Abstract

This research explains Kazakhstan interests in mediating the conflict between Russia and Turkey in 2015, which began with the shooting down of a Sukhoi Su-24 by a Turkish F-16 jet that crashed in Syrian territory, and caused conflicts in the Central Asian region, this made Kazakhstan a mediator. conflict. this research uses a Realist perspective by using the concept of national interest from a Realist point of view. The theory used in this research is the theory of conflict resolution according to Levine with the level of analysis of the nation state. This research uses qualitative methods with data collection techniques in the form of written text journals, books, official websites, websites, and media. the result of this study is that Kazakhstan has managed to avoid the negative impact of the Russian-Turkish conflict and maintain its interests in the Central Asian Region by becoming a conflict mediator Keywords : Kazakhstan Interest, Mediator, Russian-Turkish conflict

Abstract

This research was conducted in Buatan II Village, Koto Gasib District, Siak Regancy, Riau Province. The purpose of this research is to find out: 1) peaple's motivation to play the higgs domino island game. 2) the impact of playing the higgs domino island game in Buatan II Village, Koto Gasib District, Siak Regancy. To achieve this goal, descriptive quantitative research using the slovin formula was used, the number of respondents was 102 respondents. This study uses simple random sampling through data collection techniques of observation, questionnaires, and documentation. The results of the research on pepale's motivation to play the higgs domino island game can be seen that there is a desire, and this desire arises because of good network access. There is hope and that hope is to gain victory. There is a need, and that need is the need to feel proud when you win. The existence of goal and objectives, and goals and objectives as entertainment. There is an incentive, abd that incentive is to earn money. The results of the research on the impact of playing the higgs domino island game can be seen that the positive impact of playing the higgs domino island game is that it can fill spare time. Abstract

This study analyzes the role of UN Women in creating gender equality in Afghanistan. Afghan women have experienced a lot of discrimination, such as not being allowed to leave the house without the assistance of a muhrim or a brother, being restricted from getting an education, and not being allowed to work. Therefore, UN Women is present in Afghanistan to help women regain their rights by carrying out various strategic programs and activities that have been designed by UN Women. This study uses qualitative methods, with data collection techniques using library research methods by collecting data sources from journals, books, and websites. This study uses the perspective of Pluralism and uses the theory of the role of International Organizations. Based on these data, this study succeeded in finding that the role of UN Women in Afghanistan has a role as an Instrument, Arena and Independent Actor. These roles have made a difference in creating gender equality for Afghan women, although there are still problems left behind. Keywords: UN Women, Gender Equality, Afghanistan.

Abstract

Sultan Syarif Kasim II Pekanbaru Airport is one of the airports that implements health document validation rules using the PeduliLindungi application for prospective passengers during the Covid-19 pandemic. The existence of travel requirements that tend to change according to the conditions of cases of covid-19 sufferers makes people confused and lack understanding in applying them. So this study aims to find out the communication strategy of PT Angkasa Pura II in Implementing the Pedulilindungi Application as Access Check-In Control of Sultan Syarif Kasim II Pekanbaru Airport. This research uses qualitative descriptive method. Data collection is carried out by observation, interviews and documentation. The research informants were 7 people who were determined to consist of 3 people from the airport management, 2 passengers, and 2 people from the community / Influencers. Data analysis with reduction, presenting data and drawing conclusions. Checking the validity of the data using triangulation. The results showed that the communicator strategy of Sultan Syarif Kasim II Pekanbaru Airport included Customer Service, Port Health Office (KKP) officers and Airport Securit(AVSEC)y. In addition, the general public or Influencers who know information related to the PeduliLindungi application also play a role in providing information. The main audience, namely passengers, is distinguished in the aspects of the frame of reference, namely educational background, age, and situation and condition factors. The preparation of messages seen from the content of the messages conveyed tends to change in accordance with the government circular which is based on the situation of the covid-19 reduction rate, the nature of the messages packaged is more informative and persuasive, using communication media, namely social media Instagram @bandarassk2pku. Response from the public to be more active in seeking the latest information related to changes in information in the mass media.

Abstract

Village-Owned Enterprises are one of the institutions engaged in social and economic fields as well as as a service provider to rural communities, especially in the business sector. This study aims to determine how the management policy of the Sumber Sustenance Village Owned Enterprise (BUMDes) towards the Integrated Coconut Unit in Sungai Ara Village. This study uses a qualitative approach and types of descriptive data. The data used in this study are primary data and secondary data, primary data through interviews with resource persons and secondary data in the form of documents or data written by the author of Sumber Sustenance BUMDes related to the management of the Integrated Coconut Unit. Collecting data through interviews, observation, and documentation. The results showed that the implementation of the Sumber Sustenance BUMDes policy on the management of the integrated coconut unit in terms of communication was not optimal, the dissemination process of socialization did not reach the community, the quality of resources was still low, the facilities were inadequate, and staff appointments did not look at the dedication and ability and also did not the existence of standard operating procedures. The form of implementation of the Sumber Sustenance BUMDes policy is seen from the indicators of Communication, Resources, Disposition, and Bureaucratic Structure. Abstract

