Abstract

An Electronic Toll Collection (ETC) system can be used to reduce vehicle queues in toll gates. This study aims to determine the most effective combination of conventional and ETC booths in a toll gate. The Pondok Gede Timur toll gate was selected as a case study for this research. The results show that vehicle flow did not linearly affect the vehicle lost time since the fluctuations of vehicle flows were significantly different from one day to another. The application of ETC system could reduce the queue length, both in conventional and ETC booths located in a toll gate.Keywords: conventional toll booth, ETC booth, lost time, and queue length.

Abstract

Ojek (motorcycle paratransit) is one form of paratransit in Indonesia, using a motorcycle rented by a person and gives the person a lift. By evaluating the feasibility of ojek services, the sustainability of ojek as a mode of transportation in a rural area can be determined. This research was conducted on ojek services in Wonogiri, Central Java Province. The results indicate that the investment of ojek services for rural areas is feasible to be implemented because it meets the feasibility criteria used in the analysis. The prospect of the existence of ojek in the rural areas in the future is also quite good and is expected to take place for long time, especially in areas with limited formal employment, relatively low education level of job seekers, and low-wage workers.Keywords: paratransit, ojek, rural transportation, feasibility analysis.

Abstract

Indonesia has been developed Integrated Indonesian Road Management System (IIRMS) since 1990’s as a tool for the management of the national road network. As the development of technology and the needs of the Pavement Management System (PMS) getting complicated and dynamic, IIRMS is left behind and, therefore, should be developed or should be replaced with another system. This study carried out to provide recommendations regarding use of PMS the better. The results show that HDM-4 (Highway Development and Management, 4th generation) can be fully used, for all of its applications and not only adopting several parts of the model, as used today. IIRMS, HDM-4 can be used together as a hybrid system for the PMS in Indonesia. HDM-4 is used as the main support for an investment decision and IIRMS is used as supporting for reporting.Keywords: HDM-4, IIRMS, pavement management system

Abstract

The use of smart cards and supporting devices to support the reform of urban public transportation does not stop at the ticket machine alone, as it has been successfully developed for the bus transit system Trans Jogja. The development is also aimed for the use of Prambanan Express train and Trans Batik Solo bus services, resulting in the integration of the three modes using a single smart card ticket. The smart card system needs to be improved so that the Student Identity Card of Gadjah Mada University is accepted and can be used as a smart card for the bus and train services. For short-term period, this study aimed to estimate the number of students who will use the Student Identity Card to buy Trans Jogja bus tickets, while for long-term period the results of this study can be used to provide direction for the development of Trans Jogja bus routes in the future. Survey was conducted through interviews with 500 students of Gadjah Mada University. The results indicate that there is a significant number of students who will use the bus service of Trans Jogja system, amounting to 890 people. For long-term period, the results suggest that the bus route development, based on the potential demand, should reach the north area of the Gadjah Mada University campus.Keywords: smart cards, urban public transport, bus tickets

Abstract

Safety is one of the minimum criteria that should be met on the toll road operation. Ideally, the level of safety of highway sections can be predicted even if the highway is still on the design stage. This paper aims to develop mathematical models that could be used to predict the number of accidents, by its level of severity, on inter urban toll road sections based on its average daily traffic per lane and section length. Two yearperiod of traffic and accident data were obtained from Jagorawi, Jakarta-Cikampek, Padaleunyi, and Palikanci toll road operators. Models were developed using the negative binomial regression method. The reluts show that the negative binomial regression gives desirable properties in describing the relationshipbetween the accident frequency and the average daily traffic per lane on each toll road section observed.Keywords: toll road safety, accident model, negative binomial regression.

