KARSA is a peer-reviewed national journal published by Institut Agama Islam Negeri Madura. It has been nationally accredited SINTA 2 since 2017 by Ministry of Research Technology and Higher Education of Republic Indonesia. It is published twice a year (June and December). It publishes articles of research results, applied theory studies, social issues, cultural studies, and Islamic culture issues. The aim of KARSA is to disseminate cutting-edge research that explores the interrelationship between social studies and (including) culture. The journal has scope and seeks to provide a forum for researchers interested in the interaction between social and cultural aspects across several disciplines. The journal publishes quality, original and state-of-the-art articles that may be theoretical or empirical in orientation and that advance our understanding of the intricate relationship between social science and culture. KARSA accepts manuscript with a different kind of languages are Indonesian, English, Arabic, or French.

Religious Education Policy in Public Schools During the New Order Mohammad Kosim

Abstract

The new order government policy about religious education in state schools gradually led to an accommodative policy. If the old order government made religious education a facultative subject, then at the beginning of the new order the government strengthened the position of religious education by removing facultative provisions, even though they were not obligatory. Until finally, through Law number 2 (1989), the government required religious education to be taught in all channels, types, and levels of education. And the right of every student to get religious lessons by their religion and is taught by religious educators. This research includes historical research and policy studies, because it relies on past data,  whose steps consist of four main activities, namely heuristics, verification, interpretation, and historiography. This accommodative policy is influenced by several factors, including; the government’s determination to implement Pancasila purely and consistently after it was diverted in the old order era; the weakening of the government’s power at that time so that it required the political support of muslims as the majority population; There is an intellectual transformation of muslim thinkers and political activists towards harmonious and complementary political relations between Islam and the state so that Islamic ideas are more easily accepted; and muslims experience a process of rapid social, educational, economic and political mobilization and so that more and more people are involved in government and can influence policies in a pro-muslim direction.

Abstract

Ngabulâ is a tradition practiced by some santris in Bangkalan pesantrens in order to seek blessings (tabarruk) by serving the kiai. Those santris are called kabulâ or khaddam. In fact, ngabulâ is very important for kiai’s life and also the pesantren in Bangkalan, but unfortunately the study of it is still rarely done. Therefore, this research aims to explore several things: the meaning of ngabulâ in Bangkalan pesantren according to the actors and the dynamic of ngabulâ in Bangkalan pesantren based on the continuity and change theory conceptualized by John Obert Voll. This research was conducted in some pesantrens in Bangkalan from early 2019 to mid-2020, and the data was collected through interviews, observation, and documentation. This research used the paradigm of social definition by applying phenomenology. The theory used is continuity and change conceptualized by John Obert Voll in observing the resurgence of Islam in the modern world. This research concludes some facts: first, this study finds that ngabulâ for the actors involved in it (the kabulâ , kiai and their families, and the kabulâ ’s parents) means respect, dedication, learning media, and a source of blessings. Second, there is continuity and change in the ngabulâ, especially in the motives, goals, and forms of ngabulâ. To observe the continuity and change of it, the researcher uses the basic styles of action conceptualized by Voll with modification and addition, namely: adaptation, authority of the text, conservative actions, and charisma. In addition to this research, the researcher added one thing, i.e. generous manner of the kiai.

Abstract

The research constitutes an analysis on the conflict between community in Ujungpangkah, Gresik, East Java and a gas company, PT Aramada Hess (now PGN Saka Energy Indonesia). The research aims at finding a conflict resolution model that is distinctive, appropriate, and successful. To support the qualitative research, data collection methods use purposive sampling, participatory observation techniques, in-depth interviews and document reviews.  The collected data are analysed with the theory of mapping C.R. SIPPABIO. The theory under which the researcher applying to understand the role of Ujungpangkah religious leaders in resolving conflicts between the community and PGN Saka Energy Indonesia. As a result, it is found that: 1) public leaders are derived from various groups (fishermen, fishpond entrepreneurs and Islamic boarding school leaders) who positively resolve the conflict; 2) the intervention method is used as conflict resolution with a negotiation model; 3) Ujungpangkah religious leaders become social cohesion in this open conflict.

Abstract

The Minangkabau community has a long history of Islamic culture. This historical fact is assisted by the Minangkabau natural Tambo which contains philosophy, goals, ideals, normativity, regulations, and proverbs that presuppose consensus as to the goals of society. The purpose of this study, using the perspective of Jurgen Habermas, which is based on the theory of communicative action, the researcher is helped in studying the forms of deliberation from the democratic system of the Minangkabau natural society. Qualitative research is the research method used. The critical paradigm is the chosen solution. In this study, which is combined with the concepts of shari'a associated with communication theory, Habermas’ critical hermeneutic theory will be used. The results of this study show the discursive decision-making process in the Nagari, which is then questioned with the lareh dualism that gave birth to the Tuah sakato democracy. Then from a long study related to how the deliberation process in the Minang realm has the potential to be epistemic in the post-secular era, the researchers also found that the IKM regional organizations as developers of these potentials were outside the realm and had an impact on the Minang realm itself. The results of this study can trigger further researchers to participate in cultural studies and human resources related to the importance of epistemic attitudes in the post-secular era.

Abstract

This research efforts to answer the problem of conflict resolution models were used by Madurese society to resolve carok and why forgiveness can overcome carok conflict. The research tries to understand how the forgiveness stages between the parties involved in the case of carok in Madura? This research used a qualitative method to explore the power of forgiveness in the resolve of carok in Bujur Tengah Village, Batu Marmar, Pamekasan. In collecting data, the researcher used observation, interview, documentation, and triangulation techniques, while the analysis techniques used were data reduction, data presentation, and conclusion drawing. This research shows that the forgiveness model becomes a conflict resolution capable of controlling anger and retaliation to achieve true reconciliation. That is because the forgiveness mechanism has extraordinary power to rebuild the relationship or restore the effects of trauma from the victim's family. The forgiveness mechanism of forgiveness in the case of carok cannot be separated from the role of Kiai to resolve the disputes of land swap overland (village treasury) between two parties. The Kiai carries out many stages to accelerate the achievement of reconciliation; namely restoring security conditions, embracing the families of carok victims, strengthening friendship to prevent counter-conflict, the tabayyun process by presenting conflicting parties, accelerating dialogue, and holding reconciliation studies.

