Abstract

Studi ini meneliti koalisi partai dalam pilkada pada tiga arena sekaligus, arena elektoral, arena legislatif dan arena pemerintahan. Penelitian koalisi partai dengan tiga arena koalisi sekaligus belum pernah dilakukan peneliti sebelumnya. Untuk itu studi ini ingin meneliti tentang pertama, pola koalisi pilkada Kabupaten Bangkalan tahun 2018. Kedua, implikasi koalisi partai terhadap proses pembentukan kebijakan di Kabupaten Bangkalan tahun 2018-2023. Penelitian ini merupakan penelitian kualitatif dengan jenis deskriptif, dengan teknik pengumpulan data wawancara dan dokumentasi. Informan yang di wawancari 15 orang dari tiga unsur, untuk memenuhi keabsahan data triangulasi sumber, yaitu anggota DPRD, orang pemerintahan dan LSM, Pengamat politik, Kyai, Tokoh masyarakat, akademisi dan Masyarakat Bangkalan. Teori yang digunakan terbentuknya koalisi dari arend Lipjhat  dan proses pembutukan kebijakan dari William Dunn. Hasil penelitian menunjukkan pertama, di arena elektoral pola koalisi partai di pilkada Bangkalan tahun 2008 adalah Minimal-Winning Coalition (Koalisi Kemenangan Minimal). Kedua, di arena legislatif partai koalisi merupakan partai paling berpengaruh dalam proses pembentukan kebijakan dan memiliki hubungan yang harmonis dan konsisten mendukung proses pembentukan kebijakan/program bupati untuk realisasi visi misi. Bahkan seluruh partai di parlemen juga mendukung program bupati terpilih. Ketiga, di arena pemerintahan, realisasi program visi misi Bupati sudah dilakukan namun belum optimal karena terbatasnya anggaran daerah dan refocusing anggaran Kabupaten Bangkalan untuk covid 19 pada saat pandemi. Partai koalisi, khususnya partai yang memeiliki kursi paling banyak di parlemen tetap merupakan partai yang paling banyak mendapatkan program realisasi visi misi Bupati.

Abstract

Pesatnya perkembangan industri teknologi dan informasi menuntut individu untuk dapat beradaptasi dalam kecanggihan teknologi. Melalui teknologi, masyarakat dapat dengan mudah mengakses internet dimanapun dan kapanpun. Akibat dari perkembangan internet yang semakin luas jangkauannya, pada akhirnya membawa dampak positif dan negatif. Dampak negatif yang dihasilkan salah satunya yaitu kejahatan siber yang merugikan kehidupan. Dengan demikian, Indonesia bersama dengan ASEAN membentuk forum regional untuk memerangi isu kejahatan siber dalam kawasannya. Tujuan dari penelitian ini adalah untuk menganalisis bentuk kebijakan yang diterapkan Indonesia dalam hasil diplomasi ASEAN Regional Forum dan peran Indonesia dalam diplomasi siber. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan mengumpulkan sumber-sumber literatur seperti jurnal, buku, dan website. Hasil dari penelitian ini ditemukan bahwa peran Indonesia dalam ASEAN Regional Forum sangat berpengaruh dan Indonesia memperlihatkan eksistensinya dalam mengusulkan berbagai usulan terkait keamanan siber. Diplomasi siber ASEAN Regional Forum pun menerangkan bahwa terdapat tiga bentuk yang dapat dilakukan, seperti Confidence Building Measures, Preventive Diplomacy, dan Conflict Resolution Mechanism. Dengan demikian dapat disimpulkan bahwa, peran keterlibatan Indonesia dalam ARF tidak semata-mata hanya menjadi peserta saja, tetapi mampu memberikan usulan yang dimasukan dalam workplan kedepannya. Serta, Indonesia memiliki undang-undang dalam menangani pelaku dan tindakan kejahatan siber domestiknya.Keywords: Diplomasi Siber, Peran Indonesia, Kebijakan Luar Negeri, ASEAN Regional Forum, Sanksi-Sanksi.

