Abstract

E-government, or electronic government, refers to the utilization of information and communication technology to improve and simplify the provision of government services and information to citizens, businesses, and government agencies. The adoption and implementation of e-government may be seen as an imperative for governments in developing nations. This research observes the intricacies of e-government implementation in developing countries, aiming to identify and analyze pivotal issues. By employing the preferred reporting items for systematic review and meta-analysis method, this research discovers the intricate landscape of e-government implementation. Also, utilizing the Technology-Organization-Environment and Unified Theory of Acceptance and Use of Technology frameworks, the study uncovers substantial issues rooted in organizational limitations like limited awareness and inadequate top management support. The scarcity of essential infrastructure, notably reliable internet access, exacerbates these issues, deepening the digital divide between urban and rural areas. These findings emphasize the crucial role of clear regulations and unwavering top management support. Success in technology adoption hinges on the synergy between organizational, technological, and environmental factors. This thorough investigation illuminates the complex dynamics associated with the implementation of e-government in developing countries, providing invaluable insights for policymakers, practitioners, and researchers navigating the complexities of digital governance.

Abstract

The rapid evolution of digital platforms has reshaped the landscape of diplomacy, creating new opportunities for public interactions. Social media has emerged as a pivotal element in the practice of public diplomacy, enabling nations and governmental entities to communicate with a global audience. However, the use of social media carries an underlying challenge in engaging foreign audiences, especially for developing countries, which is rather difficult to get attention from the international community. By utilizing the Preferred Reporting Items for Systematic Review and Meta- Analyses Method (PRISMA), this SLR will investigate the differences and strategies of social media utilization as a prosperous public diplomacy instrument between developing and developed countries. Moreover, the outcomes of this SLR are anticipated to provide methods for best practices in social media analysis and choose a fixed platform for information dissemination according to the public characteristics of each country. Findings indicate that developing countries have not yet utilized social media effectively and require additional strategies to improve its use. Furthermore, they still emphasize solving specific concerns, especially in politic area, while developed countries mostly focused in shaping public perception for nation branding. The results also suggest that Twitter is the predominant platform for conducting content analysis in social media. The study highlights the importance of implementing effective strategies and policy actions to address the challenges and optimize the positive impact of digital platforms in promoting international relations.

Abstract

Purpose: In an increasingly interconnected global economy, there is a growing recognition among governments of the importance of fostering an environment for businesses to thrive. Indonesia has introduced an integrated business licensing system that centralizes and automates the licensing and permitting processes, simplifying the journey for entrepreneurs, business owners, and government agencies. To multiply the benefits and effectiveness of the system, the government must assess the system to establish a firm basis for its ongoing advancement and enhancement. Methods: The evaluation of integrated business licensing system was conducted using the HOT-fit framework with the perspective of government agencies. Their involvement is crucial for effective licensing and supervision processes. Data was gathered through questionnaires and analyzed using the PLS-SEM method. Result: The findings revealed that system quality and service quality significantly influenced user satisfaction, whereas information quality, user satisfaction, organizational structure, and organizational environment positively impacted system usage. The results also showed that system usage and user satisfaction influenced net benefit. These results can be used to improve the system to match the government agencies’ expectations. Novelty: The novelty of this study lies in its research object which is an integrated system. This research provides insights for targeted improvements in technological, organizational, and human aspects of integrated system implementation.

Abstract

Di era kemajuan teknologi saat ini, keterampilan dalam menggunakan komputer sangat diperlukan, termasuk dalam bidang pemerintahan. Hampir semua kegiatan pemerintahan, mulai dari pembuatan dokumen sampai dengan pelaporan kegiatan sudah mulai menggunakan komputer agar lebih praktis dan efisien. Salah satu contonya adalah penggunaan Microsoft Office sebagai media pembuatan laporan kegiatan di tingkat kelurahan, namun yang menjadi kendala adalah belum mahirnya dalam pembuatan laporan menggunakan Microsft Office menjadikan adanya ketidakpuasan dalam proses pelayanan. Pelatihan keberlanjutan Microsoft Office yang meliputi Microsft word, Power Point dan Excel, ditujukan untuk membantu dalam proses penyelesaian permasalahan dalam pelaporan kegiatan. Pelatihan ini ditujukan untuk meningkatkan kemampuan para peserta dalam hal pengoperasian Microsoft office guna menunjang tugas dan kegiatan. Pada pelatihan ini menggunakan metode sosialisai, pelatihan secara intensif dan pendampingan serta evaluasi di akhir pelatihan. Hasil dari kegiatan ini adalah peserta lebih memahami dan semakin mahir dalam menggunakan Microsoft Office sebagai media pembuatan laporan kegiatan.

