Abstract

One program Surabaya City Government to repair the transport sector is build a mass transit rapid that one of them is a tram. The rapid development of mass transit is also expected to support the improvement of air quality in the city of Surabaya due to the effects of vehicle emissions. On of harmful vehicle emissions are Nox. One danger is the Nox can cause lung inflammation and paralysis. On the other hand, rapid mass transit development plan in Surabaya planned to use a portion of the road as the tram line. This will certainly reduce the capacity of roads. Therefore, a comparison between a reduction in the number of private vehicle users with the capacity reduction of the cost of air pollution in this case is the cost of Nox emissions into the topic of this research. The location of this research is Basuki Rahmat Street and Urip Sumoharjo Street which is one of the roads that traversed the tram line which is often congested. The method of calculating the amount of Nox based on the vehicle speed on the exixting condition and the condition of the plan. Based on calculations, the level of Nox reduction in the time before the tram operates when compared to when the tram operates on Urip Sumoharjo Street amounted 7.38%. While the level of Nox reduction in the time before the tram operates when compared to when the tram operates on Basuki Rahmat Street amounted to 11.81%. Then from the calculation of the cost air pollution, decrease the cost of air pollution due to Nox in Urip Sumoharjo Street is 9,185,321.87 rupiahs/year, while the decline in the cost of air pollution due to Nox in Basuki Rahmat Street is 14,664,554.40 rupiahs/year.

Abstract

Implementation of maintenance programs in order to improve the performance of power plants required considerable cost, while existing funding sources are limited. Prioritization of maintenance program implementation based on risk level is needed to optimize the performance of power plant unit and maintenance cost required. The process of determining the level of risk can be done with qualitative and quantitative methods, each has advantages and disadvantages. This research compared accuracy of risk number on main equipment of power plant determined using qualitative method, quantitative methods and combined method which is the combination of weighted qualitative and quantitative risk number. Weight of qualitative risk is determined by the engineers in a focus group discussion (FGD) based on technology and capability criteria of equipment such as condition monitoring technology, warning system technology, ability to activate protection system, and load pattern of equipment, to improve the accuracy of risk measurement. Result from the calculations shows that risk number generated from the calculation using combined method has the closest average value and standard deviation to the actual loss

Abstract

TPS 3R Mandiri Sejahtera using reduce, reuse, and recycle principles are established by government to solve the problems of wastes in the area of the district of Singosari, Malang. According to the monitoring and evaluation processes conducted by the Directorate General of Human Settlements, Ministry of Public Works and Public Housing in 2013, it shown that there were several things at the waste management at TPS 3R had been not in accordance with the Guidelines of waste management of Directorate General of Human Settlement. This research aimed to analysis waste management at TPS 3R Mandiri Sejahtera in order to optimize the waste management. This research using descriptive Analysis. The research result showed that the function of existing waste management condition was poor, with score is 167. The result indicated that by optimizing the service up to 3% in every year until 2021, the management of TPS 3R needed to add one tricycle, eight workers for separating waste and one worker for transporting waste and to enlarge the area up to 146 m2 from 578 m2 of current area. The potential optimization processes can be conducted by increasing the coverage of services by 44.81%, the amount of waste which could be transported is 22,30 m3/day.

Abstract

Industri galangan kapal merupakan salah satu pilar penting dalam mewujudkan Indonesia sebagai poros maritim dunia, karena itu kebijakan insentif pajak sebagai pull factor harus didisain dengan baik agar efisien dan efektif. Salah satu insentif pajak yang diberikan pemerintah untuk mendorong daya saing industri galangan kapal adalah Bea Masuk Ditanggung Pemerintah (BMDTP). Dalam praktiknya, tidak banyak pelaku usaha yang memanfaatkan fasilitas BMDTP. Berdasarkan hasil analisis atas pengumpulan data dengan menggunakan studi literatur, studi dokumentasi dan field research berupa Focused Group Discussion, disimpulkan bahwa BMDTP yang lebih cocok sebagai spending policy dibanding sebagai tax policy, tidak sesuai dengan nature of business industri galangan kapal di Indonesia yang bersifat job order. Prosedur pengajuan BMDTP kurang selaras dengan asas ease of administration, sehingga menimbulkan cost of taxation yang tinggi. Agar insentif Bea Masuk (BM) bisa lebih efektif dan efisien (tepat waktu, tepat guna dan tepat sasaran), maka disarankan agar pemerintah mengubah kebijakan BMDTP menjadi fasilitas BM sebesar 0% (tarif preferensi) disertai dengan pengawasan yang baik namun efesien dari pemerintah. Fasilitas BM 0% hanya diberikan atas impor komponen yang belum diproduksi di dalam negeri atau volume produksi dalam negeri belum mencukupi permintaan industri galangan kapal dalam negeri. Kebijakan fasilitas bea masuk ini semestinya didesain pula dengan mempertimbangkan pertumbuhan industri pendukung atau produsen komponen (barang/ bahan) galangan kapal.

