Abstract

This research was motivated by the technological development of the Industrial Revolution 4.0, which then gave rise to digitalization products. The digitalization process has also penetrated the public sector, so that the public's need for the presence of technology-based public services is increasing. This study is intended to analyze how the implementation process of digitizing public services, especially in West Java Province through the Sapawarga Jabar Super App program, which is seen from several success factors. The research design used in this study uses a descriptive method using a qualitative approach. Then the data collection technique used in this study is in the form of a literature study. While the data analysis technique in this study uses the data triangulation method. Then the process of presenting the data, carried out by filtering data that researchers consider important regarding how the implementation of the Sapawarga Jabar Super App program. Then finally, the conclusion on how the implementation of the Sapawarga Jabar Super App program in the context of digitizing public services in West Java Province. While the analysis of the results and discussion in this study is focused on analyzing data reviewed from the factors of Digital Leadership, Culture, and ICT Infrastructure.

Abstract

Influence village apparatus competence, organizational commitment, community participation and the use of information technology on village fund management accountability in the Hulu Sungai Tengah district. This type of research is quantitative research using primary data. The population used was 230 people, and the sample was village officials in the Hulu Sungai Tengah district consisting of the village secretary, head of financial affairs, head of general affairs and planning, head of the government section and head of the welfare and service section, data collection method using a questionnaire. The results showed that the competency variables of village officials and the use of information technology had a significant influence on the accountability of managing village funds in Hulu Sungai Tengah District, then the variables of organizational commitment and community participation had no effect on the accountability of managing village funds in Hulu Sungai Tengah District.

Abstract

This study aims to analyze the effectiveness of the Surabaya City fire disaster mitigation training, the inhibiting and supporting factors in the fire disaster mitigation training and the efforts made by the Surabaya City BPBD in overcoming obstacles in the fire disaster mitigation training. The research method used is descriptive qualitative. Sources of information were determined using purposive sampling techniques, data collection techniques through library studies, interviews and documentation as well as data analysis techniques by data collection, data reduction, data display and drawing conclusions. The results of the study show that: (1) The effectiveness of fire disaster mitigation training at BPBD Kota Surabaya is categorized as quite effective. The results of the work which can be seen from the high level of community awareness, the duration of time adjusted to the scale of the participants present, the satisfaction of the community which can be seen from the satisfaction survey data, the adaptation of trainers in adjusting to environmental conditions during fire disaster mitigation training and the development carried out to improve effectiveness, namely through employee competency improvement programs or staff. (2) The inhibiting and supporting factors in the effectiveness of this training are the facilities and infrastructure factors, employee competency factors, applicable SOP factors and community participation factors. (3) Efforts made by BPBD Kota Surabaya are by carrying out competency certification, coaching and mentoring programs, attending routine training specifically for employees or staff and collaborating with other agencies.

Abstract

The pandemic period where coordination activities were limited to online meetings because of the fear of interacting face-to-face in the coordination process with related parties. Research Methods using quantitative methods. In collecting data, the author uses a questionnaire as a data collection tool. And using multiple linear regression. The research location is in the DPRD of Tangerang City organization. Based on the results of the study 1) There is an influence of policies on handling the Covid-19 pandemic on the performance of the DPRD of Tangerang City Organization. The value of the policy coefficient for handling the Covid 19 pandemic is 0.259, which is positive with the result of t count of 2.934 > t table (1.679) and a significance of t of 0.005 <0.05. 2) The value of the leadership style coefficient of the DPRD of Tangerang City chairman is 0.456, which is positive with the results of t count of 7.885 > t table (1.679) and a significance of t of 0.000 <0.05. That is, H2 is accepted. 3) The calculated F value obtained is 48.965 > F table (3.20) and the F significance obtained from the model is 0.000 less than 0.05. That is, H3 is accepted. Based on the results of the study, it can be concluded that the Leadership Style Variable of the Chairperson of the DPRD of Tangerang City can contribute an influence of 0.456 which is stronger than the Covid-19 Pandemic Handling Policy variable which only contributes 0.259. This means that the leadership style of the DPRD of Tangerang City Chairman has a greater impact on increasing the DPRD of Tangerang City Organizational Performance in 2020-2021.

Abstract

Education is usually associated with the educational opportunities and experiences provided to students with different backgrounds such as race, ethnicity, culture, and social class; in fact, multicultural education is commonly understood and practiced. The implications for education behind the complexity of multiculturalism as a concept have demanded the need to move towards social justice-oriented education. The type of writing used in this article uses a bibliometric analysis approach. This article examines the impact of sociology education on multicultural understanding in schools from the Scopus database between 1979 and 2022. To support the assertiveness and effectiveness of multicultural education, partnerships with the wider community complete the coherence of this approach. It is necessary to apply norms and standards that are compatible with multicultural education to form a school culture that supports diversity. Norms and standards This consistent method, aligned with multicultural education, should be applied to shape a school culture that supports diversity. The context of the teacher in daily life is able to encourage students not to be separated from the rules that apply by modeling to students how to live in a heterogeneous and homogeneous society in the midst of technological advances.

