Cangkal : Jurnal Ilmu Sosial dan Humaniora (e-ISSN: 3123-7088) merupakan jurnal ilmiah yang mempublikasikan hasil penelitian, kajian teoritis, dan pemikiran kritis dalam bidang ilmu sosial dan humaniora. Nama “Cangkal” berasal dari bahasa Banjar yang bermakna rajin, kuat, dan kokoh, yang mencerminkan semangat ketekunan dan keteguhan intelektual dalam pengembangan ilmu pengetahuan. Jurnal ini mencakup berbagai disiplin keilmuan, antara lain pendidikan, sosiologi, ekonomi, manajemen, akuntansi, administrasi publik dan bisnis, ilmu politik dan hubungan internasional, antropologi, ilmu komunikasi, psikologi sosial dan pendidikan, hukum dan kebijakan publik, sejarah, filsafat, kajian budaya, pembangunan sosial ekonomi, kewirausahaan, studi digital dan media, serta kajian masyarakat dan kearifan lokal, serta bidang lain yang relevan dalam rumpun ilmu sosial dan humaniora. Setiap naskah yang diterima diseleksi melalui proses penelaahan sejawat (peer-review) untuk menjamin mutu akademik dan kontribusi keilmuan. Jurnal ini terbit dua kali setahun (Mei–Oktober dan November–April), bersifat akses terbuka (open access), dan dikelola oleh Yayasan Pendidikan Literasi Borneo (Nomor AHU-0031523.AH.01.04.Tahun 2025).

Abstract

The digital era has brought numerous positive impacts that significantly transform various aspects of human life. Information and communication technology, particularly the internet and social media, has opened up boundless spaces that enable freedom of expression, interaction, and the rapid and widespread dissemination of information. However, this digital transformation does not only bring positive effects. On the other hand, the digital sphere also presents new risks, such as the spread of false information (hoaxes), hate speech, cyberbullying, pornography, as well as cybercrimes such as fraud and hacking. Crimes committed in cyberspace are often more complex as they transcend national jurisdictions, are difficult to trace, and have wide-ranging impacts on public security and order. At the same time, its enforcement potentially restricts freedom of expression, which is a pillar of democracy. This tension between legal protection and freedom of expression raises the question: How have the development and dynamics of legal protection and the threats to freedom of expression under the Electronic Information and Transactions Law (ITE Law) evolved? This study aims to understand, analyze, and interpret the norms by employing a juridical-normative research approach, given the issues being addressed. Fundamentally, the ITE Law carries a noble purpose: to provide legal certainty, protect society from cybercrimes, and create a safe and healthy digital ecosystem. However, in practice, the implementation of the ITE Law is not free from problems. Several provisions, particularly those concerning defamation and hate speech, often spark controversy as they are considered to restrict freedom of expression.

Abstract

This study aims to analyze the cognitive levels of reading test items based on the 2013 Curriculum and the Merdeka Curriculum, with a particular focus on Higher Order Thinking Skills (HOTS). This research employed a qualitative descriptive method with document analysis as the main approach. The data were obtained from the final semester examination of grade XII students, consisting of 47 reading test items from the 2013 Curriculum (academic year 2022/2023) and 37 reading test items from the Merdeka Curriculum (academic year 2024/2025). The analysis was conducted using the Revised Bloom’s Taxonomy framework, which classifies cognitive levels into C1–C3 (Lower Order Thinking Skills/LOTS) and C4–C6 (HOTS: analyzing, evaluating, and creating). The findings reveal that the 2013 Curriculum contains 14 HOTS items (12 analyzing and 2 evaluating), while the Merdeka Curriculum contains 13 HOTS items (10 analyzing and 3 evaluating). These results indicate that both curricula integrate HOTS in reading assessments, although with different distributions. Despite their relatively limited proportion, the presence of HOTS items reflects the curricula’s attention to developing students’ critical, analytical, and evaluative thinking skills. Therefore, it is suggested that teachers enhance both the quality and quantity of HOTS-based questions to better prepare students for the demands of 21st-century learning.

