Any data rhat can be processed and clearly defined using a languange that is easily understood. <![CDATA[This study aims to partially and simultaneously examine the influence of Asset Structure and Capital Structure on Profitability at PT Kimia Farma Tbk. In this study theindependent variable is the Asset Structure and Capital Structure and the dependent variable is Profitability. This study uses secondary data in the form of PT Kimia Farma Tbk financial statements for the period 2011-2018. Data analysis in this study used simple linear regression, multiple linear regression, t test, f test and coefficient of determination using the SPSS 16 program. The results of the analysis show that the Asset Structure variable partially (t test) affects the Profitability, the Capital Structure variable influences the Profitability. Simultaneous test results (f test) showed the influence of the Asset Structure and Capital Structure on the Profitability of PT Kimia Farma Tbk.Keywords: Asset Structure, Capital Structure, Profitability]]>

<![CDATA[The majority of the people of Kec. Bunga Raya are in the agricultural and plantation sectors. The Siak Regency Agriculture Service makes a special strategy for increasing rice production because the Bunga Raya Sub-district has good production, namely through a program to increase rice production. The purpose of this study was to find out the Strategy of the Implementation of the Rice Production Improvement Program by the Siak Regency Agricultural Service and the inhibiting factors for increasing rice production. The research uses strategy theory concepts according to Elitan in (2008: 9) that have staretgi technology indicators, innovation strategies, operating strategies. This research method uses a qualitative method of case study approach, with data collection techniques including: observation, interviews, and documentation. Research informants were selected through a purposive sampling technique. The research results show that the implementation of the program to increase the production of the Department of Agriculture in Siak district is quite good because of the increased production and fulfillment of the needs of Siak Regency even though in 2017 there was a decline due to the attack of pests that had not been found. The inhibiting factors in increasing rice production in Siak Regency are human resources, community knowledge and infrastructure. control. It is better if the government provides ppl for one village and repairs the irrigation system which still uses old methods that depend on rain and farmers are expected to have the ability to choose good and superior seed quality to produce good production. <![CDATA[The background of this research is related to the political process of policy formulation based on government systems, telecommunications and openness. The political process in question is the integration of interests between the Regional House of Representatives (DPRD) with the executive in this case the Governor of Riau. Although the process of establishing the local regulation into a Regional Information System based on Information Technology and Openness is relatively fast. There are two formulations of the problem in this study, namely "What is the political process of establishing an information technology regional regulation draft based on openness and transparency by the Riau Provincial DPRD in 2015 and What are the factors that influence the political process of establishing an information technology based regional regulation draft regulation and transparency by the Riau Provincial DPRD 2015 ".This research approach used is a qualitative approach. While the type of research used is descriptive. Data were collected by the authors using interview and documentation techniques. The data used are primary data obtained from research informants and subsequently secondary data obtained from various government agencies related to this study. The results showed that the political process for the drafting of the regional regulation draft based on IT and openness had been carried out in accordance with the rules of the Riau Province Regional House of Representatives. The Drafting of Local Government Regulation on IT-based and Openness Government Systems also neglected aspects of regional government readiness. Even so, the political process of drafting this Regional Regulation into a Regional Regulation is relatively fast and has the support of the Governor and Members of the Riau DPRD. The constraints faced by the DPRD in carrying out its duties and functions in the formation of regional regulations on the initiative of the DPRD on IT-Based Government Systems and Openness are internal and external constraints. Internal obstacles encountered were human resource constraints and political will. Whereas external obstacles encountered were executive dominance (executive heavy) and other assignments.]]>

