Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Abstract

The flow of refugees arriving in the Europe Union has made the majority of European countries overwhelmed except for Germany that implements the Open-Door Policy under which the refugees are wholeheartedly welcome especially those coming from Syria. This study aims to analyze why Germany prefers to take a rather unique and unusual approach toward refugees by receiving larger number of Syrian refugees compared to other European states. This study applies the concept of memory and trauma in world politics to explain said phenomena. As widely believed, trauma and memory are two important factors that could affect the pattern of state policies. Written in qualitative approach, this study argues that the open door policy of Germany has been mainly driven by some human tragedy that took place within Germany in the past, namely Holocaust. The conclusion of this study is that the trauma of the Holocaust has created a memory that affects contemporary German politics and its political decision thereafter including in this case, the Open Door Policy.

Abstract

Kashmir is one of the areas currently in dispute between India and Pakistan which is often accompanied by rebellions in which the people of Kashmir are victims. This conflict has caused human rights violations because many Kashmiris have been subjected to violence and restrictions on rights, especially women in Kashmir who are often victims of rape. The purpose of this study is to find out why the Kashmir conflict has resulted in a lot of sexual violence against women in Kashmir. This study was analyzed qualitatively using the literature method obtained from books, scientific articles, journals and mass media relevant to this topic. Furthermore, this research will be processed using a congruent method that focuses on cause and effect and is presented in an explanatory manner. Several previous studies have focused more on the territorial dispute between India and Pakistan and the interests of the two countries and less on the impact of these disputes on the Kashmiri community, especially women. So the novelty of this research is to complement another perspective in viewing the territorial dispute between India and Pakistan which previously did not highlight its impact on the enforcement of human rights in Kashmir, especially women because previous research focused more on the causes of the conflict. This research will be prepared using the concept of war crimes and the theory of using rape as a war strategy. The efforts of India and Pakistan in fighting over the Kashmir region often lead to violence in the local community. The main argument of this study is that the prevalence of sexual violence in the Kashmir region is influenced by the use of rape as a war strategy.

Abstract

In December 2014 the act of IUU Fishing occured in Papua waters conducted by Hai Fa motor vessel from China. Regarding this matter KKP made various efforts to resolve it and uphold the spirit of eradicating IUU Fishing. KKP has taken various efforts through national law by registration of the lawsuit to the Ambon District Court and appealed to the Maluku High Court as well as collaboration with other international organizations such as Interpol, IMO and the United Nations from 2014 to 2017. Responding to this, the study of this case aims to explain the various efforts taken by the KKP as well as the extent to which efforts can be carried out in handling the IUU Fishing case practiced by M. V. Hai Fa. Besides that the research also aims to describe the phenomenon of IUU Fishing in Indonesia as well as various driving and inhibiting factors in this case. This study uses the Regime Theory which links the procedures for handling IUU Fishing Hai Fa with regime expectations reinforced by the concept of non-conventional maritime sovereignty which focuses on economic, social and environmental areas doubled with the concept of maritime security which focuses on blue economy and human resilience which discusses economic sustainability, maritime ecosystem, food security for fisheries products and threats to the work of traditional fishermen. This study uses qualitative methods with descriptive research types that utilizes interview and literature sources. The final result of this study shows that the various efforts taken by the KKP in handling the M. V. Hai Fa case from 2014 to 2017 did not produce results in accordance with the KKP's expectations. Responding to this, KKP should bring the Hai Fa case to ITLOS if It want to pursue the case further.

Abstract

Crystalline methamphetamine, also known in Indonesia as sabu, is a kind of illegal drugthat is currently getting high demand in Indonesia. Based on the information from BNNand UNODC the number of drug use and trafficking of crystalline methamphetamine inIndonesia is really high. Indonesia in this position really need UNODC recommendationsto overcome this new kind of drug. Based on the background, this research’s purpose is toshow how Indonesian Government's implementing partnership with UNODC against illicitdrug trafficking crystalline methamphetamine in Indonesia in 2007-2013. If we look at thetheme and the topic, The purpose of this research is to evaluate the process of cooperationbetween the Indonesian government and UNODC against drug trafficking of crystallinemethamphetamine in Indonesia from 2007 to 2013. Cooperation between the two sides hasbeen running well if we see the increasing number of arrested person which wassuccessfully carried out by Indonesian law enforcement in 2007-2013. crystallinemethamphetamine crime still exist in Indonesia nowadays, though due to several factors,such as the type of the drug itself that is easy to manufacture and materials that can bereplaced with other materials and tools manufacture that can be easily found, place-makingwhich can be done in a small laboratory, a geographical location of Indonesia, and thecontrol problem of the Indonesian law enforcement.

Abstract

This research seeks is to know the potential of China to become a hegemonic country in East Asian region through the One Belt One Road strategy that initiated by China. This research uses the theory of offensive realism and the concept of hegemony to explain about China OBOR and China Foreign Policy. So based on this, the result of this study show that through the OBOR strategy that known as the Xi Jinping main Foreign Policy, China can improve the country’s economy and military expenditure, which is that two main aspect is the reason why state become a hegemonic country. So, that one of the requirement of the existing hegemon state in the hegemony concept has been fulfilled by China by improving their economic and military growth. And some response from neighboring China in East Asia region indicate that there are hegemony efforts that have been carried out by China through its OBOR strategy.