Abstract

Pemilihan umum (Pemilu) merupakan implementasi komunikasi politik secara optimal yang disesuaikandengan strategi komunikasi. Pada era 4.0, strategi komunikasi politik cenderung menggunakan mediadigital untuk menyampaikan pesan politik (kampanye). Hal ini bertujuan untuk menerima dukunganmasyarakat. Di sisi lain, kondisi tersebut membentuk opini-opini di masyarakat yang menimbulkan reaksimasyarakat. Maka, penelitian ini menganalisis bagaimana NarasiNewsroom sebagai media digital dalampembentukan opini publik pada pemilu 2024. Penelitian ini juga menggunakan metode kualitatif (studikasus) yang berpedoman pada teori kepala batu dan media baru. Hasil penelitian menunjukkan bahwaNarasiNewsroom memiliki peran sebagai media baru. NarasiNewsroom menjadi media baru yangmenyediakan informasi secara cepat,aktual dan berbasis internet guna membantu dalam melakukanpenelitian dan analisis secara cepat,aktual dan berbasis internet terkait pemilu 2024 yang menimbulkansudut pandang dan penyampaian opini-opini yang menjadi opini publik. Jadi, NarasiNewsRoommenjadi media baru dalam memberikan informasi yang terjamin kredibilitas dan validitasnya.

Abstract

The roots of radicalism among Muslims are often associated with religious beliefs. However, radicalism can arise from various factors, including economic, political, and social. This study focuses on the discussion of the influence of KH. Hasyim Asy'ari's moderate political thinking on efforts to overcome radicalism movements in Indonesia, namely focusing more on the moderate political side and efforts to overcome radicalism. This study aims to analyze the contribution and influence of KH. Hasyim Asy'ari's moderate political thinking in efforts to overcome radicalism. The method used in this study is descriptive qualitative. The research in this article uses a library research method or also known as the library research study method, namely a strategy for collecting information through the introduction of relevant theories and literature. KH. Hasyim Asy'ari emphasized four principles in society to prevent radicalism: tawasuth and i'tidal (moderate and fair attitudes), tasamuh (tolerance), tawazun (balance), and amar ma'ruf nahi munkar (encouraging goodness and preventing harm). This study contributes a conceptual framework that Islamic moderation based on the pesantren tradition can be an effective instrument in deradicalization. The thoughts of KH. Hasyim Asy'ari not only represent the legacy of classical Islamic knowledge, but also show the adaptive capacity of Islam in facing modern socio-political dynamics. Thus, the moderate political thoughts of KH. Hasyim Asy'ari are relevant as references in developing sustainable educational strategies and ideological policies in the context of Indonesia and the wider Islamic world.

Abstract

This study examines “The Dynamics of Self-Determination Movements and the Role of the United Nations: A Case Study of the Indigenous People of Biafra (IPOB) in Nigeria.” The UN's lack of action and formal recognition of IPOB's agitation has undermined the protection of the rights of indigenous people in Nigeria, particularly the Igbo community. The study adopts a qualitative methodology, utilising a time-series research design and documentary analysis of credible secondary sources, including international NGO reports and UN documents. The theoretical framework employed is the Theory of Social Constructivism, which posits that the actions of states and international organizations are shaped by socially constructed norms, ideas, and identities. One key finding is that the UN's indifference can be attributed to complex political dynamics, member states' economic interests, and the prioritisation of territorial integrity over self-determination claims. It is recommended, inter alia, that the UN establish an independent commission or a special rapporteur to investigate allegations of human rights violations against IPOB members and the Igbo community, and hold the Nigerian government accountable for any violations.

Abstract

This article aims to explain state regulations and media perspectives in Muslim-majority countries in Southeast Asia regarding the use of the hijab as a religious symbol in public spaces. The influence of globalization has increased diversity in the media landscape in the public sphere, going beyond traditional face-to-face interactions and encompassing the vast realm of the Internet. While Muslim women in secular Western countries face bans on wearing the hijab in public spaces, Muslim women in Muslim-majority countries in Southeast Asia face challenges regarding their style of wearing the hijab in public spaces. This research is qualitative research based on the study of public space and religion. The analysis was carried out in three Southeast Asian countries, namely Indonesia, Malaysia, and Brunei Darussalam, which have Muslim populations with different characteristics. Indonesia and Malaysia are multicultural regions but are dominated by Muslims, and Brunei is a country with a Muslim majority. These three countries have different patterns of managing religion in public spaces. Religious symbols in public spaces reflect the relationship between public space phenomena, the state, and the social context in a region. Social media has expanded the public sphere, providing greater opportunities for religious groups to present their arguments or engage in da'wah (religious outreach).

