Abstract

The Industrial Revolution 4.0, which makes the internet its backbone, has accelerated the process due to the Covid-19 pandemic which forced citizens to shift all their activities to the digital world, including the involvement of citizens in responding to public discourse. Citizens' public discourses that previously took place in real public spaces have now shifted to digital spaces, one of which is social media. To bridge these changes, a conceptualization of civic engagement is needed through a digital platform. The online citizen involvement was later referred to as online civic engagement, namely civic engagement activities specifically carried out by digital citizens involving several types of digital media, one of which is social media. This literature study provides a clearer picture of the forms of community interaction through social media that go beyond what is known as "slacktivism". When many democracies are faced with the problem of decreasing citizen participation in politics, social media comes with a new form of civic interaction with what is meant by online civic engagement.

Abstract

The oldest legitimation of authority is religious legitimation, a doctrine of the Middle Ages. The King is believed as the figure manifested of God authority. like the religious concept, the Javanese mystical concepts believe that the King authority comes from the supernatural power, not from people support. Although that opinion is considered as religious legitimation, but Islam is not like it. The Holy Qur'an more emphasizes for justice and morality in political system. In the Javanese mystical perception, King is looked as a microcosm who can reserves the power of a macrocosm and then emanates it. The King's character should indicate natural power, such as power of the sun, moon, star, etc. The other side of harmony with whole world, the King must be able to create a social harmony.  Political ethics in democracy political system based on Pancasila also emphasizes that the legitimation of authority comes from people mandate, as a principle of democracy. Even though, the authority's moral and moral responsibility of authority must be appreciated and respected. The opinion that authority is not a moral legitimation and the authority is not personification of moral goodness should be rejected

Abstract

Administrative services that often occur are considered low quality due to a lack of human resources, unclear time certainty, and inadequate infrastructure, thus giving a lousy assessment from the community. This is the background behind the formation of the Minister of Home Affairs Regulation No. 24 of 2006 regarding PTSP (One Stop Integrated Implementation Guidelines) to improve the quality of public services to the community organized by the government. However, the implementation of PTSP has yet to be implemented in all Indonesian government institutions because several institutions still have difficulties and doubts about its effectiveness. This is the author's background to discuss the Effectiveness of One Stop Administration Services for the Community. This study aims to determine whether there is effectiveness and a level of value in providing administrative services for the community through a one-stop line or system in City Y. The method used is descriptive quantitative with data collection techniques, namely observation, and interview documentation. Moreover, a questionnaire was distributed to 100 respondents selected by purposive sampling. The study results show that the one-stop administrative service is quite effective at 30%. However, it is insignificant in its effectiveness because it still requires adaptation to the system and improvements in various ways. A country can gain knowledge, prepare for the future, and self-actualize its citizens from the competency perspective.
