Abstract

Removing marine sediment is a Ministry of Marine Affairs and Fisheries program regulated by Government Regulation No. 26 of 2023. Five priority locations have been designated for the removal of marine sediment: Riau Islands Province, West Java Province, East Kalimantan Province, Central Java Province, and East Java Province. This study uses input-output analysis to measure and compare the economic impacts of sediment removal activities on the economies of these five provinces. The input-output table results show that the highest output multiplier for sediment removal activities is in East Kalimantan Province with a value of 1.48, while the lowest is in the Riau Islands Province with a value of 1.22. The highest income multiplier is also found in East Kalimantan Province with a value of 0.3710, followed by Riau Islands Province with a value of 0.3513. In East Kalimantan and Riau Islands, sediment removal is a key sector with strong forward linkages to other sectors but weak backward linkages. One strategy to enhance the economic impact of sediment removal is for the government to spend non-tax state revenue (PNBP) from this activity on key sectors in each province.

Abstract

Kebumen Waters is a coastal area in the southern part of Central Java, where white pomfret (Pampus argenteus) is the main commodity. However, its potential has not been fully optimized to support the fishermen's economy due to capital issues. This study employs interviews and field observations to collect data from relevant agencies, with respondents selected through the purposive sampling of 16 fishermen. The research findings indicate that the white pomfret fishery at PPI Pasir operates using 1 GT boat equipped with gill nets that have mesh sizes of 4.5–6.5 inches. The feasibility analysis reveals a profit of IDR 2,658,720.00 and an R/C of 1.03, confirming that the white pomfret fishery at PPI Pasir is viable for continuation. Three financing patterns for the fishermen's businesses at PPI Pasir have been identified, operational supplier financing, banking financing, and non-formal institutional financing, with non-formal institutions being the most advantageous source of funding. However, this type of non-formal financing has the drawback that fishermen do not receive their full income, making it necessary to synchronize all available funding sources at PPI Pasir.

Abstract

The participation of women living in coastal areas in economic endeavors is influenced by unmet household needs which is influenced mainly by the relatively low income generated by their husbands as fishermen. This study aims to understand the role of coastal women in increasing household income in Tajungan Village, Kamal District, Bangkalan Regency, Madura. It identifies their types of work, opinions on their roles, working time allocation, and their contribution to household income. Applying a descriptive-quantitative method, this study finds that coastal women engage in various jobs, including housewives, fish sellers, cracker processors, shopkeepers, domestic helpers, fishing laborers, and shrimp paste processors. More than 70% of coastal women are involved in sales and possess strong financial management skills. They balance household duties and support the local economy, fostering a happy and healthy environment in the home. They spent most of their time resting (38%), compared to productive activities (26%). Although they make a small contribution (25.3%), their income still plays an important role for their families. Skill development programs, financial access, and better support systems for domestic responsibilities are needed to enhance productivity, income, and balance dual roles, improving household welfare.

Abstract

The operation of ships at sea involves various risks, including damage to the ship's structure, particularly to the ballast tanks and cargo tanks. Leaks in these tanks can cause significant financial losses, seriously impact the environment, and even threaten lives at sea. Therefore, this study aims to analyze the causes of leaks in ballast tanks and implement repair techniques used to address leaks in the ballast and cargo tanks on the vessel MT. Sepinggan. It also evaluates maintenance practices that include technical patching procedures and regular docking as part of ship management strategies. This research uses field research methods and literature studies with a qualitative descriptive approach, where the research sample is taken through purposive sampling with MT Sepinggan as the research object. The study shows leaks in the ballast tanks of MT. Sepinggan is caused by delayed docking and a lack of routine maintenance, which makes the tank plates thin and prone to leakage. Repair techniques, including patching procedures and regular docking schedules, have proven effective in addressing leaks and improving ship management. Limited funds and uncertainty of ship operational routes also resulted in irregular maintenance schedules.