Abstract

The purpose of this study is to determine and analyze the influence of product quality and promotion on repurchase interest among resellers of Muslim fashion products at Himalakai Group, Cimahi City. The research method used is quantitative with a descriptive and verificative approach. Data were obtained through questionnaires distributed to 94 respondents who are resellers of Himalakai Group and analyzed using multiple linear regression with the help of statistical software. The results show that product quality has a positive and significant effect on repurchase interest with a contribution of 17.2%, while promotion has a positive and significant effect with a contribution of 35.6%. Simultaneously, product quality and promotion have a positive and significant effect on repurchase interest with a contribution of 51.8%, while the remaining percentage is influenced by other factors outside this research. The study concludes that the better the product quality and the more effective the promotion strategy implemented, the higher the reseller repurchase interest in Himalakai Group’s Muslim fashion products. These findings are expected to serve as a reference for the company in improving product quality and optimizing promotional strategies to strengthen reseller loyalty.

Abstract

The regional government is responsible for overseeing and managing its own administrative tasks based on the principles of independence and collaborative efforts. To ensure the effective and efficient distribution of state resources, it is important to establish guidelines on how the financial relationship between the central government and regional governments is managed fairly, balanced, and responsibly, while adhering to Pancasila and the 1945 Constitution of the Republic of Indonesia. The research approach used in this investigation involves descriptive techniques, utilizing a qualitative perspective. Data collection techniques used include library research, field research, and interviews. Then, the informants in this study were 6 people, who were determined purposively. The data analysis was carried out through triangulation. The results of the study concluded that the Potential Realization of Certain Goods and Services Tax Revenue and Hotel Tax in Cimahi City in the next 5 years will experience a significant increase.

Abstract

New Public Management (NPM) emerged as a response to the weaknesses of traditional public administration, which was considered inefficient, by emphasizing efficiency, accountability, performance orientation, and public satisfaction. In the Indonesian context, post-Reformasi reforms became an important momentum for adopting NPM principles in various public sectors such as health, transportation, and governance. However, this transformation process faced various challenges, including bureaucratic rigidity, limited institutional capacity, regulatory constraints, and resistance to change. This study examines the implementation of the New Public Management (NPM) paradigm in Indonesia through a literature study approach. Through an analysis of various academic sources, this study discusses how NPM was institutionalized, its impact, and the factors that influenced its success. The study results found several discussion points from the literature raised, namely thematic convergence in the implementation of New Practice Management, the focus on leadership, governance, and human resources as driving and inhibiting factors, several analyses on specific sectors such as transportation, health, and encouraging anti-corruption, and the persistence of gaps in institutions.

Abstract

The main focus of this research is to explore how school principals design strategies to maintain consistent academic quality, and how teachers’ motivation serves as an essential driving force in ensuring the learning process remains effective and meaningful. The study employed a qualitative method with a case study approach in two private primary schools in Tabalong Regency. Data were collected through in-depth interviews, observations, and document analysis, and then analyzed descriptively through processes of data reduction, presentation, and conclusion drawing. The findings reveal that school principals act as transformational leaders who not only manage school administration but also foster a culture of quality, encourage teacher professionalism, and create a conducive learning environment. On the other hand, teachers’ motivation both intrinsic and extrinsic plays a decisive role in keeping the learning process engaging, innovative, and student-centered. The synergy between these two factors has been proven to sustain and even enhance students’ academic achievement over the years. This study emphasizes that leadership strategies and teacher motivation are inseparable in maintaining educational quality. The findings are expected to provide practical contributions for school principals, teachers, and policymakers in formulating sustainable strategies to preserve academic achievement in primary schools

