Abstract

The PAKLAY Komplit (Paket Layanan Komplit) innovation is a superior innovation created by the Karanganyar Regency Population and Civil Registration Service with the aim of overcoming population administration service problems in Karanganyar Regency. However, the implementation of the Complete PAKLAY innovation still experiences problems, namely rejection of application documents, lack of information regarding requirements, website errors, and not being able to log in to your PAKLAY account. The objectives of this research are (1) to analyze the diffusion process of PAKLAY Komplit innovation, (2) to identify the driving and inhibiting factors of the diffusion process of PAKLAY Komplit innovation. The method used in this research is qualitative with descriptive research type. Data collection techniques use observation, interviews and documentation. The phenomenon of this research is observed based on the important elements of innovation diffusion, namely innovation, communication channels, time period and social system and the factors that encourage and inhibit the process of innovation diffusion. The research results show that, overall, the PAKLAY Komplit innovation meets the characteristics of innovation. The communication channels used are interpersonal channels and mass media channels. Karanganyar Disdukcapil employees and the community have different times in accepting and using the Complete PAKLAY innovation. Types of adopters are identified in four groups, namely innovators, early adopters, early majority, and late majority. The supporting factors for implementing the diffusion of PAKLAY Komplit innovation are organizational culture, individuals, and knowledge of innovation and reinvention. Meanwhile, the inhibiting factors are psychological obstacles and practical obstacles. Recommendations that can be given are giving rewards to employees so that they are more innovative and the importance of improving the quality of public information such as banners, posters and billboards in each sub-district/village

Abstract

Villages as the spearhead of national development have broad autonomy to improve the welfare of their people. This is in accordance with the substance of Village Law Number 6 of 2014 to provide wider autonomy to villages so that they can progress and be independent through village funds. Based on the Regulations of the Minister of Villages, Development Regions Disadvantaged, and Transmigration Republic of Indonesia Number 13 Year 2020 about Priorities Use of Village Funds Year 2021explained that priority usage village funds for the 2021 fiscal year are focused on community empowerment. Tarubatang Village, seen from the allocation of village fund costs for the 2021 fiscal year, is not in accordance with existing regulations because village funds for community empowerment are still small. In fact, the welfare of the people in Tarubatang Village has decreased in the last three years as evidenced by a decrease in poverty. The aim of this research is to determine the management of village funds for the 2021 fiscal year for community empowerment in Tarubatang Village and the factors that influence its management. This research uses village fund management theory. The method used in this research is descriptive qualitative. The results of this research show that from the analysis of village fund management starting from the planning, implementation and reporting stages, it is known that the cause of non-compliance with existing regulations is due to the community's lack of understanding of village development and hamlet consultation mechanisms that do not comply with regulations. Factors that influence the management of village funds for empowerment include human resources from village officials, the quality of the population, and openness of village information.

Abstract

Developmnent is not only in the infrastructure sector, but also in various fields including tourism. One of the tourism destinations in Semarang City is the Jatirejo Tourism Village. In the beginning, the management of this tourist village was quite good, but as the years goes by, ii is safe to say that the management weren't as optimal as it should be. This is caused by weak coordination between tourism stakeholders for synchronization and harmonization. This research aims to identify stakeholders in policy implementation, identify stakeholders in tourism deelopment, analyze the role af stakeholders, and analyze supporting and inhibiting factors in tourism development in Jatirejo Tourism Village. This research conducted by qualitative descriptive method by collecting data through observation, interviews and documentation. The result of the research shows that the stakeholders in implementing the Pentahelix-shaped policy consist of academics, by Kedaireka Team; from the private sector, represented by BNI: from the community, involving Pokdarwis Jatirejo, Karang Taruna Jatirejo, PKK Jatirejo, KTT "Sido Makmur", KWT Jatirejo Village, and UMKM Ala Siranda: from the government, inchuding Mayor of Semarang, Disbudpar, Jatirejo Subdistrict, Bapeda, Dispertan, DinkopUM, Dishanpan, Dinkes, and Disperkim; also from the mass media, represented by Radar Semarang. The identification of stakeholders based on influence and interests is divided into primary, secondary and tertiary stakeholders, whereas for quarterly there were no such stakeholders. In addition, the role of stakeholders consists of policy creator, coordinator., facilitator, implementor and accelerator. Also in tourism development, there are Supporting and inhibiting factors originating from indicators of values, communication, trust and policy. Stakeholders are expected to improve relations of harmony and synchronism, stakeholders can carry out their respective duties and functions optimally. It is expected that community awareness and concern for the tourist village increasing gradualy also restructurisation and veorganization of Jatirejo Pokdarwis' Management.

