Abstract

This research aims to analyse and explain the condition of public service quality, the ability to implement public service innovation strategies, as well as the development of individual employee human resource capacity factors, system/ institutional support factors and community role factors at the Maluku Provincial Revenue Agency (BPDP). The problem faced in this research is formulated: how is the implementation of public service innovation strategies, and what are the supporting determinants and inhibitors of public service innovation at BPDP Maluku? This research is descriptive quantitative, by examining 62 respondents, through the distribution of questionnaires. The data analysis technique is non-parametric statistics, using a 5-point Likers scale. The findings of this research illustrate that variable X: the implementation of public service innovation strategies is in sufficient condition (50%), influenced by variable deteminan factors: the ability of individual employee human resources, system/ institutional support factors, as well as factors of community participation that are not optimal (40%). The implication of these findings is that if you want to improve the quality of public services, you need the ability to implement public service innovation strategies determined by individual employee ability factors, system/ institutional support factors, and community participation factors.

Abstract

The study investigates the effectiveness of the Klampid New Generation program in providing services to the Kapas Madya Baru village in Surabaya city. Implemented as part of the Minimum Service Standards (MSS) program, Klampid New Generation aims to improve public services and governance. The research, conducted using a descriptive qualitative approach, involves observation, interviews, and documentation. While the program effectively extends services to the village, there are areas for improvement, such as incomplete optimization of resources, funds, facilities, and infrastructure. However, the program demonstrates effectiveness in both quantity and quality of services provided, as well as in meeting production deadlines and procedural requirements.

Abstract

The study aimed to assess the potential economic value of carbon within PT Strata Pacific's IUPHHK-HA area. The methodology involved collecting, processing, and analyzing numerical data using statistical methods. Sampling techniques included stratified systematic sampling or simple random sampling, with a maximum allowable sampling error of 20%. The study found that the carbon content reserve in tree stands within PT Strata Pacific's IUPHHK area in East Seram Regency, Maluku Province, is 44.95 tonnes per hectare. Assuming a conservative carbon value of US$ 5 per tonne, the total potential economic value of tree stands and the root shoot ratio in this area ranges from US$ 12,962,231.50 to US$ 15,221,643.25. Direct benefits for the local community include improved access to agricultural and plantation roads, social management activities (CSR) by businesses, and job opportunities. These benefits are estimated to have a direct value of Rp 3,525,000,000 per year.

Abstract

This study analyzes the influence of workload, burnout, and organizational commitment on cyberloafing actions. The rapid advancement of technology has led to significant changes in work patterns. A negative effect of internet technology is the indication that internet usage has no relation to work-related interests (cyberloafing). Increasing workloads have caused burnout and impacted organizational commitment. The method used in this research is quantitative. The test results show that, of the three hypotheses tested, one hypothesis was not supported, namely the effect of workload on cyberloafing." This study concludes that organizations need clear regulations and internet usage monitoring. Development and training are also necessary to build a culture of innovation and creativity.

Abstract

The increase of the village fund over the years, on the one hand - creates many opportunities for the village governments to improve their quality of life. However, on the other hand, it could lead to misuse and, to some extent, it is committed to fraud in the management process. Fraud is an unlawful act that causes many losses and benefits the perpetrator. Fraud may occur in both the private and public sectors (government). This research aims to empirically test the influence of Idealism and Morality on Fraud Prevention in Village Fund Financial Management. By using the Simple Random Sampling technique, the study is participated by Village Government Administrators and Village Consultative Councils in Teluk Ambon District as the population with the samples consisted of Village Government Administrators and Village Consultative Bodies from 6 (six) Villages in the Teluk Ambon District area. The research found that morality (p=0.008) and idealism (p=0.000) positively prevent fraud in village fund management. The result confirmed that when people have knowledge, understanding, and idealism, as well as personal values such as morals and ethics, they tend to avoid fraud. The research recommends conducting an experiment that focuses on groups to collect data to reduce internal validity problems. It may also examine other variables that can explain a more significant influence on fraud prevention.

Abstract

The objectives of this study are to examine the functions and roles of the Vocational Training Institute in Keerom Regency, Papua Province, as well as the challenges and specific constraints it faces. This exploratory research uses a qualitative descriptive method and includes insights from three key informants. Findings reveal that labor institutions play a crucial role in determining workforce quality and professionalism. To support this, adequate facilities and infrastructure are essential to train skilled workers in alignment with labor market demands, reducing employer challenges. Despite a high labor supply, many workers lack the skills needed for available jobs, contributing to regional unemployment. The study also identifies both internal and external barriers requiring focused attention from the Keerom Regency Government. Future research should investigate training program quality using a quantitative approach.

Abstract

This study aims to analyze the welfare of the people in Tanjung Pinang City regarding implementing the city's minimum wage using a Critical Study approach, specifically John Rawls' Theory of Justice. Data collection for this research utilizes secondary data sources, including reports, literary books, and other literature sources. The findings suggest that community welfare is crucial for everyone in fulfilling Decent Living Needs (KHL), assessed through various aspects such as health, education, employment, housing, consumption, transportation, income, and expenses, particularly in the context of the Minimum Wage Implementation in Tanjung Pinang City. John Rawls' Justice Approach guarantees freedom for all individuals, including workers and disadvantaged communities. Consequently, the Tanjung Pinang City Government and the private sector assist in the form of training, mentoring, and empowerment for disadvantaged communities and rewards for workers, which include social security, health insurance, and job safety measures provided by companies by the policies implemented by the Tanjung Pinang City Government.

Abstract

This research aims to analyze the implementation of Regional Regulation Policy Number 1 of 2020 concerning Regional Spatial Planning in the development of Green Open Space in Probolinggo City. This investigation utilizes qualitative research methodology, employing a case study approach. Data gathering involves observation, interviews, and documentation techniques. The results of the study show that the implementation of regional spatial plan policies in the provision of RTH in Probolinggo City has not been implemented optimally which does not achieve the target in the 2019-2024 RPJMD. This is because, in the aspect of resources, namely human resources and budget, there still needs to be an addition in optimizing the RTH development and preservation program. In addition, economic and social conditions also need government attention because the people of Probolinggo City still do not care about the environment.

It is found that various factors, such as organizational commitment and the reward system, have a significant impact on job satisfaction. It's hard to determine exactly how job satisfaction and the reward system affect an employee's performance, but it can help explain why commitment is associated with better performance.
