Abstract

The implementation of duties by the Technical Implementation Unit (UPTD) for Waste Management is an integral part of efforts to achieve efficient and sustainable waste management in a given region. The main tasks of the UPTD include the collection, transportation, sorting, and processing of waste, carried out using environmentally friendly technologies and systems. In addition, the UPTD plays a role in educating the public about the importance of proper waste management and increasing active citizen participation in waste reduction through recycling and composting programs. In its implementation, the UPTD coordinates with various stakeholders, including local governments and communities, to ensure the smooth operation of waste management processes. The challenges faced include budget constraints, a lack of public awareness, and infrastructure issues. Nevertheless, various innovations and mitigation programs continue to be implemented to address these challenges. The purpose of this study is to understand the role of the UPTD in carrying out waste management in Mandau District. This research employs a qualitative approach, with data collection carried out through observation, interviews, and documentation techniques. Waste management is a process that involves the collection, transportation, sorting, processing, and disposal of waste with the aim of reducing negative impacts on the environment and human health. In this context, effective waste management relies not only on the role of the government but also on public awareness and active participation. Various waste management methods, such as recycling, composting, and the use of environmentally friendly technologies, are increasingly prioritized to reduce the volume of waste reaching the final disposal sites (landfills). Nevertheless, waste management still faces several challenges, including limited facilities, lack of public awareness, and budget limitations. Therefore, an integrated strategy involving government policies, technology, and public education is needed to realize sustainable and environmentally friendly waste management. Abstract

This study analyzes the role of the OECD in the implementation of AI-based learning methods in Finnish secondary schools during the 2019–2021 period. The study aims to examine the contribution of the OECD as an international organization in facilitating AI-based educational policies, analyze the implementation of OECD recommendations in Finland, and evaluate the impact of AI on the Finnish education system. This research employs a qualitative approach with a descriptive-explanatory method. Data collection techniques include literature review and document analysis, covering OECD policies and reports on AI implementation in Finland's education sector. The approach is deductive, utilizing a liberalism perspective and international organization theory to analyze the role of the OECD in assisting education through AI in Finland. The results of this study indicate that the OECD acts as an arena, actor, and instrument in promoting AI adoption in Finland through a series of policy recommendations. Finland has integrated OECD guidelines into its national curriculum, teacher training programs, and the development of adaptive learning platforms. The implementation of AI has proven to enhance personalized learning, assessment efficiency, and student engagement. However, this implementation faces challenges such as digital infrastructure gaps and the need for further teacher training. Keywords: OECD, Artificial Intelligence, Educational Policy

Abstract

This research is motivated by the many problems in the PEKA application which is a means of public complaints to the government regarding public services that can be handled immediately, the purpose of creating the PEKA application is to integrate with OPDs in Pekanbaru, but in its implementation not all OPDs are registered in the application. In addition, there are several other problems in terms of security, and lack of socialization. The public complaint mechanism in PEKA application includes submitting complaints, receiving or recording, distributing, examining, resolving or following up, and reporting. The purpose of this study is to see whether government management in managing public complaints through PEKA application has been running well or not by looking at the management mechanism for both the application and complaint management. The research method used in this study is a qualitative approach and descriptive research type. Data collection techniques are carried out by interviews and documentation. This study uses the Government Management Theory according to G.R.Terry with indicators of planning, organizing, implementing, and supervising. The results of the study found that government management in managing public complaints through PEKA application in Pekanbaru City in 2023-2024 has not been implemented optimally, because there are several aspects that have not been running well, namely the aspects of organizing and implementing. comprehensive and massive socialization has not been carried out either to fellow OPDs or the community, so that only 4 OPDs are registered in the application, and many people do not know about this application. In terms of implementation, it has not been running optimally, where this implementation is seen from the process of following up on public complaints, of the 15 complaints received in 2023-2024, not all of them were processed to completion. In addition, this application cannot be reused due to waiting for the recovery queue after being affected by the PDN hack in mid-2024. Keywords: Government Management, Application, Complaints

