Abstract

The purpose of this research is to analyze and find out the implementation, constraints in the process and strategies that can be used as a solution to the obstacles in the policy process for managing the Barito River Channel in exploiting natural potential as an increase in income in the Province of South Kalimantan. This study uses the theory of policy implementation put forward by Grindle which consists of policy content and policy context. The research method used is a qualitative approach with a descriptive research type. Informants in this study as many as 10 people. The data analysis technique used is data reduction, data display, and conclusion. The results showed that the implementation of the Barito river channel management policy in exploiting natural potential as an increase in income for the Province of South Kalimantan had been carried out properly and PT. Ambapers will obtain a concession for the next 20 years. To increase revenue, a strategy is needed to explore potential levy objects, renegotiate the profit-sharing system with partner companies, develop lanes in the Barito River Channel so that ships with a larger capacity can pass through, develop tourism potential in the Barito River Channel. Barito River, developing a new business in the field of boat rental, developing a business in the accommodation and lodging sector for crew members operating in the Barito River Channel, and developing shipping lanes in the Barito River Channel up to the province of Central Kalimantan.

Abstract

This article aims to explain collaborative governance in Mount Sinabung disaster preparedness, focusing on the collaborative process. The problem centers on the Disaster Resilient Village which was formed by the Karo Regency BPBD, but during its establishment from 2019 to date, it has not implemented the Destana program in disaster preparedness. To answer this problem, the Collaborative Governance theory of Chris Ansell and Alison Gash is used. Data were collected through interviews and triangulation, as well as a literature review, and analyzed qualitatively. This study concludes the collaborative process of the Runggu of the Karo District Government on disaster management and the Runggu tradition in the village. Building trust by forming Destana and the Destana program that is included in the village budget. Commit to a joint agreement to prepare the documents for the Village Disaster Management Plan and Village Contingency Plan. Then the document is understood and implemented together according to their respective roles. This resulted in medium-term results in Gung Pinto Village receiving a Village Resilience rating in the Primary category. The findings from this study were that of the 14 villages formed, only 1 village could carry out the collaboration process well. With recommendations for the need for an empowerment process in collaborative governance in disaster preparedness at Mount Sinabung in Karo Regency, North Sumatra Province.

Abstract

The Ministry of Social Affairs administers the Family Hope Program (PKH), a poverty alleviation and social protection initiative providing conditional non-cash assistance to individuals with social issues (PMKS), focusing on health, education, and social welfare. This research aims to evaluate the implementation of the Family Hope Program in Manado City, identify the challenges and obstacles encountered, and assess how the Manado City Social Service addresses these issues. The research employs a descriptive qualitative research method with an inductive approach. Data were collected through interviews, observations, and documentation, and analyzed using techniques including data collection, reduction, presentation, and conclusion drawing. The findings indicate that the implementation of the Family Hope Program in Manado City aligns with William Dunn's evaluation theory, meeting six key indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The program's implementation is assessed as satisfactory across these indicators.

Abstract

The Implementation of regional development in the autonomy era is in accordance with Law Number 23 RI of 2014 concerning Regional Government based on regional capacities and initiatives. Where there are several development problem faced. Especially in Ternate City, when viewed from the perspective of population welfare, the problem of poverty and unemployment are still considered quite high. Therefore, strategic efforts are needed to deal with the problem in question. This paper aims to, 1) Describe the government’s efforts improved the regional economy through micro, small, and medium enterprises in managing local wisdom products in Ternate City, North Maluku Province; 2) Describe the factors that influenced efforts improved the regional economy through micro, small, medium enterprises in managing local wisdom product. The approach of this study was qualitative and descriptive method. The theory used to analyzed the main focus was The of Manpower Creation by Mansour Fakih. To saw the factors that affect the productivity of micro, small and medium enterprises used the concept proposed by Wilantara and Susilawati. The data sources were primary data and secondary data. Data collection techniques were obtained through interviews, observation and documentation carried out in Ternate City by involving the government and micro, small and medium enterprises by selecting a number of samples based on the snowball method. The results of this study indicate that the efforts made by the Local Government of Ternate City to improve its economy through micro, small, medium enterprises based on local wisdom potentiality are considered quite effective, because able to encourage and maintain productivity of business actors. These efforts generally take the form of development, fostering and provision of business capital that are regulative, service, facilitative and evaluative  roles. Although, there are several obstacles that are quite prominent and influential, including the lack of business capital, product marketing, inefficiency of bureaucratics services, low human resource capacity for technology and limited raw materials. Therefore, it is recomended that there be improvements in term of increating business capital, marketing creativity, supply of raw materials and increasing the latest technology-based education and training activities.