Abstract

Penelitian ini berlatar belakang dengan masih adanya Kampung KB yang tidak berjalan dengan baik di Jakarta Timur, yaitu Kampung KB Pondok Kelapa. Penelitian ini bertujuan untuk menganalisis kinerja program Kampung KB (Keluarga Berkualitas) di Kelurahan Pondok Kelapa, Kecamatan Duren Sawit, Jakarta Timur. Penelitian ini memakai teori kinerja program menurut Mahmudi (2019) yang menyebutkan bahwa ada empat indikator dalam mengukur kinerja program yaitu ekonomi, efesiensi, efektivitas, dan manfaat sosial. Jenis penelitian ini ialah kualitatif deskriptif, dengan memakai tiga jenis pengambilan data yakni wawancara, dokumentasi, dan obeservasi. Hasil penelitian ini adalah masih adanya hambatan dalam program Kampung KB di Kelurahan Pondok Kelapa, yaitu anggaran yang terbatas dan sdm yang kurang terlatih dalam melaksanakan program, hal tersebut menjadi hambatan besar dalam menjalankan program Kampung KB Pondok Kelapa, sehingga harus adanya perbaikan dalam hambatan tersebut.

Abstract

Aplikasi JAKI merupakan inovasi layanan publik berbasis digital yang menyediakan berbagai fitur. Tujuan dari aplikasi JAKI adalah untuk memberikan kemudahan kepada masyarakat dalam memperoleh layanan dan membantu memnuhi kebutuhan masyarakat DKI Jakarta. Hadirnya aplikasi JAKI ini memberikan atensi positif di masyarakat karena menjadi terobosan baru Pemprov DKI Jakarta. Pelayanan aplikasi JAKI ini dipersepsikan oleh seluruh pengguna. Adanya persepsi positif dan persepsi negatif masyarakat dari penggunaan aplikasi JAKI, sehingga hal ini menimbulkan perbedaan yang didasarkan pada aspek pengalaman pengguna. Metode yang digunakan dalam penelitian ini adalah kuantitatif deskriptif dengan menggunakan teknik pengumpulan data melalui kuesioner dan wawancara dengan beberapa responden. Penelitian ini menggunakan metode analisis data User Experience Quistionnaire (UEQ). Hasil penelitian ini menunjukkan bahwa indikator yang memiliki nilai paling baik berdasarkan perspi pengguna aplikasi JAKI adalah indikator kebaruan (novelty) dengan memperoleh nilai sangat baik, indikator stimulasi (stimulation) memperoleh nilai baik, indikator daya tarik (attractiveness) memperoleh nilai diatas rata-rata, indikator efisiensi (efficiency) memperoleh nilai diatas rata-rata, indikator kejelasan (perspicuity) memperoleh nilai diatas rata-rata dan indikator keandalan (dependability) memperoleh nilai yang masih belum optimal dengan nilai dibawah rata-rata.

Abstract

Taxes, including motor vehicle taxes, are crucial for national revenue and societal welfare. Local governments have the authority to manage taxes according to the law to support regional autonomy. Despite increasing numbers of vehicles, tax revenues remain suboptimal due to taxpayer non-compliance. The SAKPOLE application was introduced to facilitate online tax payments but faces technical challenges and low public understanding of technology. The aim of this research is to assess the Level of Interest and Participation of the Community Towards the Effectiveness of Understanding the Service of the Online Vehicle Tax Administration System (SAKPOLE) in Semarang City. The study used a sample of 100 respondents selected through simple random sampling. Data were collected via questionnaires and analyzed using validity and reliability tests, multiple linear regression analysis, t-tests, F-tests, and coefficient of determination. The findings indicate that both partial and simultaneous levels of community interest and participation significantly influence the effectiveness of understanding the SAKPOLE service in Semarang City. Samsat Kota Semarang needs to enhance public participation in providing feedback on SAKPOLE services and ensure better transparency of information. The community should actively participate in SAKPOLE workshops and enhance their technological literacy. Future research should broaden the scope of study variables, use larger samples, and adopt diverse research methodologies to comprehensively understand SAKPOLE usage.

Abstract

Setiap tahun, pemerintah berkomitmen untuk mengatasi masalah stunting di Indonesia. Desa Banfanu memiliki tingkat prevelensi stunting tertinggi di wilayah Puskesmas Noemuti Kabupaten Timor Tengah Utara. Tujuan dari penelitian ini menganalisis dan mendeskripsikan manajemen yang dilakukan pemerintah desa serta faktor penghambat dalam penanggulangan stunting di Desa Banfanu Kecamatan Noemuti Kabupaten Timor Tengah Utara. Tipe penelitian yang digunakan yaitu penelitian kualitatif menggunakan teknik wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa Manajemen penanggulangan stunting oleh Pemerintah Desa di Desa Banfanu telah memenuhi tahapan fungsi manajemen menurut teori George R. Terry. Perencanaan program juga didasarkan pada lima pilar strategi percepatan penurunan stunting dan Keputusan Bupati Timor Tengah Utara Nomor 179 Tahun 2022 tentang Pembentukan Tim Percepatan Penurunan Stunting mengatur tahapan pengorganisasian program. Semua pihak, termasuk Kantor BKKBN, Dinas Kesehatan, Tim Pertahanan, Kader, Kepala Desa, TPK, Camat, Pihak Puskesmas, tokoh agama, tokoh adat, dan masyarakat, terlibat dalam koordinasi. Pengawasan dilakukan baik secara langsung maupun tidak langsung melalui laporan tertulis dan pertemuan yang diselenggarakan secara langsung melalui rembuk stunting. Faktor penghambat termasuk pola asuh keluarga, gaya hidup tradisional, pemahaman orang tua yang terbatas tentang stunting, dan informasi yang tidak merata tentang penyuluhan. Rekomendasi yang dapat diberikan termasuk penetapan standar untuk indikator perencanaan program, penerapan metode yang lebih inovatif atau menarik untuk menarik keluaraga stunting, pelaksanaan survei berkala tentang penyebaran informasi, dan peningkatan kesadaran masyarakat tentang stunting, khususnya orang tua di Desa Banfanu

