Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. Abstract

IUU (illegal, unreported, unregulated) fishing was deemed by Indonesia as a crime thatinflicted many loss. In Indonesia, IUU fishing mostly occured at Arafura Sea whereAustralian sea territory were partially included. The mentioned problems in this researchare why Indonesia and Australia establish a cooperation to deter IUU fishing at Arafurasea and the affects. The purpose of this research is to explain and analyse the cooperationthat undertaken by Indonesia and Australia to deter IUU fishing at Arafura Sea. For thosepurposes, this research using the liberalism theory, cooperation concept, maritime securityconcept and transnational crime concept as a tool of analysis. This research is conductedby using the qualitative research method with explanative research type through interviewsand literature studies. The cooperation between Indonesia and Australia to deter IUUfishing at Arafura Sea were conducted through bilateral an multilateral efforts. For bothstates, particulary Indonesia, the cooperation are the part of their efforts to create amaritime security with the protection of economic and reliability sector of respective statesas the ultimate goal.

Abstract

This article is summary from MA Project in International Relations Department European Unıversıty of Lefke, North Cyprus, 2016 whıch explained the counterterrorism policy of United States on ISIS and its impacts for further ISIS existence and regional peace. Base on the reasons that the appearance of ISIS seen as more of the results of obvious and severe conflicts in middle east partly in arab region. The conflicts seen have been expected by the interest of several countries. Eventually ISIS was existed as a state not only as a movement.U.S. counterterrorısm on ISIS had ımplemented amount of strategıes ıncludıng degraded ISIS’s capabılıty, shaped global coalıtıon to defeat ISIS, and mılıtary used wıth traınıng armed for Iraq army forces, Kurdı army, Arabıan army, moderate opposıtıton groups to Bassar.In congressional testimony and public statements early in 2015, U.S. civilian and military leaders described the ISIS as having assumed a defensive posture in Iraq and Syria in response to counteroffensives by coalition and local forces. U.S. Military General described the group as “losing this fight” and reported that anti-IS operations had killed more than 8,500 fighters, destroyed hundreds of vehicles and heavy weapons systems, and significantly degraded IS command and control capabilities.But ISIS is still exıst wıth theır weapons, moreover the presence of ISIS in Libya feared around the regions and near to Rome. The worst conditions not only happen in Syria, Iraq and Libya but the conflicts was also spreaded to many countries specially european countries. These countries are in dilemma positions. The other hand they intent to give the asylume to the refugees, but in the other hand they scaring from the exporting of ISIS’s ideologies more scares than economics crisis. The ISIS crisis was questioned obviously. How can the group such as ISIS can’t be destroyed in 3 years by U.S. attacks with global coalition power supporters. Whereas U.S. had defeated Afghanistan, Iraq, and Libya in several days, and set up the new goverments in each these countries.

Abstract

Drug sales and planting are a form of crime that creates a real threat. This research is motivated by the number of drugs, namely cocaine which is planted in Colombia and smuggled to be sent to various countries of the world. These illegal actions led Colombia to become a country with high crime rates. Preventing crime related to drugs such as eradicating planting, and stopping drug sales is the duty of the Colombian government. But the Colombian government cannot implement it optimally so that they cooperates with UNODC. The collaboration between the Government of Colombia and UNODC is a solution to effectively eradicate the planting and distribution of drugs from Colombia. The main objective of this research is to see how effective the collaboration between UNODC and the Government of Colombia in dealing with drug trafficking issues in 1999-2017. Using the concept of effectiveness and the concept of cooperation in the regime in looking at cooperation, researchers are looking for answers to problems that question how effective collaboration between UNODC and the Colombian Government. Seeing the facts, cooperation between the two parties was declared to be less effective because despite there are developments in programs, the rate of increase in cocaine plants remained and the graph actually rose even more so in 2017

Abstract

The theft of foreign shipwrecks that have sunk in Indonesian seas is one of the major cases of theft of underwater cultural heritage that occurs in the world. Apart from that, ship nations such as Australia, the Netherlands, England, and even the United States also expressed their disappointment with Indonesia, which was deemed incapable of protecting the legacy of their ancestors which was also considered as an underwater cultural heritage object. In this research, the researcher tries to examine the position and capability of Indonesia in the aspects of maritime security, both politically and domestically militarily. The author uses an analytic-qualitative method by comparing journals and case reports of shipwreck theft as the main method of this research. Using the theory of institutionalism, the author tries to explain Indonesia's position in international regimes such as UNESCO 1970 and 2001 for the protection of underwater cultural heritage as well as the concept of rational choice or rational choice to dissect Indonesia's reasons for taking this position. Using these methods and theories, the authors know that Indonesia does not want to ratify the UNESCO 1970 and 2001 regime due to domestic considerations, considerations of capability and sovereignty.

Abstract

This thesis aims to analyze the role of the Indonesian government in protecting the rightsof migrant workers in Hongkong from underpayment practice in 2011 to 2017 by firstdescribing the description of underpayment practices in Hongkong, system andemployment policy of Hongkong, and the relationship between Indonesia and Hongkongin migrant workers. This thesis uses qualitative research methods with descriptive researchtypes and analyzed by collecting data collected from interviews, books, reports of NGOsand mass media. The range of research in this thesis is 2011 to 2017. To explain the role ofGovernment of Indonesia uses concept of public public, role theory and the concept ofhuman rights. The result of the research is the conclusion that Government of Indonesiaseeks to protect the right of Indonesia migrant workers in Hongkong from underpaymentpractice in form of policies, (i) enacted UU No. 39 tahun 2004, Keputusan Menakertrans98 tahun 2012, ratificate The International Convention on The Protection of The Rights ofAll Migrant Workers and Members of Their Families into UU No. 6 Tahun 2012,(ii) KJRIHongkong provides training to Indonesia migrant workers, blacklist employers andplacement agencies that are proven to be cheating, doing coordination with Ministry ofForeign Affairs and BNP2TKI, (iii) launched kredit usaha rakyat, (iv) doing MoU of laborprotection with Hongkong, and (v) coorporate with alliances of Indonesia migrant workersin Hongkong to monitor problems of Indonesia migrant workers.