Abstract

Electronic Government, or E-Government, is an information and communication application system that is increasingly being adopted in the government sector in line with technological advancements. The utilization of information technology in governance aids in simplifying the execution of governmental functions as providers of public services. This study delves into the changes or reforms implemented by the TPI Denpasar Class I Immigration Office, under the auspices of the Directorate General of Immigration, utilizing technological advancements in passport services through the M-Paspor digital application. The objective of this study is to analyze the implementation, readiness, inhibiting factors, and evaluate the usage of the M-Paspor application at the Immigration Office Class I TPI Denpasar. The method employed in this study is a qualitative approach with data collection through observation, interviews, and document studies. The study's outcomes reveal that the readiness to implement service through the M-Paspor application at the Denpasar Immigration Office is still suboptimal in accordance with the E-Government Readiness theoretical framework. Factors such as communication infrastructure, connectivity levels, human resource readiness, budget allocation, legal framework, and paradigm shift still require enhancement. Challenges in implementing the M-Paspor application include inadequate application maturity due to frequent disruptions, low employee productivity, societal unpreparedness for change, and uneven information dissemination. Therefore, serious attention from the government is necessary to streamline digital transformation and implement M-Paspor in passport application services. Strategic actions are required to overcome these obstacles and ensure that technology's benefits are maximized in public services.

Abstract

The complicated bureaucratic time makes people not want to register their business, with the online single submission policy it is hoped that it will make it easier for people to get their business licenses. To find out how the Implementation of Business Licensing Policies with the Online Single Submission System at the One-Stop Investment and Integrated Services Office of Sukabumi City. In this study, researchers used descriptive qualitative research methods. Based on the results of research conducted by researchers by collecting data to discuss the implementation of the online single submission system policy at the Sukabumi City One-Stop Investment and Integrated Service Office from Van Metter and Van Horn Theory, there are two variables that are not optimal, namely the resource variable and the Inter-Organizational Coordination and Implementation Activity variable. It can be concluded that human resources in policy implementation are sufficient. However, facilities and infrastructure such as parking lots and expansion of waiting rooms have not been fully realized. then Inter-Organizational Coordination and Implementing Activities have not gone well due to the uneven delivery of information related to the licensing issuance process. However, internal communication is well established.

Abstract

The revitalization of Pasar Turi Baru in Surabaya City is a response to the unfit condition of the market due to fire in 2007. The purpose of this research is to analyze the implementation of market revitalization, its impact on the socio-economy of traders, and the optimization of government policies in the revitalization program of Pasar Turi Baru in Surabaya City. This research method uses a qualitative method with a descriptive approach, using purposive sampling to select informants. The data were collected through interviews and documentation, and the analysis included data reduction, data presentation, and conclusion drawing. The results showed that the revitalization of Pasar Turi Baru was carried out through several stages, including planning to the opening of the market. This revitalization involves changes such as buildings, facilities, and market amenities. In addition, there are non-physical changes, such as the rights and obligations of traders, placement procedures, trader financing, market management services, social interactions, and trader income. However, there are still some obstacles after revitalization, such as land utilization that has not been maximized, facilities that are less than optimal, toilet cleanliness that is not maintained, difficulties for traders to get capital loans, and the influence of events and promotions. The revitalization of Pasar Turi Baru has had a positive socio-economic impact on the traders, such as increasing the feasibility and comfort of their business, opening up jobs, and changing their status to legal traders. However, there are also negative impacts, namely a decrease in income and an increase in operational costs. To maximize the results of revitalization, Pasar Turi Baru made several efforts, such as the selection of an experienced workforce, the use of a good financial program, the application of professional SOPs, training for market management employees and traders, and regular maintenance of market facilities.

Abstract

This research proposes Foucauldian Discourse Analysis (FDA) as an innovative qualitative methodology to investigate the use of social media as a platform of power control through shared opinions. A phenomenon where social media used as a medium for public to express themselves whereas previously was often done physically (offline), is now more likely to be done in digital area through social media. This study found that the main discourse held no more power than the opponent’s discourse in the contestation. In reality, the main discourse weakened and morphed to dampened actions but still could not become a consensus that led to student action on the streets. While the main discourse was powerfully amplified from bottom to center elites, it ultimately resulted in defeat and failed to acquire acceptance or legitimation by society, leading to pseudo-power.

Abstract

Corporate image is an important factor that can affect the performance of a company. PT Pelindo Terminal Petikemas (SPTP) is one of the subholdings of PT Pelindo that operates the container terminal business in Indonesia. This study aims to identify the factors of corporate image that are important to stakeholders and how PT SPTP performs in meeting those factors. The study used the importance-performance analysis (IPA) method with a questionnaire as the data collection instrument. The respondents were internal stakeholders (structural employees, non-structural employees, and shareholders) and external stakeholders (academics, members of the DPR RI, relevant associations, customers, government agencies, journalists, partner companies, CSR recipients, and vendors). The results of the study showed that the factors of corporate image that are important to PT SPTP stakeholders are: Company reputation, Business ethics, Social and environmental responsibility, Positive feelings, Usefulness, PT SPTP has met most of these factors. However, there are still some factors that need to be improved, namely: Communication of social and environmental responsibility, and Communication of company activities. This study is expected to provide information to PT SPTP to improve its corporate image.
