Abstract

The September 18, 2024, earthquake in Garut Regency, West Java, Indonesia, highlighted the crucial role of subdistrict heads (Camat) in disaster management. This study explores their role in coordinating and collaborating with various stakeholders, identifying challenges, and evaluating their effectiveness. The research emphasizes the Camat's leadership in mobilizing resources, facilitating inter-agency coordination, and engaging communities to ensure a swift and effective disaster response. Findings reveal significant barriers, including bureaucratic inefficiencies and limited resources, but also highlight successful strategies employed by Camat to overcome these challenges. The study concludes with actionable recommendations to enhance disaster management practices in Indonesia's decentralized governance framework

Abstract

The transformation of public services in the era of smart governance increasingly relies on the use of digital technology to improve transparency and accountability. Digitalization of administration allows for the simplification of bureaucratic procedures, accelerates public access to information, and strengthens interaction between government and citizens. However, the implementation of this innovation faces challenges in terms of regulation, infrastructure readiness, and community involvement that are still diverse. This study aims to analyze the government's strategy for realizing technology-based public service innovations to improve government transparency and accountability. The method used in this study is a qualitative approach by collecting data from various relevant sources, including previous research and policy studies. The data obtained are then analyzed systematically to identify patterns, findings, and challenges faced in the implementation of smart governance. The results of the study show that the digitalization of public administration and technology-based accountability mechanisms can improve the effectiveness of governance. In addition, community involvement through online platforms and social media plays an important role in strengthening the transparency of public policies. Therefore, the success of public service innovation requires adaptive policy support, increased human resource capacity, and collaboration between the government, private sector, and academics.

Abstract

Corruption is one of the major challenges faced by democracies in Asia, threatening government transparency and accountability. Effective public policies are essential to prevent corrupt practices and strengthen institutional integrity. Various anti-corruption strategies have been implemented, but their effectiveness varies depending on the political, social, and economic contexts of each country. This study aims to analyze the role of public policy in mitigating corruption in democracies in Asia through a qualitative approach. The research method involves collecting data from various relevant sources and comparative analysis of the strategies implemented. The results show that countries with strong legal systems and independent institutions are more successful in tackling corruption. In addition, civil society and media participation also contribute significantly to the effectiveness of anti-corruption policies. On the other hand, developing democracies face various challenges, including elite political influence and resource constraints, which hinder the implementation of anti-corruption policies. Comprehensive reforms are needed to create a more supportive environment for eradicating corruption.

Abstract

The concept of digital citizenship in the 21st century, defined as the use of knowledge and skills to behave ethically and responsibly in digital environments. With the rapid development of technology, digital literacy and ethics have become key elements in adapting to the digital world, especially in education, governance, and social participation. This paper also highlights challenges such as the digital divide, authoritarian populism and hate speech, and the need for digital literacy as a solution to mitigate their negative impacts. The purpose of this article is to map previous articles or research on digital citizenship in the 21st century related to the application of digital ethics. Using a qualitative approach, this research analyzed 377 articles obtained from Scopus and visualized with the VOSviewer application. The research found that digital citizenship is growing rapidly, but still faces challenges such as the digital divide, cyberbullying, and lack of digital literacy. In addition, the close link between digital citizenship and digital ethics, particularly in education and social participation, is highlighted. With the integration of evolving technologies, this article emphasizes the importance of strengthening digital ethics and literacy to create an inclusive, safe, and sustainable digital environment, especially amidst the surge in the use of digital platforms.

Abstract

The purposed of this research is to analyze ow do female politicians from Partai Gerindra in Lampung utilize communication strategies based on discourse theory to enhance their political representation and challenge the prevailing masculine political discourse. The method employed in this research is a qualitative case study approach that utilizes in-depth interviews, observations, and document analysis to explore the political communication strategies of female candidates from the Gerindra Party in Lampung Province. The research findings reveal that female political candidates effectively enhance their communication strategies through inclusive messaging, language sensitivity, social media engagement, and personal branding to build trust and connect authentically with diverse audiences, highlighting the importance of adapting their approaches to meet the cultural and educational needs of their constituents.

