Abstract

The quality of elections in emerging democracies is increasingly understood as a social outcome rather than a purely procedural achievement. This study examines how civic culture within civil society shapes public perceptions of the quality of the 2024 General Election in Lampung Province, Indonesia. Drawing on Civic Culture Theory, the study analyzes the configuration of civil society actors, civic orientations, and their implications for electoral quality at the subnational level. The research adopts a qualitative approach with a mixed-methods logic based on triangulation, combining in-depth interviews with civil society actors, election stakeholders, and observers, alongside a descriptive public opinion survey. The findings reveal an ambivalent role of civil society in the electoral process. Although procedural awareness and voter participation are high, evaluative civic orientations remain weak, reflected in the normalization of money politics and the dominance of symbolic and affective political mobilization. Public deliberation is fragmented and largely confined to elite spaces, resulting in elections perceived as procedurally orderly but substantively contested. This study contributes by contextualizing Civic Culture Theory and demonstrating that electoral quality shaped by asymmetrical civic development. Limited to Lampung provincial case, this study recommends comparative and longitudinal research to further examine civic culture and electoral legitimacy.

Abstract

The purpose of this study is to understand and analyze the implementation of the Village Fund policy in Sigi Regency, Central Sulawesi Province. The research method employed is purposive sampling, which involves selecting nine respondents, comprising three government officials and six village representatives. The sample area consisted of three villages, which served as research locations. The research instruments included interview guidelines, data collection through observation, in-depth interviews, and documentation. The analysis technique used is qualitative descriptive. The results of this study indicate that the real conditions in the field suggest that the implementation of the Village Fund in Sigi Regency, based on the three villages that received the funds, is more focused on village infrastructure programs rather than community empowerment programs. Human resources are minimal and lack experience in managing village funds. The role of the Village Representative Body (BPD), which is the government’s partner, is underutilized. In conclusion, the implementation of the Village Fund policy in Sigi Regency is effective in terms of the interests affected, the degree of desired change, decision-making locations, and the type of benefits.

Abstract

This study aims to investigate how oligarchy in power politics and economics affects people's welfare, especially in the context of the dominance of digital oligarchy and the challenges that arise in dealing with this inequality of power. Using qualitative research methods, data were collected through literature reviews from various validated journals, articles, websites, and mass media news. The findings of the study show that the dominance of major digital platforms by digital elites strengthens socio-economic inequality in Indonesia. Data evidence shows that platforms such as WhatsApp (90.9), Instagram (85.3), and Facebook (81.6) have high usage rates, allowing for information control and manipulation of public opinion. This exacerbates injustice, with the richest 1% of the population having an average wealth of more than 2000, while the poorest 50% of the population only have an average wealth of $6.34. This study suggests increasing digital literacy, strict regulations, and diversifying information sources as strategic steps to reduce the dominance of digital oligarchs and ensure a more equitable distribution of power in the digital era.

Abstract

This study analyzes the governance crisis in tourism management at Kampung Ketupat, a community-based tourism destination in Banjarmasin, Indonesia, in 2024. The city government promoted the area as a community-based tourism destination; however, over time, it experienced a decline in visitor numbers and ceased operations in early 2024. This research employs a qualitative approach through in-depth interviews with local communities, government officials, and tourism stakeholders, complemented by field observations and analysis of relevant policy and planning documents. The data were analyzed using thematic analysis to examine patterns of collaboration, forms of participation, and power relations among actors. The findings indicate weak collaborative governance, the dominance of top-down decision-making, and limited community participation that remains largely symbolic. Although formally involved, local communities lack substantive influence over planning, management, and benefit distribution processes. Government and non-community actors continue to dominate policy direction, financial management, and spatial utilization. This condition reflects social exclusion and spatial injustice, in which communities are marginalized from spaces they have historically and culturally inhabited. The study emphasizes that the governance crisis is not merely technical or administrative in nature, but is rooted in unequal power relations, weak accountability, and institutional failure to ensure meaningful citizen participation.

Abstract

The core-plasma partnership model in palm oil plantations in Indonesia has been implemented as a strategy to improve the welfare of plasma farmers and reduce the socio-economic gap between core companies and local communities. However, the implementation of this model is often marked by social conflicts due to the imbalance of negotiation power, low transparency in the financial system, and unfair profit distribution. The point of this study is to look into how well the One Management Pattern (PSM) helps reduce social conflicts in West Kalimantan core-plasma partnerships. This study uses a SWOT analysis and an actor analysis method to find the internal and external factors that affect how well PSM implementation goes. The research results show that PSM is able to improve the efficiency of plasma garden management through direct management by the core company, but still faces resistance from plasma farmers who feel they are losing control over their land. The main factors triggering farmers' dissatisfaction include high credit burdens, low transparency in the financial system, and the perceived lower quality of plasma estate revitalization compared to independent estates. To address this conflict, a strategy focusing on strengthening the role of farmer cooperatives as mediators, increasing transparency in the financial system, and regulatory support from local governments is needed. In addition, the involvement of customary institutions and community leaders in maintaining social stability is also a key factor in creating sustainable harmony. The core-plasma model used by PSM is meant to improve the well-being of farmers, make society more stable, and encourage long-term rural development in areas with palm oil plantations by taking an open and fair approach.