Abstract

The Syrian conflict that started from 2011 brings down various victims. The victims are not only its people but also their cultural objects. In 2015, two Syrian cultural objects which enlisted into World Heritage list, Ancient City of Palmyra and Ancient City of Bosra destructed by conflicted actors. In this circumstances, UNESCO is needed to take mandatory actions towards the issue. This research used qualitative methods alongside with role of international organization concept to explain UNESCO’s response towards the destruction of Palmyra and Bosra. The result of this research indicated that UNESCO as an international organization has managed to fulfill its role in certain phenomena, namely as the arena and actor.

Abstract

ABSTRACTIn Indonesia, the Sister City concept began to be known as the circulation of the Ministry of Home Affairs Circular No. 193/1652/PUOD on April 26, 1993 concerning Procedures for Formation of Cities and Inter -Provincial Cooperation (Sister Province). The concept of sister city in Indonesia has been established by several regions with the equality of technology, education, culture and history with other regions abroad. In this study there is the purpose of this study to explore the implementation of Sister City Semarang City with Fuzhou City.In this study there are benefits that can be a reference for other regional governments, the private sector, the community and other researchers in establishing cooperative relations with abroad. To answer the problems and research objectives is carried out using the concept of paradlomation and sister city with interview methods and data reviews. The object in this study was the Semarang City Government. Paradiplomation in the Sister City sister of Semarang City with Fuzhou City can be seen from the implementation and benefits in the fields of economics, education, and the fields of culture and tourism. So that the existence of activities that produce results show that the paradlomacy can run with good cooperation between local governments.For example, Indonesia has continuously been praised as a successful post-authoritarian country transitioning to democracy. However, seeing the numerous human rights violations in the past decade alone, especially towards alternative political, religious, and sexual identities, the success of democracy in Indonesia has been put under the spotlight. It raises the question of the development of democracy and the use of democracy in Indonesia in practicing and upholding principles of social equality for all. In this article, I wish to provide an overview of majoritarian democracy, a form of democracy that is understood and practiced in Indonesia. A form of democracy that, rather than upholding values that safeguards individual rights and diversity, may undermine religious and cultural diversity, enforcing a homogenized national culture and values, which in return may engender human rights violations in the name of national security that it in itself is defined by the majority..Keywords: Paradiplomacy, Sister City, Semarang City, Fuzhou City

Abstract

The case of human trafficking in the fishing industry has not been comprehensively identified, and there are no adequate legal instruments, so that the workers on fishing vessels are vulnerable to slavery. The case of human trafficking and slavery in Benjina is the largest case in the fishing industry in the 21st century. The Government of Indonesia seeks to cooperate with IOM to tackle the case so that it can be expected that there will be no more human trafficking and slavery practices in the Indonesian fishing industry. This research aims to analyze the cooperation between the Government of Indonesia and IOM in dealing with human trafficking and slavery in Benjina, by first describing the situation and conditions of human trafficking and slavery that occur in Benjina, the factors that had influenced the victims in the recruitment process, IOM's role in helping the victims, up to the obstacles of the cooperation between the Government of Indonesia and IOM in handling the case. This thesis uses qualitative research methods with explanatory research types and analyzed by collecting data from books, annual reports of government agencies and IOM, and mass media. An explanation of the cooperation between the Government of Indonesia and IOM uses the theory of liberalism. This research concludes that despite there are some obstacle factors, there are also some factors that faciltate the cooperation between the Government of Indonesia and IOM in handling human trafficking and slavery in PT. Pusaka Benjina Resource fishing industry in 2015.

Abstract

In this research, writer would like to analyze effort done by Indonesian government to handlepedophilia sexual harassment happened in its territory. Writer have chosen Bali as case studyas Bali is one of most favorite tourism destination both domestic and international so that itneeds special treatment from Central government and Local government. This research willbe conducted using qualitative method to describe the process and give a better understandingregarding certain issue. The research descriptive explanation depicting the background storyof pedophilia sexual harassment cases in Bali which ranked first as Indonesian provincewhich has highest cases of pedophilia, proven by the fact that more than 300 cases happenedin Bali. Writer use the Normative Theory of International relations to describe the relationbetween appropriate norms and its relations on creating laws regarding the issue. Apart fromdescriptive explanation, writer will examine on effort done by Indonesian government both interm of internal effort and external effort. According to the research result, Indonesia havedone internal effort to combat by creating Article No. 23, 2002 Indonesian Law regardingChild Protection. Indonesia also have a well-coordinated relations between Police,Immigration, and Komisi Perlindungan Anak. Externally, Indonesia also has cooperated withInterpol through National Police to have faster information exchange to reveal complicatedcases of Pedophilia.

Abstract

China became an emerging economic power whose the presence in international affairs, that cause United States as a hegemon felt its position and national security threatened. This research would explained how China effort to balance the power of United States as a hegemon which is cause trade wars between both countries on 2018. This research use neorealism theory, specifically defensive realism with balance of power concept. This research argues that Belt and Road initiative, Made in China 2025 development project, technology development as a defense strategy and geopolitical strategy are the balancing way that be done by China which trigerred trade wars with Unites States. Data is collected using literature reviews, documentation, and official government archives. The results of this study indicate that the initiation carried out by China with belt and road initiative, made in China 2025, technology development as a defense strategy and geopolitical strategy are China's effort to balance power with the United States as a hegemon, the power used by China in balancing power with the United states is combination from both forms of power between material strength (hard power) and latent power (soft power) possessed by a country, that is smart power.