Abstract

Violations during the Mayoral Election process are certainly not new. The dynamics were changing during the election process. These violations are certainly evaluation material for the organizing body in the effort to resolve the problem. However, this problem can spark conflict between partisans, organizers, and candidates. Therefore, this article aims to see what forms of violations were during the Semarang of Mayoral Election process, to see violations through the lens of conflict. With a qualitative research method, a case study approach with conflict theory, this study presents information that violations found include violations at the stages of the election process and violations at non-stages. These violations are more directed at administrative violations in the data collection of permanent election candidates, Ad-hoc committee candidates, violations in the implementation of the campaign, ASN neutrality, vote recounts, and errors in filling out form D. These violations are said to be conflicts because one party has different goals with another. The violations that occur were included in the type of surface conflict but do not rule out the possibility of becoming alternative conflicts and open conflicts in the future because all citizens did not obtain political education so they did not understand how politics works properly.

Abstract

Penelitian ini membahas peran dan tantangan Komisi Pemilihan Umum (KPU) dalam menghadapi Pemilu 2024 di Indonesia, dengan fokus pada Generasi Z sebagai pemilih dominan. Generasi Z, yang berjumlah 74,94 juta jiwa atau 27,94% dari total penduduk, sangat terhubung dengan teknologi digital dan media sosial. Meskipun ini mempermudah akses informasi, mereka juga rentan terhadap hoaks yang dapat merusak kepercayaan publik terhadap proses pemilu. Tantangan utama KPU adalah mengatasi penyebaran hoaks di media sosial dan merancang strategi komunikasi yang efektif untuk meningkatkan partisipasi politik anak muda. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan studi kasus.Hasil penelitian ini menunjukkan bahwa, pentingnya literasi politik dan strategi komunikasi yang adaptif pada Pemilu 2014 dan 2019, yang masing-masing mencapai 85,9% dan 91,3%.  KPU Kota Semarang telah menunjukkan keberhasilan dalam menggunakan media sosial dan kampanye kreatif seperti #temanpemilih, yang meningkatkan partisipasi pemilih bahkan dalam situasi pandemi. Penelitian ini menyoroti perlunya KPU terus berinovasi dalam menghadapi perubahan perilaku digital Generasi Z, dengan tujuan utama meningkatkan partisipasi politik generasi muda di Indonesia.

Abstract

This study aims to analyze key issues of open government in Madrid. This city is one of the members of the Open Government Partnership (OGP) selected for the Local Government Pilot Program. A qualitative approach and bibliometric analysis methods were used in this study. The data used were obtained from the Google Scholar database through Publish or Perish with four keywords: “Madrid information access”, “Madrid transparency”, “Madrid participation”, and “Madrid collaboration”. Data selection used Mendelay, while the bibliometric map was obtained using VOSviewer. This study found that there was an increasing trend in the publication of Madrid open government articles. There were 78 relevant articles and 72 topics in the last 58 years. The main topics of focus include participation, collaboration, politics, democracy, transparency, governance, and network. Meanwhile, the latest and potential topics include digital participation, innovation, development, public-private collaboration, public space, inclusion, and capability. Since its leading role in OGP, Madrid has set fourteen commitments, four of which are their current focus: improvement of the Decide Madrid platform, improvement of the transparency portal and increase of open data visualizations, broaden the spectrum of participation, and community actions for a healthy city strategy.

Abstract

This paper delves into the intricate relationship between international relations and government budgets, focusing on the paradoxical allocation of resources to both peace and war efforts. By examining the stark contrast between the colossal military expenditures of nations, particularly the United States, and the comparatively modest budgets of global peace-building institutions like the United Nations, the study sheds light on the values and priorities of international actors. It critically evaluates the consequences of this imbalance, such as unmet societal needs, and highlights the stark juxtaposition of rhetoric about democracy and the reality of military power projection. Furthermore, this paper explores the notion that the values of a nation can be better understood through its budget than its constitution, emphasising how the allocation of resources reflects a nation's true priorities. The work advocates for a shift away from viewing humanity through a security lens, and for a more compassionate approach to global issues, grounded in the politics of love and an understanding of the genuine dilemmas of humanity. Ultimately this paper contends that a recalibration of budgetary allocations and the promotion of love and compassion are vital steps toward redefining the principles that guide international relations.Keywords: Global Priorities, Politics of Budget, Paradox of Peace and War, Role of Love, Peacebuilding, UN Military Spending.