Abstract

Fokus dalam penelitian ini adalah untuk mengkaji dan menganalisis strategi pengembangan pariwisata dalam rangka meningkatkan pendapatan asli daerah. Adapun konsep yang digunakan dalam penelitian ini adalah menggunakan teori Yoeti yang memperhatikan pariwisata dengan unsur-unsur : Industri pariwisata, Destinasi pariwisata, Kelembagaan pariwisata dan Pemasaran pariwisata. Penelitian ini menggunakan desain penelitian kualitatif deskriptif dan eksploratif dengan lokus 8 kecamatan di Kabupaten Bangka Provinsi Bangka Belitung. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dokumentasi, triangulasi. Hasil penelitian mengungkapkan bahwa walaupun banyak objek wisata potensial di Kabupaten Bangka namun belum dikelola secara optimal. Untuk jumlah kunjungan wisatawan di Kabupaten Bangka tidak stabil setiap tahunnya karena mengalami kenaikan dan penurunan. Kondisi kelembagaan pariwisata di Kabupaten Bangka sudah cukup baik dimana banyak terdapat asosiasi kepariwisataan dan Lembaga-lembaga lain. Tetapi hal tersebut tidak diimbangi dengan kualitas sumber daya manusia dimana tingkat pendidikan aparatur kepariwisataan dan stakeholder yang terkait belum cukup secara kualitas maupun kuantitas. Pemasaran/promosi pariwisata di Kabupaten Bangka sudah banyak dilakukan baik dengan media cetak maupun elektonik (internet). Karena karakteristik wisatawan yang datang untuk berwisata di Kabupaten Bangka adalah wisatawan local menyebabkan pemasaran wisata berfokus hanya pada kalangan wisatawan local dan wisatawan nusantara. Sedangkan pertumbuhan wisatawan masih belum konsisten dimana terdapat kenaikan dan penurunan jumlah kunjungan terlebih sejak tahun 2020 pada situasi pademi covid terdapat penurunan jumlah kunjungan sehingga sangat berdampak pada usaha pariwisata di Kabupaten Bangka yang pada akhirnya berkorelasi terhadap penerimaan dari pajak dan retribusi daerah sebagai komponen Pendapatan Asli Daerah di dalam APBD. Berdasarkan identifikasi isu-isu dalam pengembangan pariwisata di Kabupaten Bangka yang dianalisis dengan metode SWOT dan kemudian dilakukan pengujian dengan tes litmus. Dari hasil tes tersebut dihasilkan isu yang dikategorikan sangat prioritas, yaitu mengembangkan objek wisata dengan berkerjasama pihak lainnya seperti BUMN, Swasta dan Masyarakat.

Abstract

This study analyzes the policy implementation of Government Capital Funds (GCF) for the Indonesia Logistics Bureau (Perusahaan Umum Badan Urusan Logistik, Perum BULOG) to support national food security. This study also aims to identify any obstacles and determine the development of an effective policy model for implementing the policy. This study uses qualitative methods, and the primary data was obtained from informants using the snowball technique collected from in-depth interviews. The result of this study is that the implementation of GCF fund utilization could have been more optimal in achieving the set targets due to several obstacles. These obstacles include the incomprehensiveness and inconsistencies in GCF policy planning, the difficulty of undertaking land acquisition and obtaining an environmental license,  GCF funds are much less than the total needs that should be met, and the discontinuation of the RASTRA Program for low-income families and poor food security governance. In addition, developing an implementation model for the effective use of GCF funds requires strengthening the authority of national food security management institutions. This study recommends that the government upgrade the status of Indonesia's Logistics Bureau to become a ministry-level institution. The relationship pattern with the National Food Agency must also be strengthened for better food policy governance.

