Abstract

Digital transformation has become a crucial component of bureaucratic reform, as local governments are now required to provide public services that are faster, more transparent, accountable, and data-driven. In practice, the capabilities of civil servants (ASN) are critical to the successful implementation of digital work systems. Therefore, this article aims to analyze the impact of digital transformation and competencies on the performance of civil servants in the Lubuklinggau City Government. This study employs a quantitative approach using an explanatory research design, which seeks to explain the relationships or influences between variables. Primary data were collected through the distribution of questionnaires to ASN within the Lubuklinggau City Government. Additionally, supporting data were obtained from literature reviews, regulations, government documents, and official publications related to the research topic. The collected data were analyzed using descriptive statistics and multiple linear regression to examine the influence of digital transformation and competencies on ASN performance. Research findings indicate that digital transformation has a positive impact on civil servant performance. This means that the use of digital systems can help civil servants work more efficiently, access information more easily, enhance their sense of responsibility, and improve service quality. Civil servants’ competencies also positively influence performance, particularly through improvements in knowledge, digital skills, adaptability, professionalism, and a sense of responsibility in their work. Together, digital transformation and competencies mutually reinforce each other in enhancing civil servant performance. These findings indicate that the success of digital bureaucracy depends not only on the availability of technology but also on civil servants’ ability to effectively utilize that technology. This article concludes that the Lubuklinggau City Government needs to strengthen its digital systems while continuously improving civil servant competencies. Further research is recommended to include additional variables, such as digital leadership, organizational culture, information system quality, and work motivation, to provide a more comprehensive discussion of the factors influencing civil servant performance. Keywords : Digital Transformation, civil cervants, competency, government

Abstract

This study aims to analyze the influence of digital marketing on consumer behavior in the digital economy era, focusing on the TikTok platform. The rapid development of digital technology has changed consumer behavior, especially in accessing product information and making purchasing decisions. This research uses a quantitative approach with a descriptive method, involving 110 respondents who are active TikTok users. The majority of respondents are aged 18–19 years and dominated by females (60%), with the highest usage intensity of 3–4 hours per day (34.5%). The results show that exposure to digital marketing is relatively high, where most respondents frequently encounter product promotions (40.9%) and promotional content often appears on the For You Page (35.5%). In addition, content quality is considered good, indicated by attractive visuals, creativity, and ease of understanding. However, the level of consumer trust in promotional information is relatively low (56.4%), which affects purchasing decisions and repurchase behavior. Although some respondents show interest in trying products and acknowledge the influence of TikTok on purchasing decisions, many still hesitate to make actual purchases. Therefore, it can be concluded that digital marketing is effective in increasing consumer awareness and interest, but not yet optimal in building trust and encouraging sustainable purchasing decisions.

Abstract

The forwarding industry in Indonesia faces challenges of low client retention due to intense competition and weak integration between information technology (IT) and marketing communication. This study aims to examine the mediating role of commitment in the relationship between IT and integrated marketing communication (IMC) on client retention. Using a quantitative approach with a causal-explanatory design, data were collected from 200 respondents consisting of marketing directors, customer relationship managers, and operational managers of forwarding companies that are members of the Indonesia National Freight Forwarders Association (INFA). Data analysis employed Structural Equation Modeling-Partial Least Squares (SEM-PLS) with SmartPLS 3.0. The results confirmed all hypotheses. IT and IMC have a positive and significant effect on client commitment, with IMC showing a stronger influence than IT. Commitment proved to be the strongest predictor of client retention and acted as a partial mediator in the effects of IT and IMC on retention. These findings confirm that commitment serves as a central psychological mechanism that strengthens the impact of technology and communication investments on client loyalty. This study provides theoretical contributions to the Commitment-Trust Theory and practical implications for forwarding managers to allocate resources toward client commitment-building programs, such as long-term contracts and responsive two-way communication

Abstract

This study examines the phenomenon of recentralization in local government governance in Indonesia through a case study of the leadership of West Java Governor Dedi Mulyadi. The study employs a descriptive qualitative approach using a narrative review method to analyze various literature on decentralization, regional autonomy, and public leadership. Previous research indicates that decentralization policies in Indonesia face various challenges, such as disparities in regional capacity, weak oversight, and conflicts of authority between the central and regional governments. On the other hand, several studies have also identified a trend toward re-centralization following the enactment of the Job Creation Law and Law No. 6 of 2023, which reclaimed a number of strategic authorities for the central government. The results of this study indicate that re-centralization aims to improve bureaucratic efficiency and investment, but has the potential to reduce local autonomy and public participation. In the local context, Dedi Mulyadi’s leadership reflects a Sundanese-culture-based centralist model that emphasizes budget efficiency, accelerated development, and public communication through digital media. This leadership model is considered effective in producing responsive policies, yet it still faces challenges in institutional aspects, collaboration, and the sustainability of local government governance.