Abstract

This study aims to analyze the role of school principals’ leadership in motivating teachers and to examine how work culture contributes to teacher performance at SMKN 1 Banjarbaru and SMKN 3 Banjarbaru. Effective leadership and a healthy work culture are considered crucial elements in improving the quality of education as well as teacher performance. The research employed a descriptive quantitative method, with interviews as the primary data collection instrument. The participants of this study consisted of principals and teachers from both schools. Data analysis was carried out using the Miles and Huberman model, which includes data reduction, data display, and conclusion drawing. The findings reveal a significant influence of principal leadership on teacher motivation. Principals who applied transformational leadership—characterized by providing support, recognition, and involving teachers in decision-making—were proven to enhance teachers’ motivation. Furthermore, a positive work culture, reflected in teamwork, effective communication, and a supportive work environment, was also found to have a strong correlation with improved teacher performance. In conclusion, the study highlights that effective leadership and a conducive work culture significantly contribute to teacher performance at SMKN 1 and SMKN 3 Banjarbaru. The recommendations include encouraging principals to continuously develop leadership skills, design more targeted motivation programs, and foster a positive work climate. These efforts are expected to further enhance teacher performance, thereby positively impacting the overall quality of education in SMKN Banjarbaru.

Abstract

This study seeks to explore and evaluate resource management in efforts to enhance student academic performance at SDN 2 Bakarung Selatan, South Hulu Sungai Regency. The study is motivated by low student academic outcomes, which are believed to be linked to less-than-optimal management of educational resources, including human resources, facilities and infrastructure, as well as school finances. A descriptive qualitative approach was employed, with data gathered through observation, in-depth interviews, and document analysis. The findings reveal that resource management at SDN 2 Bakarung Selatan involves three main stages. First, the planning stage is still largely formal and does not fully engage all stakeholders. Second, the implementation stage faces challenges such as teacher competency issues, limited learning facilities, and the suboptimal use of BOS funds to enhance academic quality. Third, the evaluation stage is not carried out in a systematic or continuous manner. The principal plays a central role as a learning leader, motivating all school components to collaborate synergistically and participatively. This study highlights the necessity of integrated and context-sensitive resource management, especially in public elementary schools located in rural areas. Key strategies include enhancing teacher competencies, optimizing the use of facilities, and allocating budgets with a focus on improving learning quality. The results are expected to provide insights for the formulation of more effective educational policies and managerial practices in elementary schools.

Abstract

This study examines Balinese ritual language as a representation of cultural identity through a linguistic anthropological approach. Qualitative methods were used, including observation, interviews, and documentation studies of ritual practices and religious palm-leaf manuscripts. The results indicate that ritual language has a transcendental function, connecting humans with divine powers, and a social function in strengthening community solidarity. Its linguistic structure is characterized by repetitive formulas, sacred script, and Sanskrit vocabulary that reflect Hindu-Balinese cosmology. However, globalization and declining interest among the younger generation pose challenges to the transmission of ritual language. Therefore, preservation is necessary through formal education and the role of indigenous communities to ensure that ritual language remains alive as a religious heritage and cultural identity of the Balinese people

Abstract

The teachings of Panca Sradha are the main foundation in Hindu teachings which include five basic beliefs, namely belief in the existence of God (Brahman), Atman (soul), Karma Phala (law of cause and effect), Punarbhava (rebirth), and Moksa (spiritual liberation). This study aims to analyze efforts to improve Sradha (faith) and Bhakti (devotion) of Hindus through the implementation of the teachings of Panca Sradha in everyday life. This study uses a descriptive qualitative approach with data collection techniques in the form of in-depth interviews, observations, and documentation of religious figures, traditional leaders, and Hindus in the research area. The results of the study indicate that understanding and practicing the teachings of Panca Sradha can strengthen the Sradha and Bhakti of the people, especially through increasing awareness of the spiritual relationship between humans, nature, and God. In addition, the implementation of these teachings in the form of religious rituals, meditation, and social activities can instill moral and ethical values that support harmony in life. This study also found that religious education based on Panca Sradha in the family and community environment plays an important role in building the character of Hindus based on faith and devotion. Thus, this study recommends strengthening Hindu religious education that emphasizes the implementation of Panca Sradha and increasing the role of traditional institutions and religious figures in guiding people to practice these teachings. This is expected to encourage Hindus to further improve Sradha and Bhakti in religious, social, and cultural life
