Abstract

Abstract

This study investigates the impact of personal capital, comprising education, ICT skills, and health, on female labor force participation (FLFP) in Indonesia, where FLFP remains low despite decades of economic growth. The research addresses a critical gap in understanding how individual human capital interacts with regional contexts to influence women’s participation in paid work. Using nationally representative data from the 2022 National Socioeconomic Survey, this study applies a probit regression model to estimate the probability of FLFP among working-age females, with separate analyses for urban and rural areas. Interaction terms are included to test whether ICT skills have greater effects at higher education levels. The results indicate that education exhibits a U-shaped relationship with FLFP. Marginal effect plots confirm this non-linear pattern, with participation lowest at mid-level education. When ICT is included, this negative effect is reduced, especially in urban areas, indicating that digital skills help enhance the value of education. Interaction plots show that ICT alone has little effect at low education levels but becomes increasingly beneficial as education levels rise, particularly in urban settings. Health, which encompasses physical, mental, and cognitive aspects, also has a significant positive impact on women’s participation. These findings suggest that policies should not only expand access to education and digital skills but also integrate health support to promote women’s employment. Enhancing digital infrastructure and tailoring interventions to local contexts may help reduce gender and regional gaps in FLFP.

Abstract

This study aims to analyze the division of gender roles within small-scale fishing households and to identify the empowerment of fishers’ wives that has already taken place in Juwana District. The research focuses on two villages in Juwana District, Pati Regency: Bendar and Bumirejo. The approach used in this study is mixed methods, combining a quantitative approach with descriptive statistics and a qualitative approach using triangulation. Data are collected through in-depth interviews with 60 fisher families using the snowball sampling method. The results show that women in fishing households play a crucial role not only in domestic (reproductive) affairs but also in economic (productive) activities such as fish processing, entrepreneurship, and cooperative management. Furthermore, women are active in social and community activities (managing community). Women’s empowerment is reflected in three main dimensions: resources (access to training, capital, and social support), agency (the ability to make decisions within the family and community), and achievements (increased financial independence and family welfare). The success of empowerment is supported by women’s confidence and skills, family support-especially from husbands-and facilitation from the government and other stakeholders.

Abstract

This study examines the economic impacts of marine resource management on coastal populations, with an emphasis on sustainable development, governance frameworks, and community empowerment. Employing qualitative methods including in-depth interviews, focus group discussions (FGDs), and thematic analysis the research explores how inclusive, gender-responsive governance fosters equitable resource distribution and local participation. While marine resource management can improve livelihood security, ecosystem health, and socio-economic stability, implementation is often impeded by institutional fragmentation, policy misalignment, and weak stakeholder coordination. Findings underscore the need for multilevel collaboration among local governments, coastal communities, and external actors to address these structural constraints. Furthermore, adaptive management, continuous monitoring, and the integration of local ecological knowledge are pivotal to long-term sustainability. The study argues that governance models must holistically incorporate socio-economic and environmental dimensions to advance the sustainable development goals (SDGs) in coastal regions. By offering empirical insights into the interplay between governance and coastal resilience, this research advances the theoretical discourse on participatory resource management. This study contributes to the development of inclusive marine governance models relevant to Southeast Asia and other archipelagic regions.
