Abstract

This study aims to identify the implementation of bureaucratic reforms, as well as to offer several solutions for the improvement of licensing administration services. This study used a qualitative approach with the type of instrumental case study research. The location of the research was conducted at Integrated Licensing Service Agency (BP2T) in Kabupaten Bone.Teknik data collection used, namely: in-depth interviews, document studies and observation. Data are analyzed through data reduction stages, data presentation, conclusion and verification. The results showed that the implementation of bureaucratic reform in the administration of licensing services, from the Institutional aspect that the licensing service of Bone Regency has been in the form of One Stop Service; Human Resources aspects that the existing employee qualifications are not in accordance with organizational needs, discipline and responsibilities of employees is still relatively low; aspects of the System and Procedures that generally permits are completed beyond the prescribed timeframe, the existence of discrimination and inconsistency. Through this research, verification of several concepts and theories, namely formalism as one of the characteristics of prismatic society proposed by Fred W Riggs on justified in this study, which in the phenomenon the author calls it by the term "Regulation of the Tongue.

Abstract

This study examines the inherent duality in poverty policy, analyzing the discrepancy between the goals established by policies and the actual outcomes of their execution. The study employs an analytical methodology to examine diverse poverty programs implemented in various countries, emphasizing their accomplishments and shortcomings. The paper begins by providing an overview of the historical development of poverty policy and elucidating how economic and social perspectives have influenced strategies for poverty management. The study subsequently explores the implementation of these rules, encompassing the frequently encountered issues and obstacles. Emphasis is placed on examining case studies that demonstrate effective poverty reduction measures and cases when expectations were not fulfilled. Using data and case studies, the paper examines the crucial aspects that impact the efficacy of poverty initiatives, including the political framework, economic resources, and community participation. In addition, the topic encompasses the influence of technology and innovation on developing more flexible and receptive poverty policies. Ultimately, the study thoroughly examines the interplay between theory and practice in poverty policy. This indicates that a more all-encompassing and inclusive strategy may be required to tackle poverty concerns effectively. Hence, the article's objective is to offer valuable perspectives for policymakers, practitioners, and academics concerned with addressing poverty in a constantly evolving global environment.

Abstract

This research scrutinizes the array of strategies deployed in managing waste banks across Indonesia, highlighting the nation's efforts to tackle the growing challenge of waste management. By analyzing data from existing literature and documentary sources, the study aims to understand how waste banks operate within the Indonesian context thoroughly. It reveals that the success of these waste banks varies significantly across different regions, pointing to a complex interplay of factors influencing their effectiveness. The findings of this research are particularly revealing, uncovering three main factors that influence the effectiveness of waste bank management: the availability of human and financial resources, the quality of organizational communication, and the organization's overall structure. These factors are crucial in determining how well waste banks function. Regions with adequate resources and efficient communication channels better manage waste effectively.

Abstract

This study examined the correlation between food security and sustainable development in the context of poverty alleviation through sustainable agriculture. Employing a qualitative approach, this study evaluated the effectiveness of sustainable agricultural practices in improving food security in poverty-prone areas. The data were collected from various sources, including interviews with farmers and secondary data analysis from government reports and international organizations. The study found that the adoption of sustainable agricultural practices such as organic farming systems, crop rotation, and the use of environmentally friendly technologies had a significant positive impact on agricultural productivity. This, in turn, leads to increased income for farmers and greater food availability, ultimately reducing poverty levels. Additionally, this study reveals that government policies and infrastructure support play a crucial role in facilitating the transition to sustainable agriculture. This study offers new insights into the significance of synergies between food security and sustainable development, and their contribution to poverty alleviation strategies. The results indicate the need for more comprehensive policies and a holistic approach when designing agricultural development programs. These programs should not only focus on production but also on social, economic, and environmental aspects.

Abstract

Program Keluarga Harapan (PKH) adalah program yang memberikan bantuan sosial bersyarat kepada Keluarga Penerima Manfaat (KPM) untuk mempercepat pengentasan kemiskinan. Adanya PKH dapat mengurangi kemiskinan di Indonesia berdasarkan data Badan Pusat Statistik (BPS) mengenai jumlah penduduk miskin di Indonesia pada tahun 2021 yaitu sebesar 26,50 juta orang dan menurun 1,05 juta orang dibandingkan dengan kondisi tahun 2020 yang adalah 27,55 juta orang. Penekanan ini tidak lain adalah kontribusi PKH dalam proses graduasi yang dilakukan oleh pendamping PKH, graduasi natural, graduasi sejahtera, dan graduasi mandiri. Tulisan ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus untuk menggali proses atau kegiatan graduasi yang dilakukan pendamping (informan) PKH di komunitas binaannya. Sumber data pendukung adalah sembilan orang yang dipilih dengan teknik purposive sampling. Pengumpulan data dilakukan dengan wawancara mendalam dan deskripsi dokumentasi. Penelitian ini dilakukan selama enam bulan, terhitung sejak Januari-Juni 2021. Penelitian ini menunjukkan tiga pendekatan yang diterapkan informan dalam melakukan wisuda yaitu pendekatan sosial dengan menumbuhkan rasa empati KPM kepada masyarakat sekitar, pendekatan agama dengan mengembalikan segala sesuatunya berdasarkan hukum agama Islam dan pendekatan hukum dengan sosialisasi sanksi hukum atas pelanggaran yang dilakukan sebagai warga negara Indonesia.

