Abstract

This study aims to examine the implementation of the e-Budgeting system in supporting transparency and accountability in regional financial management, using the Government of Surakarta City as a case study. The research method employed is a literature review by analyzing various relevant academic sources on the implementation of e-Budgeting in public financial governance. The findings indicate that the application of e-Budgeting in Surakarta has improved administrative efficiency, strengthened budget transparency, and encouraged public participation through open access to financial information. This success is supported by competent human resources, adequate technological infrastructure, and strong managerial commitment. However, challenges such as cybersecurity threats, potential system viruses, and low digital literacy among the public remain significant issues. In conclusion, e-Budgeting is a vital innovation for realizing good governance and should be adopted by other regional governments as part of a modern and accountable financial reform effort.

Abstract

This study aims to analyze the development of community-based tourism or Community Based Tourism (CBT) in the Wana Mukti Siguede tourist attraction, Kebonlegi Village, Kaliangkrik District, Magelang Regency. The CBT concept was chosen because of the emphasis on active participation of local communities as the main actors in planning, management, and decision-making in the tourism sector. This study uses a qualitative descriptive approach with data collection techniques through observation, interviews, and documentation. The results of the study indicate that the management of Wana Mukti Siguede tourism has implemented the five main dimensions in the CBT theory according to Suansri, namely economic, social, cultural, environmental, and political dimensions. This community-based management has been proven to provide a significant contribution to increasing income, preserving local culture, and strengthening community capacity. However, there are still challenges in its implementation, such as limited participation of the younger generation, environmental carrying capacity being exceeded, and the absence of formal regulations that comprehensively regulate resource management. Therefore, a strategy for strengthening capacity, improving management, and developing local regulations is needed so that tourism management can run optimally, sustainably, and fairly for the community. This research is expected to be a reference in the development of community-based tourism in other areas that have similar potential.

Abstract

This study measures the dimensions of responsiveness of the Central Java Provincial Government and its impact on citizen satisfaction, adopting the theoretical framework of good governance. Employing a mixed-methods approach that combines in-depth interviews with big data analysis crawled from the provincial government's official Twitter account using Python on the Google Colab platform this study finds that the government has effectively realized the principle of responsiveness. Complex complaints, such as alleged illegal levies and bureaucratic complexities, were resolved in under three days, a timeframe comparable to the resolution of infrastructure-related issues. Another key finding reveals a strategic communication model employed by citizens, which involves consistently tagging the Governor's account to expedite the resolution process. However, this model creates a systemic vulnerability, as it is highly person-centric and dependent on an individual figure. This dependency threatens the program's long-term effectiveness and sustainability, particularly in the event of a leadership change. Therefore, the study recommends the institutionalization of the system through Standard Operating Procedures (SOPs) and robust governance structures to ensure its continuity. governance.

Abstract

Follow-up on implementing the recommendations based on the BPK audit result in the Banten Provincial Government has not been effective due to the completion time of the follow-up not being up to standard and the audited entity having difficulty carrying out the follow-up. This study aims to determine the effectiveness and challenges in implementing the policy of completing follow-up on the results of the BPK audit in the Banten Provincial Government. This study uses a descriptive qualitative approach and primary data collection techniques (observation and interviews) with informants purposively selected from BPK and local government. The technique used for data analysis is interactive models. Results show that the policy has not covered all target groups and has no impact on direct improvement changes. Decision-making has not supported the sustainability of completing follow-up audit results. The Inspectorate's mediation effectiveness is hindered by limited personnel and budget resources.  Based on the implementation environment, actors have not been fully involved in monitoring the follow-up progress, and leaders do not have the commitment and assertiveness to encourage follow-up on audit results. The potential implication of this study suggests that the BPK should consider reformulating technical policies to ensure the effective and measurable completion of follow-up recommendations on audit results.