Abstract

Digital transformation has driven the emergence of digital banks as innovative alternatives in Indonesia’s banking industry. However, digital banks in KBMI 1 and 2 categories face strategic challenges in building competitive advantage amid the dominance of major KBMI 4 banks and increasing customer expectations. This study aims to analyze the competitive position of ten Indonesian digital banks using the Competitive Profile Matrix (CPM) approach based on nine key financial ratios: CAR, CIR, NPL, NIM, CASA, LDR, ROE, ROA, and BOPO. The results show that BBHI ranks highest with a score of 3.28, followed by ARTO and AMAR, while BBKP ranks lowest. This study contributes to regulators, bank management, and investors in formulating data-driven strategies to enhance the competitiveness of digital banks.

Abstract

Career development of financial functional employees in the Ministry of Social Affairs has become a strategic issue in supporting bureaucratic reform and the implementation of a merit-based civil service system. This study aims to identify the factors determining career development, determine the most dominant factor, and identify factors that are not significant in influencing the career development of financial functional employees in the Ministry of Social Affairs. This study employed a quantitative approach using a survey design. The population consisted of 102 financial functional employees spread across 39 working units of the Ministry of Social Affairs. Saturated sampling was applied so that all members of the population were included as respondents. The study examined five dimensions, namely qualification, competence, performance, organizational needs, and proximity to leaders. Data were analyzed using Principal Component Analysis (PCA) with Varimax rotation and eigenvalue criteria greater than one. The findings revealed that two principal factors explained 69.353% of the total variance. The first factor consisted of competence, performance, organizational needs, and proximity to leaders, while the second factor comprised qualifications. Among these variables, proximity to leaders emerged as the most dominant factor with a loading value of 0.914. Qualifications were found to be less influential and functioned only as a supporting factor. The study concludes that career development among financial functional employees is primarily determined by competence, performance, organizational needs, and leadership proximity. Therefore, the Ministry of Social Affairs should strengthen mentoring programs, improve competency development, align employee performance targets with organizational needs, and enhance data-based manpower planning.

Abstract

This study aims to analyze the mediating role of Brand Trust in the relationship between Social Media Marketing Capability (SMMC), Electronic Word of Mouth (e-WOM), and Purchase Intention among culinary Small and Medium Enterprises (SMEs) in Bekasi City, Indonesia. A quantitative causal-explanatory approach was employed. Data were collected from 185 respondents who are consumers of culinary SMEs in Bekasi, using a purposive sampling technique. Data analysis was conducted using Structural Equation Modeling-Partial Least Squares (SEM-PLS) with SmartPLS 3.0. The results confirm all seven hypotheses. SMMC and e-WOM have a positive and significant effect on Brand Trust. SMMC, e-WOM, and Brand Trust positively and significantly affect Purchase Intention. Furthermore, Brand Trust significantly mediates the effects of both SMMC and e-WOM on Purchase Intention, indicating a partial mediation mechanism. This study integrates SMMC and e-WOM within a single model and positions Brand Trust as a mediator in the context of culinary SMEs in a developing country's urban setting (Bekasi), an area that has received limited attention. Culinary SMEs should focus not only on creating engaging content and encouraging e-WOM but also on consistently building brand trust through reliability, honesty, and safety to convert online activities into actual purchase intentions.

Abstract

Digital transformation plays a vital role in improving the competitiveness and sustainability of coastal Micro, Small, and Medium Enterprises (MSMEs) while supporting blue economy principles. This study examines the impact of digital transformation on coastal MSME performance through a Systematic Literature Review (SLR) based on PRISMA 2020 guidelines. Articles were collected from Scopus, ScienceDirect, and Web of Science, with 20 studies selected from 128 identified records for thematic analysis. The findings indicate that digital transformation enhances operational efficiency, market access, innovation, and business competitiveness. Four major themes emerged: digital transformation and MSME performance, enabling and inhibiting factors, business sustainability, and the blue economy perspective. Digital literacy, human resource capabilities, government support, and technological infrastructure were identified as key success factors. The study proposes a conceptual framework integrating digital transformation, digital capabilities, coastal MSME performance, and blue economy principles to support sustainable coastal development.
