Abstract

Law No. 6 of 2014 article 26 paragraph (1) states that the village head is in charge of organizing village government, carrying out village development, fostering village communities, and empowering village communities. In carrying out the duties of the village head as in article 26 paragraph (1) the village head is authorized to foster and improve the village economy and integrate it in order to achieve a productive scale economy for the greatest possible prosperity of the village community, which is the basis of the Tebing Tinggi Village Government to increase the economic resilience of the people of Tebing Tinggi Village, Benai District, Kuantan Singingi Regency by carrying out the development function, services, and community empowerment. The purpose of this study is to find out how the function of the Tebing Tinggi village government is in increasing the economic resilience of the Tebing Tinggi village community and to find out the factors that hinder the Tebing Tinggi village government in increasing the economic resilience of the Tebing Tinggi village community, Benai District, Kuantan Singingi Regency. The research method used is a qualitative method. This type of research is descriptive research. The research location is in Tebing Tinggi Village, Benai District, Kuantan Singingi Regency. This type of research is descriptive research. The research location is in Tebing Tinggi Village, Benai District, Kuantan Singingi Regency. The type of research data used is primary in the form of data obtained from research informants and secondary in the form of data obtained from related documents. This study found that the Tebing Tinggi Village Government has carried out development, service, and empowerment functions in increasing the economic resilience of the Tebing Tinggi village community. In increasing the economic resilience of the community, the Tebing Tinggi Village government has experienced obstacles, namely the lack of community participation in the programs provided by the village government to increase the economic resilience of the Tebing Tinggi Village community. Abstract

This study aims to analyze the travel patterns of the millennial generation in West Sumatra. The millennial generation has unique characteristics and preferences in their travel behaviors, differing from previous generations. This research employs a descriptive method with data collection techniques including observation, documentation, and questionnaires. The collected data is analyzed using descriptive analysis, frequency analysis, and cross-tabulation analysis. The results show that millennials in West Sumatra tend to choose travel destinations that offer unique and authentic experiences. They also utilize information technology such as social media to plan and organize their trips. This research is expected to contribute to the development of the tourism industry in West Sumatra by understanding the needs and preferences of millennial tourists. Abstract

Indonesia is a transit point for refugees to their destination countries. Pekanbaru City is one of the cities where there are quite a lot of refugees from various countries. Due to the large number of refugees in Pekanbaru, there are several problems that occur, especially in the areas of security, order and data collection, namely demonstrations by refugees, traffic violations and using vehicles illegally, refugees leaving accommodation and not returning, security forces do not dare to reprimand refugees who are late returning home, there is no certainty regarding the resettlement time by UNHCR. This research aims to find out how the Collaborative Governance process will be in handling refugees in Pekanbaru City in 2022-2023. This research is descriptive research with a qualitative approach. The types of data include primary data and secondary data, with primary data obtained directly from informants. Meanwhile, secondary data is data that supports or perfects primary data. Data collection techniques are carried out through interviews and documentation. The data analysis technique used is inductive qualitative data analysis. The results of the research show that before the formation of the PPLN task force through Mayor Decree Number 153 of 2023 concerning the Task Force for Handling Refugees from Abroad in Pekanbaru City, in handling refugees, every stakeholder had not participated fully even though it was already in Law Number 125 of 2016, more precisely, there were no regulations that tie them up. After the Mayor's Decree Number 153 of 2023, every stakeholder is bound to carry out the task of handling refugees and be better than before the formation of the task force. Second, the application of Collaborative Governance theory has gone well, but there are still stakeholders who are still confused about their duties. Then the collective activities start from discovery until the refugees reach their destination. Lastly, the collaborative success factor is almost perfect, but for resources both quantity & quality of resources is still lacking as well as budget resources. Abstract