Abstract

The Fire and Rescue Department (DPKP) of Pekanbaru City plays a crucial role in fire prevention and protecting the public from fire-related risks. This study aims to evaluate the effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy in the implementation of DPKP’s duties during the 2022–2023 period. The research employs a descriptive qualitative method with an evaluative approach, using primary data obtained through interviews with DPKP officers and community members, as well as secondary data from annual reports and relevant documents. The results indicate that although DPKP has performed its duties fairly well, several challenges remain. In terms of effectiveness and responsiveness, limitations in personnel and equipment have led to delayed response times, and fire safety education remains insufficient. Regarding efficiency, the budget allocation is still heavily focused on fire suppression rather than prevention, leading to suboptimal outcomes. In terms of adequacy, the number of fire stations, vehicles, and personnel does not yet meet ideal standards. Service distribution is also uneven, particularly in areas with limited accessibility. Furthermore, the accuracy of policies and procedures still requires alignment with field conditions through better inter-agency coordination. Based on these findings, it is recommended that DPKP increase the number of fire stations, optimize budget allocation for prevention efforts, expand public education programs, and improve coordination systems with relevant agencies. These steps are expected to enhance the effectiveness and quality of DPKP's services in combating fires and mitigating their impact on the community. Abstract

Thematic tourism has become a trend in tourism today. This type of tourism is the answer to the needs of the community to travel, especially in areas that have limited tourist attractions. The development of thematic tourism areas can be an alternative for areas located far from famous tourist attractions, such as in Kuantan Singingi Regency. The activities carried out by tourists while at the location are a form of activity that revives tourism in this area. Thematic tourism is a type of tourism that organizes trips with a certain theme, narrative, or story so as to provide important experiences and lessons in tourism activities. This study aims to determine: 1) the variety of attractions available at Surya Fam's Tourism Park as a thematic tourist destination in Kuantan Singingi Regency; 2) the form of thematic tourism carried out at Surya Fam's Kuantan Singingi Tourism Park. The method used is a qualitative method with a descriptive approach, where researchers try to describe the actual conditions and circumstances by collecting data and information in the field. Based on the results of the study, this Tourism Park provides various photo spots with a flower garden background, a swimming pool, hanging bike, flying fox and gazebo are available. In general, Surya Fam's Tourism Park is themed Attractions theme parks with the main concept of family tourism. This type of theme is strengthened by the types of attractions and tourism activities displayed.

Abstract

HARRIS Hotel Batam Center is a 4 star hotel located right in Batam City Center which can be accessed just by walking to Mega Mall and International Ferry Terminal Batam Center, precisely located at Jl. Engku Putri, Tlk. Tering, District. Batam City, Batam City. This research aims to determine the procedure technique for cleaning the public toilet area at HARRIS Hotel Batam Center and to find out the obstacles in implementing the procedure technique for cleaning the public toilet area at HARRIS Hotel Batam Center. The data collection techniques used in this research were observation studies, interviews, documentation and literature studies. The results of this research are that providing bathrooms that are clean, healthy and free from disease and annoying insects is one of the main tasks of the housekeeping floor section, so that guests feel at home staying at the hotel. The implementation of procedures for cleaning and preparing bathrooms at Harris Hotel Batam is very good, this is proven by its implementation which is carried out consistently by area public officer, supervisors and housekeeping HOD. Abstract

The Sawah Koto tourist attraction in Rokan Koto Ruang Village, Rokan Hulu, offers natural attractions in the form of a wooden bridge over the rice fields and facilities such as a viewing tower, prayer room, toilets, and restaurant. However, tourist visits decreased in 2021–2023, allegedly due to suboptimal facility management. This study aims to analyze facility management and factors that influence visitor satisfaction, with a qualitative descriptive approach through observation, interviews, and documentation. The results show that the main facilities are still functioning well, but narrow road access and parking areas and the lack of directions reduce comfort. Supporting facilities such as restaurants and gazebos also require improved services. In general, management does not fully meet the principles of tourism management. Improvements in facilities and services are needed to increase visitor satisfaction and the sustainability of tourist attractions. Keywords: Facility management, Sawah Koto, tourism, Rokan Hulu.

