Abstract

Bureaucratic reform requires a paradigm shift in Indonesia’s Civil Service (ASN) management from traditional personnel administration to meritocracy-based human resource governance and talent management. This study aims to analyze the legal framework and harmonization of the Merit System and Talent Management as instruments of legal development for establishing professional and high-integrity BerAKHLAK civil servants, while formulating policy strategies to address the gap between das sollen and das sein. This research employs a normative legal method using statutory, conceptual, and philosophical approaches, supported by an analysis of civil service policy implementation. The findings demonstrate that effective civil service governance requires integrating the Merit System as the normative foundation with Talent Management as the strategic mechanism for competency development, career advancement, leadership development, and succession planning. The effectiveness of this integration depends on harmonizing legal substance, institutional structure, and legal culture, reinforced by bureaucratic leadership, digital transformation, and the institutionalization of BerAKHLAK values. This study proposes the Harmonized Merit–Talent Governance Based on Legal Effectiveness, Legal Morality, Digital Governance, and Ethical Public Administration (HMTG–LED Model) as a new legal-administrative paradigm for strengthening professionalism, integrity, state capacity, and sustainable public service-oriented bureaucratic reform.

Abstract

The objectives of this study include: (1) analyzing the legal responsibilities of hospital directors in the resolution of medical disputes between doctors and patients; and (2) analyzing the resolution of medical disputes between doctors and patients that occur in hospitals. The type of research used in this study is normative legal research. The legal sources used are divided into several categories, namely primary, secondary, and tertiary legal sources. Legal analysis was conducted using the deductive method. The results showed that the legal liability framework for the Hospital Director based on the doctrine of vicarious liability in resolving medical disputes combines aspects of material law (who is responsible and on what basis) and formal/procedural law (how the dispute is resolved). Article 193 of Law No. 17 of 2023 concerning Health explains that the Hospital is responsible for the negligence of medical/health personnel working under its auspices. Hospital directors can be held directly accountable if proven negligent in managing the service system, supervision, facilities, and patient complaint resolution mechanisms, and can also bear indirect responsibility for the negligence of medical personnel or health human resources under their supervision through the principles of institutional responsibility and vicarious liability. However, this responsibility is not absolute, because the relationship between doctor and patient is essentially an obligation of effort or inspanning verbintenis, not an obligation of results, so that medical failure does not automatically constitute a basis for legal responsibility if the doctor has acted in accordance with professional standards, service standards, and applicable operational procedures.

Abstract

This study will provide a basis to know what local factors help to maintain a performing art tradition against cultural decay. The study follows ethnographic qualitative research, which data were collected by conducting participant observation, in-depth interview with 7 individuals selected by purposive and snowball sampling methods (i.e. traditional arts custodian, dancers-trainers, musicians, and community/government figures), and documentary techniques (taking pictures, videos and recording of archival records). Data interpretation was done through three steps: data reduction, data display, and concluding drawing while credibility was guaranteed through triangulating data from different sources and methods. Research results showed that DanceDewa Sembilan performance structure comprises bridal procession, welcoming DancePersembahan, central performance itself, thirteen main physical patterns, six connecting movements, a live traditional music performance, a troupe of nine unmarried female dancers, a specific face paint and costume, and three objects that are regarded as symbols (plates, candles, and robes). It also functions in four ways: (i) religious, (ii) social, (iii) entertainment, and (4) symbolic. Interestingly, unlike how other forms of Sumatran wedding dances have secularized, the core roles of DanceDewa Sembilan haven't gone away from their sacred dimension. The changes have only been superficial (i.e. the length of the performance, the location where it is performed, and some details in costumes). Such steadfastness is maintained because the community follows their customary law and the fact that performing the dance is reserved solely for women who haven't undergone the wedding ceremony yet. Therefore, this study serves as a real life case showing how a wedding dance that carries religious elements can be kept functional despite pressures of modern life and provides a documentation tool for cultural preservation and also a comparative case study for further research in the field of dances of intangible cultural heritage in Sumatra.