<![CDATA[The Mobile Service Management Information System (SIMOLEK) Program is one of the forms of the development of technological advances in the governance that implements smart city. SIMOLEK is an innovation technology service that is adopted to be able to provide ease of service licensing and non-licensing online that is connected to the online central system single submission (OSS). The purpose of this research is to know how the process of adoption of SIMOLEK Technology program services and to know what are the supporting and aspirational factors in the process of adoption of such innovations. This research uses purposive sampling and the type of qualitative research with a descriptive approach and the data needed both primary and secondary data obtained by observation techniques, interviews and documentation for further analysis. The results of this research show that: first, the process of innovation of the program of Mobile Service Management Information System (SIMOLEK) in the Office of Investment and integrated service of one door Pekanbaru running is not optimal. Second, the supporting factor to adopt the innovation of SIMOLEK program, namely good leadership, and motivation. <![CDATA[The 16 + 1 format is a cooperative platform for China and Eastern and Central Europe including the Balkan countries. Through this instrument China expanded its influence into the Balkan countries by investing in the development of transportation and energy infrastructure. China’s investment has some characteristic and polemic. This research aims to describe how the model of China's investments in the Balkan countries through a 16 + 1 framework. The study used the perspective of Neo-Marxism, in the capitalist global economic system, the central state could impose an unbalanced exchange and cause various problems in periphery countries. This Research used descriptive qualitative research methods which is the research data was obtained through literature review and library research. The level of analysis in the study were nations that focusing on describing Chinese patterns in investing and the concept used in this research was the concept of dependency. The result of this study indicate that the involvement of China's political-based financial institutions, project implementation by Chinese construction firms, and the acquisition as form of market extensionand equity capital are Chinese patterns in investing that will be described in the this research. <![CDATA[Street vendors are economic activities that move in the informal sector that has negative and positive impacts. The Siak Regency Government is addressing the problem of street vendors selling street shoulder by implementing structuring and empowerment. At present the structuring has been carried out with solutions to build people's markets, in contrast to the empowerment of activities carried out unsustainably. The purpose of this study was to determine the Implementation of Regional Regulation Number 12 Year 2007 Concerning Arrangement and Empowerment of Street Vendors in Siak District and the inhibiting factors of structuring and empowering street vendors. This research uses the concept of policy implementation theory according to George C. Edward III in (Sujianto, 2008) which has indicators of Communication, Resources, Disposition, and Bureaucratic Structure. This research method uses a descriptive qualitative method with data collection techniques including: observation, interviews and documentation. Research informants were appointed through purposive sampling and snowball sampling techniques. The results showed that the implementation of the arrangement and empowerment of street vendors was not maximized so that traders were still selling in areas that were prohibited from trading. The inhibiting factors in the Implementation of Regulations on Structuring and Empowering Street Vendors are the socialization of policies, participation of street vendors and budgets. The government should be able to further optimize the implementation of regional regulations on the regulation and empowerment of street vendors with a more assertive and active effort in controlling and empowering.Keyword: Implementation, Management and Empowerment, Street Vendors]]>

<![CDATA[This study aim to determine how much influence promotion implementation and product quality have on consumer purchasing decisions. The sample in this study was taken as many as 57 respondents who were determined using Slovin formula. Data collection techniques in this study using interview methods and questionnaires filled by consumen who bought house at Mutiara Tenayan Raya Pekanbaru Housing. Data obtained using simple regression analysis and multiple regression analysis. The result of this study indicate that promotion implementation has a significant effect on consumer purchasing decisions. Product quality has a significant effect on consumer purchasing decisions. And simultaneously promotion implementation and product quality have a significant effect on consumer puchasing decisions. <![CDATA[Illegal Handphone is a term for one product that goes to the Riau Province territory not through an official (illegal) route. Because it is illegal, there is no guarantee of quality, warranty or other important factors from the manufacturer. The purpose of this study was to determine the supervision of Illegal Handphone in the City of Pekanbaru and to find out the inhibiting factors for supervision of Illegal Handphone by The Office of Customs and Excise Supervision and Service of Type Customs B Pekanbaru. The research method used is a descriptive type of qualitative research approach, the selection of informants using Purposive sampling. Techniques for collecting data through interviews, and documentation or literature. The results of this study are by The Office of Customs and Excise Supervision and Service of Type Customs B Pekanbaru not been optimal in conducting surveillance of Illegal handphone. The inhibiting factor is the lack of Human Resources from the relevant agencies, the lack of facilities and infrastructure by The Office of Customs and Excise Supervision and Service of Type Customs B Pekanbaru, and the still many rat ports in the Riau Province.
