce.

Abstract

The Business Advisor serves as a strategic partner, guiding financial management, planning, and human resource capacity building. The Project Management Office (PMO) ensures program implementation proceeds according to plan through monitoring, evaluation, and risk mitigation. However, the practical implementation of the Business Advisor and PMO roles often faces challenges. Key obstacles include limited understanding of public sector accounting standards among village officials, a lack of coordination in program implementation, and a lack of evaluation instruments capable of assessing the effectiveness of public sector accounting implementation in the field. The result is that the Business Advisor (BA) plays a crucial role in strengthening the public sector accounting system through technical assistance, needs analysis, and recommendations tailored to the context of regional bureaucracy. The BA helps ensure that the implementation of the Government Accounting System (SAP) and financial management mechanisms are standardized, accurate, and accountable.  The Project Management Office (PMO) plays a strategic role in coordinating all stages of the KDKMP Program, from planning, control, monitoring, and evaluation. The PMO ensures that all activities related to strengthening the accounting system are on schedule, integrated, and meet quality standards.