Abstract

The low literacy and numeracy competence of Indonesian students is a serious concern, as reflected in the 2022 PISA score, which is still below the international average. Learning quality is a key factor suspected to significantly influence the development of these two basic competencies. This study aims to systematically analyze the influence of learning quality on improving literacy and numeracy competencies based on empirical literature studies. The research uses the Systematic Literature Review (SLR) approach with the PRISMA protocol. Literature searches were conducted on indexed databases (Scopus, ERIC, SINTA, Google Scholar) with keywords related to learning quality, literacy, and numeracy. Of the 896 initial articles, 38 met the inclusion criteria for further analysis. The analysis shows that the quality of learning has a significant influence on literacy and numeracy competence through various dimensions: (1) the quality of teacher-student interaction and relational-intentional pedagogy; (2) teachers' competence in compiling HOTS and AKM-based questions; (3) the implementation of the independent curriculum and contextual approach; (4) the use of innovative technology and learning media; (5) learning environment at home and school; and (6) teacher training and professional development. Optimizing learning quality through a holistic approach that includes improving teachers' pedagogic competence, strengthening the literacy-numeracy-based curriculum, and integrating technology has proven effective in improving students' literacy and numeracy competencies. This study recommends sustainable policies for teacher professional development and improvement of learning infrastructure.

Abstract

This study analyzes legal-certainty gaps in bank notification of the assignment of receivables (cessie) by comparing Article 613 of the Indonesian Civil Code with Articles 50 and 52 of Financial Services Authority Regulation Number 22 of 2023. It employs doctrinal legal research using statutory, conceptual, and case approaches. Primary legal materials were selected because they directly regulate assignment, banking prudence, consumer protection, electronic evidence, and personal data. Five anonymized case illustrations were purposively included because they describe notification, receipt, unilateral transfer, or third-party collection. Analysis used a norm-comparison matrix covering the agreed channel, proof of receipt, timing and confirmation, information completeness, and sanctions. The results identify ambiguity in the agreed means of correspondence, the absence of an explicit proof-of-receipt duty, inconsistent evidentiary standards between Articles 50 and 52, and insufficient operational rules on confirmation and documentation. The study proposes a technology-neutral, evidence-based notification standard that protects consumers while supporting prudential banking and legal certainty.

Abstract

Digital technology has transformed marketing communication practices, encouraging Micro, Small, and Medium Enterprises (MSMEs) to adopt digital platforms to strengthen consumer engagement. This study analyzes the relationship between digital marketing communication strategies and digital consumer preferences among MSMEs in the Cisadane River area. A quantitative descriptive survey was conducted using closed-ended Likert-scale questionnaires distributed to consumers who had interacted with MSME digital marketing channels through purposive sampling. Data were analyzed using descriptive statistics and correlation analysis. The findings indicate that Instagram and WhatsApp Business are the most frequently used communication platforms, while message clarity, communication consistency, and two-way interaction are the primary factors influencing consumer preferences. Statistical analysis demonstrates a strong positive correlation (r = 0.67) between the quality of digital marketing communication strategies and digital consumer preferences. The results further reveal that communication strategies aligned with local social characteristics enhance consumer engagement and marketing effectiveness. These findings extend the application of integrated marketing communication theory to community-based MSMEs and suggest that effective digital transformation depends not only on technology adoption but also on contextual, consistent, and interactive communication strategies that strengthen the competitiveness of local enterprises.

Abstract

Regional investment plays a critical role in promoting sustainable economic development by improving regional competitiveness, generating employment, and supporting long-term economic growth. This study aims to determine strategic investment priorities in Pekanbaru City, Indonesia, using the Analytic Hierarchy Process (AHP) as a multi-criteria decision-making approach. A descriptive quantitative research design was employed, involving twelve experts from government institutions, investment agencies, financial institutions, business associations, and private investors. Primary data were collected through structured interviews and pairwise comparison questionnaires, while secondary data were obtained from official government reports. The analysis evaluated five investment decision criteria, namely policy, economic, technical, environmental, and human resource dimensions. The results reveal that the policy criterion is the most influential factor in investment decision-making, followed by economic, technical, environmental, and human resource criteria. The final AHP synthesis identifies the trade sector as the highest regional investment priority, followed by the services and industry sectors. Sensitivity analysis confirms that the investment ranking remains stable under moderate changes in criterion weights, indicating the robustness of the decision model. The findings provide practical guidance for strengthening regional investment competitiveness through institutional reform, infrastructure development, environmental governance, and human resource capacity building.

