E-Procurement is a process of procuring goods / services that are implemented using information technology according to statutory provisions. E-Procurement emerged as the answer to the case of corruption in the implementation of procuring goods and services in Indonesia. The existence of E-Procurement become an interesting phenomenon because the implementation is different from conventional procurement. E-Procurement are expected to answer the expectations of society in order to create a process for of procurement of goods and services that are accountable, transparent, effective and efficient. Based on the regulation No. 11 Year 2008 regarding Information and Electronic Transactions which explains that utilization of information technology was instrumental in trade and growth in the national economy for the welfare of the community, the Department of Highways of Central Java Province implementing E-Procurement since 2009. In its implementation, it was found some problems and obstacles. The problems that arise such as denial and resistance where the service provider are more comfortable to conventional procuring process.

Disaster management is a systematic and comprehensive effort to overcome all disasters quickly, precisely and accurately to reduce casualties and losses impacted. The study in the authors proposed is about rehabilitation and reconstruction in disaster management. Rehabilitation is ratification and recovery in all public service aspects or society to an adequate level in post-disaster areas by primary for normalization or walks fairly all government aspects and society in post-disaster areas.Reconstruction is rebuilding in all the infrastructures and facilities, the institutions in post-disaster areas, either at the government or society level by growth main target and economic activities, social, cultural, law enforcement development and the primary order, and also the rising of community participation all social life aspects in post-disaster areas.This study is motivated by the Merapi eruption in 2010 which resulted in many losses and damages in around Merapi area, losses and damages that required priority handling and robust reconstructing.This research is descriptive by using qualitative research methods, intended to analyze disaster management practice in the rehabilitation and reconstruction of infrastructural, economical, housing, and social sectors. The author conducted research in Kemalang, Klaten. Based on the author's research, the disaster management of rehabilitation and reconstruction needed priority treatment and disaster management knowledge to minimize damaging and losing after Merapi eruption. Rehabilitation and reconstruction activities required careful planning so that all victims will handle properly.

According to Law No 32 of 2004 (Local Government) and Law No 25 of 2004 (National Development Planning System), regional development planning must be done in a participatory and starting from the bottom (bottom-up planning) that begins from the village. Similarly with The Planning of Development Nongkosawit Tourism Village, which apply the development plans through a bottom-up planning to be a Tourism Village. The research was conducted in the Village/Urban Village the District of Nongkosawit in Gunungpati of Semarang City. The method used is disqualitative-descriptive method. This research aims to: (1) describe the implementation of development planning (bottom-up planning) Nongkosawit Tourism Village, (2) describe the planning phase of the Nongkosawit Tourism Village, (3) determine the supporting and inhibiting factor on the successful implementation of development planning in Nongkosawit Tourism Village.The results showed that: (1) implementation of development planning (bottom-up planning) Nongkosawit Tourism Village produces 7 priority proposal of tourism village in Musrenbang on the Nongkosawit urban village level, and 3 priority proposal of tourism village in Musrenbang on the Gunungpati district level. (2) Some of the implementation phase of development planning of Nongkosawit Tourism Village has not been done which is determined the structure and manpower requirements, assessed feasibility of projects, developed the input project, feasibility studies, and monitoring and evaluation, the rest of the implementation development has been done well. (3) There are 4 factors that determine the successfull of the implementation of development planning in Nongkosawit Tourism Village. Because every factor has elements that support and inhibit the successful of the implementation of development planning Nongkosawit Tourism Village, so every factor is rated as supporting and inhibiting factors.It can be concluded that the implementation of development planning in Nongkosawit Tourism Village running smoothly either in regulatory or technical implementation. However, to get an maximum results the author gives some recommendations, there are: (1) Nongkosawit must have the high commitment and optimism for being a tourism village (2) The role of village government should be maximized (3) Planners should immediately follow up several stages of the implementation of the plan which has not been implemented (4) People need to be given the regular socialization about tourism village.

Kudus Job Training Center (BLK) is a Technical Unit The Social Departement Of Manpower and Transmigration Kudus District. BLK is expected to be a forum for candidates for employment to become entrepreneurs and to get a job. But the fact is largely BLK graduate entrepreneurship or getting a job.This study aims to describe and optimize the performance of BLK and identify dimensionsthat support and hinder the performance of UPT Training Center Social Service Manpower Holy District, so as to know what needs to be improved and sustained performance. Kudus Job Training Center performance can be seen on the productivity, quality of service, responsiveness of organizations, organizational responsibility, and accountability.The results showed that the optimal performance of BLK yet. To optimize performance by improving BLK inhibit dimensions. Dimensions that support the resources (human, financial, time sarpras), participation, cooperation, motivation and organizational structure. Dimensions that inhibit is Human Resources, Financial Resources, and Communications.

Strategic planning is an effort that didisplikan to make important decisions and actions that shape and guide how to be an organization, what the organization is doing and why doing anything like that. with strategic planning to identify strategies that can be used in the implementation of green open space (RTH) in Semarang City by using the eight step strategic planning process by using SWOT analysis tool, as well as the litmus test processing basic. In the implementation green open space (RTH) in Semarang City can be created properly as mandated by Act - Act No. 26 Year 2007 About Spatial Planning.