Shopping is one of the activities that can be used as a tourist attraction. One object that is used as an icon for shopping tourism in Pekanbaru City is Pasar Bawah. The purpose of this study is to find out what the role of the Pekanbaru City Trade and Industry Office is as a motivator, facilitator and dynamist as well as the obstacles experienced in market development efforts.This study uses qualitative methods with data collection techniques in the form of observation, interviews, and documentation. The results of this study indicate that as a motivator, the agency has indirectly provided encouragement and also an opportunity to improve skills for traders. As a facilitator, the agency only contributes to the provision of land, as well as the construction of roads around the market. As a dynamist, the service routinely provides guidance with managers, but the service does not provide guidance or provide training to traders who are the front line who will directly deal with Pasar Bawah visitors. The biggest obstacle experienced by the department in developing Pasar Bawah as a shopping tourism object in Pekanbaru City is the problem of budget costs. Abstract

Recruitment is the process of selecting and attracting prospective employees who are able to work in a management. So recruitment is an effort to find and attract prospective workers to submit their applications to job vacancies in a company. The purpose of this research is to find out the implementation, constraints and obstacles that occur in the process of recruiting workers at the sales marketing department at Novotel Pekanbaru. This study uses a qualitative method with a descriptive approach to describe the real situation by collecting information data directly from the field. The key informants of this research are the senior sales manager of Novotel Pekanbaru, marketing communication of Novotel Pekanbaru and the TNC department of Novotel Pekanbaru. This study uses data collection techniques from literature study, observation, documentation and interviews. The results of this study can be seen from the recruitment process starting from planning, until the work contract is going well in accordance with the SOP implemented by management and Novotel Pekanbaru, so that employees who are accepted meet the required qualifications. Abstract

The COVID-19 pandemic has had an impact on many parties, this condition has penetrated the world of education, the central government down to the regional level has issued a policy to close all educational institutions. This makes the government and related institutions must present an alternative educational process. The policy is in the form of a Circular of the Ministry of Education and Culture No. 4 of 2020 concerning Implementation of Education Policies in the Emergency Period of the Spread of COVID. Governor of West Sumatra Regulation Number 20 of 2020 concerning Guidelines for Large-Scale Social Restrictions (PSBB) in Handling Covid-19 in West Sumatra. Instruction of the Regent of Agam Number: 1528/Disdikbud-Ag/2020 concerning Handling the Impact of the Corona Virus in the Agam Regency Environment. Instruction of the Regent of Agam Number: 421/2445/Disdikbud/2020 concerning Extension of Time for Implementation of Study Activities and Ramadan Worship Activities at Home. Circular Letter of the Agam District Education Office Number: 421/1539/Disdikbud/2020 concerning the Prevention of Covid-19. The purpose of this study is to find out the Implementation of Government Policy in Online Learning for Elementary School Education During Covid-19 in Lubuk Basung District, Agam Regency in 2020. The theory used in this study is the implementation of George Edward III. This research uses a qualitative method with the type of research in the form of descriptive research. Data collection techniques in this study are interviews, observation and documentation. The results of the study explain that the implementation of online policies is still not optimal. Because the four variables that affect the success or failure of policy implementation are not fully implemented properly. And there are also many obstacles faced by the government, schools, parents and students. Therefore, the need for cooperation between policy makers, policy implementers and policy objectives so that they are more implemented. Abstract

Each district only has a few villages that have a village library, and it is rare for a village that has a village library to have complete facilities as well as adequate books and services, and most libraries in the village are only for building displays. Riau Province. In the Regent's Regulation Number 55 of 2016 concerning the Job Description of the Kampar Regency Library and Archives Service in article 6, "The field of library development has the task of organizing the formulation of technical policy materials for library development", in this article it is explained that the Kampar Regency Library and Archives Service has duties in the field of development of libraries, especially the development of village libraries. The lack of role of the Kampar Regency Government in the development of village libraries has caused one of the libraries in Kampar Regency, namely the Rimbo Panjang village library, to not be able to implement the national guideline standard for village libraries.The purpose of this study is to describe the role of the Kampar Regency Government in the development of the village library in 2018-2020 and to describe the inhibiting factors of the Kampar Regency Government's role in the development of the village library in 2018-2020. This study uses a qualitative approach with a descriptive method. In collecting data, the author uses interview and documentation techniques.The results of this study found that the role of the Kampar Regency Government as a facilitator in the development of the village library was not maximized, especially the uneven distribution of education and training activities, assistance or funding, the role of the Kampar Regency Government as a regulator in the development of village libraries and the role of the Kampar Regency Government as a regulator has not been maximized. motivator in the development of village libraries, especially the lack of socialization and encouraging the community to participate. Keywords: Role, Village Library Development

Abstract

This research was conducted in Sungai Selodang Village, Sungai Mandau District, Siak Regency. The problem under study is about ho the form and the factors that cause the Patron-client relationship between the Tauke and Rubber Farmers. In selecting research subject, it is done by selecting based on certain criteria . For the data collection process, the researchcer used interview guildelines and conducted indepth intervies with all research subject ith the aim of obtaining valid data. The result in this study explain that the is a Patron-Client relationship between Tauke and Rubber Farmers. Relationships that have lasted long tim lead to a sense of mutual need. The Relationship between the Tauke and Rubber Farmers is very close because it it tied to several factors such as trush and interrelationship. In addition, the Patron-Client relationship that is formed also last forever due to several economic and social factors. Economic factors in questing such as : Buying and selling relationships, how the Tauke provides price information, payment mechanism, discounting and conflict relationships: and social factors such as: trust relationship in debts, kinship relationships, scial visits and bonuses..