Abstract

This study examined the managerial competence of elementary school principals in improving educational service quality in Lebak Regency. A paradox was identified between two schools: one successfully transformed limited resources into high service quality and student achievement, while the other remained in a transitional phase. The research aimed to analyze the implementation of the personality, social, and professional dimensions of principals’ managerial competence in mobilizing the Standards for Educators and Educational Personnel and its implications for service quality and student achievement. A qualitative descriptive approach with a comparative case study design was employed. Data were collected through in-depth interviews, observation, and documentation involving principals, teachers, and the local education office, then analyzed using the interactive model of Miles and Huberman with source and technique triangulation. The findings showed that the principals applied a power-with approach, calm presence modeling, data-driven instructional leadership, optimization of non-permanent teachers based on competence, and dialogical clinical supervision. These practices improved teachers’ pedagogical competence, created a conducive learning environment, and enhanced student achievements up to the national level. The study concluded that principals’ managerial competence is the primary factor in continuous quality improvement in elementary schools, even under resource constraints.

Abstract

The era of social disruption has significantly influenced youth morality through rapid technological advancement, globalization, and the widespread use of digital media. These changes have increased moral challenges, including ethical relativism, cyberbullying, misinformation, digital addiction, and declining social responsibility. This study aims to examine the role of Christian Religious Education in strengthening youth morality within this contemporary context. The research employed a library research approach using qualitative content analysis. Data were collected from scholarly books, peer-reviewed journals, theological literature, and relevant scientific publications concerning Christian Religious Education, youth morality, and social disruption. The findings indicate that Christian Religious Education contributes to moral development by fostering biblical values, spiritual maturity, ethical decision-making, digital responsibility, and character formation. Furthermore, effective moral education requires collaboration among schools, families, and churches to reinforce value internalization. The study concludes that Christian Religious Education remains a relevant and strategic framework for cultivating morally responsible, spiritually mature, and socially engaged youth capable of responding wisely to the challenges of an increasingly disruptive digital society.

Abstract

Objective of this study is to systematically synthesize empirical evidence on the effect of Information Technology (IT) devices on student learning outcomes and to identify multi-level factors that moderate this relationship, guided by the Technological Pedagogical Content Knowledge (TPACK) framework, Cognitive Load Theory (CLT), and Self-Determination Theory (SDT). Method employed is a Systematic Literature Review (SLR) following the PRISMA 2020 protocol. Literature searches were conducted in Google Scholar, Scopus, and ERIC databases using Boolean search strings: ("information technology" OR "ICT" OR "digital learning" OR "educational technology") AND ("learning outcomes" OR "academic achievement" OR "student performance") AND ("education" OR "school" OR "higher education") within the 2019–2025 range. After identification, screening, and quality assessment using the JBI Critical Appraisal Checklist and Cochrane Handbook criteria (minimum score ≥70%), 56 articles met the inclusion criteria. Inter-rater reliability for screening was assessed using Cohen's kappa (κ = 0.84, 95% CI [0.78, 0.90]), indicating strong agreement. Due to high heterogeneity (I² > 75%), narrative synthesis was employed rather than statistical meta-analysis. Results show that 80.4% of studies reported significant positive effects with effect sizes (Cohen's d) ranging from moderate to very large (d = 0.85 to d = 2.58). Influencing factors include teacher competence (TPACK) appearing in 73.2% of studies, student readiness (attitudes and intrinsic motivation) in 66.1%, school infrastructure in 57.1%, and contextual factors such as education level (highest effect in senior high school) and subject area (science > mathematics) in 53.6%. Conclusion of this study is that information technology acts as an effective catalyst for improving learning outcomes, but its effectiveness depends on the synergy between teacher pedagogical competence, student readiness, institutional support, and contextual suitability. Recommended policy implications include the need for continuous TPACK training for teachers and addressing the digital divide in schools.