Abstract

Sidewalks remain a significant issue in urban development, particularly in large cities in Indonesia, including Bandung. To date, sidewalk development in Bandung has not received sufficient attention. Sidewalks, as public spaces, are unable to fulfill their intended functions properly. Economic encroachment is the main cause, manifested in the proliferation of street vendors, illegal parking, numerous provider poles, billboards, and PLN electrical poles, all of which "plunder" public space intended for pedestrians. This study aims to examine how the Bandung city government manages sidewalks as public spaces from the perspective of good governance, focusing on transparency, participation, accountability, and law enforcement. Through a literature review approach, the study found that in sidewalk management, the Bandung city government has not fully met the principles of good governance. The city government lacks transparency, as evidenced by insufficient socialization about the function of sidewalks. In terms of participation, the public has not been adequately involved in sidewalk management, as shown by the uneven distribution of sidewalk development. Furthermore, law enforcement remains weak, with violators of sidewalk usage not facing strict penalties. As a result, the overall management of sidewalks as public spaces in Bandung is not adequately accountable.

Abstract

Government policies concerning residential relocation are pivotal in urban development, disaster management, and socio-economic transformation. This policy is frequently enacted in Indonesia in response to environmental disasters and urban expansion, yet its effects on the impacted communities remain contentious. This study intends to examine housing relocation policies in Indonesia using a scientometric approach to discern research trends, identify literature gaps, and assess the socio-economic and psychological effects on relocated communities. This study examines the implementation of relocation policies and the factors affecting their success through an analysis of various studies from the Scopus database. The analysis indicates that relocation frequently results in social upheaval, psychological distress, and economic difficulties for the impacted communities. In comparison to global practices, Indonesia's policy approaches continue to encounter obstacles regarding community engagement and the preparedness of supporting infrastructure. Consequently, it is imperative to implement more inclusive and sustainable evidence-based policies to mitigate adverse effects and improve community welfare. This research aims to furnish policymakers with insights for the formulation of more effective relocation programs by thoroughly examining social, economic, and psychological dimensions.

Abstract

Poverty reduction remains a major challenge in Indonesia. Although government reports always show a yearly decrease in poverty, this is not always accurate. The same situation occurred in Tasikmalaya City. In 2020, Tasikmalaya City was identified as the poorest city in West Java. Despite a decline in the poverty rate in Tasikmalaya City, from 12.72% in 2022 to 11.53% in 2023, poverty remains a significant issue. This research aims to examine how the government manages and controls poverty in Tasikmalaya City. The study uses a qualitative approach. Key informants were selected through purposive sampling. Primary data was collected via interviews and observations, while secondary data came from literature and document studies. Data analysis employed triangulation based on Miles and Huberman. The findings indicate that government governance has not effectively impacted poverty reduction; collaboration, particularly regarding poverty alleviation programs, has not been carried out optimally. Recommendations suggest that the government should apply the principles of good governance to improve collaboration among OPDs in implementing poverty reduction programs.

Abstract

This research discusses the power of local political elites and the application of network governance in the implementation of poverty alleviation policies in Gresik Regency. The main focus of the research is how the dominance of local political elites affects the decision-making process, resource distribution, and policy effectiveness, and how network governance plays a role in overcoming these challenges. The research method used is a qualitative approach with data collection through in-depth interviews, observation, and document analysis. The results show that the dominance of local political elites often prioritises political interests over substantive policy objectives, resulting in unequal distribution of resources and limitations in achieving policy targets. In addition, network governance in Gresik District faces challenges in the form of weak coordination between stakeholders, the limited role of the private sector and civil society organisations, and the lack of active participation of local communities. This research emphasises the need for network governance reform to create more inclusive, transparent, and sustainable poverty alleviation policies. A collaborative approach that involves equal roles between the government, private sector, NGOs, and communities is an important step to improve policy effectiveness. In addition, limiting the dominance of local political elites is necessary to ensure that policies are based on the needs of the community, not political interests alone.

Abstract

This study analyzes how the practice of political cliques influences the formation process of the Banten Maju Coalition in the context of the 2024 Banten gubernatorial election. The researcher employs the concept of political cliques and utilizes a qualitative research method, with primary data supported by secondary data through a literature review to analyze the role of political cliques in the coalition’s formation. The study finds that the formation of the Banten Maju Coalition in the 2024 gubernatorial election is not based on ideological similarity or shared political platforms among the participating political parties. Instead, the coalition is predominantly influenced by pragmatic interests rooted in the power of political cliques at the national level. Key figures within the coalition parties hold significant influence in determining the coalition’s direction, with most decisions made by the parties’ central executive boards (DPP).