At this time in the city of Pekanbaru, there have been many scattered café businesses that are used as one of the places to visit the community to relax and socialize. So not a few entrepreneurs are interested in establishing a café business. Efforts that must be considered and understood first by business actors are to take care of the café business license they have in order to obtain a permit from the local government. To take care of the permit, there are processes or stages that have been implemented by the government as stated in the Regulation of the Mayor of Pekanbaru Number 78 of 2022 concerning the Implementation of Business Licensing in the City of Pekanbaru. In the regulation, it is explained that the management of low-risk business licenses, in this case the café business, the licensing is carried out online by preparing several documents in the form of KTP, BPJS, NPWP and email through the OSS Institution to get a Business Identification Number (NIB) as a sign that the business can run. This research is a descriptive research with a qualitative approach, the types of data used are primary data and secondary data, primary data is obtained directly from sources, with secondary data, namely supporting data to strengthen primary data. Data collection techniques are carried out by means of interviews and documentation. The results of this study show that the governance of café business licensing in Pekanbaru City has run optimally because all licensing processes managed by DPMTPSP run in a transparent and systematic manner by DPMPTSP, but it is necessary to increase socialization related to café business licensing to café business actors in Pekanbaru City because there are still many café business actors who do not have a business license and do not obey the rules or do not prioritize regulations that have already taken place.The inhibiting factors are the lack of public awareness, the level of public concern and compliance with existing laws and the level of the community's economy. Abstract

The growth of coffee shop businesses in Pekanbaru City provides good economic opportunities, but this business opportunity makes many coffee shop business actors run their businesses without taking care of business licenses first, potentially harming the surrounding community. The purpose of this research is to find out the supervision and factors that influence the supervision of the Civil Service Police Unit (Satpol PP) of coffee shop businesses in Pekanbaru City in 2022. The theory used is the theory of supervision process from Kadarman. The method in this research uses a qualitative approach with descriptive qualitative research type. The data collection method in this study was carried out by interview and documentation. The results of this study indicate that the Supervision of the Pekanbaru City Pamong Praja Police Unit of the coffee shop business in Pekanbaru City has not been implemented optimally. This can be seen from the data that shows that the number of coffee shops that have licenses is still very small such as in Sail District which only has 3 licensed coffee shops and there are still coffee shops that violate the specified operating hours. The factors that influence the supervision of the Pekanbaru City Pamong Praja Police Unit on the coffee shop business in Pekanbaru City in 2022 are the minimal supervision personnel team, the facilities that are still lacking are provided and the irregular supervision system is an inhibiting factor to the supervision of coffee shop operations. Through this research, it is hoped that in conducting supervision of the coffee shop business in Pekanbaru City, the Pekanbaru City Pamong Praja Police Unit will carry out regular / routine supervision and evaluate things that are deviant and take immediate preventive action so that there are not more coffee shops that violate the rules. Abstract

Transnational crimes are becoming an increasingly serious threat in the era of globalization, significantly impacting the security and well-being of Indonesian citizens (WNI) both domestically and abroad. Crimes such as human trafficking, drug smuggling, and online fraud undermine social stability and violate human rights. The Indonesian government has taken preventive and repressive measures through national regulations, ratification of international conventions, and strengthening the diplomatic role of the Indonesian Embassies (KBRI) and Consulates General (KJRI). However, challenges such as limited resources and the continuously evolving modus operandi of these crimes reveal existing gaps in the protection of WNI. This research employs a qualitative method with a descriptive approach, utilizing primary data from observations and interviews, as well as secondary data from official documents. A case study of human trafficking victims is selected to provide an in-depth understanding of this phenomenon. Data analysis is conducted using thematic analysis techniques, identifying key patterns in the role of KBRI in the repatriation efforts of human trafficking victims. The research also examines Indonesia's diplomatic involvement in leveraging international legal mechanisms to protect its citizens The results indicate that despite the presence of a robust legal framework and international cooperation, the implementation of protection measures still requires optimization. KBRI plays a significant role in providing legal advocacy, repatriation, and raising awareness among WNI. However, gaps in the deportation and rehabilitation processes of human trafficking victims remain major challenges. Therefore, there is a need to strengthen cross-border cooperation, enhance the capacity of diplomatic representatives, and provide continuous education to improve the protection of WNI from the threats of transnational crimes. Abstract

Efforts are attempts or efforts as a form of prevention, for this reason the government strives to provide welfare and security for every citizen, both in providing rights as citizens, the right to live, and the right to fulfill economic needs. This research aims to examine the efforts made by the Pekanbaru City Manpower Office to protect workers who work below the Riau Province minimum wage in the Outsourcing system in Pekanbaru City in 2023. Thus, in the process of completing this research, the researcher used a qualitative approach with data collection techniques through interviews and documentation. Interviews were conducted with the Pekanbaru City Manpower Department, Outsourcing Companies, Companies affiliated with the outsourcing system and also with the workforce. The findings show that the Manpower Department has made several efforts to protect workers, but there are still several obstacles in its implementation. These obstacles include, among other things, understanding regulations, law enforcement, and supervision of outsourcing practices. This research provides recommendations for increasing the effectiveness of labor protection efforts, including expanding understanding of regulations, increasing coordination between relevant agencies, and increasing supervision of outsourcing practices in Pekanbaru City. Abstract