Abstract

E-commerce users in Indonesia continue to increase along with advances in digitalization. This causes a trend to occur where many offline shop entrepreneurs are responding to changes in consumer behavior by creating online shopping applications to maintain the existence of their business to be consistent with time progress. The purpose of this research is to find out what factors affect user acceptance of online retail applications used for online shopping at XYZ stores using the UTAUT2 acceptance model. In line with changes, case studies were conducted on grocery stores and retail stores that carried out digital innovation by creating online retail applications for their consumers. The research was conducted using a mixed method, data was collected through interviews with sources and using a questionnaire spread to 149 research sample consumers. The data processing technique uses PLS-SEM with SmartPLS tools. The research results show that 4 factors influence the use of online retail applications, including hedonic motivation, habit, behavioral intention, and application use. The results of this research can be used as material for management considerations to increase the excellence of the application so that user interest in online shopping using the application at XYZ store increases

Abstract

This study investigates functionalities on social media platforms that promote effective knowledge sharing, focusing on information quality and user engagement. A systematic literature review (SLR) was conducted to analyze relevant research. The findings reveal that functionalities like content creation and curation tools, user interaction and feedback mechanisms, community building and gamification elements, and knowledge filtering and recommendation systems all contribute to a positive knowledge-sharing environment. These functionalities empower users to create high-quality content, engage in discussions that refine information, and discover trustworthy sources. The study highlights the potential of social media platforms for knowledge sharing but acknowledges that the effectiveness of functionalities can vary depending on the platform and audience. Future research is recommended to explore the most impactful functionalities in specific contexts and the interplay between functionalities, user behavior, and information quality.

Abstract

This study investigates the implementation of e-government initiatives in Indonesia, specifically focusing on the MyASN application designed for civil servants. Despite the introduction of MyASN, challenges persist in terms of user acceptance, and its complete utilization among civil servants throughout Indonesia is yet to be achieved. The primary goal of this research is to comprehensively identify the factors influencing the adoption of MyASN among civil servants using Unified Theory of Acceptance and Use of The Technology (UTAUT) conceptual model. The target population is respondents who use the MyASN application. The target population is respondents who use the MyASN application. This research obtained a total of 182 respondents who filled out the questionnaire via Google Forms, which were then analyzed using the Structural Equation Model (SEM) approach with SmartPLS software. The findings highlight that behavioral intention, performance expectation, and social influence are factors influencing users' intention to use the My-ASN application. On the other hand, effort expectancy and facilitating condition don’t affect users' intention and behavior in adopting MyASN. Furthermore, concerning moderating variables, only working experience and voluntariness of use influence user behavior, although their impacts are not very significant. Penelitian ini mengkaji terkait implementasi e-government di Indonesia, khususnya berfokus pada aplikasi MyASN yang dirancang untuk Aparatur Sipil Negara (ASN). Meskipun aplikasi MyASN ini telah disosialisasikan, namun pada implementasinya masih terdapat tantangan dalam penerimaan penggunanya dan pemanfaatannya yang belum maksimal di kalangan ASN di seluruh Indonesia. Tujuan utama dari penelitian ini adalah mengidentifikasi faktor apa saja yang mempengaruhi niat pengguna untuk menggunakan aplikasi MyASN menggunakan metode UTAUT (Unified Theory of Acceptance and Use of The Technology). Target populasi adalah responden yang menggunakan aplikasi MyASN. Penelitian ini memperoleh sebanyak 182 responden yang mengisi kuisioner melalui Google Forms, kemudian dilakukan analisis menggunakan pendekatan SEM (Structural Equation Model) dengan perangkat lunak SmartPLS. Temuan penelitian ini menjelaskan bahwa behavioral intention, performance expectation, dan social influence merupakan faktor yang mempengaruhi niat pengguna dalam menggunakan aplikasi My-ASN. Disisi lain, effort expectancy dan facilitating condition tidak mempengaruhi niat dan perilaku pengguna dalam mengadopsi MyASN. Selain itu, pada moderating varible, hanya working experience dan voluntariness of use yang mempengaruhi perilaku pengguna, meskipun dampaknya tidak terlalu signifikan.

Abstract

In Indonesia's e-Government, knowledge management is one of mandatory indicators that must be implemented at both the central and local government levels. Unfortunately, the use of knowledge management in Indonesia's local government is still very lacking. This condition is reflected in the e-government management index score at the city level nationally in 2024, which only reached 2.03, categorized as sufficient. However, knowledge management is a crucial foundation for the development of public services and innovation in local government. The aim of this study is to identify the Critical Success Factors (CSF) for the implementation of knowledge management in the Pontianak City Government through survey and interview methods. Data analysis was conducted using Structural Equation Modeling-Partial Least Square, with knowledge management as the latent variable. The results of the study suggest that innovation, measurement, regulation and technology adoption have a significant positive impact on knowledge management implementation strategies in local government. Thes success factors are the used as guidelines for developing knowledge management strategies in the Pontianak City Government, and local government in general.
