The non-cash transaction policy is Presidential Instruction Number 10 of 2016, regarding actions to prevent and eradicate corruption that are being followed up by the parties Ministry of Home Affairs by issuing circular letter SE910/1866/SJ which obliges the Regional Government to carry out non-cash transactions. One of them in Office of Public Works and Spatial Planning Banten Province. The purpose of this research is to find out how the non-cash transaction policy is implemented in the Department Banten Province Public Works and Spatial Planning. Based on the results of research that carried out at the Office of Public Works and Spatial Planning has carried out the transaction with non-cash, but due to the policy of non-cash transactions this is new policy, so the implementation is gradual because there are still a number of transactions that are made in cash. In this study, researchers used research methods descriptive qualitative. In collecting data the researcher made observations with visited the research location and interviewed several parties, such as: the treasurer general office, assistant treasurer, official implementing technical activities and third parties who related to find out how the implementation of non-cash transaction policies in the Office Banten Province Public Works and Spatial Planning. Conclusion of this research the non-cash transaction policy has been implemented in stages. Suggestions from research This is so that non-cash transactions can be carried out better so that every transaction can done in cashless.

This research is entitled Strategy for Management of Regional Property in Achieving Reasonable Unqualified Opinion of the Supreme Audit Agency (BPK) in the Regional Government of Banten Province with a research focus on knowing and describing efforts or strategies for managing regional property in order to obtain the opinion of the Supreme Audit Agency (BPK). Unqualified (WTP) in the Regional Government of Banten Province. The results of the research show that the management of regional property in the Regional Government of Banten Province has not been fully implemented well. The management of regional property by the Regional Government of Banten Province, which has not been fully implemented well, is faced with several obstacles both in the areas of organization, apparatus resources, rules and management practices for managing goods which are not in accordance with existing regulations. The strategy for managing regional property belonging to the Banten Provincial Government in achieving an Unqualified Opinion (WTP) is carried out by continuing to validate and comprehensively inventory all SKPD assets; strengthen budget management systems and procedures related to asset procurement; socialize good governance of regional property and inancial governance in accordance with statutory regulations; carry out planned and sustainable asset management in accordance with clear BMD management stages; Information technology systems must have integrated e-audit facilities.

The Banten Provincial Government, through the Public Works and Spatial Planning Agency (PUPR), has provided irrigation network services for the community in Banten Province. This study evaluates and assesses community satisfaction with irrigation services in Lebak Regency, organized by the PUPR Agency. The research method used is quantitative descriptive with a saturated sampling technique, involving all Water User Farmer Associations (P3A) or farmer groups that receive irrigation services in Lebak Regency, with 83 respondents from 10 irrigation areas. The study was conducted for 45 days, from November to December 2023. Data were analyzed using Importance Performance Analysis (IPA) and Customer Satisfaction Index (CSI). The IPA results showed an overall positive gap, with four questions in quadrant I (high importance and low satisfaction), ten questions in quadrant II (high importance and high satisfaction), nine questions in quadrant III (low importance and low satisfaction), and three questions in quadrant IV (low importance and high satisfaction). The CSI results show a level of public satisfaction of 78.00%, which is included in the "Good" category, according to Permenpan RB. This study provides strategic recommendations to improve the quality of irrigation services and maximize public satisfaction.

This study analyzes the role of actors in farmer institutional strengthening policies as an implementation of the Flood Management In Selected River Basins (FMSRB) Program that has been accompanied and fosters independence in funding farmer groups. The informants of this research were all farmer groups who received benefits from the Community Driven Development (CDD) program in the Farmland Management and Sustainable Agriculture Practices for Flood Management in Selected River Basins Sector Project – FMSAP FMSRB Pandeglang Regency as well as policy stakeholders and competent experts in the program with a total of 22 people. Data analysis using Stakeholder Analysis. Based on stakeholder analysis, it was found that first, the main actor is the farmer group as the beneficiary, the relationship and influence are very strong because as the object of the beneficiary The secondary stakeholders are academics, mass media, private sector, consultants, CF (Facilitator), Extension (PPL), Communities are affected indirectly, with the actors most playing a role being private actors. Key stakeholder groups include donor agencies, the Asian Development Bank; the ministry of agriculture and related ministries such as the Environment; Local Government of Pandeglang Regency, especially the Department of Agriculture and Food Security; Regional Development Planning Agency; Regional Financial Revenue and Assets Agency; Environmental Agency; Regional Disaster Management Agency; Department of Public Works and Spatial Planning. The initiator and catalyst actors in the sustainability of the program are highly dependent on the Regional Government of Pandeglang Regency, especially the Department of Agriculture and Food Security. Second, the pattern of Sustainability and Development of FMSRB is expected to be initiated by the Pandeglang Regency Agriculture and Food Security Office by involving various agencies and community groups concerned with land conservation efforts.