Abstract

The aims of this study were to investigate the variables affecting the highway safety function and to evaluate the prediction of frequency and accident fatality by using HSM method in several roadway segments in Indonesia. The studied road segments were toll road segments such as Jakarta–Cikampek, Jakarta–Bogor–Ciawi (JAGORAWI), and Jakarta–Tanggerang toll road. The estimation of frequency and the fatality of accidents were developed from the prediction models, from which a combination of Safety Performance Functions (SPFs) and Empirical Baves method (EB). Based on the calculation, HSM method can be used to predicting accidents frequency in toll road segments with appropriate calibration factor (C) for each toll road or with consolidated calibration factor about 1,95. That value represents the accident rates on toll road segment in Indonesia is twice as big as America roadway segment.Keywords: HSM, SPFs, Calibration Factor, EB method, Toll Road

Abstract

The provision of bus rapid transit (busway) in Jakarta aims to provide a high service quality of publictransportation, to reduce congestion, and to improve the transportation system. In fact, the success of publictransportation depends on the acceptance and loyalty of the user. The image and experience of the userregarding the service quality also has a significant influence. Thus, the aim of this study is to explore therelations among constructs, i.e. user loyalty, image, and experience regarding the service quality of BRT.Responses from the user in the first corridor of BRT system was analyzed using structural equationmodeling. The results show that high image owned by the users regarding the service does not necessarilymean a high loyalty shown by the users. Analyses confirm the support of perceived service quality on theloyalty of the user in the future.Keywords: loyalty, image, fact, quality of service, busway

Abstract

Traffic congestion on the road occurred when travel demand exceeds the capacity of the road. This study aims to estimate and develop a model of congestion costs for private car users in the area of Jalan Malioboro, Yogyakarta, with a length of 1.414 km. The study was limited to the congestion charge for private car users only. The results show that the generalized cost of private car transportation on the actual conditions in the Malioboro area, Yogyakarta, is Rp. 5,513.77 per trip and on the conditions of free flow speed is Rp. 2,598.78 per trip, so that the congestion charge for private car users in this region is Rp. 2,914.99 per trip. The form of congestion charge model for private car users in the area of Malioboro, Yogyakarta, is an exponential function, with the lower the actual traffic speed, the greater the cost of traffic congestion caused.Keywords: congestion charge, private car, the combined cost of transportation, vehicle operating costs,the cost of travel time.

Abstract

At present, the influence of overloaded freight vehicles only associated with damage to the road structure and road congestion or services. Overloading is not considering the effect of the increase of carbon oxides. Increased carbon oxides on overloaded vehicles occur due to increased fuel consumption and heavy vehicle engine work. This study aimed to obtain the relationship between axle load overloading offenses with increased carbon oxides carried by freight vehicles in the Province of East Java. The method used is direct measurement in several weigh in East Java Province. The excess weights of freight vehicles were measured and then carbon oxide emission tests were performed to measure the carbon monoxide and carbon dioxide emissions. The results indicate that there is a linear relationship between the excess loads carried by freight vehicles with increased carbon oxides. Carbon dioxide increased significantly in line with overloaded heavy freight vehicles. Therefore, the policy to implement sanctions, such as fines for overloaded freight vehicles should include cost components due to increased emissions of carbon oxides, such as reduction cost and community loss affected by these pollutants.Keywords: heavy vehicle, overload, freight vehicle, carbon oxides

Abstract

Traffic accident causes economic losses for the country, the victim, and the victim’s family. The cause of traffic accident consists of human error, vehicle factor, and road and environment factor. Human error is mostly considered as the main reason for traffic accidents to occur. This Study is intended to find the road safety deficiency in Ring Road Selatan Yogyakarta, from Parangtritis Road intersection (STA 0+000) to Bantul Road intersection (STA 1+600), using road safety form developed by Directorate General of Highways. Any kind of deviation from technical standard and dangerous condition of environment will be compared with the rules which prevails. The deviencies found will be presented in accident opportunity value (P) and seriousness of victim’s condition impact value (D). The correlation between opportunity and impact values will result in risk value (R) that indicates road safety condition. The average of risk value in Ring Road Selatan Yogyakarta is 74,10 which means that the risk value is low or the safety deviciency level is small. Zone with the highest risk value is zone 4 (STA 0+400) with 114,40, which can be categorized as medium level meaning that this zone needs unscheduled handling. The routine road treatment for road pavement, road mark, traffic sign, and street illumination can reduce risk value from 74,10 to 43,33, meaning that the road can be categorized as very low level of handling and does not need to be monitored.Keywords: road safety deficiency, road safety form, and risk value
