Abstract

The passage of Act No. 18, 2001 on regional autonomy and followed up with the issuance of Qanun No. 4, 2003 on mukim, and Qanun No. 5, 2003 on gampong and reinforced by UUPA No. 11, 2006 on Acehnese government is a history of social identity of Acehnese society, which has been neglected during the conflict. The regional government has made some breakthroughs and one of the breakthroughs was gampong revitalization through a program called “back to gampong”. The study aims to answer the dynamic of revitalization of gampong institution in the middle of special autonomy implementation and the implementation of Qanun gampong in the administration of gampong institution. The study shows that the implementation of program “back to gampong” encourages the strengthening process of gampong institution as well as weakens the institution itself. The development of gampong that focuses on physical aspect has created coordination gap among officials of gampong institution in planning system and financial management.  The tug in the mechanism of financial development and management at gampong has created a space for the involvement and influence from gampong elite in gampong governance. Non-uniform honorary allocation for gampong governmental apparatus is one of indicators of weak role and function of gampong cultural institution because the previous inherent communal values have been calculated economically.

Abstract

Waria or transgender is one of the key population which has a significant role in the success of HIV/AIDS prevention program in East Java. It is estimated that the biggest waria community is in East Java, particularly in Surabaya. The main objective of this research is improving capacity building of ludruk artist waria through HIV/AIDS prevention program. The study has two objectives; firstly to find the effective strategies in improving waria’s feminine skills such as knitting, hair dressing. Secondly to find the effective programs both on-stage and off-stage to improve the quality of ludruk performance such as revitalizing their marketing management, using social media to promote their schedule to the young generation. Some inportant points can be conluded from this study. Firstly, integrated coordinating system between ludruk artist waria and waria communities such as Perwakos and Iwama should be improved. HIV/AIDS prevention programs become uneffective without coordination. In this point, ludruk artist waria need to know that HIV/AIDS prevention programs such as VCT, HIV testing is free of charge. Secondly, in terms of management internal system, ludruk needs to revitalize the content of the story in their performance to be more compatible with the younger audience. To do so, the cooperation is needed among all the stakeholeders to make ludruk survive in the capitalist industrial show business in Indonesia.

The act of welas asih or mercy is a necessity to create peace and harmony within Indonesia's multiculturalism. This article attempts to develop the concept of welas asih aiming to forgive the unforgivable which often occurred during the multicultural conflict as well as enhancing intercultural competence. The article overviews the face negotiation approaches in intercultural dialogue as a non-formal learning environment. The dialogue covers cultural conflict resolution in Indonesia, with a goal of intercultural competencies and building a better intercultural friendship. The research uses qualitative method and literature review analysis of related articles such as ethnicity conflict, face negotiation and forgiving. The result of this study shows that communication’s facework strategies in face negotiation are the best predictors in developing the act of welas asih. Total forgiveness after transgression is well accepted for establishing a better friendship-relationship. This discourse shows that the usage of face negotiation is essential in creating harmony, understanding cultural difference and eliminating prejudice within college students’ friendships

Abstract

Knowledge of gender in the context of marriage sermon is closely related to the interpretation of religious doctrines concerning the relationship of men and women. This study aims to understand the perspective of gender equality on Islamic marriage sermon through framing analysis. This study used framing analysis to reveals the frame of a text by using framing devices that are directly related to the central idea of the text and reasoning. The devices are associated with the cohesion and coherence of the text that refer to a particular idea of marriage. Islamic sermons such as text still tend to show discriminatory for example, this can be felt in the reproduction of a sentences like this: such as sentence “the ideal family is where the husband and wife make a living for their household, especially by giving love and education to children”. The word “ideal” or “good” is a framing device. And the phrase, “if the wife works outside the home, the family will lose orientation”. The word “disoriented” indicates that family whose wife works outside of the house is a failed family. In this case, the wife is used as a scapegoat for the failure of a family as a wife who works outside.