The problem of flooding and erosion is a natural phenomenon that greatly affects the community. Losses resulting from these events can reduce the quality of human life in various aspects of life. So there is a need for immediate management with various strategies. One of them is the Evaluation of the Flood Management in Selected River Basins Program in Pandeglang Regency. The purpose of this study was to evaluate the Farmland Management and Sustainable Agriculture Practices for Flood Management in Selected River Basins program Sector Project Pandeglang with the perspective of the CIPP evaluation model (Context, Input, Process, Product) and to recommend sustainability strategies. The research was conducted using a descriptive method with a qualitative approach. The results showed that the existence of the FMSRB program was able to answer various problems with critical lands and flood risk. Then the most effective continuation strategy that must be carried out is carried out by the Pandeglang Regency government with a Collaborative Governance strategy, namely collaboration between the Regency government and the private sector, universities/academics, and so on. The conclusion of the research is that the CIPP evaluation model can answer the main causes of flooding in the Pandeglang Regency.

This research aims to measure the Serang Regency Regional Development Planning Index. In order to realize the ideals and goals of the nation as stated in the Preamble to the 1945 Constitution, namely achieving a just and prosperous society, both the central and regional governments need to develop strategies to create development both regionally and in terms of human resources within it. As a concrete step to ensure that development activities are effective, efficient and targeted, a national development plan is needed that is formed in a system. Regional Development Planning Index Measurement Components which include: a) Synergy, b) Quality of Planning, c) Linkage of Development Planning with Performance Planning, which consists of 6 aspects, 22 indicators and 40 sub-indicators. In calculating the IKP for Serang Regency, the measurement method carried out by Bappenas is used by assessing the results of planning documents that have been prepared by the Regional Government within a period of one year before the measurement year. The results of the measurements carried out became a reference for improving the quality of regional government planning documents. Based on the results of a documentation study examination of Serang Regency regional planning documents, it was found that the results of the Synergy dimension had an assessment score of 25.75 from a maximum weight value of 32. The value obtained from the Planning Quality dimension was 56 from a maximum weighted score of 58. Program Flood Management in Selected River Basins (FMSRB) merupakan program penanganan banjir yang difokuskan dalam pengendalian lahan kritis atau konservasi lahan pertanian didaerah hulu sungai yang berada pada Daerah Aliran Sungai Cidanau-Ciujung-Cidurian, salah satunya berada di Kabupaten Pandeglang. Penelitian ini bertujuan untuk untuk penetapan kegiatan prioritas yang perlu dilanjutkan setelah proyek FMSRB berakhir berdasarkan analisis capaian proyek dan hasil penapisan menggunakan kriteria dan indikator exit strategy yang dibangun. Penelitian ini dilakukan di beberapa Kecamatan di Kabupaten Pandeglang yaitu Kecamatan Cadasari, Kecamatan Karangtanjung, Kecamatan Pandeglang, Kecamatan Majasari, Kecamatan Kaduhejo, dan Kecamatan Mandalawangi. Metode penelitian menggunakan metode penelitian kuantitatif dengan pendekatan deskriptif, dengan teknik pengumpulan data primer dan sekunder. Teknik analisis data yang digunakan dalam penelitian ini menggunakan metode Urgency, Seriousness, Growth (USG) untuk mengetahui tingkat derajat kepentingan dari sebuah program apabila dijalankan, kesungguhan program, dan pertumbuhan dari program tersebut apabila tidak/dijalankan memiliki dampak seperti apa. Hasil penelitian ini didapat pengukuran mengenai keberlanjutan lingkungan dalam penanganan konservasi lahan bahwa program FMSRB yang sudah dijalankan oleh kelompok tani yang dinilai memiliki tingkat kepentingan yang mendesak, tingkat keseriusan, dan memiliki pengaruh pertumbuhan yaitu program penananam bibit tanaman multi guna dengan nilai 13,00. Sedangkan untuk program FMSRB konservasi lahan yang memiliki dampak pertumbuhan ekonomi bagi kelompok tani dan masyarakat, yaitu pembangunan Jalan Usaha Tani (JUT) dengan nilai 13,11. Serta untuk program FMSRB konservasi lahan yang memiliki dampak keberlanjutan sosial bagi kelompok tani dan masyarakat yaitu penguatan lembaga tani dengan nilai 13,33.

Pandeglang Regency has 201,16 hectares of slum areas spread across 37 locations in 13 sub-districts. The Kota Tanpa Kumuh (KOTAKU) program in Pandeglang Regency still has several problems in its implementation, namely the lack of active community involvement, the location of the program target is not evenly distributed, the program is not oriented to the poor community at large, the mismatch of the program rolled out with the conditions needed by the community, the utilization and maintenance of program results are not carried out optimally. The purpose of this research is to find out what are the social and economic impacts of the KOTAKU program in Pandeglang Regency. The research method used is a qualitative research method with a descriptive approach. The results showed that the social impact of the KOTAKU program is to increase active participation and awareness in the community to work together to implement development, improve the quality of life and health of the community, and a sense of ownership of the infrastructure built together. The economic impact of the KOTAKU program is an increase in community welfare and income, job creation, increased work and economic mobility of residents, and efficiency of household living needs.