Abstract

The creative economy has emerged as a dynamic engine of economic resilience and social innovation, especially in the aftermath of the COVID-19 pandemic. This article explores the interaction between co-creation and creative economic ecosystems, emphasizing how participatory governance models can enhance public service delivery and foster inclusive development. Drawing on mixed-methods research involving 450 creative enterprises and over 100 stakeholder interviews across Indonesia, Portugal, and Spain, the study investigates the enabling conditions for co-creation, namely digital literacy, institutional flexibility, and stakeholder engagement. Quantitative analysis using structural equation modeling highlights the mediating role of digital skills in enhancing business sustainability, while qualitative insights reveal barriers such as bureaucratic inertia and algorithmic governance. Case studies of creative kampongs in Bandung, innovation labs in Gipuzkoa, and hybrid tourism platforms in Lisbon demonstrate the transformative potential of collaborative service design. However, the research also cautions against superficial participation, showing that power asymmetries can undermine co-creation outcomes without institutional safeguards. The findings demonstrate the need for adaptive governance structures, integrated cultural impact indicators, and platform reforms to ensure equitable participation. This study promotes a paradigm shift towards relational and iterative governance that values local knowledge, encourages experimentation, and propels sustainable growth by integrating creative economy principles into public policy frameworks. This article contributes to contemporary debates on public innovation by proposing a co-creation framework grounded in cultural vitality, digital empowerment, and democratic inclusivity. Abstract

The professionalism of expert staff in the Indonesian House of Representatives (Dewan Perwakilan Rakyat Republik Indonesia (DPR RI) is influenced by various interrelated factors, including work management, coordination, compensation, qualifications, and competencies. This study aims to identify the key factors affecting the professionalism of Dewan Perwakilan Rakyat Republik Indonesia (DPR RI) expert staff and to provide recommendations for improving their performance. A qualitative research design was employed using a thematic approach, grounded theory, and triangulation, with data obtained from interviews and documents analyzed through NVIVO 14 ( ). The findings reveal that professionalism is primarily shaped by effective work management and coordination, competitive compensation, adequate qualifications and competencies, rigorous recruitment and selection processes, and objective performance evaluations. Furthermore, continuous professional development and clear career pathways significantly enhance staff loyalty and performance. Benchmarking against industry standards also provides insights into best practices that can be adopted. In addition, a well-defined organizational structure and effective strategies to address workplace challenges help clarify roles and responsibilities. High-quality support from expert staff and satisfaction with compensation directly contribute to the effectiveness of members and leaders of the Indonesian House of Representatives (DPR RI) parliamentary bodies. These findings imply that the Indonesian House of Representatives (DPR RI) needs to strengthen these strategic factors to ensure maximum efficiency and effectiveness of expert staff, ultimately enhancing the overall performance of the institution.

Abstract

Achieving food security and nutrition is one of the national development priorities that the government is tasked with realizing. In the 2020-2024 RPJMN there are seven National Priorities (PN). The research design is a depiction of the research paradigm, the author chose a qualitative research approach to reveal and discuss the Implementation of the Performance Policy of the Center for Agricultural Technology Assessment and Development (BBP2TP) towards the Development of Location-Specific Agricultural Innovations. In its implementation, there are many things that influence it. One of the crucial things for the development of location-specific technology is how to harmonize technology development between the Research Center and the Agricultural Technology Assessment Center (BPTP). In the implementation of location-specific technology development policies coordinated by BBP2TP, many interests affect (Interest Affected) the Implementation of Location-Specific Agricultural Innovation Development Policies.