Abstract

Panggung village is the area with the most stunting cases in Tegal City that occurs because the parent’s knowledge about complience of good nutrition for children is low. Increased the parent’s knowledge in effort to prevent and reduce of stunting in Panggung Village can be implemented thru parenting program. This research aims to describe implementation of parenting program in effort to prevention and reduction of stunting in Panggung Village Tegal City and to analyze the barrier factors in implementation. This research uses a qualitative method with a descriptive approach. The results of this research showed that aims of parenting prorgam have not fully understood by kader posyandu and target group. The activities to achieve the aims of program are carried out through education activities in class of toddler’s mother, provision of PMT made from local food, Posyandu, and independent nutrition counselling. The results of the activities have not been optimal because mothers of todller and infant have not had an increase in parenting knowledge and have not been able to fully change the behaviorof mother’s todller in good care of their children. In addition, although there is a decrease in stunting cases at the level of village, it is still fluctuating. The barrier factors in the implementation of parenting program involve internal factor, namely the presence of the target group in every activity is not optimal, and external factor, namely the living environment and the economic capacity of the famil. Recomendations from this research are conducting sosialisation to kader posyandu so that they understand the parenting program, to establish the Bina Keluarga Balita, to make an intensive approach to the target group to participate in education activities, to conduct home visits to provide more routine education, and to provide material assistance for families who really need it

Abstract

This research began with the high number of cases of violence against women in Kuningan Village. The type of violence most often experienced by women is Domestic Violence (KDRT). On the other hand, Kuningan Village has the Women and Children Protection Network (JPPA) as the right arm of DP3A which operates in the field of women and children at the village level. JPPA Kuningan Village has guidelines in carrying out its duties, one of which is PERDA Number 5 of 2016. In PERDA Number 5 of 2016 Article 15 paragraph 2 explains seven efforts to prevent violence against women. Therefore, it is interesting to analyze more deeply the implementation of policies by JPPA in efforts to prevent acts of violence against women in the household in Kuningan Village. This research uses qualitative descriptive methods by collecting data through interviews and documentation. The results showed that the JPPA Kuningan Village has not fully implemented this policy. They are judging from the analysis of inhibiting factors using Van Metter and Van Horn's theory with six influencing components. Inhibiting factors that influence include resources, characteristics of implementing agents, economic, social and political conditions, as well as disposition of implementers. As for the aspects of standars and objectives and communication between organizations and strengthening activities they are good.

Abstract

Kabupaten Rembang dalam memenuhi hak kesehatan anak telah menerbitkan Peraturan Daerah Nomor 6 Tahun 2014 tentang Penyelenggaraan Perlindungan Anak. Masih adanya kasus kematian bayi, gizi buruk dan stuntig di Kabupaten Rembang mengindikasikan bahwa telah terjadi pelanggara atas hak kesehatan anak. Tujuan dari penelitian ini yaitu untuk menganalisis kinerja kebijakan perlindungan anak di Kabupaten Rembang serta menganalisis penghambatnya. Tipe penelitian ini adalah kualitatif deskriptif dengan teknik pengumpulan data yaitu observasi, waaancara, dokumentasi, serta studi kepustakaan. Peneliti menggunakan fenomena angaka kematian bayi, gizi, buruk dan stunting untuk melihat kinerja kebijakan perlindungan anak di bidang kesehatan Kabupaten Rembang. Sedangkan untuk mengetahui faktor-faktor kinerja kebijakan perlindungan anak di bidang kesehatan Kabupaten Rembang peneliti menggunakan model implementasi kesijakan top down menurut Van Meter Van Horn, Merilee S. Grindle, dan Richard Matland. Hasil dari penelitian ini menunjukkan bahwa kinerja kebijakan belum maksimal. Faktor penghambatnya yaitu kurangnya sarana dan prasarana, sumber daya manusia, dukungan orang tua serta dukungan dari kelompok kepentingan. Saran yang direkomendasikan peneliti yaitu memanfaatkan ruang publik untuk kegiatan polindes dan menggunakan alat sederhana seperti meteran kain dan timbangan dapur untuk kegiatan posyandu, mengoptimalkan peran kader kesehatan dengan melatih mereka menjalankan tugas dasar bidan dan ahli gizi, mengadakan pelatihan berkelanjutan untuk kader kesehatan, melakukan sosialisasi dan pelatihan rutin tentang kesehatan ibu hamil, nutrisi anak, dan pencegahan stunting, serta meningkatkan advokasi dan komunikasi dengan LSM untuk mendapatkan dukungan dalam penanganan masalah kesehatan anak.