Semarang city is one example of a metropolitan city in Indonesia are experiencing growing inhabitants of significantly. The increasing number of population prompted the Government to improve public facilities to support the activities of daily. One of them public facilities that needs to be improved is on transportation. Perum DAMRI is one of the service company specializing in the field of transport,especially in the city of Semarang. To be competitive, Perum DAMRI acquire passenger must provide good service so passengers loyal to their company. Decline in the performance of services can have an impact on decreasing the number of passengers on board because the company can't keep the wishes of passengers. This may result in the transfer of passenger transport services in the use of Perum DAMRI to transport services on other similar companies.The purpose of this study was to assess the service provided by Perum DAMRI. The type used is descriptive qualitative, looking from 5 dimensions service. The results showed that 3 of the 5 dimensions of service quality assessment shows the value that less well among other things on dimensions of service direct evidence, responsiveness, and reliability. From the third dimension that have the worst assessment was the dimension of reliability (reliability) is about the consistency of schedule. From the third dimension that have the worst assessment was the dimension of reliability (reliability) is about theconsistency of schedule.

Purworejo tourism sector is supported by the availability of natural and other potential. Purworejo government has set a Regional Regulation No. 4 of 2009 where there are six tourist attractions that are a priority for development, among others: Jatimalang Beach, Seplawan Cave, Gegermenjangan Hill Resort, The Sign of WR. Soepratman, Keburuhan Beach, and Museum Tosan Aji. The problem faced are the condition of tourism that are not experiencing significant development, what factors inhibiting and supporting the development of tourism and how the strategy of tourism development in Purworejo. This research uses theories of strategic management, and SWOT analysis to identifying strengths, weaknesses, opportunities, threats, and strategic issues. The type of this research is qualitative descriptive. In conclusion, there are eight strategic issues of Purworejo tourism development. By using Litmus Test to evaluate these issues, there are six development strategies. The most strategic issue is cooperation with various business sectors.

Education is very important because it is the primary means in an effort to improve the quality of human resources. In order to improve the quality of Kudus human resources in order to be more competitive, Kudus government regency has launched a Compulsory Education 12 year program. Compulsory Education 12 year program in Kudus Regency organized with the aim to provide quality and affordable education to the community. Implementation of the Compulsory Education 12 year program is regulated in the Regional Policy Kudus Regency Number 2 Year 2010. This study aims to determine how the implementation of the Compulsory Education 12 year program in Kudus Regency and find out the factors that support or hinder the implementation so as to know what needs to be repaired and maintained.This study uses a descriptive qualitative research method, to explain phenomena that affect the implementation of the Compulsory Education 12 year program in Kudus, guided by Regional Policy Kudus Regency No. 2 of 2010 about Compulsory Education 12 (Twelve) years. The data was collected by means of structured interviews with informants and documentation obtained from actual documents relating to the object of research. Analysis data in this qualitative study with data reduction, data presentation, and verification. From the research, found the phenomena that may affect the implementation of compulsory education 12 year program in Kudus, namely communication, environmental conditions, characteristics of the implementing agencies, and resources. It can be concluded that the implementation of the Compulsory Education 12 year program in Kudus Regency factors still exist that hinder implementation. This is because the human and financial resources to support the sustainability of the program has not been available for optimum.

Understanding the procedures of making the given passport has existed and been good. But less understood by the general population of executives who take care of passport directly on its own, because the procedure is believed to be less obvious, less informative giving rise to confusion. In addition, the perception of the ability of employees in the process of making a passport applicant making a sluggish feel aggrieved. The purpose of this study was to determine the relationship between variables, the procedure is understanding the perceptions of service quality and personnel capacity is partial and simultaneous. Samples are taken using incidental sampling of 95 respondents. The Data obtained were analyzed using rank correlation coefficient method of kendall, kendall and konkordasi coefficient coefficient of determination. The results of this study indicate that there is a positive relationship between the variables, the procedure is understanding the perceptions of service quality and personnel capacity is partial and simultaneous, with the magnitude of the relationship between the variables of understanding the procedure and the perception of the ability of employees to quality service categories include 100% perfect relationship. The suggestion of this research is to improve the quality of service it is necessary the presence of the addition of facilities and infrastructure repair and provide services that are more oriented to the applicant.

The most important component to move the organization in the achievement of the purpose is human resources, so does the Secretariat of the Semarang City local parliament in providing services to members of parliament. In the run tupoksinya, there are complaints on the performance of the Parliament Secretariat of Semarang. Besides, there are mismatches with the occupied areas of competencies owned by employees viewed from educational backgrounds. Employee Income Supplement is still difficult to raise employee motivation because of lack of clarity in the provision of reference and the difference in nominal TPP received by each employee. The purpose of this research was to analyze the relationship between competence and motivation of the employee's performance. Kendalls tau is used to answer the research objectives. This study uses quantitative and respondent types of Semarang Parliament Secretariat. Data collection methods used were interviews, observations, questionnaires, and documentation. Based on the results of this research is that the performance, competence and motivation of employees included in good category. Correlation test showed that there were positive and significant relationship between competence and motivation on employee performance Semarang Parliament Secretariat. It can be concluded that employees who have competence, but not supported by high motivation make the performance not maximal, so increasing motivation and competence development must be done.