Abstract

The begawe tradition, which has become the popular culture of Sasaknese, has begun shifted by the consumption of mass cultures, such as catering services, the use of tools or begawe needs, starting to be replaced by industrial products for rent or sale. The forms of commodification in the begawe tradition, especially in begibung (eating together) and betulung (helping each other), two things that become the ‘aura’ of begawe. This difference can be seen from the shifting values, from the principle of kinship to individualism; of various equipment that is transformed and then commercialized. The new ethnography in this case study becomes the basis for examining the commodification practice in the begawe tradition, which switches to catering services and traditional equipment and replaces by modern equipment. The author, who is part of the Sasak community, also takes a participatory approach in begawe events held by the community. This shows that the alienation of popular culture in society cannot be contained by massive mass culture, so that people, which were initially established with high social values, began to form individualist societies that competed to show their social status. The consumption of signs/symbols has formed a society trapped in a pseudo-need that is unwittingly oppressive. Awareness to be critical and filter the mass culture needs a sphere for negotiation to return the spirit of the social community based on kinship interaction.

Abstract

This study plans to decide the impact of relational correspondence, authoritative culture, and accomplishment inspiration on hierarchical responsibility. This research uses a quantitative approach through strategic studies. The number of inhabitants in this review was generally educators coming from state secondary schools in Madura island. In the interim, the example was those one hundred and seventy-five educators taken by the complete testing method. The exploration instrument utilizing poll and the information was handled and investigated by way examination, beginning with the several prerequisites examination test. The investigation results show that: i) the immediate impact of relational correspondence on authoritative responsibility with a way coefficient is very critical; ii) The immediate impact of hierarchical culture on authoritative responsibility with a way coefficient is less huge; iii) relational correspondence additionally hierarchical culture impact authoritative responsibility are exceptionally huge impact; iv) the effect of relational correspondence on accomplishment inspiration with a way coefficient is very huge; v) the authoritative culture and relational correspondence and hierarchical culture have a concurrent impact straightforwardly on accomplishment inspiration are solid critical; vi) the effect of accomplishment inspiration straightforwardly on authoritative responsibility with a way coefficient is not huge in any way; vii) relational correspondence, authoritative culture, and accomplishment inspiration at the same time influence the hierarchical responsibility are exceptionally critical. That information shows that relational correspondence, traditional culture, and accomplishment inspiration influence hierarchical responsibility.

Abstract

This research discusses the defensive attitude of the younger generation, especially the younger generation of muslims, based on Lafran Pane’s thoughts. Lafran Pane is one of the hero figures in Indonesia who had a significant influence on maintaining Indonesia's independence. This research aims to determine and understand Lafran Pane’s thoughts on defending the country by the younger generation, especially the younger generation of muslims in Indonesia. The method used in this research is the descriptive qualitative research method. This study found that Lafran Pane emphasized the young age to maintain Indonesian independence by returning to the Islamic teachings and practicing them in all activities. He has reformed thoughts in various fields, created a new education system, made Islamic and Indonesian-ness the starting point for the movement.

Abstract

Philosophically, the science of The Qur’an about mountains is interpreted as a system of local awareness in the form of spiritual communication in the gunungan tradition of Javanese society. The concept of mountains in the Qur’an is scientific proof (kauniyah) of the Oneness of God as the Javanese interpret it as the concept of Gusti Manunggal. This dialectical relationship can be traced through the meaning of mountain cosmology in the Qur’an and Javanese philosophy in the perspective of interrelation between religion and culture. This study aims to explain mountains in the scientific perspective of the Qur’an with various functions which philosophically have a strong relationship in the gunungan tradition of the Garabek, Tumpeng, Slametan, and Sekaten rituals as the embodiment of tauhid in Central Java or Panjang-jimat in West Java. The method used is a thematic interpretation study with a descriptive narrative approach. Research on mountain cosmology or gunungan in the perspective of Islam and Javanese culture finds that (1) Gunungan is a form of symbolic communication that functions as an adhesive for the ordinary people on the one hand and at the same time spiritual. (2) The mountain is a universal system that affects the life of the Javanese people in fulfilling their life needs in an ecosystem function. (3) The gunungan tradition is a medium for praying, gratitude as a form of application, safety, and peace, as well as a medium for the spread of Islam. It can be concluded that the relationship between Islam and Javanese culture is a unified and unique Islamic characteristic in expressing theological and ecological awareness.

Abstract

The understanding of spiritual doctrine becomes the reason, and it causes an escalation in violence in the name of religion. Misinterpreting the Qur'an verses causes the doer to legalize the violence they do. This article presents the responses of Islamic higher education students in Riau Province and Riau Islands about the interpretation of violent verses in the Qur’an and Hadith. The sample consisted of 251 students from UIN Sultan Syarif Kasim in Riau, STAIN Bengkalis, and STAIN Abdurrahman Saleh in Riau Islands using a random sampling technique. Using descriptive analysis, the students’ responses against the interpretation of violent verses were categorized as fairly positive at 61%. It indicates that 39% of the students had a negative response. Hence, this study recommends the importance of efforts to “neutralize” the students’ understanding of the three Islamic higher education in Riau to prevent their tendency to have harsh or even radical understanding and responses.
