Abstract

This study evaluates whether Papua's Special Autonomy Fund is associated with poverty reduction and whether regional gross domestic product (GRDP) and income inequality moderate that relationship in the Mamta Customary Area. An explanatory sequential mixed-methods design was used. The quantitative phase analyzes a balanced census panel covering all five Mamta regencies/cities—Jayapura Regency, Keerom, Sarmi, Mamberamo Raya, and Jayapura City—during 2016–2024, yielding 45 region-year observations from the Directorate General of Fiscal Balance (DJPK) and Statistics Indonesia (BPS). Because the data cover the complete set of Mamta jurisdictions rather than a probability sample, the number of observations is fixed by the study scope and period; interaction estimates are therefore interpreted cautiously. Poverty, GRDP, and the Gini Ratio are official macro-level indicators, so psychometric reliability coefficients are not applicable; data quality was addressed through source verification and cross-year consistency checks. Fixed-effects panel regression with moderated interactions was followed by qualitative content analysis of peer-reviewed studies, government and audit documents, and policy sources using repeated reading, coding, category development, thematic synthesis, and source triangulation. The two phases were integrated during interpretation. The Special Autonomy Fund is positively associated with poverty (β = 0.0289, p = .0265), GRDP is negatively associated with poverty (β = -0.00021, p = .0454), and the Gini Ratio is positively associated with poverty (β = 8.0866, p = .0339). The interaction terms are only marginally significant at the 10% level (p = .0532 and p = .0569). These associations do not establish causality. Qualitative evidence identifies four recurring explanatory themes: budget-priority mismatch, weak governance and supervision, spatial-economic inequality, and socio-cultural misalignment. The findings suggest that larger fiscal transfers alone are insufficient without stronger targeting, accountability, inclusive growth, and meaningful indigenous participation.

Abstract

This study examines the legal adequacy of the settlement of PT Asuransi Jiwasraya (Persero)'s obligations to policyholders by using good faith as an explicit normative standard. The issue is examined across the restructuring, policy-transfer, and post-license-revocation stages rather than treating the existence of a settlement mechanism as proof that contractual rights have been fulfilled. This doctrinal legal research applies statutory, conceptual, and case approaches to ten core primary and official materials: the Indonesian Civil Code; Law No. 40 of 2014 on Insurance as amended by Law No. 4 of 2023; OJK Regulation No. 22 of 2023; three Central Jakarta District Court decisions concerning Jiwasraya; two OJK press releases issued in August 2024; and the 2025 OJK decision/announcement revoking Jiwasraya's life-insurance business license. Case-specific materials cover 2019-2025 and were purposively selected for authority, direct relevance to policyholder rights, and connection with restructuring or settlement. The materials were analyzed through grammatical, systematic, and teleological interpretation and deductively coded against five good-faith parameters: contractual certainty and continuity of benefits, transparency and adequacy of information, meaningful consent, proportionality and balance of interests, and access to legal protection and remedies. The analysis shows that restructuring and policy transfer are legally relevant settlement instruments, but they do not by themselves establish substantive fulfillment of all policyholder rights. OJK's reported 99.7% restructuring approval is treated as aggregate evidence of acceptance, not as proof that every consent was informed, voluntary, or equivalent to full contractual performance. The post-revocation stage also leaves continuing duties to protect unresolved policyholder interests. The study contributes a replicable doctrinal framework for assessing insurance-obligation settlements through good faith while recognizing that its conclusions are legal-normative rather than statistically generalizable.

Abstract

Traditional art and cultural groups across Indonesia face three simultaneous pressures—modernization, the younger generation’s reluctance to continue the work, and shifting market conditions—that together erode intergenerational transmission, while most such groups still lack formal organizational structures. This study examines Rumah Sasando Oebelo, a family-run traditional music group in Kupang Regency, East Nusa Tenggara, to answer two questions: (1) how participatory management, in which all members jointly participate in decision-making, is implemented in practice, and (2) how this collective, deliberative model relates to the group’s dual goals of cultural preservation and economic sustainability. The study uses a qualitative case study design (Creswell & Poth, 2018; Yin, 2018), drawing on in-depth interviews, participatory observation, and document review with four purposively (criterion-based) selected informants directly involved in community management. Data were analyzed using Miles, Huberman, and Saldãna’s (2014) condensation-display-verification model together with thematic analysis, and trustworthiness was supported through source and method triangulation. Findings show that (1) participatory management is advanced almost entirely through internal family deliberation with no reliance on formal management systems; (2) the group operates a voluntary, non-fixed-fee donation model consistent with the gotong-royong principle; and (3) partnerships with government, academic, and civil-society actors have strengthened production and marketing capacity without displacing the family’s core decision-making authority. The study contributes an empirical account of participatory governance in an informal, kinship-based cultural enterprise, extends participatory-governance theory to this underexplored context, and offers a replicable model for other family-run traditional art groups seeking to balance cultural preservation with economic viability.