Rapid developments in maritime transportation have increased the number of people traveling and transporting goods between regions. To balance this increase, transportation providers need to provide a service with optimal value intended for passengers and goods. A number of regulations have been implemented, including "Regulation of the Minister of Transportation of the Republic of Indonesia Number PM. 39 of 2015 concerning Standards for Ferry Transport Passenger Services. Passengers are individuals who use transportation, such as planes, trains, buses, or other types of transportation. At the Selari River Crossing Port in Bengkalis Regency, Riau Province, which serves the Air Putih - Selari River route, there is congestion, especially on weekends when people choose to make the crossing to Bengkalis Island. Passenger services at this port should meet service standards regulated by statutory regulations so that port activities can run well.lari Crossing Port UPT, Bengkalis Regency. The data used in this research is divided into two types, namely primary data collected through purposive informant selection techniques, and secondary data in the form of supporting information related to passenger services. Data collection techniques involve interviews and documentation. The data analysis was carried out using qualitative analysis methods.The results of this research indicate that the implementation of the 2023 Selari-Air Putih River Crossing Harbor Passenger Transport Service Policy in Bengkalis Regency has not gone well and, there are still several service aspects that need to be improved and improved further. However, in reality there are several aspects of service to passengers whose categories do not comply with applicable regulations. The research approach that was chosen was a qualitative approach with the type of research being descriptive. This research was carried out at "UPT White Water-Sungai Selari Crossing Port, Bengkalis Regency". The data used in the scope of this research is divided into two types, namely primary data which is collected using purposive informant selection techniques, and secondary data in the form of supporting information related to passenger services. Data collection techniques involve two things, namely interviews and documentation. The data analysis was carried out using qualitative analysis methods. The results of this research provide an indication that the implementation of the 2023 Selari-Air Putih River Crossing Harbor Passenger Transport Service Policy in Bengkalis Regency has not gone well and, there are still several service aspects that need to be improved and improved further. Abstract

The development planning process is carried out to facilitate development and attract community aspirations to participate in the development planning process, such as development planning meetings, in order to find out existing problems. Development planning deliberations in Banjar. The research method uses a qualitative approach, as a research process that produces descriptive data in the form of written or spoken words from people and observable behavior. The qualitative approach is an approach that focuses on in-depth observation. The results of this research are about the development planning process carried out to capture aspirations and formulate policy direction. Development planning deliberations in Banjar Communication in the implementation of development planning deliberations was carried out by informing that a musrenbang would be held, and then establishing coordination with the community, where this communication was not optimal because not many people were present at the musrenbang. Abstract

The background to the problem in this research is the implementation of road infrastructure development in Dusun Tua Pelang Village, Kelayang District, Indragiri Hulu Regency in 2020,2021,2022. Construction of road infrastructure in Dusun Tua Pelang Village began in 2020, but until 2022 it had not been completed. This raises the question of factors influencing this development. The aim of this research is to describe the implementation of road infrastructure development in Dusun Tua Pelang Village. This research method uses a qualitative approach with a descriptive research type. The location of this research is in Dusun Tua Pelang Village, Kelayang District, Indragiri Hulu Regency. This research uses data such as village development planning, village budget data for development, and data on damaged roads. The data collection technique is by conducting interviews and collecting documentation. The results and conclusions of this research are factors that influence the implementation of development, namely, firstly, human resources are village government officials who lack supervision over the implementation of development so that it is less than optimal. The village government is also less precise in allocating the budget. Second, financial resources, namely the budget owned by Dusun Tua Pelang, are still lacking so that the implementation of development is not optimal. Third, technical problems occur because they are hampered by inappropriate planning and workers are slow in carrying out development. Governance of Dusun Tua Pelang village government does not carry out planning well and there is a lack of community participation. So, the most influencing factors in this research are human resources. Keyword : implementation, development, infrastructure