Abstract

The shrimp farming industry is a major pillar in the global fisheries economy, its high demand in the international market is a potential for gaining quick profits. However, the use of intensive cultivation technology by large farmers has been suspected in contributing to environmental damage. In light of this, the Ministry of Marine Affairs and Fisheries has implemented a sustainable fisheries development program with the goal of overcoming this negative impact, this includes the implementation of Good Aquaculture Practices (GAP) in accordance with Ministerial Regulation Number: PER.19/MEN/2010 concerning quality control and safety of fishery products. The purpose of this study was to analyze key factors in the application of Good Aquaculture Practices to shrimp farming. This study used a mixed method approach. Data were obtained from shrimp pond experts who joined the East Java shrimp entrepreneur community. The data analysis method used was the Matrix of Cross Impact Multiplication Applied to a Classification (MICMAC) structural analysis. The results showed that 2 variables had been shown to be the most influential and became the main drivers in the application of Good Fish Farming Practices management in shrimp farming, these variables are the "Use of Chemicals, Biological Materials, and Fish Medicines (UCBF)" and "Harvest" (HV).

Abstract

Kateman District in Indragiri Hilir Regency, Riau Province, is known for its extensive mangrove forests. However, ongoing damage and coastal erosion have led to significant deforestation. This study examines the socio-economic characteristics and social capital of communities near mangrove areas to create empowerment strategies for mangrove rehabilitation. Data was collected using PRA methods, observation, in-depth interviews, and literature review, and analyzed qualitatively and quantitatively. Findings reveal strong community support for the rehabilitation program, with local social capital playing a key role in these efforts. In Kateman District’s coastal communities, key social capital elements include (a) awareness and responsibility, (b) groups and networks, (c) trust and solidarity, (d) collective and cooperative actions, (e) information and communication, and (f) cohesion and inclusion. Community empowerment strategies are designed based on these social capital factors. Based on the AHP results, five alternative priority strategies need to be developed, namely: 1) bottom-up approach (0.155); 2) institutional strengthening (0.136); 3) training and capacitation (0.130); 4) Pentahelix collaboration (0.130); and 5) participatory monitoring and evaluation (0.123). The analysis suggests that to support mangrove rehabilitation, local governments and agencies should strengthen institutions through regional or village regulations and build partnerships with stakeholders, leveraging local social capital.

Abstract

Effective fishery management is essential for sustaining fish resources, economic growth, and social well-being. Achieving optimal and sustainable exploitation levels requires determining key metrics: biomass, optimal effort, catch, and costs under various management regimes (sole owner/open access, MSY, MEY, and dynamic). This study aims to determine the optimal and sustainable management level of red snappers (Lutjanus spp.) in the waters of Makassar City. This research uses a quantitative analysis method with a bio-economic analysis technique. The research was conducted in the waters of Makassar City from June to December 2022. The bio-economic analysis indicates that red snapper production in Makassar waters can be further optimized, but current fishing efforts exceed the optimal limit, requiring improvements in the catch effectiveness and efficiency of the catch. The high fishing effort for red snapper in this area indicates inefficient fishing activities, which suggest the potential for fishing optimization. To reach the Maximum Sustainable Yield (MSY), the current fishing effort, which has reached 163,496 trips, must be reduced by 78,902 trips, or around 48.26%, to reach the optimal fishing point. Similarly, to achieve The Maximum Economic Yield (MEY), the fishing effort must be reduced by 90,925 trips, or approximately 55.61%.

Abstract

Pasuruan City, located in East Java, plays a significant role in the fisheries sector, contributing to industrial and trade activities. However, production declines, influenced by poor water quality and flooding, threatens the sustainability of jelak milkfish farming. This study aims to analyze the status and sustainability index of the milkfish farming business using the MDS-Raps method, which evaluates it based on five dimensions: ecology, economy, social aspects, technology, and institutions. The respondents included 41 farmers from four fish farming groups (Pokdakan). The results shows that the business is fairly sustainable, with a multidimensional index of 51.99, meaning it can be continued and developed but does still has room for improvements. The sustainability status by dimension is as follows: ecological (65.24, fairly sustainable), economic (37.39, less sustainable), social (78.72, very sustainable), technological (27.40, less sustainable), and institutional (51.18, fairly sustainable). The study also proposes seven strategies to enhance sustainability and identifies a link between the MDS analysis and SWOT strategies in managing milkfish farming. Each SWOT strategy offers insights for improving the value of individual dimensions in the MDS framework.