Abstract

Rural communities globally face interconnected challenges, from climate change and natural disasters to economic shocks and pandemics, increasing their vulnerability. Effective adaptation and resilience strategies are crucial. This systematic review identifies, analyzes, and synthesizes these strategies employed by rural communities facing global challenges. Following PRISMA guidelines, the review will search Scopus, Web of Science, AGRICOLA, and JSTOR for peer-reviewed English articles (2010-2024). Keywords include "rural community resilience," "climate change adaptation," "food security," "agricultural resilience," "disaster risk reduction," "social capital," and "livelihood diversification." Inclusion criteria are empirical research articles specifically addressing adaptation and resilience strategies in developing country rural communities facing global challenges, focusing on climate change, economic crises, and natural disasters. A two-stage selection process (title/abstract, then full-text review) will be used. Quality assessment will utilize appropriate tools for quantitative and qualitative studies. Data from selected articles will be extracted and thematically analyzed using a deductive approach, identifying common themes related to adaptive capacity, livelihood diversification, social capital, local knowledge, and government policy roles. The review anticipates identifying effective adaptation and resilience strategy patterns, determining key influencing factors, comparing intervention effectiveness, and highlighting research gaps. This review provides valuable information for policymakers, researchers, NGOs, and stakeholders working to enhance rural community resilience.

Abstract

Food security is a persistent global challenge, particularly in low-income communities where access to nutritious food is limited. Free nutritious meal programs have been introduced to enhance food access and improve nutritional intake, especially for vulnerable populations such as children and low-income families. Despite their implementation, their overall impact on food security at the household and community levels remains underexplored. This systematic review examines the role of free nutritious meal programs in improving food security by evaluating their effects on food availability, accessibility, utilization, and stability. The study also highlights economic, social, and policy-related challenges affecting program sustainability. A systematic literature review was conducted following PRISMA guidelines. Data were sourced from academic databases such as Scopus, Web of Science, and PubMed, focusing on studies published in the last decade. Thematic analysis was employed to identify trends related to program effectiveness, policy integration, and long-term sustainability. Findings indicate that free meal programs enhance food security by increasing access to nutritious food, reducing malnutrition, and improving educational and economic outcomes. However, challenges such as financial constraints, logistical barriers, and policy fragmentation limit long-term success. While free nutritious meal programs offer short-term relief for food insecurity, their sustainability depends on strong policy support, financial investment, and integration with local food systems. Further research should explore scalable models to ensure their long-term effectiveness in diverse socio-economic settings.

Abstract

This research analyzes volunteers' perspectives on the effects of the 'Merdeka Belajar Kampus Merdeka' (MBKM) initiative on higher education in Indonesia. The MBKM program signifies a substantial paradigm shift in Indonesia's educational policy, emphasizing a comprehensive, adaptable, and pragmatic approach to learning. The initiative aims to facilitate the transition from theoretical academic knowledge to hands-on competencies required in the workforce, promoting career advancement, experiential learning, and individual maturation. This study employs qualitative analysis of volunteer narratives to examine the perceptions, motivations, and obstacles to implementing the MBKM program. The results underscore the program's efficacy in cultivating social responsibility and community engagement, facilitating diverse and global learning opportunities, and augmenting professional and personal competencies. Nevertheless, obstacles to adjustment, obtaining resources, and managing academic obligations are also apparent. This study emphasizes the necessity for increased resources, support systems, and flexible policies to address the changing demands of education. This study enhances the scholarly conversation surrounding educational reform and volunteerism in Indonesia by providing valuable insights to inform future policy discussions and educational advancements.

Abstract

This study aims to identify essential elements and strategies needed to build an inclusive and sustainable digital education ecosystem in remote areas of Indonesia. The research used a qualitative case study design. Data were collected through in-depth interviews and participant observation with 15 key stakeholders. The findings indicate a hierarchical dependency, where the instability of physical infrastructure—particularly connectivity, devices, and electricity—creates a scarcity model that hinders sustainable digital adoption. This situation creates a functional competency gap: teachers are pedagogically ready but hampered by low technical confidence. To overcome these obstacles, stakeholders implemented bricolage adaptation strategies, such as separating the learning process from real-time internet dependence through offline methods and utilizing collective community funding. The study also found that socio-cultural anchoring—through the integration of local wisdom in digital content and active community participation—serves as a crucial “soft infrastructure” in ensuring program sustainability. In contrast to previous techno-centric studies, this research formulates a Locally-Based Digital Ecosystem Model that shows that the sustainability of digital education in 3T areas depends not only on access to technology but also on the integration of technical adaptation and cultural resilience.