Abstract

Teknologi informasi dan komunikasi (TIK) di bidang transportasi, diharapkan memberikan pelayanan operasional yang efektif kepada masyarakat dan dapat memberikan kelancaran pada sistem transportasi secara umum. Pemerintah Kota Surabaya telah membangun Adaptive Traffic Control System - Intelligent Transport System (ATCS-ITS) dengan tujuan untuk meningkatkan keselamatan lalulintas, serta peningkatan kelancaran lalulintas. Sistem ATCS bekerja dengan inputan kamera dan sensor. Input tersebut kemudian diolah di ruang control oleh operator, kemudian hasil dari inputan tersebut bisa berupa pengaturan traffic light dan Variable Message Sign (VMS). Selanjutnya, sistem ATCS – ITS ini dikembangkan, dengan melengkapi komponen Advanced Public Transportation System (APTS) yang meliputi manajemen armada (fleet management) dan manajemen revenue (e-ticket). Manajemen armada yang berbasis pada transportasi cerdas memberikan solusi operasional lalu-lintas yang efisien, menyegarkan kembali kapasitas ruas jalan, memperpendek mileage, mengurangi waktu tempuh, menekan konsumsi bahan bakar dan tingkat polusi dari emisi gas buang, mengurangi kelelahan pengemudi sehingga mengurangi resiko kecelakaan.

Abstract

The number of elderly people in Surabaya City is growing fast, with the largest population in Development Unit (UP) Tunjungan. It resulted to the needs of elderly facilities, such as parks. The elderly have certain characteristics, so the designing of elderly park need a specific approach. Therefore, the research’s objective is to evaluate urban parks in UP Tunjungan that suitable for characteristic of the elderly’s need. The research’s methods is qualitative descriptive. The evaluation of eight parks in UP Tunjungan based on general criteria of elderly park through character appraisal analysis. The result is to find out the most suitable park to be designed as Elderly Park that meets 7 out of 10 sub criteria of an elderly park.

Abstract

In a combat submarine operating system, navigation device acts as a location information provider on  inside or at sea level. Such information is position data provided by GPS (Global Positioning System) and data transmitted by IMU (Inertial Measurement Unit) sensor. Combining these two device is called INS (Inertial Navigation System). This inertial sensor interacts using serial communication data, however records are needed to collect, store and store incoming data in order to be processed easily. Data logging process is feasible as a recorder and data storage using SD Card. Enhancements, such as SD cards are needed because in general system is equipped with a small memory capacity. Arduino is a microcontroller that can assist in process because data obtained from sensor is processed using serial communication lines (RX and TX). Results obtained from calculation and logging data are calculation Roll, Pitch, Heading, Latitude, Longitude, Microseconds, Gyroscope on X axis, Y, Z, Accelerometer on X axis, Y, Z, Magnetometer on X, Y, Z, Velocity North, East, Down. This proves that system acceleration and data logging using Arduino and SD Card can assist in obtaining information and KTBA situations

Abstract

Abstract¾ Along with the growing fleet of vessels, ship collision accident cases are becoming more frequent. It is unavoidable that the rapid shipping due to the number of vessels that operate relatively large and the ship is waiting for the loading and unloading at the port. This study will examine the design of the solid bulk cargo ship safe for shipping operations congested areas. The finite element method is used to determine the amount of internal energy in the structure of damaged vessel. The striking ship is assumed a tanker that have a bulbous bow. Bulk carrier is designed with space of double skin 1.8 m and the structure of wing tank is determined previously. The results obtained from this research is the design of the cargo hold of bulk carrier that has a double skin to protect the leaking compartment when the ship was crashed. Penetration in depth 1.8 m will be occurred at ship if ship crashed is with speed 12 knots and weight 1400 tons.

Abstract

This research discusses the role of transverse reinforcement as seismic reinforced concrete columns confinement. The latest confinement design addressed for columns remains standing under certain level of axial compression and displacement demands. However, this purpose did not consider shear effect. An approach formulation to determine the amount of confinement for reinforcement concrete that account effect of shear is provided. This method is based on combined effects of axial and shear stress that found in coulomb failure criterion. The proposed formulation are tested in 163 column test result data base and compared with several building codes. The result showed that the formulation can reduce amount of confinement safely for most columns.