Abstract

Direct Cash Assistance (BLT) Village Fund is a draft activity issued by the Indonesian government which aims to overcome the economic poverty of people affected by the Covid-19 Pandemic. The assistance is in the form of finances provided to poor people and families affected by the Covid-19 pandemic. This study aims to determine how the implementation of the Village Fund Direct Cash Assistance (BLT) Program in Jalur Patah Village, Sentajo Raya District, Kuantan Singingi Regency and at the same time to find out what are the constraints in the implementation of the Village Fund Direct Cash Assistance (BLT) Program. This study uses the Pratiwi & Hayati Theory which has three indicators to achieve the objectives (Preparation, Program Implementation, Accountability and Reporting). In order to answer these problems, the researcher uses a descriptive qualitative approach. The results of this study are in the Implementation of the Direct Cash Assistance Program (BLT) Village Funds in Jalur Patah Village, Sentajo Raya District, Kuantan Singingi Regency, it has not been running well. The Village Government is not optimal in its duties in collecting data on the criteria for recipients of Direct Cash Assistance (BLT) Village Funds so that there are still many names of people who have not been recorded for receiving Direct Cash Assistance (BLT) Village Funds. Abstract

General elections are a democratic mechanism that enables citizens to elect representatives who will voice their aspirations in parliament. In the context of the 2024 election in Pekanbaru City, the Prosperous Partai Keadilan Sejahtera (PKS) successfully retained its seats in the regional parliament by implementing various political strategies. This study aims to analyze the offensive and defensive strategies employed by Partai Keadilan Sejahtera (PKS) candidates in winning the election. This research utilizes a descriptive qualitative method with in-depth interviews and document analysis. Primary data was obtained from interviews with legislative candidates and party officials, while secondary data was sourced from journals, news articles, and related documentation. The results of the study show that the strategy used by the Prosperous Justice Party legislative candidates in the field is in accordance with Peter Schorder's political strategy theory, which refers to an offensive approach to expand support and a defensive strategy to maintain loyal voters. With this strategy, the Partai Keadilan Sejahtera(PKS) managed to maintain its seat in the Pekanbaru City DPRD in the 2024 general election where the offensive strategy was carried out through a community- based campaign with a direct approach such as home visits and aspiration houses, as well as education to voters regarding legislative functions and a defensive strategy relying on track records and programs that have been running, while closing the voter market that is vulnerable to money politics by emphasizing integrity and real performance. Abstract

The role of village government in mobilizing community participation towards welfare is persuasive in planning, creating, and improving community capacity in using resources or potentials, both Human Resources and Natural Resources, which successfully improve the welfare of village communities in managing village finances or village funds, implementation, development, village community development to create order, harmony, security, and empowerment in village communities. In the effective management of Village-Owned Enterprises, laws and government regulations serve as a reference for maintaining the sustainability of these enterprises, ensuring they remain optimal. This study employs a descriptive qualitative approach to gain an in-depth understanding of the real-world conditions in the field. The data collection techniques employed include in-depth interviews with Village-Owned Enterprise managers, direct observation of operational activities, and documentation studies related to regulations and financial reports. The collected data were analyzed using thematic analysis techniques to identify important patterns related to organizational capabilities. The results of the study indicate that the organizational capabilities of the Ngaso Mandiri Village-Owned Enterprise still face various challenges in four main aspects. In terms of knowledge and skills, managers do not fully understand regulations, financial accounting, risk management, and recording technology, which results in administrative errors and low efficiency. In terms of technical systems, although SOPs have been prepared, their implementation has not been optimal due to weak supervision and the use of a manual recording system that is prone to errors. The managerial system aspect shows income instability weak internal coordination and a lack of strong leadership, although there have been efforts to improve through limited digitalization. Meanwhile, in terms of values and norms, transparency and accountability have not been fully achieved due to limited data access and suboptimal real-time reporting, although there is a strong commitment to the values of honesty and cooperation.
