Abstract

In community service for the 2024 academic year, we from the PKM UNWAR Team provided assistance to the community and traditional artists in Pangkung Karung Gede Village, Kerambitan District, Tabanan Regency, in terms of obtaining intellectual works in the form of art and culture owned by communal communities or also known as Traditional Cultural Expressions. One of the Traditional Cultural Expressions is the Sanghyang Memedi Dance of Pangkung Karung Gede Traditional Village, Tabanan Regency. Over time the dance began to be forgotten because it was included in the category of sacred dance in Balinese customs and culture, so it could only be danced at certain times. In this community service, where the community wants legal assistance in recording Copyright for Sanghyang Memedi Dance in Pangkung Karung Gede Traditional Village, Tabanan Regency has not been implemented, this is due to the lack of legal understanding of the community and cultural factors of the community who still consider recording to be of little benefit. We from the PKM UNWAR Team, in carrying out this community service, found that the problem is that the knowledge and ability of human resources in an effort to inventory traditional cultural expressions in the Pangkung Karung Gede Traditional Village is not optimal. Based on the above problems, we, from PKM UNWAR, are determined to provide assistance to the parties in making a cooperation agreement to avoid unwanted things in the future, so that cooperation can be carried out properly.

In this case, these characteristics may be used as philosophical and sociological pillars in implementing regional investment with the ultimate ending being community welfare in line with the spirit of Pancasila as the ground norm for every legal regulation in Indonesia. Community service activities should be carried out by conveying various information in the field of legal science by providing legal counseling and consultation to the community in various areas of life in the fields of civil and criminal law. One of the thing that should be concern to is the understanding of legal science to the environment in Tibubiu Village, with this legal counselling program so most every part of Tibubiu village will get more knowledgement about nominee agreement as borrowing a name based on a statement or power of attorney made by both parties, as tends to be exploited by foreign nationals using the name of an Indonesian citizen to be included as the land owner on the certificate. Through this community service, the people of Tibubiu village can find out and describe the impact of the use of nominee agreements.

Abstract

Creative industries in Batuan-Sukawati area has long been known and has good quality. One of them is the creative industry of statues and tapels. Balinese tapel’s are made of wood. The types of wood that are usually used as materials for making tapels include sandat and pule wood. To reduce the spooky feeling, the wood used is Sandat Wood and does not use Pule wood. This wood raw material must be brought in from other areas, because the wood in Batuan Village has been greatly reduced and can no longer meet production capacity and market demand. The results of field observations found several problems faced by partners. Partners often have difficulty in determining cash inflows and outflows accurately. The transaction recording process is still done manually or is still very simple so that the level of accuracy and effectiveness of transaction calculations is inadequate, and the level of efficiency of bookkeeping time is still relatively low, and partners do not yet have a business license. The solution provided is socialization in the form of literacy and assistance in business licensing as well as training in recording transactions and preparing simple financial reports. The results of community service activities are in the form of compiling practical guidelines for recording financial transactions that are clear and easy to follow, so that partners can record cash flow more accurately and efficiently. In addition, partners gain knowledge about the importance of having a business license.

Abstract

A copyrighted work will receive legal protection covering the fields of science, art and literature. Legal protection is obtained if a creation has been realized in a tangible form. Traditional fabrics with natural motifs such as those in Tenganan Dauh Tukad Village. Tenganan Dauh Tukad Village is a village that neighbors the Bali Aga Tenganan Village which is very famous in the world because of its unique culture and traditional woven fabrics with natural motifs and using natural materials. In contrast to Tenganan Pengringsingan Village, which is very famous for its world-famous weaving crafts, the crafts produced by craftsmen in Tenganan Dauh Tukad Village are not as well-known as the craftsmen of Tenganan Pengringsingan Village. In Tenganan Dauh Tukad Village there are groups of craftsmen who advertise handicrafts and weaving with motifs adapted to market demand and crafts according to the initiative and creations of the craftsmen. Most of the craftsmen who produce craft motifs in Tenganan Dauh Tukad Village have not registered the copyright for the work or designs produced by the craftsmen.

Local wisdom has positive implications for improving the economy of local communities, understanding natural and cultural phenomena, and providing support for the preservation of nature and culture itself; therefore, the Balinese tourism format, which is steeped in cultural tourism, will never fade. Abstract

This research discusses the importance of legal assistance in the development of tourism villages in Bongan Village, Tabanan, Bali, with a focus on strengthening the role of Village-Owned Enterprises (BUMDes) and Tourism Awareness Groups (Pokdarwis). The main obstacles faced are the absence of Village Regulations (Perdes) that specifically regulate the roles of these two institutions as well as the lack of legal understanding related to tourism management and effective marketing strategies. Legal assistance aims to provide an understanding of regulations, assist in drafting relevant Perdes, and reduce legal risks in cooperation with third parties. In addition, training in management and marketing based on digital technology is expected to support the optimization of village tourism potential. The results showed that collaboration between legal aspects, management, and digital technology plays an important role in realizing sustainable tourism village development and improving the welfare of local communities. Synergy between the village government, educational institutions, business actors, and the community is needed to make Bongan Village a model of local wisdom-based tourism villages in Bali. Using an empirical legal approach, this research provides applicable recommendations that can be adopted by other tourist villages in Bali and regions with similar contexts.

Abstract

This study aims to discuss the implementation of the Bali Provincial Regulation which has given birth to various legal provisions regarding the registration of land rights, both for Customary Village and Temple land, both of which are recognized as legal entities. The material is presented using a normative approach to identify legal rules and principles. The legal sources for this study are derived from statutory provisions, including: 1) Law No. 5 of 1960 on the Basic Agrarian Law (UUPA), 2) Government Regulation No. 24 of 1997, 3) Bali Provincial Regulation No. 4 of 2019 on Customary Villages, 4) Ministerial Decree of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency No. 276/KEP-19.2/X/2017 on the Designation of Customary Villages in Bali Province as Legal Subjects for Joint (Communal) Land Ownership, 5) Minister of Home Affairs Decree No. 556/DJA/1986 on Legal Entities Eligible for Land Ownership Rights. The results of the study show that the Traditional Village was officially designated as the subject of customary rights based on the Decree of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency No. 276/KEP-19.2/X/2017 concerning the Determination of Traditional Villages in Bali Province as Subjects of Collective (General) Land Ownership Rights. Procedurally, the initial land ownership certification process for Pura followed the standard land certification procedure. Abstract

Tourism is a key business sector that countries must continue to develop, as it has proven to significantly contribute to foreign exchange. A well-developed tourism sector can attract both Indonesian tourists (wisnus) and foreign tourists. The influx of visitors can also stimulate investors' interest in investing their capital in tourist villages. Community service activities can involve providing various legal information and offering legal counseling and consultations to the community, particularly in agrarian law. One important aspect to consider is the understanding of legal principles within the Tibubiu Village environment, where it's hoped that every Banjar Customary Environment comprehends the use of village land and the legal implications it entails. To enhance knowledge and address issues arising from village land use and management, it's essential to communicate more in-depth and consistent information regarding the effects of village land utilization. Through this community service initiative, the Tibubiu village community can gain awareness of and articulate the implications of using village land in ways that do not comply with existing laws.