Abstract

This research aims to reveal the media imaging in framing the Three Srikandi Candidates for East Java Governor in 2024 with three stages of analysis, namely transitivity, assessment, and visual. At the same time, based on the analyses that have been conducted, this article also aims to assess the future of women's political roles in Indonesia. This article uses a multimodal discourse analysis method with a qualitative approach. The results showed that the media recognized the leadership capacity of the three women candidates for the 2024 East Java Governor. First, transitivity analysis in the news about the 2024 East Java governor election shows three female candidates as key actors in political contestation. Second, appraisal analysis shows that positive attitudes dominate, highlighting the competence and courage of the candidates. However, some perspectives also reveal the challenges faced by women, such as cultural stigma and double burden. Third, Visual analysis in the news reinforces the image of candidates through images that highlight personal and professional characteristics, thus creating closeness with the audience. For this reason, the media needs to take proactive steps in building a fairer narrative by minimizing stereotypes and focusing on women's professional achievements. By doing so, the media can contribute to a more equal and inclusive political future for women in Indonesia.

Abstract

Physical accessibility to public facilities is a fundamental component in the realization of an inclusive city, particularly for vulnerable groups such as persons with disabilities and the elderly. This study aims to examine the contribution of Universal Design principles—comprising seven variables: Equitable Use, Flexibility in Use, Simple and Intuitive Use, Perceptible Information, Tolerance for Error, Low Physical Effort, and Size and Space for Approach and Use—to the physical accessibility of public spaces in Tegal City. Using a quantitative approach, data were collected through a survey of 139 respondents and analyzed using Structural Equation Modeling (SEM) with SmartPLS. The findings reveal that only three variables—Flexibility in Use, Perceptible Information, and Low Physical Effort—have a significant effect on physical accessibility. The R-square value of 0.697 indicates that the model explains 69.7% of the variance in accessibility. These results contribute theoretically to localized Universal Design studies and offer practical insights for policymakers. Future research is encouraged to adopt mixed methods and involve broader user groups to enhance inclusivity

Abstract

This study aims to analyze how the Taling customary practice, carried out by Lamaholot women, can be reconstructed as a cultural strategy in stunting prevention policies in East Flores Regency. Using a qualitative approach and ethnographic methods, this study positions Taling as a social modality for women that has not been accommodated in formal policy design but functions effectively in maintaining food security and community solidarity. The Longwe women's empowerment framework was used to evaluate the extent to which indigenous women achieved the five dimensions of empowerment: welfare, access to resources, critical awareness, participation, and control in the local development process. The research was conducted in five villages within Witihama Sub-district, utilizing participatory observation, in-depth interviews, focus group discussions, and documentary studies. The findings show that the local value-based food redistribution system in Taling practice effectively strengthens women's leadership, builds social trust, and creates distribution mechanisms that are responsive to the needs of vulnerable households. However, this social power has not been recognized in the framework of stunting prevention policies, which are still dominated by a technocratic approach. These findings emphasize the importance of integrating social and community structures into local public policy through participatory, adaptive, and culturally based governance models.

Abstract

The purpose of this study is to find an ideal Collaborative Governance model for the development of nature conservation to conserve green peacocks as a means of supporting the sustainability of Reog Ponorogo art. The research method used is descriptive qualitative, with data collection techniques using interviews and a purposive sampling model. The results of this study show the effectiveness of developing a Collaborative Governance model with a Quadruple Helix type, how the actors are integrated in carrying out activities, starting from pre-negotiation, negotiation stage, to program implementation, which includes dialogue between actors, further building mutual trust and establishing a commitment that became the benchmark for success in the program. The Kampung Merak program aims to ensure the sustainability of cultural activities and the preservation of animal populations. It preserves and increases the population of green peacocks (Pavo Muticus) through community-based breeding, to meet the demand for green peacock feathers to support the cultural art of Reog Ponorogo.

Abstract

During the presidency of Joko Widodo (2014 - 2024), particularly in his second term, Indonesia’s multiparty presidential democracy has witnessed the rise of an "Imperial Presidency." Coined for the first time by American historian Arthur M. Schlesinger, Jr., in his 1973 book of the same name, this term refers to a president becoming disproportionately powerful and dominant in politics and policymaking. Unlike the US, an imperial president in Indonesia does not face significant opposition from political parties or from the legislature. The existing scholarship has not sufficiently explained why an executive seeks to become dominant even when it does not face a hostile legislature. To understand how Indonesia’s imperial presidency arises, whether it will continue under Jokowi’s successor, and its potential impact on democracy, this article employs three key concepts from comparative politics: coalitional presidentialism, presidential majoritarianism, and the presidentialization of politics. Using the qualitative approach and secondary data analysis, this article argues that without significant opposition from the political parties (legislature), the judiciary, and the public, Indonesia’s imperial presidency is likely to continue and will further erode Indonesian democracy.
