Journal of International Relations Studies
Journal of International Relations seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field.

The Association of Southeast Asia Nations (ASEAN) has several mechanisms for resolving conflicts, the ASEAN Institute for Peace and Reconciliation (AIPR) is one of them, which formed by the legitimacy of ASEAN to resolve conflicts. But, since it was formed, A-IPR did not going well resolving those conflicts. Southeast Asian countries prefer to resolve conflicts in their own ways, namely by means of unilateralism and bilateralism. So A-IPR becomes a pseudo institutionbecause it doesn't work according to the function they’ve been set. Some conflicts, such as theborder conflicts between Thailand and Cambodia, Myanmar's internal conflict, and the Sabahconflict between Malaysia and the Philippines also went that way. These countries prefer toresolve those conflicts in their own way rather than through the AIPR path. Even though AIPR has a management and conflict resolution function. This research wants to explain the reasons of the Southeast Asian countries not using A-IPR as conflict resolution mechanism using the perspective of idiosyncratism. This study argues that the ineffectiveness of A-IPR is because the institution was formed based solely on the personal preferences of the initiatior which is Susilo Bambang Yudhoyono without considering the desires of other countries. So that A-IPR only becomes a pseudo institution without support from it’s member.

Tourism in Thailand has become a special attraction for local and foreign tourists to visit Thailand, especially for the purpose of sex tourism. The large number of sex tourists for sex tourism in Thailand is growing. Many children in Thailand who become child labor especially become Commercial Sex Workers (CSWs). One of reason why this happened caused by the development of tourism sector in Thailand. Children who work as prostitutes are one form of Commercial Sexual Exploitation of Children (CSEC). CSEC is one of the transnational crimes in which the crime of CSEC can be done in one country or more. This study aims to find out what is done by the government and the impact experienced by victims. The results obtained in this study are the Government of Thailand to make Child Protection Act and Anti-Trafficking in Person Act as one of the real forms of child conversion.

Palm oil is one of the important products for Indonesia to increase foreign exchange. The European Union is one of Indonesia’s list countries for exporting crude palm oil (CPO). The relationship between Indonesia and The European Union began to be disrupted by the implementation of the Renewable Energy Directive where either companies or countries that will export biomass products to EU members must choose one of nineteen certifications as a guarantee for the product has followed well sustainable. To enter the European Union’s CPO market, exporting countries must be certified in Roundtable on Sustainable Palm Oil (RSPO). However, based order from the Ministry of Agriculture, Indonesia is obliged to use Indonesia Sustainable Palm Oil (ISPO). The debate is ISPO has not been recognized in the international market causes ISPO cannot penetrate the European market. This research will explain why the European Union is skeptical of ISPO regulation using a green theory perspective. In addition, this research is aimed at palm oil suppliers to realize how important palm oil certification is for better environmental sustainability. The results of this study indicate that ISPO as regulation has not been able to fulfill the four Ten Key Values concepts to create ‘green’ palm regulations.

The issue of IUU Fishing in Sulawesi’s waters, occurred because these two countries, Indonesia and Filipina, have direct adjacent yet still haven’t decide on their clear border between the two countries, thus the problem of IUU fishing often occur in the area. This research aims to describe the effort that has been done by Indonesian’s and Philippines Government in eradicating IUU Fishing in the border of the two countries, to be exact in Sulawesi’s water. In this research the writer uses Liberalism Interdependency theory to explain that it is necessary for the two countries to cooperate in solving a problem like IUU Fishing in Sulawesi’s water. The research method used is qualitative which is done by collecting and analysing data, to discover the efforts of the two countries involved in eradicating IUU Fishing in Sulawesi’s water. The result of this research is that Indonesia and the Philippines Governments succeed in executing the plan to eradicate IUU Fishing in Sulawesi’s water, which was done by making bilateral cooperation agreement like MOU and POA. Later on through multilateral agreement of RPOA-IUU which consist of eleven countries that have mutual consent in handling the issue of IUU Fishing, preserve maritime security, and performing joint patrol in Sulawesi’s waters.