Abstract

Prolonged withdrawal from society or social seclusion is a phenomenon often seen among the Japanese that is referred to as "hikikomori". It was first described as a culture-bound phenomenon but it has gradually become acknowledged as a public health problem; yet, there continues to be a limited number of studies showing a connection between it and mental distress. This comprehensive review combines a series of research works which look at the association of prolonged social reclusion with the occurrence of depression, anxiety, and suicidality among the youth. Under PRISMA 2020, three databases-Scopus, PubMed, and ScienceDirect-were interrogated to find relevant literature. A total of 532 records were found; out of these 15 were duplicates so removed, the remaining 517 were screened, 65 of which were evaluated, and 20 studies were finally included. The main variables of the reviewed studies such as population, study design, and outcomes were listed together, the quality of the mixed methods research was assessed with the use of the Mixed Methods Appraisal Tool, and the data were synthesized based on thematic analysis. The four main categories that resulted from clustering analyses were (a) prevalence and characterization, (b) depression and internalizing distress, (c) suicidality and self-harm, and (d) risk and protective factors. Results showed the withdrawal consistently being correlated with the presence of depression, and several-fold rises in suicidal ideation in the different samples were moderated by attachment, coping, loneliness, and Internet use. It is concluded that the findings call for earlier relational screening as well as longitudinal and cross-cultural research studies.

Abstract

Abstract

Digital social protection increasingly depends on integrated administrative data, making data governance, targeting fairness, and public trust closely connected. This sequential explanatory mixed-methods study examined whether perceived targeting fairness mediates the association between social protection data governance and public trust and used Generation Z interviews to explain the quantitative pattern. The quantitative dataset comprised 180 complete responses analyzed with PLS-SEM and 5,000 bootstrap subsamples. Because the available dataset does not retain recruitment metadata, the quantitative sample is not treated as probability-representative; a sensitivity power check nevertheless shows that n = 180 provides >0.99 power to detect a medium effect (f² = 0.15) with two predictors at α = 0.05. Measurement quality was satisfactory (Cronbach's α = 0.887-0.906; rho_C = 0.917-0.927; AVE = 0.680-0.714; HTMT = 0.648-0.681). Data governance was strongly associated with targeting fairness (β = 0.603; f² = 0.572), while targeting fairness had a moderate association with public trust (β = 0.411; f² = 0.196) and the direct governance-trust association was smaller (β = 0.339; f² = 0.133). The indirect effect was significant (β = 0.248), indicating partial mediation. The qualitative corpus comprised 20 Generation Z informants aged 19-29 with personal or family experience of social protection services. Six themes data updating, explainable targeting, correction and appeals, privacy and security, hybrid assistance, and visible follow-up clarified why fairness is a key pathway between governance and trust. The findings suggest that integrated data systems are more likely to be trusted when citizens can understand, challenge, and correct data-driven decisions.

Abstract

This study examines the upper-tier limitation of the Long Service Award (Uang Penghargaan Masa Kerja/UPMK) for workers with 24 years of service or more under Article 40 paragraph (3) of Government Regulation Number 35 of 2021 through a Rawlsian distributive-justice framework. It employs normative legal research, so distributive justice is treated as a doctrinal analytical framework rather than an empirical dependent variable. Primary materials comprise the relevant Indonesian manpower legislation, while secondary materials consist mainly of peer-reviewed legal and labor-market scholarship selected using explicit relevance, recency, authority, and completeness criteria. The statute, conceptual, and philosophical approaches are integrated sequentially through norm identification, grammatical and systematic interpretation, reconstruction of the UPMK tenure structure, and Rawlsian evaluation. Justice as fairness is operationalized through three parameters: relevance and consistency of tenure as a distributive criterion, proportionality between tenure differentiation and benefit allocation, and balance between worker protection and predictable employer obligations. The analysis finds that the statutory schedule differentiates UPMK progressively through the 21-to-less-than-24-year category, then places all workers with 24 years of service or more in a single 10-month-wage category. The rule is legally calculable, while Article 40 paragraph (3) does not expressly state why tenure ceases to generate further differentiation after that threshold. Equal treatment of workers with materially different tenure is therefore not automatically inconsistent with distributive justice; the analytical question is whether the stopping point can be supported by relevant, rational, and proportionate reasons. The study does not measure employer compliance, actual payments, or worker perceptions.