Abstract

ABSTRACT This research aims to describe how China’s soft diplomacy policy forms in spreading culture in the Republic of South Africa through the China-South Africa High-Level People to People Exchange Mechanism to increase the arrival of African tourists to China and to find out the dynamics of China’s tourism cooperation with the Republic of South Africa. This research based on the promotion of Chinese culture in the Republic of South Africa under cultural cooperation through the China-South Africa High-Level People to People Exchange Mechanism policy and its relation with tourism cooperation between China and the Republic of South Africa. Using the Soft Diplomacy Concept, this research analyses the cultural promotion activities carried out by China in the Republic of South Africa under the China-South Africa High-Level People to People Exchange Mechanism in 2017. The result shows that there was an increase in African tourist arrival to China in 2018, a year after the promotion of Chinese culture under the China-South Africa High-Level People to People Exchange Mechanism, this increase also exceeded the average percentage of African tourist arrivals to China in a period of 10 years (2008-2018). In 2019, two years after the soft diplomacy measure was implemented, there was a very drastic increase in the arrival of African tourists in China. Based on that result, this research suggested for further research to continue to examine China’s use of soft diplomacy, because soft power itself has been refered to in the 17th National Congress of the Chinese Communist Party. Keywords: China, Republic of South Africa, China-South Africa High-Level People to People Exchange Mechanism, Tourism, Soft diplomacy

Abstract

This research was motivated by the increasing incidence of terrorism that threatensglobal security. A terrorism attack can occur because of funding factors where funding forterrorism also categorized into criminal acts which are usually called criminal acts ofterrorism funding. In seeking to eradicate the crime of terrorism funding the Indonesiangovernment cooperated with neighboring countries, in this case the Indonesian governmentthrough the Pusat Pelaporan dan Analisis Transaksi Keuangan (PPATK) collaborated withthe Australian Transaction and Analysis Center (AUSTRAC). Both of these institutions areFinancial Intelligence Units (FIUs) that have a vision to combat the crime of money launderingand terrorism funding. This research aims to explain the effectiveness of the cooperationbetween PPATK and AUSTRAC in combating terrorism funding crimes in Indonesia in 2014 -2017. By using the number of Analysis Results (HA) with the alleged crime of financingterrorism issued by PPATK and the number of terrorist acts that occurred in Indonesia as anindicator of the assessment of the effectiveness of the two FIU cooperation, the authorsproduced research findings , that cooperation established by PPATK and AUSTRAC can besaid to be effective in combating terrorism funding crimes in Indonesia in 2014-2017.

Abstract

The monetary crisis that hit Indonesia in 1997 caused by various factors, one of the mainfactor was the practice of concentration of economic power that tend to for a monopolisticmarket. Thus, impacting the fragility of its economic resilience. In order to accelerate theeconomic growth after the monetary crisis, Indonesia had received financial assistancefrom the IMF, with the requirement that Indonesia had to restructure its economic systemas they agreed in the letter of intent. The letter of intent contains a point that Indonesiashall implement the competition law and policy to prevent the concentration of economicpower activities in Indonesia such as monopoly, cartel and bid rigging. In the process of itsimplementation, Indonesia had received assistance by UNCTAD to operate capacitybuilding for stakeholders. This research uses a perspective by neoliberal institutionalist toanalyze capacity building cooperation that conducted by Indonesia and UNCTAD. Thisresearch is descriptive analytic and also used qualitative as its research method. Theconclusion showed that cooperation by Indonesia and UNCTAD are based on rationality,which both sides took the benefit as they desired.

Abstract

After Sheikh Tamim was elected as Emir in Qatar in 2013, the open-door policy underwent a change. Sheikh Tamim defines open-door policy as a progressive and independent movement. Progressively, Sheikh Tamim strongly criticized the diplomatic crisis in 2017 imposed by the Gulf countries. Then independently, Sheikh Tamim decided Qatar to leave OPEC in 2018. In the Sheikh Tamim era, Qatar will carry out policies that focus on efforts to increase economic income diversification through LNG development and improve Qatar's image in the international scope after the diplomatic crisis in 2017. Furthermore, this research will try to answer the research problem regarding to, "Why did Qatar change its open-door policy in 2017-2018 during the leadership of Sheikh Tamim?". This study aims to explain how Sheikh Tamim's background, ideas and beliefs influenced the change in open-door policy and its application in the diplomatic crisis until its withdrawal from OPEC in 2018. This research uses a desk research method with an explanative type. This study uses a leader driven change framework to see how changes in foreign policy are influenced by leaders who have the authority to determine a policy.

Abstract

Indonesia is an easy target for IUU actors (Illegal, Unreported, Unregulated) fishing due to abundant marine resources. IUU fishing is a problem that can not be underestimate because inflict many disadvantages for Indonesia. In handling IUU fishing, Indonesia requires cooperation with other countries, especially with neighbour countries to solve the problem. This research is aimed to studying the cooperation between Indonesia and Thailand in handling IUU fishing. For analyzing the cooperation, this research use liberalism theory with qualitative method, and explanatory-based research by doing some literature studies. In this research we can see that cooperation between Indonesia and Thailand produces Memorandum of Understanding (MOU) which are expected to help handling IUU fishing. With this cooperation, all the factors of IUU fishing shall be solved.