In July 2016, South Korea agreed with US to install the Terminal High Altitude Area Defense (THAAD) in its territory. This agreement rejectedby China which considered the instrument would disrupt its sovereignty and is only US's way to instill its influence in East Asia Region. China's resistance has led to boycotts of South Korean cultural industry cluster. The issue surrounding THAAD was ended after South Korean Foreign Minister stated her position on China's concern. South Korea issued a statement about Three NOs, namely: 1) no additional THAAD deployment; 2) no participation in US‟s missile defense network; and 3) no establishment of a trilateral military alliance with US and Japan. A day later, China issued a statement regarding the normalization of relations with South Korea. This study aims to determine the cause of South Korea agreed on Three NOs in normalizing relations with China. This study uses theory of interdependencewith linkage strategy. The method used is qualitative with explanatory type. As a result, Three NOs is a form of exchange of issues so that boycotts can be stopped. This was motivated by South Korea's interdependence on its cultural industry cluster and China. South Korea‟s strategy is said to be successful because it provides a win-win solution for two countries.

Foreign aid as one of the most prominent instrument on foreign policy, defined as nationalinterest by Australia, particularly to protect their national security from any foreign or thirdpartythreats. Australia’s foreign aid began since 2004 to madrasah in Indonesia, after teroristattack happened in five consecutive year (2001-2005) in Indonesia with a target of statehoodAustralian simbolic. It was later found that the terorist group is affiliated with radical Islamicgroup named Jamaah Islamiyah, with madrasah as their educational background. It’s impactedin Australia’s askance point of view on madrasah as a place where Islam radical was taught.Through the Education Sector Support Program (ESSP), given by Australia to 1500 madrasahwich was selected, is not not only to improve madrasah accreditation, but also to proveAustralia’s interest to protecting their nationality.

Environmental issue in China is a concern for international relations actors, including nonstateactors. Greenpeace is an international non-government organization that acts to solveglobal environmental problems in China. This research will explain an environmentalcampaign, Detox Campaign, by Greenpeace to solve water pollution problem in China.This research aims to explain challenges that Greenpeace has faced in conducting DetoxCampaign in China. In conducting Detox Campaign, Greenpeace has faced challenges thatcontribute to Greenpeace’s failure to change China’s government policy. This researchused Global civil society as a theoretical framework, to explain external factors aschallenges for Greenpeace in conducting Detox Campaign in China. This research foundthat water pollution issue is not a main priority in China and Greenpeace is stillconstrained by their limited organizational capacity. Greenpeace has limited political spacein terms of policy advocacy that caused failure of Detox Campaign in China.

The problems that occurred in South Sudan in 2011-2015 caused a crisis in South Sudan. the presence of the United States to providing humanitarian assistance in South Sudan has an interest it self. This thesis seeks to reveal the interests of the United States in terms of incorporating strategic interests in South Sudan. The theory of Neorealism, the Concept of National Interest and the Concept of Balance of Power in International Relations are used to explain facts and phenomena and as a basis in building scientific arguments in answering research questions. Built arguments are sourced from sources in the form of reports and other library sources that are processed qualitatively based on existing theories so as to produce explanatory arguments as research answer. Based on data processing using existing theories, the United States in providing assistance to South Sudan is not only limited to providing strategic interests but also related to expanding the influence of the United States in South Sudan. With China in South Sudan providing a security threat to the United States, the United States is also present in order to containtment China's influence.

The end of the Cold War marked the beginning of New War, where the war is no longerbetween state actors, but among the non-state actors, such as private military companies(PMC). PMC was established to accommodate the Cold War’s veterans and the soldierwho are out of contract or civilians to serve as mercenaries. This study is an initial attemptto investigate the use of PMC in Afghanistan and how it effects on Operation EnduringFreedom, the effort of the warlords in doing military privatization for the sake of financialinterest, and how PMC could be actively involved in international armed conflicts andweaken the monopoly of force which is only owned by the state. The method of this studyis descriptive and tend to use inductive analysis approach. Process and meaning morehighlighted in this qualitative study. Marxism is used as foundation of the theory to guidethis study in accordance with the facts available. This study shows how power, money,using democracy and freedom as disguise, and underlying motives is carrying out militaryactivities in some countries. It also presents an overview of the benefits which PMCoffered and the huge damages such offers had violated human rights.
